Abstract

The distribution of social funds by local governments plays a vital role in Indonesia's social welfare system. However, in practice, the distribution process still faces various challenges, such as mistargeting, delays in disbursement, and low accountability. Amid rapid developments in information technology, there is a significant opportunity to leverage digital systems to address these issues. This article aims to comprehensively examine the role of information technology in enhancing the transparency of social fund distribution at the local government level. Using a literature review method, the article analyzes the implementation of information technology through the Social Welfare Information System Next Generation (SIKS-NG), mobile applications such as Sapawarga, the use of WhatsApp bots, and digital transparency dashboards. The findings indicate that integrating technology can improve process efficiency, accelerate data verification, and strengthen public engagement in social oversight. Nevertheless, challenges such as limited digital infrastructure, low technological literacy, and uneven regional commitment to digital transformation remain obstacles that must be addressed. This article highlights the importance of policy support, human resource capacity building, and cross-sector synergy as key factors for the successful digitalization of social fund distribution

Abstract

The social reintegration of children in conflict with the law (CICL) is the process of returning children to their families and communities after undergoing rehabilitation. However, in practice, CICL often face negative stigma, rejection, and discrimination from their surrounding environment. Legal education efforts aimed at addressing this issue have not been optimal. In response, the researcher, together with the local community, developed a Collaborative Counseling Model on the Social Reintegration of CICL. The research process involved several stages: the development of an initial model, needs identification, model design, implementation, reflection, and the formulation of a final model. The study was conducted in Ciandam Village, Cianjur Regency. It employed a qualitative approach using the Participatory Action Research (PAR) method and involved 12 purposively selected participants. Data were collected through in-depth interviews, focus group discussions, observation, and documentation. Data analysis followed the Miles and Huberman model, supported by the qualitative data analysis software Nvivo 15. The counseling model involved multisector collaboration, including the Social Affairs Office, Education Office, Manpower Office, and the Correctional Center. A Community Working Team (Tim Kerja Masyarakat/TKM) was formed to implement the model, targeting community leaders and families of CICL as participants in the counseling activities. Prior to implementation, the model was refined in collaboration with TKM by adding target area mapping, home visits, and reassessments of CICL and their families. Following the counseling sessions, community leaders took initiative to disseminate information through tarawih keliling in Ciandam. As an outcome of this initiative, it is recommended that Societa Indonesia establish a discussion forum for parents of reintegrated CICL. The results of the study indicate that the implementation of this model was perceived as effective, efficient, and replicable in other regions. The goal of social reintegration was achieved through increased public knowledge, as evidenced by pretest and posttest assessments. The study’s key finding is an innovative collaborative network built through the exchange of ideas, suggestions, feedback, and improvements from each sector, leading to the development of a well-structured final model. The study recommends that rehabilitation institutions provide a discussion platform for parents of reintegrated CICL and conduct further research on the finalized model.

Abstract

Aggressive behavior is a significant issue experienced by the elderly, with various factors and backgrounds. Guided imagery is one of the intervention techniques used to address aggressive behavior at the Sentra Terpadu Pangudi Luhur (STPL) in Bekasi. However, this technique is not yet optimal and has weaknesses in addressing aggressive behavior. Addressing aggressive behavior is a crucial issue for improving the psychosocial well-being of the elderly. The design of a guided imagery technique with anger management has been designed to address this issue and address the weaknesses of previous technologies. This study aims to test the guided imagery technique with anger management by integrating steps from both techniques, aiming to reduce aggressive behavior in the elderly. The research method used a Single Subject Design (SSD) with three subjects using an A-B-A reversal design. Data collection tools used observation with behavioral targets, namely physical attacks, swearing, and threats. Supplemented with the Buss–Perry Aggression Questionnaire (BPAQ), interviews, and documentation studies. Validity tests used interface validity, while reliability tests used percent agreement. Data analysis used analysis within and between conditions. The research results showed that the application of this technique was proven effective in reducing aggressive behavior, as evidenced by the decrease in the baseline A2 phase. These results were supported by the testimony of social workers who observed aggressive behavior before and after the intervention. However, this technique requires experimental methods involving more subjects to ensure its generalizability and should be repeated as needed

Abstract

Yayasan Usaha Mulia (YUM) in Cipanas, Cianjur Regency, implemented a stunting prevention project in its working area which was carried out in a one-year program period from the initial stage to the final stage. The stunting prevention project was carried out through assistance to integrated health posts by providing training for cadres, providing nutritional aid to pregnant and breastfeeding mothers, providing complementary food assistance for breast milk for babies, providing health education and counseling for pregnant and breastfeeding mothers, providing free ultrasound examination assistance, providing cooking class training for breastfeeding mothers and providing additional incentives for integrated health post cadres. The purpose of this study was to determine and improve the development of participatory planning design based on community assets through an appreciative inquiry approach in the stunting prevention project implemented at YUM. This study uses a qualitative approach with the Participatory Action Research (PAR) method through Focus Group Discussion (FGD) techniques, in-depth interviews, observations, documentation studies, and literature review. The primary data sources in this study were participants consisting of YUM project managers, YUM project officers, integrated health post cadres, community leaders, and village government officials. The study began with a reflection on the initial design, then identified and formulated design improvement needs and prepared a design development plan based on needs. After the design was formed, the design draft was implemented at the research locus and ended with an evaluation to obtain recommendations for design improvements. The results of the implementation of the technology engineering design showed that the participatory planning design based on community assets through an appreciative inquiry approach in the stunting prevention project could support the sustainability of the program after the termination of services from YUM.

Abstract

People with intellectual disabilities often have difficulty maintaining personal hygiene due to their limited intellectual functioning. Modeling techniques are often less effective due to the lack of subsequent reinforcement. To assess how effective modeling techniques combined with positive reinforcement are in helping people with intellectual disabilities at Sentra Wirajaya Makassar to better maintain personal hygiene. This study used a quantitative method with a single subject design (Single Subject Design/SSD) type A-B-A. Data were collected by observing the subjects personal hygiene behavior before, during, and after the intervention. After implementing this technique, there was a clear improvement in personal hygiene behavior in people with intellectual disabilities. This is seen from the improving trend graph, positive changes in behavioral levels, and more stable behavior. The analysis shows that this intervention has a strong positive impact. Modeling techniques combined with positive reinforcement are very effective in improving personal hygiene in people with intellectual disabilities. Social workers are advised to use this approach to help address personal hygiene issues in this group effectively.

Abstract

Children living within institutional care systems often face various challenges, not only in adapting to the environment of the orphanage but also in preparing for independence after leaving care. In this context, social workers act as frontliners who assist children in exploring their potential and providing services according to their needs. This study aims to explain the role of social workers in preparing social welfare residents for independent living after leaving institution through the implementation of vocational skills clasess at PSBR Taruna Jaya 1. This research employs a qualitative approach with data collected through interviews with social workers, child mentors, and foster child, as well as observations of skill development activities conducted at PSBR Taruna Jaya 1. The findings show that social workers play an active role in fostering the independence of neglected children through various roles, including enabler, broker, educator, empowerer, facilitator, and motivator. These roles contribute to building children’s independence through vocational training programs and social guidance. This study recommends strengthening the engagement and active involvement of social workers with social welfare residents, both during the guidance process and after termination.
