Abstract

This script intend to determine the quality of public services , especially the administration of the village population on the Aur Sampuk Village Sengah Temila District Landak Regency. This script also written to learn the phenomena of services performed by the village head and village officials to Sampuk Aur Villagers . The theory used as knives analysis in this study is a theory which states Zeithaml et al public service quality can be measured with 5 dimensions , namely : tangible, reliability, responsiviness, assurance, and empathy. Research using qualitative descriptive research paradigm thats the data collected in the form of words , images , and not the numbers . Location of the study are on the Office of Aur Sampuk Village Sengah Temila District Landak Regency. The subject is village head , village officials and Aur Sampuk village communities, data collection techniques with observation , interviews , documentation . This study resulted in the conclusion that the general population administration of public services has been implemented by the government Sampuk Aur village . Village Government in  dimensions Aur Sampuk responsiviness and empathy have been responsive in responding to any request from the public service , public services performed by friendly and courteous . Village Community Aur Sampuk feel quite satisfied with the results of the services they receive from the village head and village officials Aur Sampuk . However, based on tangible dimensions , and the assurance that discipline Aur village government officials still lack discipline Sampuk this can be seen from the apparatus which rarely entered or skipped during business hours and village government officials Aur Sampuk technology stuttering so cooperate with the employers computer rentals .Keywords : Administration of Population, Public Service, village government officials Aur Sampuk, tangible , reliability , responsiviness , assurance, and empathy.

Abstract

Essay writing is intended to show and analyze the mutation process of local government officials in Kapuas Hulu. The title of this essay is based on issues raised in the mutation process is not based on the principle of the right man on the right place.This study uses a descriptive model of qualitative descriptive research. The research was carried out by four research steps, namely a preliminary investigation (pre-survey), making research plan (Research Proposal), making secondary data and primary data which is then analyzed on the same day after data collection in the field (interview or observasion), and a research report (skripsi). Research sites in Kapuas Hulu. Subjects Research is the Government of Kapuas Hulu associated with the mutation process, the Regional Employment Board Kapuas Hulu. The conclusion of this research is the process of mutation that occurs in Kapuas Hulu is not based on the principle of the right man on the right place, because the mutation that occurs during the process is still a lot of leads to the seniority system and spoil system, so it does not operate effectively and efficiently. Keyword: Mutation Process, Government Reform, The Right Man On The Right Place

Abstract

ABSTRAKYoni Dwi Akbar  : Pengelolaan Alokasi Dana Desa di Desa Tanjung Bugis Kecamatan Sambas Kabupaten Sambas. Skripsi.Pontianak : Program Studi Ilmu Pemerintahan Kerjasama Fakultas Ilmu Sosial dan Ilmu Politik dengan Pemerintahan Kalimantan Barat.Penelitian ini fokus kepada Alokasi Dana Desa (ADD), dimana pengelolaan ADD dalam pembangunan desa meliputi proses-proses seperti perencanaan (planning), pengorganisasian (organizing), pelaksanaan (actuating) dan pengawasan (controling). Berdasarkan penelitian yang dilakukan peneliti di Desa Tanjung Bugis Kecamatan Sambas Kabupaten Sambas untuk 30% dari total ADD sudah sesuai dengan ketetapan dan peraturan yang ada, yang mana sebagian besar dana digunakan untuk membiayai tunjangan/insentif aparatur desa dan BPD, kemudian untuk yang 70% dari total ADD lebih diprioritaskan untuk pembangunan fisik atau infrastruktur desa. Peneliti menilai bahwa partisipasi masyarakat dalam proses perencanaan maupun pelaksanaan kegiatan yang bersumber dari ADD masih kurang. Sedangkan dalam proses pengawasan ADD yang diwujudkan dengan penyerahan laporan pertanggungjawaban (LPJ) dilihat dari segi administrasi masih perlu dilakukan pelatihan ataupun bimbingan dari tim pengendali tingkat Kecamatan maupun Kabupaten terutama untuk aparatur desa yang belum sepenuhnya sesuai dengan ketentuan termasuk keterlambatan dalam penyerahan LPJ.Kata kunci : Pembangunan, Pengelolaan, Alokasi Dana Desa (ADD)

Abstract

The purpose of this study is to describe and analyze the implementation of health service Puskesmas Apung in Kecamatan Kepuasaan Karimata Kabupaten Kayong Utara. This study using a qualitative approach for describe overall implementation of health service. Data was collected by using interview technic and documentation. The research sites in Pulau Pelapis Kecamatan Kepulauan Karimata Kabupaten Kayong Utara. The condusions from this studies shows that health service which gives by Puskesmas Apung not maximal, this is caused by there are some residents who complained less than the maximum of health service Puskesmas Apung so that residents who want to get service everytime be inhibited. Recommendations of this study in order to implementations of health service can be a maximum must have one boat of Puskesmas Apung again for serve the local people Kepulauan Karimata.Keyword : Health Service and Puskesmas Apung.

Abstract

The writing of this script intended to find out and analyze the process of coordination refers to Henry Fayol’s Coordination Theory in the implementation of Electronic Identity Card in the District of North Putussibau specially about the special treatment for elderly people because of no duty explanation for the team, the lack of active role of program’s coordinator and public awareness about the important of population administration. This study used the perspective of qualitative research methods and observation, interview and documentation technique in data collection.The conclusion of this study are there needs to be the duty explanations for the team about special treatment for the elder people in the electric identity card program, the coordinator active roles during program implementation, and peoples awareness improvement about population administration so that the program implementation can be more organized and effective. Keywords : coordination, attachment, unity, aligned, Electronic Identity Card

Abstract

This research aims to find out about the process of the manufactured of Birth Certificate at Sebarra Village. It Process based on indicators of the quality of service, that is Tangiable (service embodiment), Reliability (reliability of officers), Responsiveness (response of officers), Assurance (security services) This research uses a qualitative descriptive approach. Techniques of data collection were interviews and documentation. Location of the study at Sebarra Village Office, Parindu District. Subjects were the head of Sebarra Vilagge, Secretary of Sebarra Village Office, Head of Government affairs Sebarra Village Office and Residents Applicant Making Birth Certificate. The conclution this research is on the makin birth certificate at Sebarra Village Office have poor quality. This is because the lack of excellence services, reliability officer stil low, the lack of responsiveness from the official, and no guaranted on making service of The Birth Certificate. Keywords: Services Process, Making Birth certificate, Quality of services

Pontianak : Program Studi Ilmu Pemerintahan Kerjasama Fakultas Ilmu Sosial dan Ilmu Politik Universitas Tanjungpura dengan Pemerintah Provinsi Kalimantan Barat.Penulisan skripsi ini dimaksudkan untuk mengetahui dan menganalisis Akuntabilitas Dalam Penggunaan Alokasi Dana Desa Sinar Pekayau Kecamatan Sepauk Kabupaten Sintang. Judul skripsi ini diangkat berdasarkan fenomena permasalahan yaitu Anggaran yang belum terealisasi seperti yang telah disetujui dalam Rencana penggunaan Anggaran tahun 2013 dan adanya indikasi penyalahgunaan Alokasi Dana Desa tahun 2013 di Desa Sinar Pekayau. Kesimpulan dari penelitian ini menunjukan bahwa Akuntabilitas dalam Penggunaan Alokasi Dana Desa yang belum baik. Hal ini dapat dilihat dengan belum terealisasinya Alokasi Dana Desa tahun 2013 dan adanya temuan terkait penggunaan Alokasi Dana Desa tahun 2013 di Desa Sinar Pekayau.Kata Kunci : Good Governance, Akuntabilitas dan Alokasi Dana Desa.

Abstract

Essay writing on the implementation of the electronic population sign card program is intended to acquire an overview of how the process of policy implementation done recording service and civilian population, especially in the implementation of the e-KTP program in the Melawi regency. title of this essay is obtained based on the phenomenon that is happening on the implementation of e-KTP program that has not reached a predetermined target. In this study researchers used primarily to descriptive research using qualitative methods. subjects in this study is that the official government population and civil registration as the implementor and the people involved in the implementation of this policy of the e-ktp card. data collection techniques used were interview, observation and documentation. Conclusion of this research is the implementation of e-ktp card program has not been able to achieve the set targets due to several factors which is the bottleneck in the implementation of resource factors that include human resources and equipment resources. Keywords: Policy, Implementation, Program, E-KTP Card.

Abstract

This research is intended to generate recommendations of implementation of terminal retribution policy in the Singkawang City. The title was selected based on the implementation of the terminal retribution problems that have not hit the target as specified and even at 2009-2011 period the realization of revenues has been decreased. This research uses descriptive study with a qualitative approach. The location of this research is in the terminals of Singkawang City and the subjects are the apparatus in the Department of Transportation, Communication and Information that related to implementation of the terminal retribution, and the driver who required to pay retribution. The conclusion of this study is the lack of understanding in each person who required to pay the retribution about the implementation of terminal retribution policy, inadequate facilities, lack of information about the guidelines of the policy implementation, disposition of the policy implementers who are not accompanied by a good responsibilities, inadequate incentives, and coordination among bureaucratic units are still not optimal. Keyword : implementation of public policy, communication, resources, disposition and bureaucracy structure.

Abstract

This discussion papera to study the process of staffing and the factors that influencethe success of implementation. In this study the authors wanted to formulate the problemis how the process of implementati on of Regional Secretariat staffing at Sintang in order to improvethe quality and quantity of employee performance. So that the purpose of this study was to analyze the process description of implementation and staffing policies in order to improvethe quality of employee performance in the Regional SecretariatSintang. This study uses a qualitative approach to research desctrictif methods . The authors concluded there are two (2) factors that influencethe success of policy implementationinthe placement of civil servants Regional Secretariat Sintang the internal an dexternal factors. At the pentup authors propose, some conclusions and suggestions related to the phenomenon under study. The authors concluded that the placement of civil servants has be implemented very effective for improving employee performance. Further more, the author gives some advice to the Regional Secretariat Sintang to help support the development of infrastructures and suggestionsin terms of personnel transfers. Keyword : Placement, Movements, Civil Servants.
