Abstract

This study examines the implementation of talent management in filling supervisory and administrative positions within the Government of Balikpapan City, focusing on its role in operationalizing bureaucratic meritocracy. Using a qualitative approach with a case study strategy, the research explores how merit-based principles are translated into practice and identifies the dynamics influencing decision-making processes. Data were collected through in-depth interviews, documentation, and observation, and analyzed using a descriptive qualitative method. The findings indicate that talent management has been formally adopted through instruments such as competency mapping, performance appraisal, and talent pools; however, its implementation remains inconsistent, revealing a gap between procedural frameworks and substantive outcomes. Non-merit factors, including seniority, informal networks, organizational loyalty, and political considerations, continue to influence decisions, resulting in a hybrid form of meritocracy shaped by the interaction between formal systems and socio-political realities. Position filling emerges as a critical locus where meritocratic principles are tested, as it represents the stage at which competing considerations are negotiated and translated into actual decisions. The study underscores the importance of leadership commitment, institutional capacity, and organizational culture in ensuring the effectiveness of merit-based systems. Strengthening these dimensions is essential to transform meritocracy from a procedural requirement into a substantive practice that promotes fairness, professionalism, and organizational performance, while contributing to broader public sector reform at the local government level.

Abstract

This study aims to analyze the transformation of e-government in accelerating bureaucratic reform through the implementation of digital governance in Mataram City. This research is motivated by the demand for improving the quality of effective, transparent, accountable, and technology-based public services in the era of digital transformation. The implementation of e-government is seen as a strategic instrument in realizing modern governance that is able to increase the efficiency of public administration and strengthen public participation. However, the implementation of digital government in the regions still faces various challenges, such as limited system integration, human resource capacity, technological infrastructure, and community digital literacy. This study uses a qualitative approach with a descriptive research type. Data collection techniques are carried out through observation, documentation, and literature studies related to the implementation of the Electronic-Based Government System (SPBE) in Mataram City. Data analysis uses the interactive model of Miles, Huberman, and Saldaña which includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of e-government in Mataram City has contributed significantly to the acceleration of bureaucratic reform by increasing the efficiency of public services, information transparency, bureaucratic accountability, and the effectiveness of government administration. Digital transformation is realized through online-based population administration services, a digital licensing system, a public complaints application, and the integration of government information systems. This study concludes that strengthening digital governance through digital system integration, human resource capacity development, improving information technology infrastructure, and strengthening literacy and public participation are crucial factors in realizing sustainable digital bureaucratic reform in Mataram City

Abstract

This study aims to examine how Community-Based Tourism (CBT) empowers local communities in Tangkit Village through economic, social, and cultural dimensions. Tangkit Village, located in Jambi Province, is known for its pineapple-based agro-tourism and Malay cultural heritage, making it a unique rural tourism destination. While CBT has been widely explored globally, most research emphasizes broad sustainability frameworks, leaving a gap in micro-level empowerment strategies within Indonesian rural contexts. Addressing this gap, the study introduces novelty by analyzing CBT’s role in fostering income generation, cultural preservation, and participatory governance in a localized setting. Using a qualitative approach, secondary data were analyzed through NVivo 12 Plus employing Crosstab Query and Word Frequency tools to identify dominant themes. Results indicate that income generation (54.55%) and community participation in tourism management (50%) are the strongest impacts, while cultural integration is evident through tourism packages (44.44%). However, skill development (20%) and micro-enterprise growth (18.18%) remain limited, signaling areas for improvement. The study concludes that CBT enhances livelihoods and cultural identity but requires stronger capacity-building and inclusive governance. Limitations include reliance on secondary data and a single-case focus, restricting generalizability. Future research should incorporate primary data, comparative case studies, and longitudinal designs to assess scalability and resilience. Exploring digital innovations for marketing and training is also recommended to strengthen CBT practices. These findings contribute to advancing sustainable and inclusive tourism development in rural Indonesia.

Abstract

Hospital logistics management plays an important role in supporting healthcare services and operational efficiency. Ineffective internal control may lead to inventory discrepancies, procurement delays, and inefficient use of supplies. This study aims to analyze the internal control of housekeeping supply management at UGM Academic Hospital based on the COSO framework and to identify challenges in its implementation. The study applies the COSO framework to housekeeping supply management in a hospital setting and provides empirical evidence on how its components support effective inventory management. A qualitative research approach was employed, with data collected through interviews, observations, and document analysis involving administrative staff, warehouse personnel, procurement officers, and representatives from service units. Data were analyzed using the five components of the COSO internal control framework: control environment, risk assessment, control activities, information and communication, and monitoring activities. The findings indicate that internal control has been implemented through planning, procurement, storage, distribution, and inventory monitoring. However, several challenges remain, including inventory counting that is not integrated with service units, procurement delays, off-system supply requests, and discrepancies between inventory records and actual stock levels. Strengthening an integrated inventory system, enhancing procurement evaluation, and conducting regular inventory monitoring are recommended to improve the effectiveness of internal control and hospital operational efficiency.

Abstract

Organizational commitment and the factors that influence it have been widely discussed in previous studies, but there are still few studies that examine the influence of organizational culture, work environment and job satisfaction simultaneously on organizational commitment in foundations. The purpose of this study is to analyze the influence of organizational culture, work environment and satisfaction on organizational commitment. The type of research used in this study is quantitative research. The study was conducted at the Al Muwahidin Lelede Foundation. The target in this study were all permanent employees of the Al Muwahidin Lelede Foundation. The population was all permanent employees of the Al Muwahidin Lelede Foundation, which amounted to 81 employees. Organizational culture, work environment, and job satisfaction have a significant influence on organizational commitment, because organizational commitment is formed by indicators of affective commitment, continuance commitment and normative commitment, it turns out that the dominant results are in the affective commitment indicator. It is recommended to improve organizational commitment factors, attention needs to be paid 3 to normative commitment by having responsibility to help the organization achieve its goals. To improve organizational culture, attention needs to be paid to maintaining and maintaining work stability with the foundation having the ability to adapt to change, but still maintaining work stability.

Abstract

This study aims to analyse the relationship between the growth of Local Own-Source Revenue (PAD) and dependence on fiscal transfers in 10 regencies and cities in West Nusa Tenggara Province during the period 2012–2023. The main issue examined is whether the increase in PAD truly reflects a strengthening of fiscal autonomy or merely indicates nominal growth that has not altered the dominance of central government transfers. The study employs a descriptive-analytical quantitative approach based on panel data comprising 120 region-year observations. Secondary data is sourced from Local Government Financial Reports and focuses on four revenue components: PAD, Revenue-Sharing Funds, General Allocation Funds, and Special Allocation Funds. The analysis was conducted by calculating growth rates, the compound annual growth rate (CAGR), the proportion of PAD, the transfer dependency ratio, regional fiscal typology, and fixed-effect estimates as supporting tests. The research findings indicate that aggregate PAD increased from Rp0.57 trillion in 2012 to Rp2.37 trillion in 2023, with a CAGR of 13.82% per annum. However, in 2023, PAD accounted for only 16.4% of the main revenue structure, whilst central government transfers still amounted to 83.6%. The fixed-effects estimation revealed a PAD growth coefficient of –0.066 with a p-value of 0.001, indicating a significant negative relationship between PAD growth and dependence on central government transfers, although the effect is limited. The fiscal typology identified the City of Mataram and North Lombok Regency as regions showing relative fiscal improvement, whilst several other regions remained in a state of structural dependence. This study emphasises that fiscal autonomy must be assessed based on changes in revenue structure, rather than solely on PAD growth. The contribution of this research lies in distinguishing between nominal PAD growth and structural fiscal autonomy; consequently, the findings can serve as a basis for formulating policies to enhance PAD that are fairer, more productive and more sustainable for local governments in West Nusa Tenggara (NTB).

Abstract

The purpose of this study is to analyze and optimize the implementation of smart tourism in supporting sustainable tourism development in West Nusa Tenggara through an adaptive governance approach. The research method is a qualitative comparative study. Data collection was carried out through interviews, documentation, observation, and Focus Group Discussions (FGDs). Data analysis was conducted using NVivo 12 Plus, with coding, data visualization, and source triangulation to ensure the validity and reliability of the research findings. The research findings indicate that the development of smart tourism in West Nusa Tenggara has great potential to increase regional competitiveness and economic growth. However, the effectiveness of its implementation depends heavily on integrating digital infrastructure, human resource capacity, and adaptive governance. Despite having superior destinations and government policy support, there are still gaps in the distribution of digital infrastructure and system integration. The use of data in tourism management is still partial and not optimally integrated. Furthermore, fluctuations in tourist visits underscore the need for flexible, data-driven policies. Therefore, strengthening digital architecture, increasing human resource capacity, and fostering cross-sector collaboration are key to optimizing smart tourism. In conclusion, the success of smart tourism depends on integrating technology, adaptive policies, and a systemic, sustainable collaboration.
