Abstract

Human resources are the most important assets possessed by every institution, from the lowest level of institutions to the highest level such as the state. The dynamics of an uncertain and complex strategic environment have an impact on the defense posture of the TNI, which continues to be demanded to be able to balance these dynamics. In the process, the development of the TNI's posture experienced many obstacles, so that the role of human resource management (HR) was needed in developing the posture of the Indonesian National Armed Forces (TNI) for national defense purposes. Through a qualitative approach and data collection from primary and secondary sources, this study analyzes various aspects of human resource management that are relevant in the context of the TNI. The results of this study indicate that there are still problems in every process of human resource management in the development of the TNI's posture, such as welfare, health services, and social security. Based on these problems, the role of human resource management is needed according to the needs and dynamics of the existing strategic environment. The findings of this journal can provide insight into how effective human resource management can influence national defense forces and enhance TNI capabilities.

Abstract

This research is discusses the counter-terrorism strategies implemented by the New Zealand government following several terrorist attacks, including the Christchurch shooting (2019) and the Dunedin and Auckland stabbings (2021). Using Arthur Lyyke's strategy theory (2008), this study analyzes the means, ways, resources, and risk considerations inherent to effective counter-terrorism strategies. The study applies the counter-terrorism approach proposed by Jones & Libicki (2008), which divides counter-terrorism strategies into three categories: military deployment approach, police and intelligence approach, and policy approach. Through qualitative research with an analytical-descriptive approach, the study finds that the New Zealand government's counter-terrorism strategy comprises of two main approaches: the police and intelligence approach and the policy approach. The government's "no face no name" policy aims to deny terrorists any platform for recognition, while amendments to firearm possession laws and counter-terrorism legislation proposed by the prime minister facilitate the police's ability to restrict terrorist activities. These initiatives intend to foster positive peace and support national security.

Abstract

The natural disasters that occurred in Japan have caused losses both financially and in terms of casualties. Based on data from the Japanese government, the total losses experienced by the country from 1980 to 2010 amounted to US$ 208,230,800. Meanwhile, the number of recorded fatalities was 8,568 people, with an average of 276 fatalities per year due to natural disasters in Japan. This study aims to focus on the development of a disaster information system to reduce disaster risk in Japan which can also be implemented in Indonesia. The research method used in this study is a qualitative approach. In this approach, researchers use descriptive methods to collect data. This approach was chosen because this research was conducted during an Overseas Work Lecture through a Video Conference from Japan on May 30, 2023. The conclusions from this study indicate that the Japanese government has changed its approach to natural disasters and prioritized disaster risk reduction (DRR) programs. They focus on better regional planning, building earthquake-resistant buildings, and raising community awareness. In addition, the disaster management system in Japan involves various government ministries and agencies working together in planning, implementing, and supervising disaster management operations. The Japanese government has a strong commitment to the DRR program and regards investment in disaster risk reduction as an important measure to protect the country's life and economy. Through improving urban planning, strict construction regulations, disaster education, and active community participation, Japan is trying to live side by side with disasters and has strong resilience against these threats.

Terrorism cases that occur based on the existence of Islamophobic culture and immigrants entering New Zealand also have a connection with the role of mass media in a cause that concerns politics and government. The purpose of this study is to describe the dynamics of terrorism that occurs in New Zealand, as well as the role of the government in solving terrorism through mass media. The method used is a qualitative method with a type of descriptive approach through literature study. Based on the results of the study, it can be understood that the dynamics of terrorism that occur are so complex that then the resolution of terrorism cases is carried out by the government by making policies against actors involved in terrorism tragedies, especially immigrant perpetrators, and collaborating with human rights organizations established by the Foundation Against Islamophobia and Racism (FAIR) which aims to advocate for the human rights of independent Muslims based in New Zealand in counteract Islamophobia. In addition, this article helps to understand that the Government through the Prime Minister of New Zealand also met several Muslim community leaders in Christchurch where he ensured that the New Zealand Government will guarantee the security of every citizen and guarantee the freedom to worship and guarantee the freedom to express the culture and religion of each citizen and with the help of the media in the aftermath of the tragedy of terrorism is expected to reduce the circulation of videos of terror attacks so as not to provoke the community by traumatic, but help victims out of fear of conflict that occurs. The role of the government in efforts to maintain the integrity of the country's territory through cross-sectoral communication and cooperation can then be utilized by local actors to solve problems and participate in maintaining national security.

Abstract

This research paper explores Japan's experiences in advancing resilience and fostering sustainable development through strategic investments in cutting-edge technology and innovative methodologies for disaster risk reduction. Japan, a country prone to natural disasters, has developed a comprehensive approach that encompasses strong governance, continuous learning, community empowerment, public awareness, and international collaboration. Through a mixed-method research methodology incorporating qualitative and quantitative analyses, this study examines Japan's robust disaster risk reduction framework and the role of cutting-edge technology in mitigating the impacts of hazards. The findings highlight Japan's multi-hazard approach, stringent building codes, and resilient infrastructure, which have significantly reduced disaster risks. The integration of innovative methodologies, such as community empowerment and early recovery planning, has fostered resilience at the grassroots level. Furthermore, the research showcases Japan's use of advanced technologies including early warning systems, remote sensing, and geospatial technologies.
