Abstract

Bali’s tourism development has historically relied on cultural heritage as a fundamental pillar of destination development and a key driver of regional economic growth. However, the expansion of mass tourism has intensified cultural commodification, which poses significant risks to the sacred values, symbolic meanings, and social legitimacy of indigenous communities as the rightful custodians of cultural heritage. This article aims to analyze the development of heritage tourism in Bali from a Public Administration perspective, particularly within the framework of cultural governance and sustainable tourism policy. This study employs a qualitative approach through a systematic literature review of reputable national and international journals, as well as relevant public policy documents. The analysis is linked to public administration theories, particularly collaborative governance and sustainable public management, to examine the roles of state and non-state actors in cultural tourism governance. The findings indicate that heritage tourism can serve as a strategic public policy instrument for cultural sustainability when it is managed collaboratively, places indigenous communities at the center of decision-making processes, and is supported by regulations that are sensitive to local values such as Tri Hita Karana. Policy implications highlight the need to strengthen local government capacity as facilitator, regulator, and mediator in balancing economic, social, and cultural interests in an equitable manner. Abstract

This study aims to identify key variables influencing the development of heritage tourism in Denpasar City based on sustainable cultural and environmental principles. Denpasar, as the cultural heart of Bali, faces challenges in balancing urban modernization and cultural preservation. Using a qualitative descriptive approach supported by the MICMAC (Matrice d’Impacts Croisés Multiplication Appliquée à un Classement) method, this study maps the relationships and dependencies among twelve strategic variables gathered from literature studies and expert judgments involving academics, cultural leaders, and local government representatives. The analysis shows that zoning regulations and heritage protection policies (REG_ZONING) and stakeholder participation (STAKE_GOV) are the main driving variables shaping the sustainability of Denpasar’s heritage tourism. Meanwhile, variables such as pedestrian infrastructure, public transport integration, and creative economy vitality act as linkage variables, connecting policy with community-level implementation. The results indicate that sustainable heritage tourism in Denpasar can be achieved through integrated spatial regulation, collaborative governance, and local cultural revitalization rooted in the Tri Hita Karana philosophy.  Keywords: Denpasar, Heritage Tourism, MICMAC, Sustainable Culture, Tri Hita Karana.

Abstract

Heritage tourism in Bali is a strategic sector that not only underpins the regional economy but also plays a critical role in safeguarding the cultural identity of local communities. Bali is globally recognized for its rich tangible heritage, including temples, traditional architecture, and customary villages, as well as its intangible heritage, such as religious rituals, performing arts, and local craftsmanship. This study aims to analyze the governance dynamics of heritage tourism in Bali by highlighting the roles of local communities, government policies, and the pressures of globalization and cultural commodification. The research adopts a qualitative approach through a literature review and case study analysis of key destinations, including Besakih Temple, Tanah Lot, Uluwatu, Penglipuran Village, and traditional performances such as the Kecak and Barong dances. The findings indicate that heritage tourism generates significant economic value through job creation and the growth of the creative economy, while simultaneously strengthening Bali’s cultural diplomacy at the international level. However, challenges such as overtourism, unequal benefit distribution, and environmental degradation necessitate a more sustainable management framework. The strategies identified include strengthening community-based tourism, enforcing strict development regulations, educating tourists on Balinese cultural values, and leveraging digitalization for heritage promotion and preservation. By adopting a holistic, community-centered approach, heritage tourism in Bali can function as a scalable instrument for sustainable development while maintaining cultural authenticity. Abstract

This study is based on the growing trend of spiritual and cultural tourism in Bali, which, at sacred sites such as Tirta Empul Temple (Tampaksiring), not only opens up local economic opportunities but also raises management dilemmas that deserve careful attention particularly regarding the tendency to commodify rituals and environmental pressures that have implications for water quality and the cleanliness of the area. This research aims to map the development of cultural tourism in Tirta Empul while critically synthesizing the main attractions, various impacts, and management strategies most frequently reported in the literature. Theoretically, the discussion links Tri Hita Karana, Community-Based Tourism, and heritage management perspectives authenticity to understand how sacred and tourist functions are negotiated in practice. The method used is a Narrative Literature Review of publications from 2015–2025 searched through Google Scholar, SINTA, and university repositories; studies were selected through title-abstract relevance screening and then analyzed thematically. Interestingly, the findings indicate that melukat (temple) and heritage values ​​are the primary drivers of visitation, but issues of desacralization, overcrowding, and recurring waste/garbage remain unresolved challenges. Therefore, the synthesis recommends strengthening sacred space zoning, implementing a code of ethics supported by cultural interpretation, managing visitor flow, and strengthening the role of traditional villages, while emphasizing the importance of regularly measuring visitor carrying capacity. Abstract

The rapid development of urban tourism in Bali has boosted economic growth, but has also triggered complex challenges such as waste issues and cultural heritage degradation. Waste management in Bali's urban tourism areas still faces structural challenges, ranging from limited infrastructure capacity, weak inter-agency coordination, to low participation by the community and tourism businesses. This study aims to analyze the role of public administration in managing urban tourism through soft tourism and slow tourism approaches as sustainable development strategies based on cultural preservation (heritage tourism). Using qualitative methods with literature review and policy analysis, this study examines regulations and collaborative practices between government, communities, and industry. The analysis is conducted within the theoretical framework of good governance, collaborative governance, and sustainable public management. The results indicate that strengthening collaborative-based governance improves waste management effectiveness and supports equitable tourism. From a good governance perspective, the principles of transparency, accountability, and public participation still need to be strengthened, particularly in waste management in urban tourism areas. Soft and slow tourism approaches have proven relevant as policy instruments for maintaining a balance between economic growth, environmental sustainability, and cultural heritage protection. This research recommends the importance of cross-sectoral policy integration and strengthening regional institutional capacity to achieve sustainable urban tourism governance. Abstract

Kuta Beach, one of Bali's most iconic coastal destinations, faces severe environmental challenges due to the rapid growth of tourism and inadequate waste management, often leading to a "plastic apocalypse" scenario, especially during the monsoon season. This study analyzes the relationship between high tourist influx and the accumulation of marine debris, which is heavily dominated by plastic waste generated from both tourism activities and seasonal ocean currents. The research highlights that the traditional "collect-haul-dispose" system is inefficient to handle the volume of waste, which significantly reduces the beach's aesthetic appeal and threatens marine ecosystems. Using a descriptive qualitative approach, this research evaluates the role of stakeholders, including government and local communities, in implementing cleaner, sustainable waste management strategies. The findings suggest that a comprehensive, circular economy approach, combined with stricter, eco-friendly infrastructure, is necessary to maintain Kuta Beach's sustainability as a top tourist destination. Abstract

Heritage tourism is one of the main pillars of tourism development in Bali, oriented not only toward economic growth but also toward the preservation of cultural, social, and environmental values. This study aims to analyze the management of heritage tourism in Bali from a Public Administration perspective, focusing on the role of local government in policy formulation, inter-actor coordination, and public value creation. This research employs a qualitative approach through literature review and policy analysis. The theoretical framework is based on the concepts of Good Governance, New Public Service, Collaborative Governance, and Public Value. The findings indicate that the success of heritage tourism management in Bali is highly dependent on transparent, participatory, and accountable governance, as well as collaboration among government institutions, traditional communities, the private sector, and other stakeholders. The government’s role extends beyond regulation to include facilitation and mediation in balancing economic interests with cultural preservation. This study concludes that public value oriented heritage tourism management can support sustainable tourism development and strengthen Bali’s cultural identity. Abstract

The transformation of urban tourism in Bali has intensified following the significant increase in tourist arrivals in the post-COVID-19 period. The rapid growth of urban tourism in Denpasar and Badung contributes substantially to the regional economy, yet it also generates considerable pressure on environmental carrying capacity, urban infrastructure, and the socio-cultural dynamics of local communities. This study aims to examine the transformation of urban tourism in Bali through the philosophy of Tri Hita Karana as a model for sustainable tourism development. A descriptive qualitative approach was employed, using in-depth interviews, field observations, and policy documentation analysis as primary data collection techniques. The findings reveal that the integration of Tri Hita Karana values into urban tourism governance remains partial. The palemahan dimension is reflected in environmental policies such as restrictions on single-use plastics, although it has not been holistically embedded in urban planning frameworks. The pawongan dimension highlights limited community participation in strategic decision-making processes, while the parahyangan dimension is mainly accommodated through the preservation of cultural rituals without formal integration into spatial and urban development policies. This study emphasizes the urgency of strengthening Tri Hita Karana-based governance to ensure that Bali’s urban tourism develops not only as a globally competitive destination but also as a culturally harmonious and environmentally sustainable model in the long term. Abstract

This study examines the governance of urban tourism based on smart tourism in Bali as an integration of digital innovation and local community participation. The development of urban tourism in Denpasar and the Sarbagita metropolitan area has increased destination complexity due to the significant growth of tourist arrivals during 2023–2025. This condition requires an adaptive, efficient, and sustainable governance model through the application of digital technology. This research employs a qualitative approach with a case study design, using in-depth interviews, field observation, and documentation analysis of tourism regulations and digital transformation policies. The findings reveal that smart tourism implementation in Bali has begun through the digitalization of destination information services and tourism promotion platforms in line with Presidential Regulation No. 95 of 2018 on Electronic-Based Government Systems. However, smart tourism practices remain partial, characterized by private sector dominance in the digital tourism ecosystem and limited cross-agency data integration. Local community participation is still largely operational rather than strategic in smart destination policy planning, potentially leading to unequal distribution of digital tourism benefits. The study highlights that the success of smart tourism in Bali requires strengthening collaborative governance involving government, private stakeholders, traditional village institutions, and local communities to ensure that digital transformation aligns with Bali’s cultural tourism principles based on Tri Hita Karana. Inclusive and participatory smart tourism has the potential to support high-quality and sustainable urban tourism development in Bali. Abstract

Abstract Denpasar City functions as an urban center and a major support area for Bali’s tourism sector, facing significant pressure in waste management. According to the National Waste Management Information System (SIPSN), Bali generates approximately 1.2 million tons of waste annually, with Denpasar City identified as the largest contributor at the provincial level. Waste composition is dominated by organic waste at around 68%, while plastic waste remains a critical issue in urban and tourism areas. During peak events, such as New Year’s Eve, Denpasar’s Environmental Agency recorded a surge of 900–1,000 tons of waste collected within a single day. The waste management challenge has become more critical following the overcapacity condition and planned permanent closure of the Suwung landfill, which has long served as the primary final disposal site for the Sarbagita region, with a transition period extending to 2026. This situation requires a fundamental transformation of urban and tourism waste management systems in Denpasar. This study aims to analyze the governance of tourism waste management in Denpasar City after the closure of the Suwung landfill using a qualitative descriptive approach through policy analysis, secondary data review, and examination of official government documents. The findings indicate that the main challenges include high waste generation rates, limited decentralized waste processing infrastructure, suboptimal waste segregation at the source, and weak integration of the tourism sector into the urban waste management system. In conclusion, strengthening collaborative governance involving local government, tourism actors, and communities is essential to improve tourism waste management in Denpasar City. Enhancing public service capacity, enforcing regulatory frameworks, and promoting waste reduction at the source are key to ensuring environmental sustainability and maintaining Bali’s tourism competitiveness.
