Abstract

This script intend to determine the coordination of Activity Management and Operational Team for Swallow birdnest at Singkawang City undertake enforcement of the permition of the company that does not have a license.  This title taken based by the issues of swallow birdnest’s permition that can not published yet from activity management and operational team for swallow birdness at Singkawang City because the lack of coordination. This research uses qualitative analysis with the three stages of data analysis that is data reduction, data display and conclusion. There search site is at the Civil Service Police Unit; Investment Office and Integrated Services; Department of City Planning, Lands and Human Settlements; Department of Agriculture and Forestry; Environment Agency within Government environments Singkawang. Subjects were each agency’s head where the study was conducted. The results reveal yet goes coordination within the activity management and operational team for swallow birdness at Singkawang City caused by leaders who can not perform their duties as coordinator and the unsustainable implementation of the coordination as assessed using the elements of coordination by JamesbD.Mooney. Keywords: Coordination, Control, Swallow Birdnest’s License.

Abstract

The writing of this undergraduate thesis is hoped to be considered to handle problems between the District Head and the House of Representative of Regency in the domain of the Local Government of Sintang Regency. This research is meant to describe the implementation of working relation between the District Head and the House of Representative of Sintang Regency in the making of Regional Regulation. This undergraduate thesis is put forward in accordance with problems that more dominant role od District Head (executive heavy) compared with the House of Representative of Regency whereas the pattern of relation that should be balanced (check and balance). The house of representative of Recency still less active when compared with the filling of drafting regional regulation. This research utilizes qualitative method in the kind of descriptive research. The data collection is done by utilizing technique of observation, interview, documentation. This research location is the Regional Government of Sintang and the Regional House of Representative Offices of Sintang Regency. The research subject is the Regent of Sintang, the speaker of Regional House of Representative, Regency Secretary of Sintang Government, the Secretary of Regional House of Representative of Sintang Regency,  and the Commision One of the Government of Sintang Regency. The devices of collecting data in this research are interview, observation and documentation. The result of this research is to see how the planning of the implementation of working relation between the executive and the legislative bodies which have equivalent position and partnership in drafting Regional Regulation of Sintang Regency in order not to be mutual domination in position. Keywords      : Head of Sintang Regency, Draft of Regional Regulations, Implementation of working Relation.

Abstract

This Thesis is intended to bring out an evaluation study of the implementation of health programme in order to achieve the level of health is suitable with the goals that want to be attained. This title of this thesis is based on issues raised in the Disrict of North Kayong that there are real people who do not know about the Area Healthy Asurance Program (Jamkesda). This study used a qualitative approach with descriptive research. The research site in the Health Department of North Kayong. The result of the research that has been done shows that there are real people who do not qualify as participants of Jamkesda and lack of socialization by officers to the community and less defly health workers in delivering health service. Others constraints, the problem is the lack of facilities General Hospital as a regional community facilities got better service and more precise. Therefore, it’s need to socialize more often to the community about Jamkesda Programme and the health workers are more expert onto service to the community. Keywords : The Evaluation Program, Area Health Asurance (Jamkesda), Health Care

Abstract

The purpose of this skripsi is want to know how the process and the obstacle in the PNPM-MP implementation especially in Simpan Pinjam Perempuan (SPP) program in Sungai Bakau Besar Laut village Sungai Pinyuh subdistrict. The title of this skripsi based on the problems of people or groups who didn’t return the money that they lend through the SPP Program.This research using descriptive research with qualitative rapproachement. The data accumulation instrument and the technique of this research are interview and observation guidance to get the complete data. This research show us that PNPM-MP implementation especially SPP program in Sungai Bakau Besar Laut village Sungai Pinyuh subdistrict is good enough, but there still problems in people’s group who lend the SPP’s program money, and also people haven’t involved yet in the determining activity phase and evaluation activity. The conclusion in this research are the implementor must take an extra control of people’s group who lend the SPP’s program money and also people need to involved in determining and evaluation activity. Keyword : PNPM-MP, Simpan Pinjam Perempuan (SPP).

Abstract

This script intend to evaluate the rice for poor implementation program at Tonang Village, tittle of the script raised by the issues of implementation rice for poor program at Tonang Village that still can’t goes well. This script uses a qualitative research method by using three stages: phase 1. Find problems and phase 2. define problems, formulate and phase 3. concluded last issue. Research sites at Tonang Village. The subject of this research is villahe government, district government and society that accept the ‘rice for poor’.The conclusion of this script is the lack of implementation effectivity rice for poor program becauce inadequate infrastructure, ineffective supervision and communication that have not been well established between the government and the society. Therefore, the government should fix the infrastructure, improve supervision and establish good communication with the society . Keywords : Evaluation, Rice for poor, Communication and Resources

Abstract

Abstrak  Nur Awinda: Pelayanan Akta Perkawinan Pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Mempawah. Skripsi. Pontianak: Program Studi Ilmu Pemerintahan Kerjasama Fakultas Ilmu Sosial dan Ilmu Politik Universitas Tanjungpura Dengan Pemerintah Provinsi Kalimantan Barat. Penulisan Skripsi ini dimaksudkan untuk mendeskripsikan dan menganalisis hambatan dalam pelayanan Akta Perkawinan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Mempawah. Penulisan skripsi ini didasarkan atas permasalahan di Kabupaten Mempawah yaitu jumlah kepemilikan Akta Perkawinan baru mencapai 68% dan masih 32% yang belum memiliki Akta Perkawinan dari jumlah yang seharusnya memiliki Akta Perkawinan yaitu 10.874 pasangan suami istri. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif, penelitian ini menggunakan teori Moenir sebagai pisau analisis dan berdasarkan Kepmenpan No. 63 Tahun 2004 Tentang Pedoman Umum Penyelenggaraan Pelayanan Publik. Kesimpulan dari penelitian ini menunjukkan bahwa belum baiknya pelayanan publik yang diberikan. Harus adanya perbaikan dari faktor pendukung pelayanan meliputi faktor kesadaran, aturan, organisasi, pendapatan, kemampuan dan keterampilan serta sarana pelayanan agar pelayanan yang diberikan lebih maksimal. Kata Kunci :          Pelayanan, Akta Perkawinan, Faktor Pendukung Pelayanan

Abstract

Dinas Kependudukan dan Pencatatan Sipil Kota Pontianak is a Regional Working Unit (SKPD) that has a job in strightening demography administration in Pontianak city. One of the documents that published are Family Card (KK). According to the problems that faced by this department which are fragmentary of regulation of KK-making, delays of reporting, delays of publishing time and double data, the researcher wants to describe and analyze the strategy of Dinas Kependudukan dan Pencatatan Sipil in realizing the KK administration order in Kota Pontianak. This research is using descriptive research, with qualitative approach. Subject of this research is Civil Servant of Dinas Kependudukan dan Pencatatan Sipil which is hierarchily take control in making KK and some Ketua RT. The strategy observed based on Tangkilisan concept which is management of organization resources and organization interaction towards environment.According to the result of this research, the increase of organization resources management and organizational interaction towards environment to reach the real aim is needed. The researcher suggests to the related department to improve their way in managing organization resources that still far from optimum. Abstract

This script intend to bring the effective coordination between the head of village and BPD in the rural development at Landak Regency. The title of this script based by the issues of the relation betweet the head of village and BPD that can not harmonious especially in the establishment of APBDes at Landak Regency still can not be optimal. This research use qualitative research model by using the theory of coordination "Tripathi and Reddy". This research do 3 stages of analysis, namely data reduction, data display and drawing conclusions and verification. Research sites is in Sidas Village. The subjects is the head of village chief and the chairman of the village along with The BPD with its members. The conclusion of this research is the coordination still can not be optimal because lack of communication between the head of the village and BPD in rural development.  For that, recommendation to makemore effective coordination is to increase the intensiveness of the communication and necessary to follow the leadership training.Keywords: Coordination, Communication and Leadership.

Abstract

This essay aimed to gain an understanding and explanation of the Influence of Communication on the Implementation of the National Program for Community Empowerment (PNPM) self-Tourism Village in the Village of Lake Tadow Sedau Singkawang. The title of this essay is based on issues raised with regard to the implementation of PNPM Mandiri in the tourist village of Lake Village Tadow Sedau Singkawang in which implementation of the program has not been fully effective. This study uses quantitative methods with 57 respondent. The result of this research indicate that there is significant relationship between communication with the implementation of the National Program for Community Empowerment (PNPM) independent village in the Village of Lake Tadow Sedau Singkawang. Correlation coefficient of these two variables is equal to 0.562. Based on the value of coefficient determination shows that the Influence of Communication on the Implementation of PNPM self-Tourism Village in the Village of Lake Tadow Sedau Singkawang is 31.58%, while the remaining 68,42% is the other factors that not examined in this study. Keywords :  Communication, Implementation, National Community Empowerment Program.

Abstract

Abstrak  Fransiskus Edi Sumarno: Perencanaan Kebutuhan Aparatur Sipil Negara di Dinas Perhubungan, Telekomunikasi, Informatika, Kebudayaan dan Pariwisata Kabupaten Sekadau. Skripsi. Pontianak: Program Studi Ilmu Pemerintahan Kerjasama Pemerintah Provinsi Kalimantan Barat dengan FISIP  Universitas Tanjungpura. Dalam penelitian ini, penulis ingin mengungkapkan bagaimana sistem perencanaan kebutuhan aparatur di Dinas Perhubungan, Telekomunikasi, Informatika, Kebudayaan dan Pariwisata Kabupaten Sekadau. Tujuan dari penelitian ini adalah untuk mengetahui sistem perencanaan yang menyebabkan ketidaksesuaian kompetensi dan jumlah aparatur negara serta menganalisis beban kerja aparatur pemerintah Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif.Penulis menganalisis 4 (empat) indikator sistem perencanaan sumber daya manusia yaitu inventarisasi persedian,, peramalan (forecast), penyusunan rencana-rencana, serta pengawasan dan evaluasi. Hasil penelitian ini menunjukkan bahwa secara umum perencanaan kebutuhan aparatur pemerintah telah dilaksanakan dengan baik dan sesuai dengan prosedur yang ada. Selanjutnya peneliti memberikan beberapa saran kepada Pemerintah Daerah Kabupaten Sekadau untuk mengatur tentang perekrutan tenaga honorer oleh setiap instansi pemerintah daerah atau SKPD yang tentunya sudah diatur ketentuan dan syarat yang sesuai dengan kemampuan organisasi atau daerah. Kata kunci : Sistem, Perencanaan Kebutuhan Kebutuhan Aparatur, Jumlah dan Kompetensi, Formasi.
