Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan Electronic Traffic Law Enforcement (ETLE) atau Tilang Elektronik di Kota Palu yang dilakukan oleh Pemerintah Kota Palu dan Kepolisian melalui Polres Kota Palu. Adapun hasil penelitian menunjukan bahwa implementasi kebijakan Electronic Traffic Law Enforcement (ETLE) atau Tilang Elektronik berjalan dengan baik hanya dari sudut padang implementor (Pemerintah Kota Palu dan Polres Kota Palu). Namun proses implementasi ETLE tersebut tidak berjalan dengan baik bagi masyarakat. Proses penilangan ETLE yang hanya menyasar pada pengendara dan memberikan dampak negatif bagi masyarakat yang telah menjual kendaraannya. Masyarakat yang Namanya masih terdata di surat kendaraan bermotor tetapi telah menjual kendaraannya kepada orang lain sering kali menerima surat tilang yang dikirim ke alamat rumah mereka tetapi masyarakat tersebut tidak pernah menggunakan kendaraan ataupun melanggar peraturan lalu lintas pada saat berkendara

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana kinerja pegawai negeri sipil Inspektorat Daerah Parigi Moutong. Tipe penelitian ini adalah penelitian kualitatif. Teknik pengumpulan data adalah observasi, wawancara dan studi pustaka. Informan dalam penelitian ini berjumlah 5 orang. Data yang terkumpul disaring dan dipilih berdasarkan kebutuhan data kemudian dianalisis dengan metode deskriptif kualitatif. Pada penelitian ini menggunakan 3 indikator, yaitu Kerjasama, Prakarsa dan Kepemimpinan. Berdasarkan Hasil Penelitian, menunjukkan bahwa kinerja pegawai Inspektorat Daerah Parigi Moutong apabila diukur menggunakan tiga indikator hasilnya baik namun belum maksimal yakni prakarsa sebagian pegawai belum sepenuhnya memiliki inisiatif dalam menjalankan tugas dan fungsinya akan tetapi kerjasama yang dimiliki pegawai terlaksana dengan baik dan kepemimpinan pegawai dapat dijadikan contoh karena setiap pegawai telah memiliki kemampuan untuk meyakinkan orang lain, sehingga dapat dikerahkan secara maksimal untuk melaksanakan tugas pokok dan fungsinya

Abstract

This study aims to determine the level of conflict escalation caused by land disputes for permanent residential development in Palu City, and also to find out what methods the Palu City government can use in overcoming this problem. The data collection method used in this research is literature study. The theory used to see the level of conflict escalation is to use the dynamics of conflict stages, which divides these stages into Latent Conflict (Conditions), Perceived Conflict (Cognition), Felt Conflict (Affect), Manifest Conflict (Behavior) and Conflict Aftermath (Condition). Meanwhile, to find out the methods that can be used by the Palu City government in overcoming this conflict, namely by using the Thomas-Kilmann Conflict Mode Instrument. The results of this study indicate that the conflict that occurs in land disputes for permanent residential development (huntap) III is not only a vertical conflict between the government and the community, but the horizontal conflict between the Palu City government and the Palu City DPRD is also seen in it. For this reason, the method that can be used in solving these problems is by conducting collaborative negotiations so that neither party is harmed, and also to show that the Palu City government pays attention to the aspirations of the community.

Abstract

This research concerning leadership style of headman of Tondo in Sub district of Mantilulore in Palu. Problems encountered in Tondo Region that was one of busiest village office in Palu, need definite style to optimize village office management. This research applied descriptive qualitative. Used primary data and secondary data, with indepth interview technique and documentation. Informant that involved in this research are 5 that chosen by using purposive sampling. Based on the research, that the style of leadership in village office of Tondo categorized the instruction runs well in managing government officials. The task implementation and responsible of government apparatus’ works, that need to be concern based on headman instruction.

Abstract

This research concerning the quality of administrative services of E-KTP in sub-district Palu Barat. The informant in this research chosen by using purposive sampling. And used primary and secondary data that obtained from the result of interview and investigation. The data analysis that used in this research was descriptive qualitative. Based on the result of the research by using 3 (three) indicator of the quality of administrative services E-KTP in Palu Barat sub-district Palu, so the dimention/aspect of administrative services related to public service assessment which includes; reliability, responsibility, and warranty. Related to reliability and responsibility are goes well while warranty is not going well.

Abstract

Permasalahan penerapan merit sistem di Indonesia yang hingga saat ini masih banyak diperdebatkan di kalangan akademisi dan pegawai negeri sipil. Dalam pembahasan ini akan diberikan dua studi kasus dalam penerapan merit sistem yaitu pada daerah tertinggal dan pada daerah maju. Untuk menganalisis permasalahan tersebut digunakan metode literature review dan pengambilan data pada daerah tertinggal dan daerah maju untuk membandingkan data tersebut. Hasil dari penelitian ini bahwa masih banyak daerah yang belum mampu mengikuti merit sistem jika diterapkan didaerahnya, karena masih kentalnya budaya dan adat didaerah tersebut. Dengan begitu masih banyak PR bagi pemerintah untuk dapat masuk dan bersosialisasi dengan baik kepada masyarakat 3T, atau dengan membuat aturan merit sistem dengan lebih elastis yang mampu diterima oleh masyarakat pedalaman dan tertinggal. Dengan begitu maka akan lebih baik penerapan merit sistem yang dibuat pemerintah untuk masa depan negara ini agar lebih baik dan mengalami perubahan.

Abstract

This study is intended to determine the leadership style of the village head in Balaroa, Sub-District West Palu, Palu. This type of research is descriptive. The types of data used are primary data and secondary data with data collection techniques namely observation, in-depth interviews, and documentation. While the theory used in this research is using the theory of Harsey and Blancherd (in Harbani Pasolong 2008) the indicators are: Instruction, Consultation, Participation, and Delegation. While the informants involved in this study were 5 people, four village apparatus and one community member. Based on the results of the research obtained by the author in the field, that the Leadership Style of the Lurah in Balaroa, Sub-District West Palu can be categorized as good, but the village apparatus has not been able to carry out their duties optimally in accordance with the leadership style of the Lurah, indicators that need to be a concern to be able to realize this style. The expected leadership for the apparatus is the Delegation aspect and the Control aspect, it is hoped that in the future the apparatus can carry out directions and tasks according to the leadership style that the Lurah has applied to his apparatus.

Abstract

This study focuses on the purpose of knowing and describing the implementation of forest protection policies in the Balantak Forest Management Unit, Banggai Regency, Central Sulawesi Province. The usefulness of this research is Theoretical and Practical. The Literature Review explains the concept of public administration, the concept of public policy, the concept of policy implementation, and the concept of forest protection. The flow of thought by the theory of Van Meter and Van Horn which includes the Standards and Objectives, Resources, Characteristics or Nature of the Implementing Agency, Inter-Organizational Communication, Implementor Disposition and the Socio-Economic and Political Environment Research with qualitative methods, Research Location Balantak Forest Management Unit Banggai district, Research time for three months, Informants are elements of the Apparatus who implement the policy and Village Apparatus as the parties involved, Operational Definition Concept related to the model implementation of the policy. Types of qualitative data, and data sources are secondary data and primary data. The discussion clearly explains the implementation of forest protection policies in the Balantak KPH area, and concludes that the results of observations, interviews, documentation with stakeholders, as well as in-depth analysis of researchers in the field can be concluded that the implementation of forest protection policies in the Balantak Forest Management Area, Banggai Regency, Province Central Sulawesi has been running well, but there are still major problems, including in the aspect of;(1)Social, Economic and Political conditions of this aspect are the aspects that greatly influence the implementation of forest protection policies because the impact of this aspect is in the form of targeted forest utilization such as the development of tourism objects to improve the community's economy,pine forest management. (2)The basic measures,objectives of the policy,have not been maximized in implementation or application, in other words that the objectives of the policy are still partial, in this case the determination is the leader of the unit,(3) Human resources are still very lacking in mastery and have qualified skills so that they have not been able to compete and implement the latest regulatory policies,(4) Communication is still not optimal at the implementing and community stages, Policy determination, lack of socialization or communication by competent parties in implementing regulatory policies on forest protection and utilization.

Abstract

The aim of this research to know the quality of sales service of CV. Akai jaya Sentral Yamaha Palu. The informant of this research consists of chief of store and consumer of CV. Akai jaya Sentral yamaha Palu. The data of this research consists of primary and secondary data which is obtain from the result of interview of consumer. The data analysis of this research is qualitative.The result of this research show that the quality that seen from physical evidence of CV. Akai Jaya Sentral Yamaha Palu is good enough but need to expand the parking area. The quality of services that seen from reliability in CV. Akai Jaya Sentral Yamaha Palu is good. The quality of services that seen from guarantee of CV. Akai Jaya Sentral Yamaha Palu is not good yet. And the last, the quality of services that seen from empathy of CV. Akai Jaya Sentral Yamaha Palu is already good.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi gaya kepemimpinan calon presiden dalam pemilihan presiden Tahun 2024. Metode yang digunakan dalam artikel ini adalah literature review, yaitu metode yang sistematis,  eksplisit, dan  dapat direproduksi untuk mengidentifikasi, mengevaluasi, dan mensintesis penelitian dan ide-ide yang dihasilkan.  Studi Literatur (literature review) merupakan  metode penelitian yang dilakukan oleh peneliti dengan mengumpulkan sejumlah buku-buku, majalah, tulisan, artikel ilmiah, atau jurnal yang berkaitan dengan penelitian. Teknik Pengumpulan data dalam penelitian ini yaitu menggunakan beberapa tahapan, yaitu pencarian artikel berdasarkan topik garis besar, pengelompokkan artikel berdasarkan relevansi dengan topik dan tahun penelitian lalu pengurutan struktur penjelasan serta perbandingan data yang saling berhubungan. Untuk mengidentifikasi gaya kepemimpinan calon presiden dalam pemilihan presiden 2024, peneliti menggunakan indikator karakter dan gaya kepemimpinan yang terdiri atas gaya kepempimpnan karismatis, gaya otoriter, gaya demokratis, dan  gaya kepemimpinan moralis. Dari hasil penelitian menunjukan bahwa ketiga calon presiden memiliki gaya kepemimpinan karismatik, demokratis, dan moralis. Anies baswedan Anies Baswedan menggunakan gaya kepemimpinan yang demokratis dan karismatik, ciri karakter Anies yaitu inovatif, sopan dan lembut dalam berkomunikasi. pada Prabowo Subianto memiliki karakter kepemimpinan karismatik dengan indikator karakter tegas, cerdas serta berwibawa. Pada Ganjar Pranowo mempunyai gaya demokratis serta moralis yaitu gaya kemampuan yang dapat mengarahkan dan menggerakan pengikut-pengikutnya.
