Abstract

The bureaucracy within the Community and Village Empowerment Office (DPMD) of South Halmahera Regency presents significant challenges related to the complexity of administrative systems. The most urgent issues requiring restructuring involve unclear and unmeasured systems, processes, and work procedures; an underdeveloped service culture; an organizational structure that does not align with the service mission; and low professionalism and human resource quality. Furthermore, the bureaucratic structure remains oriented toward control and authority rather than service delivery. The distribution of authority tends to be partial, not comprehensive, and rationality and professionalism remain far from expectations.This study aims to analyze how management arrangements, human resource (HR) capacity, and accountability contribute to improving public service quality at DPMD South Halmahera. The research employs a qualitative descriptive method using a case study approach. Data were obtained through observation, interviews, and documentation, and analyzed using the Miles and Huberman model, which includes data collection, reduction, display, verification, and conclusion drawing.The results show that management arrangements at DPMD have not yet operated optimally, as evidenced by overlapping duties and weak inter-departmental coordination. Most HR personnel do not yet meet the required qualifications and need continuous competency development, especially in technology and digital service delivery. In terms of accountability, reporting mechanisms lack transparency, and supervision and evaluation are not conducted systematically and comprehensively. Overall, the quality of public service delivery at DPMD still requires improvement through better management systems, HR capacity development, and stronger, participatory accountability mechanisms.

Abstract

This article examines the influence of the International Labor Organization (ILO) in the drafting of East Java Provincial Regulation No. 2 of 2022 on the Protection of Indonesian Migrant Workers. This topic is important because subnational governments are required to play a role in migrant worker protection, yet the pathways through which global labor norms enter local regulations remain understudied. Using a qualitative approach through interviews and document analysis, the study traces how international principles, particularly the 1990 International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families (ICRMW) were incorporated into regional policymaking. The findings show that although no formal collaboration existed between the ILO and the East Java Provincial Parliament, the ILO's influence emerged through the diffusion of global standards on safe migration, fair recruitment, and legal protection, which became substantive references during the drafting process. These results demonstrate that the diffusion of international norms can occur through multi-level governance mechanisms, where international actors shape subnational legislation indirectly through knowledge production and policy advocacy.

Abstract

This study aims to examine the extent to which Buddhist religious education contributes to strengthening the moral and ethical character of students at the Institute of Business, Information Technology, and Management. Buddhist religious education is viewed as an essential medium for shaping character based on the values of honesty, responsibility, discipline, and empathy.This research employed a pre-test and post-test design. Data were collected through questionnaires and analyzed using SPSS, involving validity and reliability tests, normality and homogeneity tests, correlation analysis, regression analysis, and a Paired Sample t-Test. The mean score increased from 19.06 (pre-test) to 41.60 (post-test), indicating an improvement in students’ moral and ethical behaviour after participating in Buddhist religious education. The Paired Sample t-Test results show a Sig. (2-tailed) value of 0.000 ( 0.05), demonstrating a significant difference between pre- and post-learning outcomes. The correlation coefficient (R = 0.944) and the coefficient of determination (R² = 0.890) indicate a very strong relationship, in which 89% of the improvement in students’ moral and ethical development is explained by Buddhist religious education. Thus, Buddhist religious education has been proven to exert a positive and significant influence in shaping morally grounded and ethically responsible student character, thereby supporting the creation of a harmonious and integrity-driven campus environment.

Abstract

This study examines the stock price performance of firms included in the LQ45 index before and after Indonesia’s 2024 General Election (Pemilu). A quantitative comparative event-study approach is applied using Abnormal Return (AR) and Cumulative Abnormal Return (CAR) as key metrics. The sample consists of 45 LQ45 companies listed on the Indonesia Stock Exchange. Expected returns are estimated using the Market-Adjusted Model (expected return equals market/IHSG return), with an observation window of t?3 to t?1 (pre-event) and t+1 to t+3 (post-event). Data were calculated in Microsoft Excel and statistically tested in SPSS using a normality test, Paired Sample T-Test, and Wilcoxon Signed Rank Test as a robustness check. Descriptive results indicate changes in AR patterns between the pre- and post-election periods. The Paired Sample T-Test shows that the difference is not significant at the 5% level (p = 0.079) but is marginal at the 10% level. In contrast, the Wilcoxon test reveals a significant difference at the 5% level (p = 0.024), with most stocks exhibiting lower abnormal returns after the election (32 stocks post pre). Overall, the findings suggest an asymmetric market reaction, with abnormal performance relatively stronger before the event and weakening afterward.

Abstract

Critical thinking is a very important skill in English Language Teaching (ELT), especially in learning contexts that still rely heavily on textbooks as the main source. This study aims to examine how critical thinking skills are represented in multimodal ELT learning resources. The analysis focuses on the relationship between learning activities and visual elements in Advanced English textbooks for grade 11, to determine the extent to which these two aspects support each other in fostering students' critical thinking skills. The research is based on the premise that the development of critical thinking is influenced not only by verbal instructions but also by the purposeful integration of visual modes. Adopting a qualitative research approach, the study applied multimodal discourse analysis to selected information-dense tasks that incorporate both textual directives and visual components. The analysis examined task categories, cognitive demands according to Bloom’s revised taxonomy, visual functions, and markers of critical thinking. The results of the study indicate that critical thinking skills can be developed through pedagogical alignment between learning tasks and visual elements. The results of the study indicate that narrative images can develop analytical and evaluative skills, ideologically charged visuals support critical assessment and argument development, while conceptual visuals help students organize analysis and interpret ideas creatively. These findings confirm that visual elements only play an effective role in improving higher-order thinking skills when consciously designed and combined with tasks that require complex cognitive processes, thus emphasizing the importance of planned multimodal design in ELT teaching materials.

Abstract

This study aims to assess the financial performance of the Lampung Provincial Government through the ratios of independence, effectiveness, and efficiency from 2019 to 2023. The research is descriptive with a quantitative approach and data collected through documentation. The analyzed data are secondary data. The results show that the average fiscal independence ratio remains low despite an increase in the last two years. The effectiveness of Local Own-Source Revenue (PAD) collection is considered quite good and consistently effective; however, in the final year, there was a decline, making it less effective.

Abstract

This study aims to implement and analyze the effectiveness of art activity video tutorials in the Art Center as a medium for stimulating fine motor skills in early childhood. Using a classroom action research (CAR) method with participants from Group B children (aged 5–6 years) in a kindergarten, instructional videos were developed containing demonstrations of activities such as tearing and pasting, cutting patterns, and paper folding. The results indicate that the implementation of video tutorials significantly improved children's fine motor skills, as evidenced by enhanced hand-eye coordination, finger movement accuracy, and hand muscle strength. The presence of video tutorials functioned as an engaging and clear visual model that successfully focused children's attention, increased learning motivation, and guided them to perform art activities more independently. The implications of this study suggest that video tutorials can be adopted as an innovative and effective medium to optimize the function of the Art Center in supporting fine motor development in early childhood education.

Abstract

The COVID-19 pandemic has significantly impacted informal workers in Batu City, particularly in accessing employment social security. This study aims to measure the accessibility level of informal workers to BPJS Ketenagakerjaan during the pandemic and identify the supporting and inhibiting factors. Using a descriptive quantitative method through a survey of 438 respondents, the findings indicate that the accessibility of informal workers remains moderate. The main obstacles include a lack of socialization regarding BPJS Ketenagakerjaan and the perceived burden of insurance premiums amid declining incomes due to the pandemic. These findings highlight the need for strategic policies to improve the accessibility of social security for informal workers, especially in times of crisis.

Abstract

The transformation of digital media in the era of streaming platforms has influenced how Generation Z accesses entertainment and information. They are currently the users who dominate the preference for video-based services in digital media. This study aims to analyze the diversity of content on one of Indonesia's streaming platforms, Vidio, as a predictor of digital media consumption among Generation Z in Indonesia. The research method used a quantitative approach through the distribution of online questionnaires to 117 respondents representing regions in Indonesia. The research instrument used a five-point Likert scale, which was tested for validity using Pearson Correlation and reliability using Cronbach's Alpha through the SPSS program. Simple regression analysis was used to test the effect of content diversity on digital media consumption. The results of the study show that the diversity of Vidio content, which includes a variety of entertainment, sports, and local content, has a significant relationship with Gen Z's digital media consumption. These findings indicate that the intensity and frequency of users consuming digital media through the Vidio platform is increasing. This study confirms that content is a key factor in building user engagement and the competitiveness of local platforms amid the dominance of global streaming services. The implications of this study are recommendations to improve the quality of content curation and strategic differentiation development as efforts to strengthen Vidio's position in Indonesia.

Abstract

Women-owned MSMEs (MSMEs) play a significant role in the local economy, but still face challenges in improving business performance, particularly related to leadership, digital capabilities, and psychological well-being at work. This study aims to analyze the influence of women's leadership and digital capabilities on MSME performance, with job satisfaction as an intervening variable. This study used a quantitative approach through a survey of 120 women-owned MSMEs in Medan City. Data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results show that women's leadership and digital capabilities have a positive and significant effect on job satisfaction. Digital capabilities also have a positive and significant direct effect on MSME performance, while women's leadership does not show a significant direct effect on MSME performance. Furthermore, the results of the indirect effect test indicate that job satisfaction plays a significant role in mediating the relationship between women's leadership and MSME performance, as well as between digital capabilities and MSME performance. These findings emphasize the importance of job satisfaction as a psychological mechanism in explaining the influence of leadership and digital capabilities on the performance of women-owned MSMEs. This study has implications for leadership development, digital capability enhancement, and the formulation of sustainable policies for empowering women-owned MSMEs.
