Abstract

Abstract This study examines the role of public administration in managing the challenges of urban tourism in Bali, particularly those related to the waste crisis and the degradation of cultural heritage. Amid increasing pressure on urban infrastructure, the paradigms of Slow Tourism and Soft Tourism have emerged as alternative policy strategies to advance the Sustainable Development Goals (SDGs), especially SDGs 11 and 12. Employing a descriptive qualitative method through a literature review and policy observation conducted between 2024 and 2026, the study evaluates the effectiveness of the tourist levy policy and decentralized waste management programs in Bali. The findings indicate that rigid tourism bureaucracies frequently hinder the integration of cultural heritage preservation with modern waste management systems. The study concludes that transforming public administration through a collaborative governance model is essential to shift tourist behavior from mass consumption toward more immersive travel experiences (slow travel). This transformation has been shown to significantly reduce daily waste volumes while simultaneously increasing the economic value of heritage sites through longer lengths of stay. Abstract

Abstract The internet has opened up new opportunities for consumer behavior, including online shopping. A phenomenon that has attracted attention in this study is the role of TikTok content in influencing consumer trust levels in one of Indonesia's leading e-commerce platforms, Shopee. The purpose of this study is to conduct a comprehensive literature review on the role of influencer marketing in the context of Exploring the Role of TikTok Content: Influencer Strategies in Increasing Consumer Trust in Products on Shopee. The analysis results show that consumers are more likely to perceive influencers as truly trustworthy in assessing the positive characteristics of a product. Consumers will view brands and products more favorably through endorsements from people they consider credible. Utilizing marketing strategies through the Shopee Affiliate program on TikTok has proven effective in increasing purchase interest in Shopee products. This strategy can be a relevant option for industry players in reaching consumers by presenting content that aligns with their digital lifestyles and consumption patterns on social media platforms. Abstract

Abstract Bali's tourism in 2025 recorded a record 7.05-7.12 million international visitors, the highest in a decade, with Ubud as the spiritual cultural center bearing an estimated 2 million annual visitors. However, overtourism triggered crises: 30-35% rice field conversion (350 Ha), Ubud main road congestion 12 hours/day (75 dB noise pollution), seasonal flooding 15 days/year, and 90 tons/day plastic waste (18% Bali total). Ubud infrastructure scored only 3.4/10, contrasting with Lodtunduh adat village's 8.7/10. This qualitative case study used data triangulation: 15 in-depth interviews (banjar leaders, Gianyar Tourism Office, homestay entrepreneurs), 72-hour participatory observation, and document analysis (Gianyar RTRW 2025-2030, banjar reports). The research developed the first THK-Infrastructure Matrix, an innovative tool operationalizing Bali's Tri Hita Karana philosophy (Parahyangan-Pawongan- Palemahan) for modern infrastructure evaluation. Four key findings from Miles & Huberman thematic analysis: rice field conversion highest priority, noise disturbing temple spirituality, concrete drainage collapse, and plastic waste fracturing social harmony. Hybrid strategy adapted Lodtunduh best practices (adat zoning regulations, subak drainage, Rp5,000 local shuttles) with modern technology: Gianyar THK Zoning Regulation 2026 includes car-free zones 500m radius of 15 temples, 30% local homestay quotas, 350 Ha subak conversion moratorium, and 80 Ha hybrid bio-swale drainage. The model increases carrying capacity +28% while preserving cultural authenticity. Implementation recommendations: Public- Private-Banjar Partnership (Tourism Office Rp5B, banjar Rp2B, private Rp10B) with THK Dashboard real-time monitoring system. Global contribution: Urban Cultural Resilience blueprint replicable to 500 worldwide overtourism destinations (Yogyakarta, Kyoto, Luang Prabang). Abstract

Abstract Spiritual purification tourism (melukat) at Tirta Empul Temple has expanded rapidly, strengthening local livelihoods while generating overtourism pressures that threaten ritual sacredness, customary space, and environmental carrying capacity. This study aims to describe preservation dynamics, economic effects, and visitor-governance challenges, and to derive policy-relevant recommendations. Theoretical framing draws on spiritual–cultural tourism, the Tri Hita Karana value system, and destination governance and carrying-capacity perspectives. A descriptive qualitative design was employed, combining two weeks of participant observation, semi-structured in-depth interviews with 15 purposively selected key informants, and document analysis of regional regulations and levy records. Data were analysed iteratively using Miles and Huberman’s procedures (reduction, display, conclusion drawing), supported by source/method triangulation and member checking. Findings indicate a trade-off between ritual authenticity and market-driven commodification, alongside SMEs’ dependence on visitor flows. The study proposes a zoning framework and SWOT-based strategy, including time-slot digital quotas, strengthened ritual etiquette SOPs, and conservation-oriented revenue allocation. Abstract

Sukalilah Village (Sukaresmi District, Garut Regency) combines favorable highland agroclimate for Arabica coffee with growing prospects for agricultural educational tourism. Yet farmer participation in planning, implementation, and management remains limited, constraining product coherence and long-term viability. This article aims to formulate participation-enhancement strategies for the launch phase of coffee edutourism, drawing on community participation theory, farmer empowerment, and edutourism principles. Using a qualitative descriptive design, a literature review was conducted across peer-reviewed journals, textbooks, government reports, and policy documents, followed by thematic-analytic synthesis. The findings suggest that participation can be strengthened through capacity building (guiding, interpretation, service standards), institutional reinforcement of farmer groups, multi-stakeholder collaboration, diversified learning packages from farm to cup, digital tools for promotion and booking, and simple indicator-based monitoring and evaluation. These strategies are expected to improve farmer welfare, broaden village economic benefits, and consolidate Sukalilah’s identity as an inclusive and sustainable coffee learning destination in practice. Abstract

The problem of uninhabitable housing remains a major challenge in rural areas, including in Jatisari Village, Cisompet District, Garut Regency, where the majority of the population is classified as low-income. Limited economic conditions make it difficult for the community to provide adequate housing independently. To address this problem, the government implemented the Self-Help Housing Stimulant Assistance Program (BSPS) as an effort to improve housing quality through stimulus assistance combined with the principle of community self-reliance. However, in practice at the village level, the BSPS program still faces various obstacles that can affect the effectiveness of achieving policy objectives. This study aims to analyze the implementation of the BSPS Program policy in Jatisari Village, Cisompet District, Garut Regency. The study used a descriptive qualitative approach with a case study method. Data collection was conducted through in-depth interviews, field observations, and documentation studies, with informants consisting of village officials, BSPS facilitators, and community beneficiaries. Data analysis was carried out through the process of data reduction, data presentation, and drawing conclusions, while the validity of the data was tested using source and technique triangulation. The results of the study indicate that the implementation of the BSPS Program in Jatisari Village has been running and has provided real benefits in improving the quality of uninhabitable houses. Supporting factors for program implementation include village government support, active community participation, and technical assistance from BSPS facilitators. Meanwhile, inhibiting factors found include limited aid budget, low understanding of some community members regarding program mechanisms, delays in material procurement, and the economic conditions of aid recipients that limit their ability to self-help. This study concludes that the implementation of the BSPS Program policy in Jatisari Village is quite successful, but not yet fully optimal, so it is necessary to improve the quality of socialization, strengthen resources, and coordinate between parties so that program implementation at the village level can be more effective and sustainable.

Abstract

Bojong Village, located in Bungbulang District, Garut Regency, has religious tourism potential in the form of the Kandangwesi site, which holds strong historical, spiritual, and cultural value for the local community and pilgrims from various regions. This potential opens up opportunities for development as a religious tourism village that can encourage local economic growth and improve community welfare. However, the development process still faces several problems, including weak tourism management institutions, limited human resource quality, suboptimal coordination between stakeholders, and limited supporting facilities and infrastructure. These conditions demonstrate the importance of implementing collaborative governance involving various actors in village tourism management. This study aims to analyze the development of the Kandangwesi Religious Tourism Village through the perspective of multi-actor collaborative governance. The study used a qualitative approach with a descriptive qualitative research type. Data collection was conducted through in-depth interviews, field observations, and documentation studies involving informants from the village government, the Garut Regency Tourism Office, tourism managers, religious leaders, the local community, and micro and small business actors. The results show that the development of religious tourism villages has involved various actors, but the collaboration patterns formed are still informal. The village government acts as a facilitator and policy director, tourism managers as technical implementers, religious leaders as guardians of spiritual values, local communities as primary supporters of tourism activities, and business actors as drivers of economic activity. Barriers to collaboration include budget constraints, low tourism human resource capacity, weak institutional coordination, and limited infrastructure. Meanwhile, development opportunities are supported by strong local religious and cultural values, high community support, and a relatively stable pilgrimage tourism market potential. Based on these findings, it can be concluded that the implementation of multi-actor collaborative governance plays a strategic role in realizing the development of sustainable religious tourism villages, thus requiring strengthening collaborative institutions, increasing the capacity of actors, and clarifying the division of roles in the future management of Kandangwesi Religious Tourism. Abstract

This study aims to analyze the implementation of economic development in Bojong Village, Bungbulang District, Garut Regency, by referring to the theory of Special Area Village Development, while also examining the philosophical basis of development and empowerment of rural economy in an effort to realize Independent Village. Bojong Village is an agrarian area that has abundant natural resources, including 350-350 Ha of rice fields, 1,200-1,200 Ha of forest area, seven waterfalls, and potential A (gold) mining of 8080 Ha. However, this village faces major problems in the form of high unemployment and social welfare issues, which are seen from the dominance of livelihoods as farm laborers (885-885 people) and the existence of 180-180 units of uninhabitable houses (RTLH). The study uses a descriptive qualitative approach by utilizing the 2025 Village Profile data as a source of analysis. The results of the philosophical-critical analysis indicate an imbalance in the distribution between the wealth of extractive resources (gold) and the low level of welfare of poor community groups (PMKS). The ongoing development is considered not to fully reflect the principles of Distributive Justice (Rawls, 1999) or the concept of Authentic Empowerment (Friedmann, 1992). Therefore, this study recommends the integration of Special Area programs that emphasize economic diversification towards more sustainable ecotourism and cultural sectors, and are reinforced by a transformative public administration philosophy to ensure substantive community autonomy in managing village assets. Abstract

Village educational tourism is frequently framed through Community-Based Tourism (CBT), yet many initiatives stall in the pre-launch phase when local actors are unprepared. This study examines Awi Edu-tourism in Mekarsari Village, Garut Regency, to identify barriers to bamboo craftsmen’s participation and to formulate empowerment strategies. Guided by community participation theory, self-efficacy, and empowerment, the research used a qualitative case-study design with semi-structured interviews, participant observation, and document analysis, followed by reflexive thematic analysis. Results show three interlinked constraints: limited understanding of edu-tourism beyond ‘produce-and-sell’ routines, low confidence to interact with visitors, and weak value awareness that craft knowledge can become an educational attraction. These conditions keep participation at an informational level rather than a substantive role in planning. Recommendations emphasise iterative concept workshops, scenario-based communication practice, and institutionalised artisan involvement in village forums with incentives. Findings contribute a pre-launch readiness map linking meaning, confidence, and institutional support to sustainable CBT. Keywords: Community Based Tourism, Edu-Tourism, Pre-Launch Readiness.

Abstract

Indonesia’s tourist villages are expanding, yet many “superior” villages struggle to translate growth into accountable and sustainable governance. This study synthesizes evidence on how human resources, public services, and social media strengthen village-level tourism administration. Drawing on sustainable tourism governance, collaborative governance, and smart tourism perspectives, we conducted a PRISMA 2020–guided systematic literature review of Scopus Q1 journals (2015–2026). From 80 screened records, 30 articles met eligibility and were analyzed through iterative thematic coding. Results indicate governance improves when (1) HR capacity building embeds sustainability and digital competencies, (2) public services are digitized to standardize processes, enhance transparency, and improve service quality, and (3) social media is managed as participatory feedback and branding infrastructure. Yet digital divides and resource constraints may erode gains unless policy instruments and cross-sector partnerships provide enabling support. We propose an integrated three-step governance model aligned with ESG, emphasizing social and governance dimensions for rural destinations.
