Abstract

This thesis is intended to describe the management authority and the market barriers which become obstacles in the implementation of market management authority . This thesis was appointed by the problems occurred , which is not the maximum performance of duties in managing market.Therefore the analysis is done by using the theory of R. Terry is with the concept of management planning, organizing ,mobilizing and monitoring. The conclusion of this research is maximal in the management market which resulted into a disorderly market . The lack of disorderly market due to problems of placement fruit market traders conducted by the local government because of the limited land available in the market and the shortage of human resources required . Keywords : authority and market management.

Abstract

Abstrak E.K.Tertulianus : Pengelolaan Objek Wisata Lawang Kuari oleh Dinas Perhubungan, Telekomunikasi, Informatika, Budaya dan Pariwisata Kabupaten Sekadau. Skripsi. Pontianak: Program Studi Ilmu Pemerintahan Kerjasama Universitas Tanjungpura dengan Pemerintah Provinsi Kalimantan Barat.Penulisan skripsi ini diangkat berdasarkan fenomena yang terjadi dan berkaitan dengan pengelolaan objek wisata Lawang Kuari di Desa Seberang Kapuas Kecamatan Sekadau Hilir Kabupaten Sekadau, yaitu sarana dan prasarana sebagai penunjang daya tarik objek wisata Lawang Kuari, belum adanya pihak swasta yang bekerjasama dengan Pemerintah Daerah dalam pengembangan dan pembangunan objek wisata Lawang Kuari, belum tersedianya sarana prasarana informasi mengenai objek wisata Lawang Kuari di bidang teknologi, dan kurangnya partisipasi masyarakat dalam pengelolaan objek wisata Lawang Kuari. Penelitian ini bertujuan untuk mengetahui pengelolaan objek wisata Lawang Kuari sebagai warisan budaya yang dimiliki Pemerintah Daerah Kabupaten Sekadau oleh Dinas Perhubungan, Telekomunikasi, Informatika, Budaya dan Pariwisata. Kata Kunci:      Objek Wisata Lawang Kuari, Dinas Perhubungan, Telekomunikasi, Informatika, Budaya dan Pariwisata, Kabupaten Sekadau.

Abstract

The purpose of this essay is to describe and analyze standard of public service in Tekarang Subdistrict office in making of E-KTP and yet completed public service standard so it unappropriate with public expectations. The tittle of this essay was appointed by the problem that standard of public service has not been completed. This research uses qualitative approach with descriptive study. Techniques of data collection is observation field researchers to obtain data directly, documentation study, interviews with informants who were directly involved in the making of E-KTP. Location of this research in Tekarang Subdistrict Sambas Regency. Subjects of this research are Head of Tekarang Subdistrict Office, goverment section, recorder officer of E-KTP and people in Tekarang Regency. The result of this research were found the facts such as tangible dimentions : appearance of public service personnels in making of E-KTP yet neat, peoples are not comfortable in doing service, dicipline of public service personnels has been good enough, and damaged E-KTP recorders. Realibility dimentions : personnels accuracy in the making of E-KTP has good enough, Service standars are not yet clear, personnels skill and ability in using tools is good. For responsiveness dimensions: responding officers had any people who want to make the E-KTP, which is not very fast service, serving the community with precise and meticulous, and yet collected public complaints due to suggestion no complaints. For empathy dimension of service personnels already serving with friendly, polite and non-discriminatory. Keyword : Standard, Service, Public, E-KTP

Abstract

This script describes the motivation of employees in the Department of Energy and Mineral Resources of the District . The title was lifted by the problems that occur in the office of Energy regarding employee motivation is still relatively rendah.Penelitian using qualitative research methods with descriptive research . The data was collected using observation , interview and documentation . The research location is in the Department of Energy and Mineral Resources and the District is subject research apparatus in the Department of Energy and Mineral Resources of the District , as well as the manager of gas stations in Sanggau customers who deal in office EMR . As for the motivation of employees in the Department of Energy that needs career growth , job responsibilities will be , meaning civil servant status , working conditions , workload , the need for income , and family support.Based on the results obtained , are still visible lack of the spirit of the employees in the office at work as office facilities inadequate , it appears that employees feel uneasy because state offices were hot and cramped , relating to the officials also said in interviews that the lack of motivation to work because the state of the facilities and infrastructure that are not comfortable, do the work that still can not be done alone still ask the other employees , so sometimes interfere with the activities of other employees further still perceived weight challenges perceived by the employee of his job, Key Words: Motivation, Apparatus.

Abstract

The Implementation of Desa Binaan program At Punggur Besar Village Sungai Kakap District there are various problems that occur. This resulted in the implementation of the public participation Desa Binaan program activities will be reduced, it can be seen from the enthusiasm of the villagers due to the low level of education and public awareness of the program. Another problem is a mismatch programs to local needs, this will also reduce the motivation of the community in the implementation of the program Desa Binaan activities. In this study will be seen how effective the program implementing Desa Binaan activities in the Punggur Besar village. Indicator of the effectiveness of the implementation of Desa Binaan program that is targeting the achievement of goals and targets span concrete, and the integration of that which is the process of Desa Binaan socialization, and adaptation program is the ability of resource actors in adapting to the needs of the target implementation. Data collection is done by interviews, documentation and observation to support the acquisition of data. Based on the results of the analysis of the data suggested that the implementation of Desa Binaan program in the Punggur Besar village largely been implemented, while for socialization programs are implemented with direct meetings with the public and dissemination of information about the program through the media information. In the resource indicator actors of Desa Binaan program in which offenders program implementation required more working hard, perseverance and tireless in the success of this program. Community participation in the implementation of Desa Binaan Program at Punggur Besar village is known that people were active in maintaining, keeping, caring for, from what has been done or carried out either directly or indirectly. Keywords: Effectiveness, Desa Binaan Program, Punggur Besar Village.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan prinsip-prinsip Good Governance yaitu Pada Prinsip Transparansi dan Responsiveness Dalam Pelayanan Surat Ijin mendirikan bangunan di Kantor Camat Pontianak Tenggara Kota Pontianak. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif jenis penelitian deskriptif. Menurut Hadiwinata (dalam Santosa, 2009:131) yang menyatakan bahwa, Prinsip-prinsip utama dalam good governance  meliputi: 1) Transparansi: kesimpulannya adalah Dalam dimensi Transparansi, Kejelasan Informasi mengenai prosedur Pelayanan IMB merupakan hal yang sangat penting, tidak hanya bagi birokrasi tetapi juga bagi masyarakat sebagai pengguna pelayanan dari birokrasi. Penyediaan loket pelayanan memang sudah disediakan kantor Kantor Camat Pontianak Tenggara,untuk memberikan informasi mengenai prosedur IMB, dan informasi sudah di berikan dengan jelas kepada masyarakat mengenai prosedur atau mekanisme IMB, namun ketepatan waktu pelayanan yang belum sepenuhnya memenuhi harapan pihak penerima layanan. 2) Responsiveness: kesimpulannya adalah Responsiveness.pelayanan IMB, respon petugas terhadap keluhan penerima layanan, indikator respon petugas terhadap kritikan penerima layanan dan indikator respon petugas terhadap kesulitan penerima layanan yang belum sepenuhnya memenuhi harapan pihak penerima layanan. Saran dalam penelitian ini adalah perlu peningkatkan kualitas, hal tersebut dapat dapat dilakukan dengan pengembangan manajemen birokrasi pelayanan publik yang transparan, profesional dan terfokus untuk menyikapi, mengatasi dan sekaligus mengantisipasi keluhan, kritikan dan kesulitan pihak penerima layanan dalam rangka meningkatkan kualitas pelayanan yang dapat memberi kepuasan kepada pihak penerima layanan.Kata Kunci : Pelayanan, Good Governance,Transparansi, Responsiveness.

Abstract

This essay entitled "Performance of Government Personnel Services in e-ID card Creation In District Belimbing, Melawi regency". Essay writing is intended to describe the implementation of the Government Performance Accountability Administrative District Belimbing, Melawi regency in Public Service in the manufacture of e-ID card. The essay is based on the issues raised in the employee performance related agencies, such concerns about the accountability of employees. These results indicate that employee accountability In District Belimbing is good enough viewed from the level of honesty, objectivity, transparency and innovative capabilities  further accountability is optimal employee can be seen from the achievement of goals or objectives related agencies, and the work produced satisfactory employee of the creation of e-ID card. Abstract

Thesis writing is intended to determine the factors that led to the ineffectiveness of the number the Functional Government Apparatus at Inspectorate Singkawang. The title of of this thesis concerns raised by the availability of the number the Functional Government Apparatus who have not been effective based on workload the achievement of targets in the inspection object.This research uses a model of the kind of exploratory qualitative descriptive research. The research was carried out by four research steps, namely a preliminary investigation (presurvey), making research plan (Proposed Research), secondary data collection and primary data which is then analyzed on the same day after data collection in the field (interviews or observation), and a research report (Thesis). Research sites in Singkawang. The research subject is Singkawang Government needs analysis related to Analysis of Functional Government Apparatus Need, Inspectorate Singkawang, Functional Government Apparatus.The conclusion of this research is the ineffectiveness of the Functional Government Apparatus amount as the imbalance between workload given to the number of Functional Government Apparatus with working time used by the apparatus. For the policy recommendation is to consider the policy in terms of the assignment inspection by officials, hasten creation of Functional Workload Analysis, and arrange the apparatus need to be filed in the formation of the Functional Government Apparatus acceptance. Keywords : Analysis of Need, Functional Government Apparatus, Effective.

Abstract

The purpose of this study is to describe and analyze the effectivity of Unlivable house in Pontianak City subdistrict. The title of this study was appointed by the problems, about the implementation of the unlivable house program still many irregularities. Where to find out whether or not the effectivity of the program it is necessary to measure effectiveness through the existing problems in the implementation. This research use descriptive study with qualitative approach. Data collection techniques are observation, interview and documentation. The study subjects were clerks Department of Human Settlements, Housing and Spatial Pontianak, head of Pontianak City subdistrict, Head of Community Development, PNPM members, and residents who receive assistance Unlivable Homes Program. The conclusion of this study is, unlivable house program very effective and really help the economy of the people, for knowing the effective or not of that program is an effective indicator of the clarity of strategy, programming, and system monitoring and control, while the indicator are not effective that the goal has not been achieved and plans that are less mature. Abstract

This essay aims to show and analyze the role of local civil service agency (bkd) in the recruitment of civil servants as well as the constraints that exist in the recruitment process. This essay title based on the problems raised in the recruitment of civil servants in Sambas reency that is still there is no official received their needs, so that these conditions give rise to lack of professionalism in the department ranked in Sambas regency office. This research uses descriptive type of research with a qualitative approach. research done through such as collecting research, acquire theories and regulations used as a foundation in research and field studies purporting to acquire data directly. Conclusion in this study is, recruitment planning by the organization. governance before the moratorium should according on position analysis. it has been in Government Regulation No. 11 of 2002 which means the procurement of civil servants carried out on the basis of needs, both in terms of quantity and quality of employees and job competency is required. position analysis is very important because by doing job analysis will be obtained by prospective civil servants in accordance with the field of science / knowledge that will be filled. other than that job analysis is needed in the placement of civil servants, because the job analysis will be obtained a clear picture of the needs of an office and workers' ability to meet those needs.Keywords: part, civil servants, recruitment, BKD
