Abstract

This study aims to analyze the influence of planning, accountability, and accounting information systems on the performance of Village-Owned Enterprises (BUMDes) in Banyumas Regency, as well as examine the role of internal control as a moderation variable. This study uses a quantitative approach with a survey method of 171 BUMDes spread across the Banyumas area. The data analysis technique was carried out using Structural Equation Modeling (SEM) with a Partial Least Square (PLS) approach. The results of the study show that planning, accountability, and accounting information systems have a positive and significant effect on the performance of BUMDes. In addition, internal control has been proven to moderate the relationship between the three independent variables on the performance of BUMDes, so that internal control can strengthen the positive influence of planning, accountability, and accounting information systems on the performance of BUMDes. The implications of this study show the importance of implementing a strong internal control system in supporting sustainable and accountable BUMDes governance.

Abstract

Distributed Denial-of-Service (DDoS) attacks are a serious threat to network infrastructure that can cripple services by flooding systems with malicious traffic. This study implements the attributes of the Border Gateway Protocol (BGP) Community together with Remote Triggered Black Hole (RTBH) as an effective mitigation strategy for the Communication and Information Service of East Java Province. The developed solution leverages BGP routing capabilities to quickly identify and discard attack traffic at the network edge through coordinated route marking. Implementation includes the use of BGP Community tags (300:222) to flag dangerous traffic routes, automatic blackhole routing setup through coordination with upstream service providers, and validation of the framework through real-time simulations using GNS3. The results show this solution can mitigate volumetric attacks in seconds, with a 100% blocking rate for marked prefixes while maintaining normal operation for unaffected routes. This approach offers significant improvements in response speed and scalability for government networks facing advanced DDoS threats. The findings of the study provide practical implementation guidance and empirical evidence supporting BGP-based DDoS mitigation, particularly for the Indonesian government's digital infrastructure.

Abstract

Patient safety during surgical procedures is influenced by several factors, including surgical time management, drug availability, anesthesiologist competence, incident reporting systems, and effective interdisciplinary collaboration. This study aims to analyze the impact of these five factors on patient safety at TK II Iskandar Muda Hospital in Banda Aceh, in order to provide comprehensive strategies for improving healthcare service quality. This study is a quantitative explanatory replication research conducted at Rumah Sakit Tingkat II Iskandar Muda, Banda Aceh, involving 115 medical personnel selected through purposive sampling. Primary data were collected via questionnaires and analyzed using multiple linear regression with SPSS 27, after validity, reliability, and classical assumption tests. This research analyzed factors influencing patient safety, revealing that effective operating time management, incident reporting systems, and inter-professional collaboration significantly enhance safety. Interestingly, increased drug availability showed a negative correlation with patient safety, indicating underlying supply chain management issues. While crucial, anesthesiologist competency did not show a statistically significant relationship in this study, possibly due to already high competency levels. Overall, improving patient safety requires a multi-factorial approach, focusing on incident reporting, collaboration, and operational efficiency, while addressing challenges in drug management.

Abstract

This research examines corporate earnings quality. Earnings quality is measured using net profit before tax and operating cash flow. The primary objective of this research is to examine how leverage, company size, liquidity, and profitability influence earnings quality in the industrial sector listed on the Indonesia Stock Exchange (IDX). Sampling was conducted using purposive sampling, focusing on the research period between 2022 and 2024. Data were taken from publicly traded manufacturing companies with positive operating cash flow and profits. Initially, 311 samples were generated, but after a normality test, the sample size was reduced to 234. The correlation and/or relationship between variables was explained using the t-test method. The findings of this study indicate that leverage followed by profitability significantly affects earnings quality. Because higher leverage and profitability result in lower errors, the lower the error, the higher the earnings quality. Meanwhile, company size followed by liquidity is not significant on earnings quality. Because lower size and liquidity result in higher errors, the higher the error, the lower the earnings quality.

Abstract

This study examines the bilateral cooperation between Indonesia and Malaysia in addressing Illegal, Unreported, and Unregulated Fishing (IUUF) in their shared maritime border areas. The research problem centers on the persistent challenges of IUUF, driven by overlapping jurisdictions, weak surveillance, regulatory disparities, and ineffective cross-border coordination, which collectively threaten maritime sovereignty and resource sustainability. The objectives of this study are to analyze the gaps in current bilateral mechanisms, evaluate implementation challenges, and propose integrated solutions to strengthen cooperation. Using a qualitative approach with descriptive policy analysis, this research employs the Dukeshire & Thurlow Model (2002) to assess actor involvement, institutional effectiveness, and socio-political contexts. Data were collected through literature reviews of policy documents, bilateral agreements, academic publications, and reports from marine research institutions. The results reveal that while both countries have established cooperation frameworks, critical gaps remain in legal harmonization, technological integration, and community participation. Key findings highlight the need for a joint maritime coordination center, harmonized legal standards, and enhanced community-based surveillance. The study concludes that a multidimensional strategy—combining policy alignment, technological innovation, and local empowerment—is essential for effective IUUF mitigation. These findings offer practical implications for policymakers to enhance bilateral maritime governance, ensuring both security and sustainable resource management in the region.

Abstract

This research examines the growing issue of online gambling crimes in Indonesia and their disproportionate impact on the younger generation. The research problem centers on how technological advancements, coupled with weak law enforcement and socio-economic factors, have facilitated the spread of online gambling, particularly among minors. The objectives of this study are threefold: (1) to analyze the legal framework governing online gambling, (2) to identify the key factors driving youth participation, and (3) to evaluate the effectiveness of existing preventive measures. Using a normative legal research method, this study relies on primary legal sources, such as the ITE Law and Criminal Code, as well as secondary sources, including academic journals and government reports. A conceptual and legislative approach is employed to assess regulatory gaps and societal influences. The findings reveal that while Indonesia has established legal provisions to combat online gambling, enforcement remains inconsistent, and penalties lack deterrent power. Economic pressures, low legal awareness, and easy access to technology exacerbate the problem, leading to severe consequences such as financial loss, mental health issues, and secondary crimes. The study concludes with recommendations for strengthening law enforcement, enhancing digital literacy programs, and fostering multi-stakeholder collaboration to mitigate this crisis. These implications are critical for policymakers, educators, and families aiming to protect vulnerable youth from the dangers of online gambling.

Abstract

Cigarette industry wastewater contains high phenol levels (100 mg/L), exceeding the regulatory limit of 0.5 mg/L (Minister of Environment Regulation No. 5/2014). Phenol is toxic, carcinogenic, and resistant to natural degradation, posing severe environmental and health risks. Existing treatments like ozonation (15.45% efficiency) and adsorption (60–80%) face limitations such as low efficiency and high operational costs. This research aimed to evaluate the bioremediation of synthetic tobacco wastewater using Pseudomonas putida, focusing on the effects of bacterial concentration (3–7%) and nutrient levels (0–2%) on phenol removal efficiency. A batch-culture experiment was conducted under controlled conditions (30°C, 150 rpm, 120 hours). Phenol concentration was measured via UV-Vis spectrophotometry, and bacterial growth was monitored using OD600. Data were analyzed using one-way ANOVA. The highest phenol removal (68%) occurred at 5% bacterial concentration and 2% nutrients, with OD600 = 1.000, indicating optimal bacterial growth. Nutrient variations did not significantly affect efficiency, but temperature fluctuations and carbon catabolite repression were identified as potential limiting factors. Pseudomonas putida offers a sustainable solution for phenol-laden wastewater, achieving near-compliance with regulatory standards. Future studies should optimize environmental controls and scale up the process for industrial applications.

Abstract

This study compares two commonly used rainfall–runoff models in Indonesia, namely the F.J. Mock and NRECA models, for estimating river discharge in three main river basins (DAS) in West Java: Cisangkuy, Cibeet, and Ciwidey. The limited availability of observed discharge data has prompted the use of models as an alternative for discharge estimation in water resource planning. The F.J. Mock model is based on a monthly water balance, while the NRECA model is an empirical model that relies on soil moisture and daily rainfall parameters. The data used include rainfall from six stations and discharge data for the period 2013–2023, analyzed using HEC–HMS, CLIMWAT, and CROPWAT software. Rainfall data validation was performed using the Double Mass Curve and RAPS consistency tests, followed by discharge calculations using both models. Performance evaluation was conducted based on the Nash–Sutcliffe Efficiency (NSE), coefficient of determination (R²), and Percent Bias (PBIAS). The results indicate that the NRECA model performs better, with higher NSE and R² values and lower PBIAS compared to the F.J. Mock model. Additionally, NRECA is considered more practical as it requires fewer data inputs while still producing accurate discharge estimates. Therefore, the NRECA model is recommended for use in watersheds with limited data, while the F.J. Mock model is more suitable for long-term analysis in watersheds with complete data. This study emphasizes the importance of selecting the appropriate rainfall–runoff model to support effective and adaptive water resource management.

Abstract

This article analyzes the legal framework for Indonesia’s bullion bank following the enactment of the Financial Sector Development and Strengthening Act of 2023 (UUP2SK No. 4/2023) and the Financial Services Authority Regulation No. 17/2024 (POJK17/2024). It also comparatively reviews gold banking regulations and practices in other countries to derive lessons for Indonesia. The research employs a normative juridical method, relying on primary legal sources (legislation and official regulations) and secondary sources (academic literature). The study indicates that UUP2SK formally recognizes bullion banking as a financial business activity related to gold, mandating Financial Services Authority (OJK) licensing for any institution engaging in such business. In response, POJK17/2024 establishes a comprehensive regulatory framework governing bullion bank operation, including the scope of activities (gold deposit-taking, financing, trading, custodial services, etc.), licensing procedures, capital requirements, and prudential principles. Internationally, countries like Turkey and Malaysia have successfully integrated gold banking into their financial systems—Turkish banks offer digital gold deposit accounts, and Malaysian banks provide online gold investment services under central bank oversight. Indonesia can learn from these experiences by enhancing public literacy, ensuring regulatory transparency, and building trust in gold-based financial products. With a robust legal framework in place and the first bullion bank licenses granted to state-owned Pegadaian and Bank Syariah Indonesia, Indonesia’s nascent gold banking sector holds significant promise. However, further refinement (i.e., clarifying tax treatment and strengthening consumer protection) is needed to optimize the implementation of the national bullion bank and to harness its potential for financial inclusion and economic growth.

Abstract

Inheritance is an important aspect of civil law that aims to provide legal certainty and justice in the transfer of property to heirs. However, the practice of inheritance distribution in Indonesia often leads to conflicts due to the denial of rights, document manipulation, or unilateral control by certain heirs. This study examines legal protection for heirs who do not receive their rights by analyzing the position of heirs in Indonesia's pluralistic inheritance law system (customary, Islamic, and Civil Code), available legal protection mechanisms, and the strategic role of notaries in preventing and resolving disputes. The research method uses a normative legal approach with the analysis of primary legal materials such as the Civil Code, KHI, and UUJN, as well as secondary materials in the form of literature and court decisions. The findings indicate that aggrieved heirs have a strong legal basis to claim their rights through civil and criminal proceedings, including lawsuits to invalidate the Certificate of Inheritance, requests for redistribution, and reports of alleged document forgery. Notaries play a central role in ensuring the validity of documents, the involvement of all heirs, and the prevention of manipulative actions that harm other parties. Additionally, the low legal literacy of the public regarding inheritance rights contributes to disputes that damage family relationships. Therefore, preventive measures through legal education and transparent inheritance distribution with notary assistance are necessary. The strict enforcement of the law and the active involvement of notaries are key to achieving justice and harmony in inheritance distribution.
