Abstract

This paper explores the opportunities of digital health technologies as platforms that can be adopted to foster transparency, accountability and anti-corruption measures in Zimbabwe’s public health sector. Corruption in the health domain has severe consequences for quality, access, equity and efficiency of health services, and is a barrier to the attainment of Universal Health Coverage. Digital health technologies that can foster accountability, transparency, detect and prevent corruption are particularly crucial to developing countries were corruption is a huge threat. This paper, being qualitative in its approach relied on an extensive review of scholarly journals, trusted databases, websites, policy documents and newspapers that shed light on digital health technologies and their impact on corruption. The paper establishes that Zimbabwe’s public health sector is highly susceptible to corruption due to system complexity, large sums of resources involved, information asymmetry and the nature of the pharmaceutical supply chain. The study found out that digital health technologies can support anti-corruption by impacting citizen scrutiny in a number of ways including reporting on corruption, facilitating citizen participation and promoting accountability and transparency. The technologies reviewed are transparency portals, artificial intelligence, decentralized digital ledgers, and whistleblowing tools. Nevertheless, the study established that these technologies can also usher novel corruption opportunities in the health domain through the dark web and cryptocurrencies. The study concludes with some considerations for policy makers on how technologies can be harnessed to ensure that their benefits are reaped.

Abstract

Understanding the perceptions of lecturers’ readiness to teach online during Coronavirus Disease-2019 (COVID-19) is essential, as their preparedness significantly influences the success of online learning outcomes. In addition, for lecturers to be properly ready for online Teaching and Leaning (T & L), it requires having the necessary skills, competencies, and infrastructures at their positions. Therefore, this study was conducted to determine the readiness of lecturers to offer online T & L during COVID-19 in one of the departments at the University of Limpopo (UL). A qualitative research approach was employed in this study to determine the lecturers’ readiness to offer online T & L. Because there is not much research done at UL regarding the readiness of lecturers to offer online T & L amid COVID-19, this qualitative study was exploratory in nature. The non-probability: Purposive sampling was adopted to select 10 participants. Data was collected using semi-structured Key Informant Interviews (KIIs) conducted by Google Forms and 9 out of the 10 participants completed the interview questions. Inductive Thematic Content Analysis (TCA) was applied to analyse the qualitative data. The findings of the study indicate that a significant number of lecturers experienced a lack of preparedness which was attributed mostly to inadequate training and limited prior experience with online digital platforms such as Blackboard. However, other findings highlight that the university took measures to mitigate the issue of readiness on lecturers by providing comprehensive training programmes. Moreover, the results showcase the need for continuous training and proactive adaptation to online T & L to sustain the readiness and effectiveness of online T & L. The study provides a set of recommendations for the university to enhance online T & L in response to the readiness of lecturers to offer online T & L starting from: The necessity of comprehensive institutional programmes that focus on both technological skills and pedagogical strategies to better equip lecturers, mentorship programmes to support lecturers, regular evaluations of training workshops are suggested and the university is urged to always have contingency plans for T & L and it is also recommended that UL should partner with other institutions to share insights in order to enhance online educational practices.

Abstract

The outbreak of Coronavirus Disease-2019 (COVID-19) brought some changes in the Department of Higher Education and Training (DHET), whereby South African Higher Education Institutions (HEIs) had to quickly transition to online Teaching and Learning (T & L). The implementation of online T & L specifically in Historically Disadvantaged Institutions (HDIs) was accompanied by advantages and disadvantages. Many research studies investigate students' perspectives on online T & L, however, there are notable gaps in research concerning lecturers' perceptions on online T & L during COVID-19. Therefore, the aim of this study was to explore lecturers’ perceptions toward online T & L during COVID-19 at University of Limpopo (UL), South Africa. A qualitative research approach was adopted to gather perceptions on this subject, using the permanent staff members attached to the Department of Criminology and Criminal Justice as a case study. This qualitative study employed an exploratory research design due to the limited literature in this area, non-probability purposive sampling was used to select 10 participants. Data was collected using semi-structured Key Informant Interviews (KIIs) conducted by Google Forms and 9 out of the 10 participants completed the interview questions. Inductive Thematic Content Analysis (TCA) was applied to analyse the qualitative data. The results of the study showcase that the online examinations challenges such as students cheating or committing academic misconduct were encountered by the university. The study recommends the university should invest in reliable online proctoring tools that can minimise the manipulation of the assessments offered. Clear policies and guidelines were recommended to maintain online T & L integrity and lastly, the researchers recommend academic workshops that can teach students about the importance of the rules of the examinations and severe punishment if the rules are violated. Overall, the study highlights the value of online T & L and the necessity for ongoing adaptation and support.

Abstract

Several issues affect South Africa, including poverty, unemployment, food insecurity, crime, floods, and climate change. These difficulties have led to civil unrest, mass frustration, as well as community protests. The government is generally expected to provide better services in the areas of suitable housing, energy supply, water and sanitation provisions, improved employment and educational opportunities, suitable infrastructure, and workable health facilities. Aside from all these difficulties, South Africa is also dealing with an electricity crisis that is impacting people's daily lives through frequent, advanced, or interval-based load-shedding. The water system needs urgent repair. There are constant leaks from the rusty, old water pipes. Some provincial suburbs go without water or electricity for a few hours or days at a time. There are many items on the list. The article attempts to gather data to support the cause of subpar service performance. There are numerous demands for service delivery, but there aren't enough resources to fulfill them. Insufficient financial, human, technical, and technological resources make it difficult for the government to provide all the facilities that are requested. Protests about service delivery result from unfulfilled demands. To provide seamless services without regard to time or location constraints, the study intends to investigate the challenges facing the traditional mode of service delivery. This transformation will be achieved through the adoption of technological interventions. Additionally, the study investigates a few potential roadblocks to the service delivery procedures. Information for the qualitative study is gathered through documents and literature reviews. Conceptual and document analysis are used to analyse the gathered data. According to the study, by using appropriate digitalised coordination and a sufficient infrastructure based on information technology, interventions related to the fourth industrial revolution (4IR) may be able to completely change the way services are delivered.

Abstract

When a person decides to blow the whistle on wrongdoing in their workplace, they do so at great risk. This risk is not only posed to their employment but also to themselves and their loved ones as persons implicated often resort to retaliation. Therefore, whistle-blowers must be afforded maximum protection to cover all such risks. The Protected Disclosures Act (PDA) was enacted to protect whistle-blowers from retaliation. While the Act has been amended to include independent contractors and agents as some of the individuals who may receive protection, it does not provide for the concealment of the identity of the whistle-blower, or the information being disclosed. When no measures are taken to conceal the identity of the whistle-blower, they may be easily identified by the wrongdoer who may then ensue acts of retaliation. This research assesses the importance of confidentiality in whistle-blower protection. A comparative analysis is conducted to assess how some developed countries such as Canada, Australia and New Zealand have incorporated confidentiality in whistle-blower protection laws. This comparison allows some lessons to be drawn which can be adopted in South Africa to improve whistle-blower protection. In this research, it is therefore agreed that the lack of firm and reliable whistle-blower protection clauses in South African law, has devastating consequences for those who blow or intend to blow the whistle.
