<![CDATA[This research paper is written to describe a vasectomy in male acceptor programme as a policy implementation . this topic is choosen due to the problem of the programme that has been operating for a long period but it still ineffective and doesn't work maximal. This research using a qualitative approach that has been passed many step such as data collection, data analysis, and conclusion. the research locating at Sukadana subdistrict, Kayong Utara regency. the subject or this research is the government of Kayong Utara Regency who has a responsibility of the vasectomy programme, the participants of the programme in this case is a married men and some of public figure in Sukadana subdistrict. The conclusion of this research is there was some factors caused the programme was failed. the factors is there isn't any qualified medician either in Sukadana subdistrict Nd Kayong Utara regency. the people of Sukadana subdistrict think that it is a "taboo" to talk about this kind of contraception and the public figure also judge this problem from other point of view. the other factor is communication begween the implementor and the participants in the socialization must be executed in a good and right way so the people can receive it. the fund also be the factor. a bad system makes the people doesn't covered. The male vasectomy acceptor programme in Sukadana subdistrict, Kayong Utara regency must be review by the Kayong Utara government for this continuing in the future so that the programme can be concepted better and works effective for the people of Kayong Utara regency. <![CDATA[This essay made to knowing about official Government performance in Dinas Pekerjaan Umum Sanggau Regency while they gave serve the building permits to peoples who need this permit from responsiveness aspect, responsibility aspect and accountability aspect. The point of this problem in this research was how the official performance in Dinas Pelayanan Umum serving the building permits.This research using descriptive method with qualitative type. The conclusion of this research show that official government performance in Dinas Pekerjaan Umum Sanggau Regency from responsiveness and responsibility aspects was still very low, it was proved from service time uncertainty, the official gave less responsive against peoples complaints, service information very slow and less official in the service building permits. At the same time, from responsibility aspect was good enough, it was showed that the official government has worked in accordance with the procedure and mechanism that has set in the agency of building permits management, the weakness that the official still can’t gave the fast and right service to peoples. <![CDATA[This Thesis aims to reveal the function of monitoring the implementation of the social services workforce and transmigration Bengkayang Regency and analyze the factors that affect to function of supervision.Research conducted a descriptive research with a qualitative approach.Result of this study indicate that the oversight function performed by the social services workforce and transmigration is not optimal due to several internal and external factors affecting the placement and protection of workeds in the country and abroad. Internal oversight is supervision conducted by the department head of the employee’s performance in carrying out the duties and functions. Internal monitoring is not optimal due to several other factors, including turnover and placement that are not appropriate according to skills and education. External oversight by an employee according to their respective areas of society. Some factors affecting the external oversight is the lack of awareness among worker in the social services report to the manpower and transmigration, at least the company reports that will be difficult to control and the protection of employees in workplace safety. Reports are created automatically will give legal force to the labor. <![CDATA[Tujuan penelitian ini untuk mengetahui efektivitas pengelolaan anggaran pendapatan dan belanja desa di Desa Kendawangan Kanan Kecamatan Kendawangan Kabupaten Ketapang. Penulisan ini didasarkan atas permasalahan belum efektifnya pengelololaan APBDes oleh Pemerintah Desa Kendawangan Kanan. Penelitian ini menggunakan jenis penelitian deskriftif dengan pendekatan kualitatif. Penelitian ini dilakukan dengan menggunakan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Subjek penelitian adalah Camat, Kepala Desa, Sekretaris Desa, BPD serta 2 orang masyarakat yang memiliki informasi terkait dengan efektivitas pengelolaan anggaran pendapatan dan belanja desa di Desa Kendawangan Kanan. Dalam pelaksanaan penelitian ini mencangkup 3 hal yaitu pemahaman program, tepat waktu dan tercapainya tujuan. Hasil penelitian ini menunjukan bahwa dalam pemahaman program, pemerintah desa kendawangan kanan masih kesulitan karena perubahan peraturan dalam pengelolaan APBDes, selanjutnya tepat waktu dalam pengelolaan APBDes ini belum berjalan dengan baik karena pemerintah desa kendawangan kanan belum memenuhi persyaratan dalam pencairan dana yang membuat pencairan dana pada tahap III menjadi terlambat. Selanjutnya dalam pencapaian tujuan dalam pengelolaan APBDes ini belum baik karena masih terdapat program yang belum terealisasi sesuai dengan tujuan yaitu pembangunan barau timbunan yg disebabkan oleh keterlambatan pencairan dana serta faktor alam seperti hujan, air pasang surut sehingga program tersebut tidak bisa diselesaikan pada akhir tahun anggaran dan baru bisa dilaksanakan pada tahun anggaran berikutnya.Kata Kunci: Efektivitas, Pengelolaan dan APBDes.]]>

<![CDATA[This research is intended to generate recommendations on optimizing the implementation of hotel taxes in the District of Nanga Pinoh Melawi. The title of this study was chosen as based the realization revenue of hotel taxes is still not achive the specific target. This research uses Qualitative Research Methods. Because it describes the certain situation, attitude, behaviour, view, phenomenon, and the process which occurs in location of research. This study uses two phases: The first phase to find problems policy, and the second to see its implementation in the field, formulate and provide recommendations. The location of research is take place in Dinas Pendapatan, Pengelolaan Keuangan dan Aset Daerah (DPPKAD) Melawi Regency. The conclusion of this study is the level of awareness and discipline in tax payments from taxpayers who still low, although a small portion of taxpayers are aware of their obligations. The taxpayer have to pay hotel taxes but in providing data about this hotel taxes are still not transparent. The recommendations that were provided for the implementation of hotel taxes in the District of Nanga Pinoh Melawi Regency is focused on how to optimize the hotel tax revenue to effectively disseminate sustainable, do the persuasive approach and provide an understanding of the importance paying taxes and the benefits of local tax payments to the taxpayer in order to raise the full support. <![CDATA[The thesis entitled ‘’Performance of Government Official Cooperative SME Mining Industry Trade and Energy Cooperation Pontianak regency’’. Thesis writing is intended to to be considered for the leadership to make improvements to employee performance in the Department of Industry, Trade and Energy Cooperation SME Mining District Cooperative Division Pontianak especially on SMEs. The title of this thesis was appointed by barkaitan employee performance problems with the quality, quantity and timeliness of completion of work by employees in Cooperative Sector SMEs. This research uses descriptive qualitative research approach. Domain analysis (Domain Analysis) which describe, explain and describe the process of performance on SMEs Cooperatives Cooperatives Department of Trade of Industry Mines and Energy SMEs Pontianak regency. The research subject is particularly Pontianak District Government Department of Industry, Trade and Energy Cooperation SME Mining Pontianak regency. The conclusion of this study is the lack of kuntitas employees, lack of employee understanding of the technology, lack of infrastructure and funds to support the implementation of activities. The recommendation for a given policy is the addition quantity of employees, the training on computer technology, especially for the employees, and improve facilities and infrastructure to support the implementation of activities. <![CDATA[The title of this essay concerns raised by the application of operational standards and procedures in the Office of Licensing Services Integrated(KPPT) Sekadau is still not optimal accordance with decree No. 9 of 2012. It is seen from the licensing of turnaround time can not be completed on time. This research uses descriptive qualitative research model. Research sites in the District Integrated Licensing Service Office Sekadau. The research subject is KPPT Head Office, officer in KPPT and the society that have filed in the Office of Licensing Services licensing Integrated Sekadau District. While the object of this research is the implementation of the decree No. 9 of 2012 Sekadau itself. The conclusion of this study is, the application of operational standards and procedures adopted by the Office of Licensing Services Integrated Sekadau District as set out in the decree Sekadau No. 9 in 2012 has not been optimal. Communication and implementing disposition made ??by KPPT Sekadau been good but resources Integrated Licensing Service Office which is still inadequate and bureaucratic structures are long and convoluted to be the cause of not optimal implementation of the policy. <![CDATA[Penulisan skripsi ini bertujuan mengetahui faktor yang menyebabkan terjadinya perbedaan yang signifikan terhadap jumlah suara tidak sah pada pemilihan DPR RI dan DPRD Kabupaten pada pemilihan umum yang tahun 2019 di Desa Air Ringau Kecamatan Serasan Timur Kabupaten Natuna. Penelitian ini menggunakan metode penelitian kualitatif dan jenis penelitian studi kasus. Hasil penelitian menunjukan bahwa terdapat perbedaan yang signifikan antara jumlah suara tidak sah pada pemilihan DPR RI dan DPRD Kabupaten dipengaruhi oleh beberapa faktor, yaitu: Pertama, pendekatan sosiologis pemilih di Desa Air Ringau masih menentukan pilihannya berdasarkan hubungan kekeluargaan dan kedekatan tertentu dengan salah satu calon kandidat. Kedua, pendekatan psikologi,pemilih menganggap bahwa calon kandidat yang sering bersilaturahmi ke tempat warga dapat menarik simpati pemilih untuk memilih calon kandidat tersebut karena dianggap calon kandidat tersebut memiliki kepedulian terhadap pemilih sehingga bisa dijadikan penyambung lidah dengan bertatap muka secara langsung dibandingkan dengan calon kandidat yang tidak pernah berkunjung untuk menarik simpati warga sehingga masyarakat kesulitan mengenal siapa calon tersebut. Ketiga,Pendekatan Rasional, dalam pendekatan ini visi misi dari calon kandidat tidak terlalu berpengaruh bagi pemilih dalam menentukan pilihannya karena tidak jarang visi misi yang disampaikan oleh calon kandidat sampai ketelinga pemilih itu sendiri Kata Kunci : Perilaku Pemilih, Pemilihan Umum.]]>

<![CDATA[This thesis is intended to find problems in the process management and problems of terminal charges in Sambas District. The title of this thesis was appointed by the problems that occur in the realization of the target receiving terminal in Sambas district levy in 2012 that did not hit the target as compared to previous years.This study used a qualitative approach in the hope that the data obtained more complete, thorough, credible, and more meaningful so that what is to be achieved in this study in accordance with the research objectives. This type of research is descriptive research that is intended to describe the actual state of the phenomenon that is happening in the community to determine the value of an independent variable, either a variable or more, regardless of the comparison or connection between one variable and the other variables on the phenomenon of research and social reality. In this study there is only one variable that researchers focus on the process of management of terminal charges in Sambas District, so the researchers expected to find the real problems in the management process for this terminal retribution.The conclusion of this study is that there are some problems in the implementation of fee collection terminal, such as a very minimal amount of personnel, lack of awareness of the public transport drivers of their obligation to pay the levy, and inadequate terminal facilities that led to the implementation of fee collection terminal can not be made maximally . So expect to all elements involved in the management of terminal charges to make the maximum contribution that those objectives can be achieved as expected. <![CDATA[Writing articles to provide insight into the performance of implementing the National Program for Community Empowerment ( PNPM) Rural Village Nusapati Pinyuh River District. Issues regarding the performance of PNPM-MP is happening is quite interesting to study, given the policy of PNPM Rural program still can not be fully understood by the public in the implementation. It is difficult for people to accept, understand it and implementing the programs. So often goes wrong in exercising their understanding and interpretation of programs in the field. In addition, people still think that the PNPM Rural is budget support to the community. Then executor or actors involved in program implementation is still difficult PNPM Rural, because the quality of work, quantity of work and toughness offender program is still lacking and weak control program activity by actors at the village leve. So as to grow and develop with the advanced role, self-help, community participation and empowerment will be obstacles and difficult people to do.
