Abstract

Angka keterwakilan perempuan di legislatif saat ini menjadi perhatian penting pemerintah. Realitanya saat ini, angka keterwakilan perempuan dalam mekanisme politik di Indonesia masih jauh dari harapan. Tidak hanya di level nasional, rendahnya keterwakilan perempuan hasil pemilihan umum di lembaga legislatif juga terjadi di banyak daerah di Indonesia, seperti di Sumatera Barat. Pada Pemilu serentak 2019 tersebut jumlah Caleg perempuan yang terpilih di DPRD Provinsi Sumatera Barat mengalami penurunan dengan hanya empat (4) orang atau sebanyak 6,15% anggota perempuan yang berhasil terpilih menjadi anggota legislatif. Khususnya pada Dapil I Provinsi Sumatera Barat, yakni meliputi Kota Padang tidak terdapat satu pun Caleg perempuan yang berhasil terpilih menjadi anggota legislatif DPRD dalam Pemilu legislatif di Provinsi Sumatera Barat tahun 2019. Tujuan penelitian ini untuk mendeskripsikan kapasitas Caleg perempuan di Dapil I Provinsi Sumatera Barat pada Pemilu 2019. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus dengan menggunakan konsep sumber daya politik Firmanzah. Hasil penelitian menunjukkan bahwa kapasitas dominan yang dimiliki oleh Caleg perempuan di Dapil I Provinsi Sumatera Barat pada Pemilu 2019 terletak pada aspek sumber daya manusia seperti pengalaman organisasi, kedekatan sosial dengan masyarakat, integritas, serta komitmen terhadap isu-isu perempuan. Namun, kapasitas ini tidak mampu dioptimalkan dalam kontestasi politik karena lemahnya faktor pendukung lainnya. Caleg perempuan mengalami keterbatasan sumber daya finansial, minimnya memanfaatkan teknologi dan media massa, serta kurangnya melakukan pencarian informasi politik dan sosialisasi yang terstruktur. Selain itu, minimnya dukungan dari partai politik juga turut memperlemah efektivitas kampanye mereka.

Abstract

This study examines the operationalization of Bamboo Diplomacy as Vietnam's hedging instrument in responding to the decoupling phenomenon between the United States and China during the 2018-2024 period. Adopting hedging theory as an analytical foundation, this research explores how Hanoi synergizes elements of balancing and bandwagoning to secure the flexibility of its strategic options. Using a qualitative methodology with a descriptive-analytical approach to formal policy documents, aggregated trade data, and institutional reports, this study maps three main pillars: return-maximizing to exploit economic gains from the fragmentation of global value chains, risk-contingency through asymmetric defense modernization and diversified security collaboration, and binding-engagement by leveraging multilateral forums to construct boundaries for superpowers. The investigation confirms that Bamboo Diplomacy is effective in maintaining Vietnam's strategic autonomy while preventing subordination to a particular power pole, demonstrating the existence of middle-state agency amidst structural determinism. However, this achievement is highly situational and rests on the sustainability of material incentives for both giants to maintain interaction. This study contributes to the discourse on hedging strategies and presents new insights into the active role of regional actors in the vortex of global rivalry.

Abstract

The European Union's implementation of the Carbon Border Adjustment Mechanism (CBAM) policy presents significant structural challenges for developing countries, including Indonesia. This instrument was designed by the EU to align the carbon cost burden between imported products and domestically produced goods in the region. In its transitional phase, the CBAM scheme began to be gradually implemented for seven main commodities: iron, steel, aluminum, fertilizer, electricity, cement, and hydrogen. Although the proportion of Indonesia's exports to the European market is relatively small compared to other market destinations, the Indonesian government continues to take adaptive measures. Using a qualitative method with a descriptive-analytical approach based on literature studies, this study operates a theoretical framework of state behavior and national interest to dissect the rationality of the Indonesian government. The findings indicate that Indonesia's response to the CBAM regulation is a manifestation of strategic calculations to achieve national objectives by mitigating threats, exploiting available opportunities, and optimizing existing national capacity.

Abstract

Despite high voter turnout in the 2024 Presidential Election in Manokwari Regency (87.23%), active citizen involvement in the oversight function remains minimal, reflected in the dominance of institutional findings by the supervisory authority. Adopting a critical interpretative paradigm, this qualitative single case study examines the dialectic of oversight through an open-ended questionnaire data corpus from six stakeholder clusters, tested through the triangulation of Deliberative Democracy, Political Participation, and Emancipatory Political Education theories. This research identifies four interlocking obstacles: a distorted public space, an uneven distribution of participation resources, the constraints of a patronage-client structure accompanied by concerns about social sanctions, and the unidirectional transmission of political education. As a reconstructive synthesis, a model of four strategic repositionings is formulated that mutually integrates a shift in the social base toward community, a substantial orientation toward rights awareness, a temporal transformation toward sustainable patterns, and the strengthening of whistleblower protection as absolute prerequisites to provide a contextual alternative to the top-down oversight model in a local democratic landscape that remains clientelistic.
