Abstract

This study aims to determine the level of conflict escalation caused by land disputes for permanent residential development in Palu City, and also to find out what methods the Palu City government can use in overcoming this problem. The data collection method used in this research is literature study. The theory used to see the level of conflict escalation is to use the dynamics of conflict stages, which divides these stages into Latent Conflict (Conditions), Perceived Conflict (Cognition), Felt Conflict (Affect), Manifest Conflict (Behavior) and Conflict Aftermath (Condition). Meanwhile, to find out the methods that can be used by the Palu City government in overcoming this conflict, namely by using the Thomas-Kilmann Conflict Mode Instrument. The results of this study indicate that the conflict that occurs in land disputes for permanent residential development (huntap) III is not only a vertical conflict between the government and the community, but the horizontal conflict between the Palu City government and the Palu City DPRD is also seen in it. For this reason, the method that can be used in solving these problems is by conducting collaborative negotiations so that neither party is harmed, and also to show that the Palu City government pays attention to the aspirations of the community.

Abstract

This study is intended to determine the leadership style of the village head in Balaroa, Sub-District West Palu, Palu. This type of research is descriptive. The types of data used are primary data and secondary data with data collection techniques namely observation, in-depth interviews, and documentation. While the theory used in this research is using the theory of Harsey and Blancherd (in Harbani Pasolong 2008) the indicators are: Instruction, Consultation, Participation, and Delegation. While the informants involved in this study were 5 people, four village apparatus and one community member. Based on the results of the research obtained by the author in the field, that the Leadership Style of the Lurah in Balaroa, Sub-District West Palu can be categorized as good, but the village apparatus has not been able to carry out their duties optimally in accordance with the leadership style of the Lurah, indicators that need to be a concern to be able to realize this style. The expected leadership for the apparatus is the Delegation aspect and the Control aspect, it is hoped that in the future the apparatus can carry out directions and tasks according to the leadership style that the Lurah has applied to his apparatus.

Abstract

This study focuses on the purpose of knowing and describing the implementation of forest protection policies in the Balantak Forest Management Unit, Banggai Regency, Central Sulawesi Province. The usefulness of this research is Theoretical and Practical. The Literature Review explains the concept of public administration, the concept of public policy, the concept of policy implementation, and the concept of forest protection. The flow of thought by the theory of Van Meter and Van Horn which includes the Standards and Objectives, Resources, Characteristics or Nature of the Implementing Agency, Inter-Organizational Communication, Implementor Disposition and the Socio-Economic and Political Environment Research with qualitative methods, Research Location Balantak Forest Management Unit Banggai district, Research time for three months, Informants are elements of the Apparatus who implement the policy and Village Apparatus as the parties involved, Operational Definition Concept related to the model implementation of the policy. Types of qualitative data, and data sources are secondary data and primary data. The discussion clearly explains the implementation of forest protection policies in the Balantak KPH area, and concludes that the results of observations, interviews, documentation with stakeholders, as well as in-depth analysis of researchers in the field can be concluded that the implementation of forest protection policies in the Balantak Forest Management Area, Banggai Regency, Province Central Sulawesi has been running well, but there are still major problems, including in the aspect of;(1)Social, Economic and Political conditions of this aspect are the aspects that greatly influence the implementation of forest protection policies because the impact of this aspect is in the form of targeted forest utilization such as the development of tourism objects to improve the community's economy,pine forest management. (2)The basic measures,objectives of the policy,have not been maximized in implementation or application, in other words that the objectives of the policy are still partial, in this case the determination is the leader of the unit,(3) Human resources are still very lacking in mastery and have qualified skills so that they have not been able to compete and implement the latest regulatory policies,(4) Communication is still not optimal at the implementing and community stages, Policy determination, lack of socialization or communication by competent parties in implementing regulatory policies on forest protection and utilization.

Abstract

Employee discipline at the Central Sulawesi Provincial Food Service has not been implemented optimally. The purpose of this research is to find out how the Discipline of the Work of the State Civil Apparatus at the Food Service is, which causes the less than optimal discipline of the Work of the State Civil Apparatus at the Food Service. The type of research used was qualitative and purposive informant selection technique with 5 selected informants. Data collection techniques were carried out through interviews, observation and documentation. Data analysis techniques through the stages of data editing, categorization, interpretation of the meaning of the data and drawing conclusions. The theory used is the George C Edwards III policy implementation model with the variables in the form of communication, resources, disposition and bureaucratic structure. The results show that the implementation of disciplinary policies at the Food Service has not been carried out properly due to the lack of optimal work discipline of the State Civil Apparatus at the Food Service, the lack of socialization, communication methods or techniques that are built so that they are less effective, lack of leadership commitment to consistently and consistently apply discipline , lack of exemplary leadership in implementing discipline, lack of strict application of rewards and punishments, lack of coordination and collaboration in implementing discipline among structural officials or direct supervisors of employees, and lack of understanding of SOPs for implementing Government Regulation No. 53 of 2010 by State Civil Apparatus at the Food Service.

Abstract

The purpose of this study was to analyze the administrative function of the Regional Financial and Asset Management Agency of the Central Sulawesi Governor's Office, the number of informants in this study was 5 (five) people who were leaders and staff. The method used in this research is qualitative. The data collected in this study are primary data and secondary data. Primary data were obtained through interviews with informants related to the research. Interviews were conducted using interview guidelines and interviews conducted in this study to obtain qualitative information that can strengthen qualitative analysis. The results showed that the administrative function of the Regional Financial and Asset Management Agency of the Central Sulawesi Governor's Office was running well, but there were still obstacles where the employees who were placed were not in accordance with their expertise or knowledge, and needed improvements in organization and planned supervision.

Abstract

This study examines the Quality of Electronic Identity Card Services at the Department of Population and Civil Registration of Palu City. The types of data used are primary data and secondary data. Data collection techniques, carried out through observation, interviews, and documentation. Informant withdrawal technique using purposive. The number of informants in this study amounted to 5 people. The theory used is the theory of Zethmal, Parasuraman and Berry, which consists of 5 (five) aspects : tangibles, reliability, responsiveness, assurance and empathy. Based on the results of research conducted, that the quality of Electronic Identity Card Services at the Population and Civil Registration Office of Palu City is not optimal. First; tangibles, namely inadequate facilities and infrastructure such as the lack of space for waiting rooms and limited available seats, as well as public toilets that look unclean. But in terms of the appearance of the apparatus is quite good. Second; reliability, namely the ability of the apparatus to use assistive devices is good, it's just that the services provided do not fully refer to the service flow. Third; responsiveness, namely the response of the apparatus who received the applicant's complaint was very good, but the speed of processing electronic identity cards was not maximized. Fourth; assurance, which is the guarantee given by the apparatus to the applicants that is not on time. However, the permit fee charged is in accordance with applicable regulations. Fifth; empathy, namely the service provided is not discriminatory and the apparatus always provides courteous and friendly service. Thus, from the five aspects of service quality above, there are still several things that need to be addressed, so that the quality of service provided can be maximized
