Abstract

This research was conducted at the Department of Culture and Tourism Rokan Hulu. The purpose of this study was to analyze the SWOT in the management of the county rokan Places upstream by the department of Culture and Tourism Rokan Hulu. The usefulness of this study also as an input for the Department of Culture and Tourism Rokan Hulu and hoped this research can increase knowledge and and be a reference for further research with the same subject matter. In line with the purpose of this study, the population of this research is the Head of the numbered 1, Secretary totaled 1, Head of Tourism numbered 1, Section Head of Development numbered 1, section head of promotion numbered 1, section chief of facilities and infrastructure totaling 1 people, pariwista staff of 10 people and 50 visitor attractions. The Sampling Techniques for the head of the Department, Secretary, Head of Tourism, Head of Development Section, section head of promotion, sexy epala infrastructure, staff pariwista by way of the Census. As for visitor attractions by way of accidental sampling technique. Meanwhile, I use theory is a theory of Effendi (2014; 94) with the indicators of the Strengths, Weaknesses, Opportunities and Threats. After all analyzed by quantitative research SWOT analysis of the obtained results in the Management of Tourist Attractions in Rokan Hulu by the Department of Culture and Tourism Rokan Hulu is "Good Enough".

Abstract

This study aims to determine the level of Objectivity Evaluation of the Implementation of Public Service In Regional Water Company (PDAM) Tirta Indra Indragiri Hulu Regency. Indicators of this study are Requirements, Procedures, Service Time, Cost / Tariff, Service Product, Complaint Management. The type of research located in Indragiri Hulu Regency is Servey Descriptive, which Priority list of quissioner as a tool of collecting data and data collected with this tool then used as the main raw material to analyze the empirical condition of the objectivity of the existence of research objectives at the location in carefully. The population that is used in this research is the Head of Regional Water Company Tirta Indra, Company Employee Tirta Indra, And also the Society as a customer. The sampling technique used in assigning individual samples is the census technique for the employee population and the incidental sampling technique for the population group, the type and data collection techniques used in this study consist of, primary data collected by using quissioners and interviews and secondary data collected using observation techniques. While the data analysis technique used is to use the tool table frequency. Based on this analytical technique, the researcher evaluates and concludes that the Analysis of Public Service in Tirta Indra Regional Water Company (PDAM) of Indragiri Hulu Regency is at the "Good Enough" rating interval. Recommendation to be considered is where in the future the Perusahaan Daerah Air Minum will improve the quality services provided to customers.

Abstract

This research aim to know Evaluation of KIS Implementation (Healthy indonesian card) In Pintu Gobang Kari Village Kuantan Tengah Sub-district Kuantan Singingi Regency. This research method is Descriptive Survey. The study is located in the village door gobang curry. The population in this research is 26 people. Sampling technique done by Purposive Sampling Technique is determination of sample with certain consideration. In this study the authors set as many as 26 people. The results showed that the Evaluation of the Implementation of KIS (Healthy indonesian card) In Pintu Gobang Kari Village Kuantan Tengah Sub-district Kuantan Singingi Regency in Less Less Exacted category. Concerning the effectiveness of community respondents as recipients of KIS card (Healthy indonesian card) card in Less Appropriate category. Efficiency of community respondent as receiver of KIS card (Healthy indonesian card) card in Less Appropriate category. The sufficiency of the community respondents as the recipients of the KIS card (Healthy indonesian card) card in the Less Implemented category. The similarity of the community respondents as the recipients of the KIS card (Healthy Indonesia Card) card in the Less Implemented category. Responsiveness of community respondents as beneficiaries of KIS card (Healthy indonesian card) in the Self-Implemented category. The accuracy of the community respondents as the recipients of the KIS card card (Healthy indonesian card) in the Less Implemented category. This conclusion is in accordance with the measurement technique that has been determined that the Less Understandable category is in the percentage of 26% - 50% meaning that 6 indicators used are not all done well.

Abstract

This thesis entitled "the implementation of community participation in physical development in the beautiful solar village subdistrict pangkalan kuras district pelalawan" by Sawitri. This thesis aims to find out the implementation of organizing community participation in rural development whether it is running well or not and know the involvement of the community in maintaining the results of development and evaluate of the development program that has been realized and what has not been realized whether the assessment of villagers with the results of development. This problem is discussed based on facts in the field using quantitative research methods and then combined with descriptive qualitative research methods. The results of the research that has been conducted have shown that the participation of the beautiful solar villagers in planning, implementation, utilization, and development evaluation is quite good in its presentation. Public awareness of the importance of village development has been quite maximal. In this study, the inhibiting factor is discussed about the education of rural communities which is still minimal for the level of progress if measured for now. This good participation is also the responsibility and duty of village government and village communities to always strive in promoting and enhancing community participation. It also requires the attention especially the government to motivate, invite and try to increase community participation in physical development of the village.

Abstract

Abrasion is one of the problems that threaten coastal conditions that can also threaten the river line so that backward causing the land eroded and the river increasingly widespread, of course this is very dangerous for people, especially for those who live on the riverbank because the consequences of this abrasi make the loss of land agricultural, community gardens, community houses and public roads if this continues to happen, this should be the government’s concern. the purpose of this study is to know and explain how the Performance of Public Works and Spatial Planning of Rokan Hilir in Overcoming Abrasion in the Rokan River Area (Case Study in Kelurahan Rimba Melintang), as well as to know and explain the obstackles that experienced by the of Public Works and Spatial Planning of Rokan Hilir in Overcoming Abrasion In the Rokan River Area (Case Study in Kelurahan Rimba Melintang). To know the Performance of Public Works and Spatial Planning of Rokan Hilir in Overcoming Abrasion in the Rokan River Area (Case Study in Kelurahan Rimba Melintang), the researcher took the population and the sampel amounted to 43 people, namely 3 employees of public works and spatial planning agency and 40 people which affected by the Abrasion in Kelurahan Rimba Melintang, while the key informant in this research is the Head of Public Works and Spatial Planning. The sampling technique for public Service Officer and Urban Spatial Planning of Rimba Melintang Urban Village is Incidental sampling. While the theory of evaluation that researchers use is William N.Dunn theorist where the criteria of evaluation criteria is Effectivenees, Efficiency, Adequacy, Flattening, Responsiveness and Accuracy. After all data is analyzed by qualitative and quantitative method hence the Performance of Public Works and Spatial Planning of Rokan Hilir in Overcoming Abrasion in the Rokan River Area (Case Study in Kelurahan Rimba Melintang),is “ Less Good” therefore for the future to overcome the abrasion of the rokan river area needs to be improved again.

Abstract

One important aspect of staffing reform is the promotion system of civil state apparatus publicly and competitively within the local government, in high leadership positions (JPT) pratama or positions equalized with structural positions echelon II.b and a. The Local Government of Indragiri Hilir Regency through the Regional Personnel Board has conducted an open promotion on the filling of the Primary Leadership Position, for the first time in 2015. The purpose of this study is to analyze the personnel reform based on system merit in the implementation of the selection of Primary Charge in the local government of Regency Indragiri Hilir. The research method used is descriptive research method with qualitative data analysis approach by using data analysis according to Miles and Huberman namely; data reduction, data presentation and conclusion. The sources in this research are Selection Committee, secretariat of selection committee, selection of JPT Pratama, Civil Servant at Local Government of Indragiri Hilir Regency. In this study the authors use data collection methods using observation, interviews, and documentation. The results of the study show that personnel reform in the implementation of the selection of Primary Charge to the local government of Indragiri Hili Regency is seen from the aspect of preparation, implementation and monitoring and evaluation as stipulated in the provisions of Permenpan-RB no. 13 Year 2014, mechanically and procedurally has been implemented in accordance with the provisions. From the result of data analysis of implementation and recommendation from KASN to the selection implementation process, implicitly can be concluded that the implementation process contains the principles of objectivity, competitive, transparency and accountability in every stage process conducted by selection committee to 5 (five) .The consideration of qualifications, competence and performance (merit system) on the determination of graduation in general has become the consideration of the selection committee. For the next selection process by appraising the assessment center, the authors suggest that the preparation of competency standards in detail and detail, success criteria from office, the selection material should be more directed to the task and function metrics of each position, the selection method is more directed to a deep observation of the behavior of officials, and conduct a thorough evaluation of the potential, potential, strength and weaknesses of the candidate, a relevant to the effectiveness of a desired organization.

Abstract

This study aims to know and analyze the strategy of the General Election Commission in increasing the participation of Pemilih Pemula Pemilihan Dumai Mayor and Vice Mayor in Dumai Barat District in 2015. Strategic indicators in increasing Pemilih Pemilih participation include vision, mission, goals, targets, policies, programs, activities. This type of research is descriptive survey. The method used is quantitative method, which is prioritize the list of questionnaires, observation, interviews as a means of data collection. Population and sample in this research is intended for Chairman, Secretary of KPU, member of commissioner and staff of KPU Secretariat of Dumai City, as well as voting society of West Dumai District. The sampling technique used is purvosive sampling. Primary data include data on strategic of General Election Commission in increasing Pemilih Pemilih Beginner at Dumai Mayor and Vice Mayor Election in Dumai Barat Sub-district 2015, collected by questionnaire questionnaire technique, observation, interview. Data that can be obtained, processed by means of frequency table. Based on the analysis, the researcher concludes that the General Election Commission's strategy in increasing the participation of the newly elected voters in the Mayor and Vice Mayor of Dumai in Dumai Barat Sub-district 2015, which is seen from the above indicator of the most number of 40 with good category strategy, it can be proven from seven indicators of vision strategy, mission, goals, objectives, policies, programs, and activities, almost all of the indicators are in fairly good category. Recommendations to consider in order to improve the KPU's strategy need to be trained for KPU officers for the socialization team in the novice voter community so that the officers have a creative strategy. Need socialization and supervision of SOP to be followed and followed. Commitment of KPU officers to rule management is required.

Abstract

Integrated Subdistrict Administrative Services have a role in providing servants in the District wilaya, among others, the service for handling e-KTP. Therefore, the implementation of e-KTP management services must optimize the form of service provided through Requirements, Procedures, Time, Products, Complaints. Public services are expected to be carried out in all matters including services in the management of e-ID cards at the Tualang Sub-District Office, Siak Regency. The purpose of this study was to analyze the service of administering the e-KTP at the Tualang Sub-District Office in Siak Regency and find out the obstacles in the service of the e-KTP Management at the Tualang Sub-District Office in Siak Regency. The results of this study are expected to provide the following benefits: contribution of the mind in order to develop science, especially in the field of social and political sciences as well as references to improve services, especially in the Management of e-KTP at the Tualang Sub-District Office, Siak Regency. The results of the research conducted at the Tualang Sub-District Head Office in Siak Regency through five indicators were in the category "Good Enough" with a value of 26 or a percentage of 57%. However, the author recommends to the employees of the Tualang Sub-District Office of Siak Regency in providing e-KTP Management services in order to improve the quality and quality of services in order to achieve better service.

Abstract

The purpose of this research is to know the Analysis of Procedure of Medical Doctor Practice Permit Management Service at One Stop Service and One Stop Service (DPMPTSP) City Pekanbaru. Assessment indicators used include service procedures, completion time, service costs, service products, facilities and infrastructure, employee competence. Research method used is quantitative method. This method can be categorized as descriptive research that prioritize the list of kusioner as a means of collecting data and data collected with this tool then used as the main raw material to analyze the empirical condition of the objectivity of the existence of research objectives at the condition of the researcher. The location of this research at the Department of Investment and Integrated Pestanan One Door (DPMPTSP) Pekanbaru. For physician licensed field officers use census techniques and for doctors who administer licensing practice using purposive sampling samples. Based on this analytical technique, the research evaluates and concludes that the Analysis of Procedure of Doctor's Practice Document Management Service at One Stop Service and One Stop Service (DPMPTSP) Pekanbaru in serving the doctor is at good enough assessment interval. Recommendations that need to be considered especially with respect to Analysis of Service Procedures that must be optimized again to improve employee performance and time of completion of the doctor's licensing practice so that doctors - doctors feel satisfied with the performance of employees.

Abstract

The research is based on the principal issues concerning the billboard planning policy which has not optimally be able to improve the loca revenue of Pekanbaru City an has not improved the beauty of Pekanbaru City . It was estimated to be caused by the model of the billboard planning policy can not increase the billboard tax receipts as well as to enhance the visual beauty of Pekanbaru City. The method used in this research is descriptive quantative, which be able to improve the billboard tax planning policy implementation which be able to billboard tax receipts and to enhance the visual beauty of Pekanbaru City. The collection of data is used, as is common in quantitave research are observation, interviews and documentation. The research result indicated that (1) the billboard planning policy implementation running in the Pekanbaru City still not effective because of lack of attention to standards and palicy objevtives and amplementing organizational characteristic are also not proved the role in billboard planning policy implementation in Pekanbaru City .(2) the model of billboard planning policy implementation of Pekanbarun City mandated the regional revenue office of Pekanbaru City as the responsible agency for organizing and billboard planning in Pekanbaru City.
