Abstract

General Background: The acceleration of digital transformation in governance has become a global necessity to improve transparency, accountability, and efficiency in public administration. Specific Background: In Indonesia, particularly in Sidoarjo Regency, bureaucratic reform following the Covid-19 pandemic has encouraged the adoption of e-government initiatives through digital applications such as e-Buddy. Knowledge Gap: However, limited studies have explored systematic strategies for developing and sustaining e-government applications at the regional level, particularly concerning interoperability, human resources, and administrative integration. Aims: This study aims to analyze the development strategy of e-Buddy as an e-government platform supporting administrative governance in Sidoarjo Regency. Results: Findings reveal that e-Buddy was developed through three strategic stages—preparation, consolidation, and stabilization—resulting in improved efficiency, accountability, and coordination in digital correspondence. Novelty: The research provides a structured framework for local e-government development by integrating administrative, technical, and human resource dimensions. Implications: The study offers policy insights for regional governments to strengthen digital governance and align local systems with national e-government standards. Highlights: Three-phase e-government development framework identified. Strengthened administrative efficiency and inter-agency collaboration. Abstract

General Background: Flood disasters remain one of the most frequent and destructive natural hazards in Indonesia, particularly affecting low-lying regions with inadequate drainage systems. Specific Background: Kebonsari Village in Candi District is a recurrent flood-prone area where seasonal inundation continues to disrupt community welfare and infrastructure. Knowledge Gap: Previous studies have focused mainly on regional or national disaster responses, leaving limited understanding of the village government's role in localized flood management. Aims: This study aims to analyze the role of the Kebonsari Village Government in managing flood disasters through the theoretical framework of Ryass Rasyid, which includes the roles of regulator, dynamicator, facilitator, and catalyst. Results: The findings reveal that the regulatory and facilitative roles have been executed fairly well, though financial limitations hinder full implementation. The catalytic role through multi-stakeholder coordination with BPBD and the community has shown significant progress. Novelty: This study provides a grounded analysis of village-level governance in disaster management within a decentralized context. Implications: Strengthening financial allocation, community participation, and inter-institutional coordination can improve sustainable local disaster resilience. Highlights: Village governance shapes effective local disaster response. Coordination and community involvement remain critical gaps. Strengthened local capacity builds long-term resilience. Abstract

General Background: The advancement of information technology has driven the transformation of public administration toward digital governance to ensure efficiency, transparency, and accountability in government performance. Specific Background: In Sidoarjo Regency, the E-Buddy application serves as a medium for electronic correspondence management, aligning with the e-Government policy framework. However, its implementation at the village level, particularly in Candipari Village, remains suboptimal due to limited human resources and infrastructure. Knowledge Gap: Previous studies have not sufficiently examined how the Government-to-Government (G2G) model operates through E-Buddy at the grassroots level. Aims: This study aims to analyze the implementation of the E-Buddy system in managing incoming and outgoing letters in Candipari Village based on Edward III’s implementation theory. Results: Findings reveal that while E-Buddy improves document accessibility and communication flow, challenges persist in communication clarity, training, and system reliability. Novelty: This research provides an in-depth exploration of digital governance at the village level by integrating G2G interaction within a local administrative framework. Implications: Strengthening human resource capacity, infrastructure, and clear SOPs is crucial for sustaining e-Government initiatives in rural governance. Highlights: E-Buddy enhances administrative transparency and efficiency. Human resource and communication gaps hinder full implementation. Abstract

General Background: Freedom of speech is a fundamental democratic right that enables citizens to express opinions, including criticism of government performance. Specific Background: However, in the digital era, especially on social media, this freedom often intersects with issues of defamation, raising legal and ethical challenges. Knowledge Gap: Previous studies have not sufficiently analyzed the boundary between legitimate criticism and defamatory statements within the context of online political discourse. Aims: This study aims to examine the balance between the right to freedom of expression and legal restrictions on defamation when evaluating government performance on social media. Results: The findings reveal that public expression is often constrained by ambiguous legal interpretations, causing fear of prosecution and limiting civic participation. Novelty: This research introduces a conceptual framework for distinguishing constructive criticism from defamation in digital political communication. Implications: The study emphasizes the need for clearer legal guidelines and public digital literacy to safeguard both individual rights and governmental integrity within online spaces. Abstract

General Background: The movement of foreign workers across national borders has become increasingly common, requiring countries to regulate their entry and employment. Specific Background: In Indonesia, the implementation of work and visit visas for foreign workers is regulated under Law No. 6 of 2011 on Immigration and Government Regulation No. 34 of 2021. However, the application of these rules reveals inconsistencies in distinguishing between categories of foreign workers. Knowledge Gap: There is still no clear standard or boundary differentiating foreign workers from candidates undergoing work capability trials under the general visit visa scheme. Aims: This research aims to analyze the legal framework, administrative procedures, and regulatory gaps in the use of general visit visas for foreign workers. Results: Findings indicate the absence of explicit standards and overlapping regulations between work visa and visit visa categories, leading to legal uncertainty. Novelty: This study provides a normative legal perspective emphasizing the necessity for regulatory clarity and structured oversight mechanisms. Implications: The study suggests policy reform to establish transparent standards, ensuring lawful and efficient governance of foreign labor practices in Indonesia. Abstract

General Background: Land regulation plays a crucial role in ensuring legal certainty over ownership and transfer of land rights in Indonesia. Specific Background: Government Regulation Number 24 of 1997 mandates that every land sale and purchase transaction must be conducted before a Land Deed Official (PPAT) through an authentic deed. However, rural communities in Pasuruan District still practice land transactions using Village Sale and Purchase Statements (SPJB/SKJB), which raises questions about their legal standing. Knowledge Gap: Previous studies have not fully examined the practical coexistence of formal legal frameworks with local customary administrative practices. Aims: This study aims to analyze the implementation of PP No. 24/1997 and assess the legal effectiveness of SPJB/SKJB in land registration processes at the local level. Results: The findings show that several villages continue issuing SPJBs, while the National Land Agency (BPN) only recognizes them if issued before 1997. Novelty: The study reveals persistent local practices that adapt legal frameworks to administrative convenience, reflecting the gap between regulation and social reality. Implications: The research contributes to understanding policy implementation challenges in rural land governance and the need for harmonization between legal norms and community practices. Abstract

General Background: Regional government-owned assets are essential resources that support public service delivery and administrative efficiency. Specific Background: In Sidoarjo Regency, asset management remains constrained by manual processes and limited integration of visual and locational data. Knowledge Gap: Previous systems improved data recording but lacked real-time tracking and digital documentation of asset handovers. Aims: This study developed SiBARIS (Sistem Informasi Barang Milik Daerah dengan Informasi Lokasi), a web-based system designed to optimize inventory and handover management of regional assets at BPKAD Sidoarjo. Results: The system, built using Laravel and MySQL with the Waterfall method, integrates photo uploads, GPS-based tracking, and automated digital handover documentation, demonstrating significant improvements in data accuracy, transparency, and administrative efficiency. Novelty: SiBARIS introduces a comprehensive digital platform combining asset documentation, location tracking, and automatic reporting in one unified system. Implications: This innovation contributes to more transparent, accountable, and efficient local governance, serving as a model for digital asset management in regional government institutions. Abstract

General Background: Women’s empowerment plays a crucial role in realizing inclusive and sustainable village development. Specific Background: Despite the growing attention to gender equality, women in rural areas often face limited access to resources, participation, and decision-making processes. Knowledge Gap: Previous studies have not fully analyzed how village governments operationalize their roles institutionally to support women’s empowerment through integrated community-based strategies. Aims: This study aims to analyze the roles of the Jambangan Village Government in supporting women’s empowerment based on Talcott Parsons’ four-role framework: motivator, facilitator, mobilizer, and regulator. Results: The findings show that the village government has effectively implemented diverse empowerment initiatives such as skills training, women’s cooperatives, and health cadre strengthening, though constraints remain in participation levels, resources, and legal regulations. Novelty: This research offers a comprehensive analysis combining sociological theory and administrative functions to explain how grassroots governance contributes to sustainable gender empowerment. Implications: Strengthening legal frameworks and inclusive mobilization strategies are essential to sustain empowerment initiatives and promote gender-responsive local governance. Abstract

General Background: Protocol management plays a crucial role in maintaining order, dignity, and professionalism in local government activities. Specific Background: In Sidoarjo Regency, the Protocol and Leadership Communication Division serves as the key coordinator ensuring that official interactions align with administrative norms and leadership ethics. However, the growing complexity of official engagements exposes gaps in coordination, documentation, and digital system integration. Knowledge Gap: Despite its strategic role, limited research explores how regional protocol functions influence the quality of social conduct governance within local administrations. Aims: This study analyzes how the regional leaders’ protocol supports structured, dignified, and effective social conduct implementation. Results: Using a descriptive qualitative approach, findings show that effective protocol management relies on compliance with regulations, stakeholder coordination, and leadership professionalism, supported by Standard Operating Procedures (SOPs) but constrained by limited human resources and digital readiness. Novelty: The study introduces an integrated model of protocol governance combining professionalism, coordination, and digital transformation. Implications: Strengthening protocol systems enhances institutional credibility and contributes to modern public service governance at the regional level. Abstract

Gowaslu's innovation in increasing the effectiveness of election supervision at the East Java Election Supervisory Board is a form of improving the quality of public services in election supervision through e-government to be effective and efficient. In addition, the creation of an e-government-based Gowaslu application that is used for reporting election violations. So that it makes the community and the East Java Bawaslu to be participatory in responding to it. However, there are still many people who do not know the Gowaslu application and its uses.
