Abstract

Jainism is one of the oldest religious traditions in India and represents a small minority within the country's demographic structure. Despite constituting less than one percent of the national population, the Jain community has maintained significant socio-political influence through economic strength, philanthropic engagement, and religious leadership. The increasing influence of Hindu nationalism and cultural assimilation pressures have generated new challenges for the preservation of Jain religious identity, both within India and among diaspora communities. Therefore, understanding the strategies employed by Jains to maintain their distinctiveness has become increasingly important in contemporary studies of religion and politics. This study aims to analyse the relationship between Jainism and identity politics by examining how the Jain community negotiates minority status, preserves religious identity, and engages with socio-political structures in India and across its global diaspora. The research employs a qualitative approach using content analysis. Data were collected from academic literature, ethnographic studies, organizational reports, demographic statistics, policy documents, and contemporary media sources. The collected data were analysed through thematic interpretation focusing on minority religious resilience, cultural preservation, soft power strategies, and transnational networks. The findings reveal that the Jain community maintains its socio-political relevance through strategic political engagement, economic influence, philanthropic activities, monastic leadership, and diaspora-based transnational networks. Furthermore, digital media, youth engagement, and interfaith collaborations have strengthened Jain identity preservation amid increasing pressures of assimilation and religious homogenization. The study recommends strengthening educational initiatives, digital religious literacy, and transnational cooperation to ensure the sustainability of Jain identity in contemporary society.

Abstract

Teacher performance remains a critical issue in educational management, particularly in institutions where leadership practices and organizational culture have not consistently supported teaching behaviour. This study aims to analyze the effects of principal leadership style and organizational culture on teacher performance at Ma’arif Hidayatul Ummah Educational Institution in Balongpanggang, Indonesia. The study is grounded in situational leadership, organizational culture, and teacher performance perspectives, which emphasize adaptive direction, shared values, and professional instructional responsibility. A quantitative explanatory survey design was employed, involving 111 teachers selected from a population of 154 through proportionate stratified random sampling. Data were collected using observation and structured questionnaires and analyzed through validity and reliability tests, classical assumption tests, and multiple linear regression using SPSS version 27. The results show that principal leadership style and organizational culture have positive and significant effects on teacher performance. These findings highlight the need for adaptive leadership and stronger school culture.

Abstract

Absract The growing volume of organic waste in tourism villages poses a significant challenge to sustainable tourism development. Kertawangi Tourism Village in West Bandung Regency, as a community-based tourism destination, faces the problem of unmanaged household organic waste accumulation. This study aims to analyze the implementation of a circular agriculture dissemination and training program based on Black Soldier Fly (BSF) maggot cultivation, aimed at strengthening the local economy and promoting sustainable organic waste management. The study employed a descriptive qualitative approach using participatory observation, in-depth interviews, activity documentation, and direct involvement in program implementation. Findings indicate that practice-based training effectively enhanced community understanding of circular economy principles, BSF cultivation techniques, and value-added organic waste management. The program also promoted environmental awareness, created green entrepreneurship opportunities, and demonstrated potential for developing Kertawangi Tourism Village into an environmental education tourism destination within the community-based tourism framework. The study concludes that BSF maggot cultivation can serve as a replicable community-based organic waste management model, contributing to circular economy development and sustainable tourism at the village level. Abstract

This study examines the urgency of adaptive strategic management in sustainable tourism governance in Pangandaran Regency, Indonesia, where high visitor flows, coastal safety risks, retribution reform, and environmental pressures challenge conventional destination management. The study aims to analyze how adaptive strategic management is implemented through cross-sector collaboration in responding to visitor pressure, safety risks, retribution governance, and coastal sustainability. The conceptual framework integrates adaptive strategic management, collaborative governance, and sustainable tourism governance. Using a qualitative case study approach, the research analyzes open-source data, including official statistics, regional regulations, government information, credible news reports, and relevant scholarly literature published no later than 30 December 2024. The findings show that Pangandaran’s governance response combines regulatory adjustment, visitor-flow control, beach safety operations, emergency services, environmental action, and multi-actor coordination. The study argues that sustainable coastal tourism requires adaptive governance capacity that links fiscal accountability, public service readiness, risk management, and environmental stewardship effectively.

Abstract

Stunting reduction requires not only nutrition programmes but also strategic health service planning supported by reliable local data. This study aims to analyse how stunting data are used in strategic health service planning to support stunting reduction in Sumedang Regency. The study is informed by Strategic Planning, Evidence-Based Decision Making, and Collaborative Governance, which explain the links between data, priority setting, institutional coordination, and service control. A qualitative descriptive case study was employed using documentary analysis of government reports, health office data, child weighing records, BPS publications, regulatory documents, the SIMPATI platform, open datasets, and previous studies published no later than 30 March 2025. The findings show that stunting data in Sumedang support problem mapping, territorial priority setting, service coordination, and intervention monitoring. However, the strategic value of data depends on input quality, user capacity, inter-agency integration, and consistent follow-up across priority areas for more adaptive local health service decisions.

Abstract

This study examines the capacity of public service management in the Ciwidey–Rancabali tourism corridor in responding to increasing tourist visits. The urgency arises from the growth of destinations, accommodation facilities, and seasonal tourist mobility, which creates pressure on access, sanitation, safety, information, and institutional coordination. Drawing on New Public Service, Tourism Destination Governance, and Service Quality, this research positions tourism areas as public service spaces requiring adaptive and integrated governance. A qualitative case study design was applied through document study, non-participant observation, and semi-structured interviews with actors involved in tourism service management. The findings show that public service capacity remains uneven because mobility management, basic service quality, complaint handling, and risk mitigation have not fully operated as a corridor-wide service system. The discussion indicates that tourism growth must be evaluated not only through attraction development, but also through institutional ability to ensure comfort, safety, service reliability, and visitor trust sustainably.

Abstract

Open data has become increasingly important for strengthening tourism public service management, yet its practical integration at micro-destination level remains underexplored. This study aims to analyze the maturity of open data-based tourism public service management in the Palutungan/Cisantana tourism area of Kuningan Regency. The study is grounded in Open Government Data Maturity, Public Service Logic, and Smart Tourism Destination perspectives. A qualitative-evaluative case study design was applied through document analysis, digital observation of official tourism and open data platforms, and semi-structured interviews with relevant stakeholders. The findings show that tourism data are available through KuninganBeu, Open Data of Kuningan Regency, BPS-Statistics, and regional planning documents, but remain descriptive, fragmented, and weakly connected to service evaluation, visitor flow management, complaint handling, and operational decision-making. The study concludes that Palutungan/Cisantana is at a developing maturity level, requiring stronger metadata, data integration, and service-oriented governance for sustainable, accountable, and evidence-based destination service improvement.

Abstract

Abstract The determination of the Regency/City Minimum Wage (UMK) is an important step in protecting workers and maintaining business stability. The government has issued Minister of Manpower Regulation No. 16 of 2024 as the basis for calculating the 2025 UMK, taking into account economic growth, inflation, and certain indices. This study aims to analyze the implementation of this policy using George C. Edwards III's implementation theory, which covers aspects of communication, resources, implementer disposition, and bureaucratic structure. The method used in this study is a descriptive qualitative approach through interviews, observation, and documentation. The results of the study show that the policy communication process is already underway, but it is not yet evenly distributed, causing differences in understanding between regions. Human resources are quite competent, but budget constraints and the vastness of the region hinder socialization and supervision. The attitude of the implementers is supportive, but differences in interests between workers and employers affect the UMK determination process. The bureaucratic structure is functioning, but it does not fully follow the formula due to socio-political considerations. In general, the implementation of the 2025 UMK in East Java is not yet fully in accordance with Permenaker No. 16 of 2024, so integrated supervision, strengthening of human resources, and more optimal dissemination are needed.

Abstract

The East Java Provincial Manpower and Transmigration Office (Disnakertrans) in implementing Minister of Manpower Regulation No. 28 of 2014 strives to ensure that companies are required to create Company Regulations (PP), draft and ratify PP, and register Collective Labor Agreements (PKB). From January to September 2025, 107 companies had submitted their PP for ratification, while the registration of PKB continued according to procedure. This study aims to describe the efforts of the East Java Provincial Manpower and Transmigration Office in implementing Permenaker No. 28 of 2014 and to identify obstacles that arise in the field. This study applies a qualitative descriptive method, utilizing data collection techniques such as observation, interviews, and documentation. In its analysis, this study is guided by the policy implementation model proposed by George C. Edward III, which includes communication, resources, disposition, and bureaucratic structure. The results of the study show that communication is carried out through socialization, guidance, consultation, and the use of digital media. Employee resources and supporting facilities are considered sufficient to carry out the PP approval and PKB registration processes. Employee disposition shows a strong commitment to providing services and assistance to companies. The bureaucratic structure was clearly organized with workflows and SOPs that supported the smooth running of the process, although some companies still submitted incomplete documents, which required corrections and prolonged the verification process.

Abstract

The digitalization of public administration has become a strategic necessity to enhance bureaucratic efficiency, effectiveness, and accountability, particularly in managing official correspondence that is still largely handled through manual procedures and often constrains employee productivity. The urgency of this study lies in the limited empirical research that examines E-Correspondence systems not merely as technical tools but as determinants of work productivity in public organizations. This study aims to analyze employee work productivity in managing administrative correspondence through the implementation of the E-Correspondence system at the Secretariat of the Surabaya City Investment and One-Stop Integrated Services Agency (DPMPTSP). The study is grounded in e-government and work productivity perspectives within the public sector context. A qualitative case study approach was employed, with data collected through in-depth interviews with purposively selected civil servants directly involved in the use of the system. Data were analyzed using the interactive model of Miles and Huberman. The findings indicate that the E-Correspondence system significantly improves time efficiency, the quality of document outputs, timeliness, and coordination among employees, thereby strengthening individual and team performance. The study highlights the importance of continuous capacity building and system optimization to support productive and accountable public administration
