Abstract

Penelitian ini bertujuan untuk menganalisis strategi Public Affairs yang diterapkan oleh PT Migas Utama Jabar (MUJ) dalam melaksanakan program Tanggung Jawab Sosial dan Lingkungan (TJSL) di wilayah operasionalnya, khususnya di Desa Mayangan, Kecamatan Legon Kulon, Kabupaten Subang. Program TJSL yang dijalankan oleh MUJ bertujuan untuk mengatasi berbagai tantangan sosial dan lingkungan yang dihadapi oleh masyarakat sekitar area pembangunan migas, seperti ketimpangan akses terhadap pembangunan, keterbatasan infrastruktur, serta dampak lingkungan yang muncul akibat aktivitas eksplorasi dan produksi migas. Dalam penelitian ini digunakan pendekatan kualitatif deskriptif untuk menggali bagaimana komunikasi yang efektif dan transparan dapat membantu membangun hubungan yang harmonis antara perusahaan, pemerintah daerah, dan masyarakat sekitar. Melalui pengelolaan hubungan yang berbasis pada komunikasi dua arah, transparansi, dan partisipasi masyarakat, MUJ berupaya memastikan bahwa program-program TJSL yang dijalankan tidak hanya memenuhi kewajiban sosial perusahaan, tetapi juga memberikan dampak positif dan berkelanjutan bagi masyarakat dan lingkungan. Penelitian ini juga mengeksplorasi berbagai tantangan yang dihadapi perusahaan dalam mengelola ekspektasi masyarakat, terutama terkait dengan distribusi manfaat pembangunan dan pengelolaan dampak lingkungan.

Abstract

This study explores the evolution of digital bureaucracy as a catalyst for enhancing efficiency within public sector institutions through a comprehensive literature review. Drawing upon recent academic contributions from 2018 to 2024, the paper examines how digital transformation reshapes administrative structures, decision-making processes, and service delivery mechanisms in government operations. The review identifies key factors influencing successful digital bureaucratic implementation, including leadership commitment, regulatory adaptability, technological infrastructure, and human capital readiness. It also highlights the persistent challenges of data governance, resistance to change, and digital inequality that hinder efficiency gains. By synthesizing empirical and theoretical insights, the study demonstrates that digital bureaucracy not only streamlines administrative procedures but also strengthens transparency, accountability, and citizen engagement. The findings underscore the necessity for integrated policy frameworks that align digital innovation with institutional reform. Furthermore, the paper discusses emerging models of digital governance and their implications for sustainable public sector performance. Ultimately, this review contributes to the growing discourse on e-governance by proposing a conceptual understanding of efficiency in digitally enabled bureaucracies.

Abstract

This study explores the multifaceted dimensions of e-government readiness in developing countries through a comprehensive literature review approach. The analysis synthesizes findings from previous empirical and conceptual studies to identify prevailing challenges and strategic pathways toward effective digital governance. Results reveal that limited ICT infrastructure, institutional fragmentation, and inadequate human capital remain critical barriers to e-government implementation. Furthermore, the digital divide and insufficient policy coordination exacerbate disparities in service accessibility and citizen participation. By reviewing scholarly contributions across major databases, the study highlights the need for integrative frameworks that align technology, governance, and social inclusion. Strategic pathways such as capacity building, legal modernization, and multi-stakeholder collaboration are identified as pivotal to enhancing readiness. Comparative insights from successful cases demonstrate the adaptability of global best practices to local contexts. The study contributes to the discourse on digital transformation by offering a synthesized understanding of readiness dynamics in developing nations. It provides actionable recommendations for policymakers to strengthen institutional resilience and promote inclusive digital governance.

Abstract

This study explores the relationship between digital public services and citizen trust in government through an extensive literature review approach. As governments worldwide embrace digital transformation, understanding how digitalization influences public trust has become a central theme in governance studies. The review synthesizes findings from peer-reviewed articles published in major academic databases, emphasizing transparency, accessibility, responsiveness, and data security as critical determinants of citizen trust. It reveals that well-designed digital platforms enhance trust by promoting efficiency and participatory governance, while poorly implemented systems may deepen scepticism and digital inequality. The analysis further identifies contextual variations across regions, highlighting that cultural, institutional, and technological readiness shape citizens’ perceptions of governmental reliability. Methodologically, this research employs thematic analysis to classify and interpret key trends in prior studies. The findings contribute to theoretical discussions on e-governance, social capital, and institutional legitimacy. Ultimately, this paper underscores the strategic importance of digital governance in reinforcing democratic accountability and sustaining long-term citizen confidence.

Abstract

This study explores the transformative role of Artificial Intelligence (AI) in public administration, focusing on the dimensions of governance, ethics, and decision-making. As governments increasingly adopt AI-driven systems to enhance efficiency and transparency, critical questions arise regarding accountability, algorithmic bias, and the preservation of public trust. Using a comprehensive literature review method, this paper synthesizes findings from prior studies published in reputable international journals to examine how AI reshapes administrative processes and ethical frameworks. The analysis identifies emerging patterns in governance innovation, the ethical dilemmas of data-driven decision-making, and the evolving role of human oversight in automated environments. It further highlights the dual nature of AIas a tool for improving public service delivery and as a potential source of ethical complexity. Through comparative and thematic synthesis, this study contributes to a deeper understanding of how AI technologies influence policy formulation and institutional integrity. The paper underscores the need for adaptive governance models capable of balancing innovation with ethical responsibility in the era of intelligent public administration.

Abstract

Smart governance has emerged as a critical paradigm in the digital era, redefining how governments interact with citizens, manage data, and deliver public services. This study conducts a structured literature review to synthesize global models and practices of smart governance implemented across different socio-political contexts. The analysis explores how digital technologies such as artificial intelligence, big data, and blockchain reshape administrative processes and policy innovation. Findings reveal that successful models of smart governance rely on transparency, inter-agency collaboration, and citizen participation as key pillars of sustainability. Comparative studies demonstrate that nations adopting integrated e-government systems achieve higher efficiency and responsiveness in public service delivery. However, the literature also identifies persistent challenges, including digital divides, cybersecurity threats, and regulatory fragmentation. This review emphasizes that technological advancement alone is insufficient without institutional readiness and inclusive digital policies. The study contributes to a comprehensive understanding of how global practices can inform adaptive governance frameworks in emerging economies. Theoretical insights highlight the convergence of digital transformation and governance theories in fostering participatory and data-driven public administration. Ultimately, this research provides a foundation for future empirical studies seeking to evaluate the effectiveness and scalability of smart governance initiatives worldwide.
