Abstract

Village development in a decentralization setting requires capable village human resources (HR) to deliver accountable development administration, yet many villages face competency and participation gaps. This study analyzes the roles, challenges, and strengthening strategies for village HR in Bojong Village, Bungbulang District, Garut Regency, using development administration theory on managerial functions and government–community relations. A descriptive qualitative single-case design was employed, based on document analysis (RPJMDes and village research reports) and a literature review; themes were generated through thematic analysis. Results show that although officials actively implement programs, limited technical competence, information-technology mastery, institutional capacity, and facilitation skills weaken planning quality, oversight, and substantive community participation. The discussion positions HR strengthening as a core strategy across the village development cycle, operationalized through continuous training, governance digitalization, and institutional strengthening. Policy recommendations include dedicating village budgets for capacity building, providing mentoring, and scaling village information systems to enhance transparency and responsiveness.  Keywords: Development Administration, Village Human Resources, Village Governance Digitalization

Abstract

Village governments play a strategic role as the frontline of public service delivery; however, numerous studies indicate that the quality of public services at the village level continues to face fundamental challenges, particularly concerning the motivation of public officials. This research endeavors to rigorously analyze the strategic approaches employed by village governments in promoting Public Service Motivation (PSM) through the lenses of philosophical inquiry and public administration theory. The investigation utilizes a systematic literature review methodology, scrutinizing pertinent academic works pertaining to PSM, village governance, the philosophy of public service, and theoretical frameworks in public administration. The data were examined through thematic and narrative synthesis methodologies to discern patterns, trends, and existing gaps in the scholarly literature. The outcomes indicate that PSM has yet to be established as a fundamental analytical construct in the realm of village governance research, but instead emerges implicitly within dialogues surrounding governance, principles of good governance, and institutional enhancement.. The literature predominantly emphasizes structural and procedural approaches, while the motivational dimension of village officials remains underexplored. Furthermore, this review finds that philosophical foundations of public service and local wisdom play a crucial role in shaping the service orientation of village officials, yet these dimensions have not been systematically integrated into the PSM framework. This research asserts that the promotion of Public Service Motivation (PSM) within rural governmental entities necessitates a comprehensive strategy that incorporates structural, theoretical, and philosophical aspects. This investigation advances the discipline of public administration by broadening the discussion on PSM to encompass the realm of village governance, in addition to establishing a conceptual framework for subsequent scholarly inquiry and policy formulation. Abstract

Coconut water (Cocos nucifera L.) contains natural compounds that are beneficial for skin health, making it a promising ingredient in cream formulations. Mixing duration is an important factor in cream preparation because it affects homogeneity, stability, and texture. This study evaluated the effect of mixing times (15, 20, and 25 minutes) on the physical properties of coconut water–based creams. The formulations were tested for organoleptic properties, homogeneity, pH, spreadability, adhesion, viscosity, and stability. Results showed that mixing duration influenced viscosity, spreadability, and homogeneity, while pH remained within the normal skin range (4.5–6.5). A mixing time of 20 minutes produced the most optimal cream characteristics. Therefore, proper mixing duration is essential for achieving stable and high-quality cream formulations. Abstract

Heritage tourism constitutes a fundamental pillar of Bali’s tourism development, contributing not only to regional economic growth but also to the preservation of cultural values and historical assets. Nevertheless, the rapid expansion of mass tourism has generated significant challenges related to cultural authenticity, sustainability, and local community involvement. This study aims to examine the implementation of heritage tourism in Bali and to analyze its impacts on cultural preservation and local community welfare. A qualitative descriptive approach was employed using a case study design across selected heritage destinations in Bali. The study involved 20 informants comprising destination managers, traditional community leaders, tourism practitioners, and tourists. Data were collected through in-depth interviews, field observations, and document analysis. The findings reveal that heritage tourism in Bali has contributed positively to the conservation of cultural heritage through site revitalization and the reinforcement of local identity. However, its implementation remains constrained by excessive commercialization and limited community participation in decision-making processes. The study concludes that sustainable heritage tourism management in Bali requires strong collaboration among government authorities, traditional communities, and tourism stakeholders. The implications of this research highlight the necessity of formulating culture-based tourism policies that prioritize heritage conservation and the empowerment of local communities to ensure long-term sustainability.Keywords: Bali, Cultural Tourism, Cultural Preservation, Heritage Tourism, Sustainable

Abstract

High-quality public services are an important indicator in achieving effective and responsive governance. However, several obstacles still occur in public service implementation, such as limited employee competence and the suboptimal utilization of public service information systems, which may affect service effectiveness and community satisfaction. Therefore, this study aims to analyze the influence of employee competence and public service information systems on community satisfaction with public service effectiveness as an intervening variable at the Patumbak Subdistrict Office. This research employed a quantitative approach with a survey method. Data were collected through questionnaires distributed to 110 respondents who were service users, selected using the cluster sampling technique. Data analysis was conducted using multiple linear regression and path analysis to examine both direct and indirect relationships among the variables. The results show that employee competence has a positive and significant effect on community satisfaction with a t-value of 7.081 > 1.982 and a significance level of 0.001 < 0.05. Employee competence also significantly influences the effectiveness of public services with a t-value of 5.031 > 1.982. The public service information system significantly affects community satisfaction with a t-value of 5.475 > 1.982 and also influences public service effectiveness with a t-value of 5.304 > 1.982. Simultaneously, employee competence, public service information systems, and public service effectiveness significantly affect community satisfaction with an F-value of 45.524 > 2.69 and a significance level of 0.000 < 0.05. The coefficient of determination (R²) of 0.563 indicates that the research variables explain 56.3% of the variance in community satisfaction. This study recommends improving employee competence and optimizing the utilization of public service information systems to enhance service effectiveness and community satisfaction.Keywords: Community Satisfaction, Employee Competence, Public Service Effectiveness, Public Service Information Systems.

Abstract

The problem lies in the lack of mentoring and empowerment for farmer groups in Rahanggada Village, resulting in low productivity, minimal use of technology, and limited access to training or empowerment initiatives. The purpose of this study is to identify and analyze the collaboration process between the Agricultural Extension Center (BPP) and the Village Government in an effort to develop farmer groups in the Rahanggada Village area. The research method used is qualitative with a descriptive and narrative approach. Data were collected through in-depth interviews, field observations, and document analysis with informants from the Agricultural Extension Center (BPP), the Village Government, and Farmer Groups. Analysis techniques include data reduction, data presentation, and drawing conclusions. The results indicate that, in general, this collaboration has managed to build good trust between actors, as well as strong mutual understanding and commitment to the process from both parties, which has resulted in temporary impacts, namely the smooth distribution of seeds, fertilizers, and pesticide aid to farmer groups. However, the effectiveness of this collaboration is not yet optimal because face-to-face dialogue faces structural obstacles, such as high administrative workloads between Agricultural Extension Officers and the Village Government; consequently, training and empowerment efforts in developing farmer groups are not optimally implemented. To mitigate these obstacles, it is hoped that in the future, the intensity of physical interactions can be increased to optimize technical training and empowerment.

Abstract

This study aims to analyze the influence of employee competence and regulatory compliance on the effectiveness of goods and services procurement, as well as tp determine the mediating role of contract verification quality within the procurement unit of the secretariat of deli Serdang regency. The research employs a quantitative apporch with an explanatory method. The population consists of 16 employees, all of whom were used as the sample trough saturates sampling. Data were collected trough questionnaires, observations, and documentation, and analyzed using multiple linear regression and the sobel test. The results show that employee competence and regulatory compliance have a positive and significant effect on procurement effectiveness. Furthermore, employee competence and regulatory compliance simultaneously have a significant effect on contract verification quality. However, the sobel test results indicate that contract verification quality does not mediate the relationship between employee competence and regulatory compliance on procurement effectiveness. Therefore, procurement effectiveness is influence more direcly by competence and compliance rather than the mediating role of contract verification quality.Keywords: Contract Verification, Effectiveness of Procurement of Goods and Services, Employee Competence, Regulatory Compliance

Abstract

Job satisfaction is a crucial factor in supporting the effectiveness of public sector organizations, particularly at the sub-district government level that directly serves the community. Work motivation, both intrinsic and extrinsic, greatly influences employee satisfaction; however, the quality of public services can determine the strength of that relationship. Therefore, this study is important to examine how service quality strengthens the influence of motivation on employee job satisfaction. The study aims to determine the effect of intrinsic and extrinsic motivation on job satisfaction with service quality as a mediating variable. This research used a quantitative method with an associative approach. Data were collected through questionnaires distributed to 31 respondents who are employees at the Patumbak Sub-District Office. Data analysis techniques include validity tests, reliability tests, classical assumption tests, t-tests, F-tests, coefficient of determination (R²), and path analysis using SPSS version 25. The results indicate that both intrinsic and extrinsic motivation have a positive and significant effect on service quality and job satisfaction. Service quality also significantly influences job satisfaction. The direct influence of extrinsic motivation on job satisfaction is greater than its indirect effect through service quality, while for intrinsic motivation, the opposite is true. This indicates that service quality serves as a partial mediating variable. In conclusion, employee job satisfaction at the Patumbak Sub-District Office is influenced not only by external factors such as rewards and social recognition, but also by internal motivation and the quality of service delivered professionally and efficiently.

Abstract

This study aims to analyze the influence of leadership style and competence on employee performance through discipline at the Environment and Forestry Service of North Sumatra Province. The study used a quantitative approach with a descriptive research type. Data were collected through questionnaires, observations, interviews, and documentation. The study population was 628 employees with a sample of 86 respondents determined using the Slovin formula with a simple random sampling technique. Data analysis was carried out using partial tests (t), simultaneous tests (F), and the coefficient of determination (R²). The results showed that leadership style had a significant effect on employee performance by 51.9% and competence by 63.8% with a significance of 0.000 <0.05. Simultaneously, leadership style and competence had an effect on employee performance by 71.8%, and on discipline by 69.9%. Together, leadership style, competence, and discipline had a significant effect on employee performance by 94.8%. These results indicate that discipline plays a mediating variable in improving employee performance. The better the leadership style and employee competency, the higher the level of employee discipline and performance at the North Sumatra Provincial Environment and Forestry Service. Abstract

AbstractThis study analyzes the implementation of Minister of Religious Affairs Regulation No. 73 of 2022 concerning the Prevention and Handling of Sexual Violence (PPKS) at UIN Sunan Gunung Djati Bandung through the PPKS Task Force, using George C. Edward III’s policy implementation theory, which encompasses communication, resources, disposition, and bureaucratic structure. The study employs a descriptive qualitative approach through in-depth interviews and document analysis, with informants selected through purposive sampling. The findings indicate that policy implementation has been carried out through existing institutional mechanisms; however, challenges remain in the areas of communication and resources, particularly limited human resources, low participation of peer counselors, and delays in budgetary and facility support. Disposition emerged as the strongest aspect, reflected in the commitment of implementers, competency-based selection, and a humanistic approach. Meanwhile, the bureaucratic structure has been formally established, although challenges regarding institutional independence persist. Overall, the implementation of Minister of Religious Affairs Regulation No. 73 of 2022 at UIN Bandung has been implemented reasonably well, but further strengthening is needed in the areas of communication, resources, and bureaucratic structure.Keyword: George C.
