Abstract

General Background: Land tenure rights, particularly Building Use Rights (HGB) over Management Rights (HPL), play a crucial role in Indonesia’s legal and economic landscape.Specific Background: Extending HGB over HPL requires approval from the HPL holder, leading to legal disputes when HGB holders are unaware of their land’s status.Knowledge Gap: Limited studies address the legal mechanisms for extending HGB over HPL, especially after Government Regulation No. 18 of 2021.Aims: This study analyzes the legal framework for HGB extensions over HPL and examines legal remedies for unaware HGB holders.Results: Findings show that approval from the HPL holder is mandatory for HGB extensions, and without it, applications are rejected. Court rulings confirm this requirement.Novelty: This study clarifies recent regulatory changes and their impact on landowners.Implications: Clearer legal frameworks and better land status verification are needed to prevent disputes and ensure compliance. Abstract

General Background: Electronic Medical Records (EMR) enhance healthcare efficiency, cost-effectiveness, and data accessibility. However, implementation remains uneven globally. Specific Background: Despite Indonesia’s Ministry of Health Regulation No. 24 of 2022 mandating EMR adoption, many hospitals struggle with infrastructure, workforce limitations, and regulatory challenges. Knowledge Gap: While studies highlight EMR benefits, limited research addresses specific barriers in Indonesian hospitals and effective implementation strategies. Aims: This study identifies EMR adoption challenges and explores strategies for successful implementation in Indonesia. Results: Key barriers include inadequate infrastructure, unclear policies, insufficient training, and connectivity issues. Pre-implementation planning and structured training improve outcomes. Novelty: This study systematically analyzes Indonesia-specific EMR challenges and presents actionable solutions. Abstract

General Background – Health tourism is a rapidly expanding industry driven by innovation and digital transformation, offering high-quality and cost-effective healthcare solutions globally. Specific Background – Despite its growth, there is limited research on the integration of digital technologies such as telemedicine, artificial intelligence, and blockchain in enhancing patient experience and operational efficiency. Knowledge Gap – Previous studies have primarily focused on infrastructure, patient motivation, and service quality, leaving a gap in understanding the role of digital transformation in health tourism. Aims – This study aims to analyze trends in health tourism innovation, mapping technological advancements, policy adaptations, and business model transformations using bibliometric analysis. Results – Findings indicate that digital health solutions, particularly telemedicine and Electronic Health Records (EHR), significantly enhance accessibility and service quality. Future research should focus on data-driven technologies and sustainable business models. Novelty – This study contributes by systematically mapping digital innovations in health tourism through bibliometric analysis, offering a comprehensive perspective on the industry's evolution. Abstract

General Background: Agenda setting is a vital phase in public policy development, determining which public issues are prioritized. Specific Background: The Kampung KORPRI program in Yogyakarta, initiated by the Dewan Pengurus KORPRI Kota Yogyakarta, represents a thematic social service activity in Karangkajen, not as a residential area for KORPRI members but as a locus for community service. Knowledge Gap: Despite its significance, there is limited research on how agenda setting shapes public service programs initiated by civil servant organizations without political motives. Aims: This study aims to analyze the agenda setting process in the formation of the Kampung KORPRI program through planning and formulation stages. Results: Using a descriptive qualitative method with an explorative approach, supported by in-depth interviews, observation, and documentation, findings show that planning was conducted by each involved unit based on specific activity targets, while formulation involved detailed design and confirmation of implementation. Novelty: The program is confirmed to be free from political agendas, evidenced by the absence of KORPRI members in the 2024 local elections. Implications: This research highlights the potential of neutral, community-oriented civil servant initiatives and emphasizes the importance of structured agenda setting in realizing sustainable public service programs. Abstract

General Background: E-learning has rapidly expanded worldwide due to the widespread accessibility of the Internet and the increasing availability of digital devices. As a web-based learning ecosystem, e-learning integrates multiple stakeholders, technologies, and processes to facilitate knowledge acquisition. Specific Background: Universities have increasingly adopted e-learning platforms to enhance learning experiences. However, the success of these implementations varies, necessitating a deeper understanding of the factors influencing their effectiveness. Knowledge Gap: While previous studies have explored the technical and pedagogical aspects of e-learning, limited research has examined the indirect effects of information and system quality on user behavior within university settings. Aims: This study aims to evaluate the success factors of the Spada Wimaya e-learning system in a university setting by assessing the relationships between system quality, information quality, perceived usefulness, perceived ease of use, behavioral intention, and actual system use. Results: The findings reveal that information and system quality indirectly influence behavioral intention and actual use through perceived usefulness and perceived ease of use. These results highlight the importance of user perceptions in determining the adoption and sustained utilization of e-learning platforms. Novelty: By adapting the research model from Presetyo et al. (2021), this study provides empirical evidence on the indirect mechanisms through which system and information quality affect user engagement in e-learning. Implications: The insights gained from this research can guide improvements in the Spada Wimaya e-learning system and serve as a reference for other universities aiming to enhance their digital learning environments. Highlights: User Perception Matters – System and information quality impact usage through perceived usefulness and ease of use. Abstract

General Background: The Directorate General of Customs and Excise (DJBC) plays a pivotal role in supervising the flow of goods through Indonesia's international airports. Specific Background: Efficient customs services are essential for national security, trade facilitation, and enhancing the international image of airports. Knowledge Gap: Despite DJBC’s strategic role, limited research has explored the effectiveness of customs officers’ performance and public perceptions at international terminals. Aims: This study aims to evaluate the effectiveness of DJBC officers in delivering services and to assess user perceptions as a basis for improving service quality and airport image reconstruction. Results: Utilizing a descriptive qualitative approach, data were gathered through observations and in-depth interviews with 11 respondents—five customs officers and six service users. The findings indicate that DJBC consistently executes its duties across planning, implementation, and reporting stages. However, user perceptions vary significantly, particularly regarding access to regulation updates, officer responsiveness, import duty transparency, and inter-agency coordination. Novelty: This study provides a grounded analysis of both institutional performance and user experiences at international arrival terminals, highlighting gaps in policy communication and coordination. Implications: The findings underscore the need for synchronized regulatory frameworks and public outreach initiatives to enhance policy clarity and service delivery at international airports. Abstract

General background: Micro, Small, and Medium Enterprises (MSMEs) are vital drivers of Indonesia’s economic resilience, particularly in sustaining employment and regional income distribution. Specific background: Despite their contribution, many MSMEs in Sidoarjo struggle to grow due to limited access to capital, weak entrepreneurial characteristics, and inadequate marketing strategies. Knowledge gap: Previous studies rarely integrated Islamic financing instruments, entrepreneurial behavior, and marketing strategies in one comprehensive model to explain MSME growth. Aims: This study aims to examine how Murabahah contracts, entrepreneurial characteristics, business capital, and marketing strategies contribute to MSME development in Sidoarjo Regency. Results: Using multiple linear regression with 62 food and beverage MSME respondents, all four variables showed a significant positive relationship with MSME growth. Novelty: The integration of Murabahah financing within a holistic model of MSME development demonstrates how Islamic economic values strengthen business sustainability. Implications: The findings emphasize the importance of syariah-based financial accessibility, improved entrepreneurial competence, and adaptive marketing strategies to enhance local economic empowerment. Abstract

General Background: Financial deepening serves as an essential indicator of a nation’s financial system maturity, reflecting its ability to channel funds efficiently to drive sustainable economic growth.Specific Background: In Indonesia, the Sharia financial sector—through instruments such as sukuk and Islamic banking—has grown significantly, providing alternative channels for liquidity and capital distribution.Knowledge Gap: Despite this growth, comprehensive empirical studies integrating both Sharia capital market and banking variables in assessing financial deepening remain scarce.Aims: This study investigates the roles of corporate sukuk, state sukuk, third-party funds, and financing from Islamic banks in strengthening financial deepening in Indonesia from 2017 to 2020.Results: Using multiple linear regression analysis, findings indicate that all four variables positively and significantly contribute to financial deepening, demonstrating the vital role of Islamic finance in national liquidity expansion.Novelty: The study integrates dual-sector variables—Sharia capital market and banking—into a unified model, offering a holistic view of Indonesia’s Islamic financial ecosystem.Implications: Results underscore the necessity for policymakers to optimize Sharia-based instruments to improve liquidity, promote financial inclusion, and sustain economic resilience. Abstract

General Background: Auditor performance plays a crucial role in ensuring the credibility of financial statements and decision-making in the business sector. Specific Background: Factors such as audit experience, role ambiguity, and a healthy lifestyle are believed to shape auditor performance, yet the mediating influence of spiritual intelligence remains underexplored. Knowledge Gap: Previous studies have rarely integrated spiritual intelligence as an intervening variable connecting professional experience, psychological aspects, and lifestyle with auditor performance. Aims: This study investigates how audit experience, role ambiguity, and healthy lifestyle relate to auditor performance through spiritual intelligence as a mediating variable among auditors in Surabaya. Results: Using Partial Least Squares (PLS) with 65 respondents, the findings reveal that role ambiguity and spiritual intelligence significantly affect auditor performance, while audit experience and healthy lifestyle do not. Spiritual intelligence effectively mediates the relationship between audit experience and performance but not for role ambiguity or healthy lifestyle. Novelty: This research integrates behavioral, spiritual, and professional dimensions in explaining auditor performance. Implications: Enhancing auditors’ spiritual intelligence can strengthen ethical awareness, decision quality, and professional resilience in complex audit environments.Hightlight: Spiritual intelligence mediates auditor performance dynamics. Behavioral and professional factors are integrated. Supports sustainable ethical auditing practices. Abstract

General Background: The rapid growth of the smartphone industry in Indonesia has created intense competition among brands to attract and retain consumers. Specific Background: Oppo has become a dominant player in the Indonesian smartphone market, supported by its strong marketing, brand image, and product innovation. However, despite its popularity, inconsistencies in previous research findings regarding the role of brand awareness, brand image, and product quality in consumer purchasing behavior reveal a Knowledge Gap. Aims: This study aims to analyze how brand awareness, brand image, and product quality contribute to purchasing decisions for Oppo smartphones in Sidoarjo. Results: Using a quantitative approach with 96 respondents and multiple linear regression, the findings show that all three variables significantly and positively influence consumer purchasing decisions. Novelty: This study integrates three core marketing constructs in one empirical model within the smartphone industry, strengthening the understanding of consumer decision-making in emerging markets. Implications: The results suggest that companies should enhance brand identity, maintain positive image perception, and improve product quality to sustain competitiveness and customer loyalty. Highlights: Brand awareness, image, and quality jointly shape consumer choices. Oppo’s marketing strength aligns with strong purchase behavior.
