Jurnal Pertahanan & Bela Negara adalah merupakan wadah para dosen, peneliti, dan mahasiswa untuk meningkatkan kualifikasi dan kompetensi akademik, sekaligus perwujudan kontribusi intelektual terhadap perkembangan keilmuan di bidang Pertahanan dan Bela Negara melalui tulisan ilmiah baik berupa kajian maupun hasil penelitian. Abstract

The work areas that are the responsibility of the Bangka Belitung Naval base are still quite vulnerable and responsible for problems and difficulties that could disrupt the ALKI I or the Indonesian archipelagic sea lane I. The area for which the naval base of Bangka Belitung is responsible, is not balanced. However, it must continue to provide the best support for all KRI (Warships of the Republic of Indonesia) which anchored in the Bangka Belitung Naval Base. This study tries to analyze the role of the Bangka Belitung Naval base in supporting maritime security operations in ALKI I. The study uses descriptive qualitative methods about understanding the Bangka Belitung Naval base in supporting maritime security operations at ALKI I. This study uses the role of base theory, Sea Power theory and Navy trinity theory. The results of the study show that the Bangka Belitung Navy Base has not yet supported KRI or not to carry out the provision. Therefore, it is agreed that the Bangka Belitung Naval Base would provide complete facilities and infrastructure including anchoring, to be able to support KRI to operate safely at sea in assisting sovereignty in the ALKI I region.Keywords: Naval Base Role, Maritime Security, ALKI I

Abstract

In some countries, disintegration is happened because politization of disparities which had been their foundation in the beginning. Indonesia is precisely standing as a country with its disparities—which can be called as plurality—in ethnics, races, and faiths. As a country with plurality in its society, Indonesia is really fragile in facing domestic conflicts; one of them is agrarian conflicts. This article is written for understanding the relations between agrarian conflict and disintegration and also finding their position in Indonesian national security system. Thus, the object of the observation in this article is the relations between agrarian conflict and disintegration and their position in Indonesian national security system. The results of this observation bring the fact that agrarian conflicts can trigger disintegration among people and decrease legitimacy to the government. The possibility of disintegration is determined by subject-object dimension and government’s policies. Besides, agrarian conflicts can be classified as threats to Indonesian national security. There are four reasons why agrarian conflict should be placed as a threat to national security, i.e. conflict subject and object are Indonesia’s physical-based component which have to be protected; overlapping policy (institutional component) causing conflict; plurality issues; and anarchical behaviors often estimated as the best solution.Keywords: agrarian, disintegration, national security, conflict

Abstract

The Unitary State of the Republic of Indonesia is one of the countries with a strategic path to world trade, and this has become a favorable supporting factor in various sectors in Indonesia. The territory of the Unitary Republic of Indonesia, which is also very broad, has implications for national defense that is complex and very open so that it is easily entered by anyone from various directions. The territory of the Republic of Indonesia consists of 7.7 million km2, stretching from Sabang to Merauke, from P. Miangas to P. Rote consisting of 17,504 islands united by vast seas and oceans. The problem that arises now is where the Army defense equipment especially in the Bekang Battalion is old and ineffective in supporting logistical activities. However, technically, the modernization of the Army defense equipment prior to comprehensive considerations, mainly based on the effectiveness of activities that can support the main tasks and the use of defense equipment in an effective and efficient operation, besides that in terms of modernizing military equipment and weapons in addition to supporting logistical activities, they must also be able to be tested in Combat Proven. In fulfilling modern defense equipment, it is highly expected to support the main tasks of the Army, especially support for defense equipment in the Bekang Battalion, the fulfillment of modern logistical transport vessels. This study analyzes the effect of modernization of the Bekang Battalion defense system on the readiness of the Army logistical support with a research sample in the Bekang Battalion Unit of the Army with data analysis using the SPSS (Statistical Package for Social Sciences) method to obtain an objective assessment of the effect of the readiness of the support units of the data analysis on the basic tasks of the Army. With the modernization of defense equipment, it is hoped that Battalion's readiness can be maximized in carrying out its duties in the future.Keywords: defense equipment, modernization, logistics, SPSS (Statistical Package for Social Science)

Abstract

Peace Studies is a discipline that is derived from International Relations. With the development of International Relations, they are dealing with cases related to conflicts and wars between states, as well as states with non-states. For this reason, Peace Studies was born so that it can focus on discussing issues surrounding conflict, war, and resolution efforts. Peace Studies in general are associated with the concept of conflict resolution. One method of conflict resolution in Peace Studies is the concept of conflict transformation. Conflict transformation is not only aimed at stopping conflict and to change patterns of negative relations between conflicting parties, but also to change the political, social and economic structure that causes the patterns of negative relations. Peace Studies offers a new analysis of how International Relations should look at the complexity of relations between actors. The author did not conduct field research related to this article, but conduct a conceptual research through literature study. The purpose of this article is to see how Peace Studies can help answer problems in International Relations related to conflicts or wars that occur internationally.Keywords: peace studies, conflict, armed conflict, violence, and conflict transformation

Abstract

Article 9 of Indonesian Law No. 34 year 2004 concerning Indonesian Defence Forces (TNI) rendering the Navy the task of maritime defense and security that requires of main equipment and weaponry system (Alutsista) such as Indonesian Warship (KRI). The Navy officer as the man who operate the warship requires a fit level of physical and mental to be able to execute the tasks optimally. One thing that is very important in maintaining and developing the mental readiness of navy officer is mental development. In the TNI Commander Decision No. Kep/940/XI/2017 dated November 21, 2017 concerning the Parental Guidelines for the TNI Mental Development Pinaka Baladika stated that the TNI mental development has a strategic role, task and function in building the capability and strength of the TNI for a strong national defense. The object of this research is the implementation of mental development in the First Fleet Command Headquarters, Indonesian Navy. The purpose of this study is to analyze the design of mental development that is conducted in the First Fleet Command Headquarters, Indonesian Navy. The analysis of the article is using role theory as the main theory which according to Levinson that roles related with three things, namely position or status, organization, and behavior. This study uses a qualitative methodology which primary data was obtained by interviews with officials at the First Fleet Command Headquarters who have duties for arranging, managing, executing, and evaluating mental development, and adding with navy officer representation. Meanwhile, secondary data was obtained by literature studies such as books, journals, magazines, letter of decisions, and etc. Data processing techniques was carried out by reducing data, presenting data, and drawing conclusions, using tools equipment NVIVO 12 plus for data coding. In this research, it was found that mental development at the First Fleet Command Headquarters had not managed its role optimally. One of the indicator is there are no position of a mental psychology officer, mental ideological officer, and mental traditional tradition officer in the organizational structure of First Fleet Command HQ. Mental development activities had not managed in accordance with the principles of modern management, especially in the planning level.Keywords: mental development, operation readines, first fleet command, Indonesian Navy, motivation.

Abstract

This article is the result of institutional research, which aims to develop a model of internalization of state defense soft skills for FISIP students of UPN "Veteran" Yogyakarta who can graduate with state defense character. In this article, several stages were carried out, namely, the first stage in formulating the state defense soft skills derived from the basic values of state defense. The next stage is to arrange the forms of activities carried out starting to be accepted as new students until students being graduated. The activities consist of curricular, co-curricular and extra-curricular activities. The final stage is to arrange the stages of internalization of state defense soft skills based on the forms of the activities. The internalization stage begins with the stages of introduction, awareness, reinforcement, actualization and further strengthening. This third stage is a model of internalization of integrated and sustainable state defense soft skills.Keywords: internalization, soft skills, state defense, integrated, sustainable
