Abstract

Online Single Submission (OSS) is a web-based business licensing system developed to simplify licensing procedures and improve the quality of public services in the investment sector. This study aims to analyze the implementation of the OSS policy at the Investment and One-Stop Integrated Services Office (DPMPTSP) of East Java Province. The research employs a descriptive qualitative approach, with data collected through observation, interviews, and documentation, which were analyzed using data triangulation techniques. The findings indicate that the implementation of OSS in East Java Province has been relatively effective, particularly in improving the efficiency of licensing processes and supporting the increase in regional investment realization. Nevertheless, several challenges remain, including limited human resources, technical readiness of the system, and business actors’ understanding of OSS mechanisms. Therefore, strengthening the capacity of government officials, optimizing information technology systems, and conducting continuous socialization are necessary to support the optimal implementation of OSS at the regional level.

Abstract

The government implements the Monitoring and Evaluation of Public Service Delivery Performance (PEKPPP) based on the principles of good governance to improve service quality. This study aims to analyze the implementation of good governance principles in the execution of PEKPPP at the Organizational Division of the Regional Secretariat of Surabaya City. The research employs a descriptive qualitative method, with data collected through observation and in-depth interviews with key informants selected purposively. The focus of the study includes the principles of equity, participation, accountability, transparency, efficiency, and accessibility. The findings indicate that the implementation of PEKPPP has been conducted in accordance with established guidelines and has substantively applied the principles of good governance, thereby contributing to the improvement of public service quality in Surabaya City.

Abstract

University students are in a phase of their education with much more complex academic demands than those at previous levels. They are required to think critically, make independent decisions, and possess effective communication skills as part of their academic readiness for college (Ansari et al., 2022; Vosniadou, 2020; Sari et al., 2025). Burnout is a significant issue among final-year students. According to Maslach & Jackson, there are three aspects of burnout: emotional exhaustion, depersonalization, and decreased academic performance. Therefore, the purpose of this study was to determine the burnout profile of final-year students at the Sirnarasa Islamic Da'wah College (STID) in the 2025/2026 academic year. This study used a descriptive quantitative method, with 48 items on a Likert scale, and was conducted with 27 final-year students. The results showed that final-year students did not experience significant burnout. Therefore, the burnout profile of final year students at the Sirnarasa Islamic College (STID) in the 2025/2026 academic year is in the low category.

Abstract

Managing inactive archives is a crucial element in government agency administration because it plays a role in maintaining document order, facilitating information access, and complying with applicable regulations. The Surabaya City Cooperatives, Small, Medium Enterprises, and Trade Office is responsible for managing inactive archives so that they can be used as reference sources, decision-making materials, and documentation of agency activities. This study aims to assess the effectiveness of inactive archives management, including archiving procedures, storage mechanisms, and the use of digital archives. The method used is qualitative with a descriptive approach, including observation, interviews with relevant staff, and document analysis as data sources. The research findings indicate that inactive archives management at this agency is running quite well, particularly in terms of recording, organizing, and digitizing archives. However, several obstacles remain, such as limited facilities and a lack of staff understanding of archiving procedures. In conclusion, the effectiveness of inactive archives management can be improved through staff training, providing adequate archival facilities, and implementing a consistent digital system. These improvements are expected to support smooth administration, facilitate information access, and optimize the function of inactive archives within the agency.

Abstract

This article examines the implementation of collaboration between the government and the community in addressing domestic violence (DV) in Indonesia through an integrated collaboration theory framework. By combining Ansell and Gash's collaborative governance theory, which emphasizes face-to-face dialogue, Parsons' structural functionalism theory, which examines social systems, and Pfeffer and Salancik's resource dependence theory, which analyzes resource dependency, this study analyzes the architecture, processes, and power dynamics in collaborative efforts to address domestic violence. Using a critical literature review method of policy documents, official reports, and recent scientific works, this study identifies that formal collaborations such as the Integrated Service Unit (UPT PPA) have not been able to create structural transformation due to systemic communication distortions and entrenched power asymmetries. The findings indicate that despite the formality of collaboration, the dialogue that occurs is still instrumental and has not reached a deliberative level capable of deconstructing patriarchal norms. The study's conclusion emphasizes that effective collaboration requires a systemic approach that integrates institutional reform, restructuring power relations, and the creation of a truly egalitarian dialogue space.

Abstract

Pesantren diplomacy is an increasingly important strategy in building international relations in the education and social sectors. This study aims to analyze the capabilities of Pondok Pesantren Baitul Jannah as a non-state actor in implementing partnership diplomacy and mobilizing sustainable support from donors in Malaysia, particularly through crowdfunding programs. This study uses a qualitative approach with a case study method to examine in depth the forms of diplomacy carried out. The main focus is to identify how Islamic boarding schools have succeeded in building relationships, obtaining financial and material support, as well as other resources. The results of the study show that the diplomacy of the Baitul Jannah Islamic boarding school is highly effective and adaptive. The success of this partnership is rooted in a strong social construction, based on the values of ukhuwah Islamiyah (Islamic brotherhood) and mutual trust generated through regular communication. This strengthened trust effectively creates strong institutional branding and enables the pesantren to act as a sub-national brand. Additionally, crowdfunding is identified as functioning strategically as an economic diplomacy tool, supported by digital transparency in financial reporting. This strategy demonstrates the ability of non-state actors to mitigate structural constraints, contribute significantly to the development of Islamic education, and fulfill the objectives of Public Diplomacy in shaping positive perceptions among foreign communities

Abstract

This study examines the role of the kecak dance as a tool of Indonesian cultural diplomacy in bilateral relations with Japan in 2024. The focus is on the kecak dance performance at the Tokyo Fuji Art Museum as a means of introducing Indonesian culture. Using a descriptive qualitative method, this study found that the kecak dance functions as a cultural communication tool that builds a positive image of Indonesia in Japan. The Ministry of Foreign Affairs of the Republic of Indonesia and the Indonesian Embassy in Tokyo played an important role in supporting this initiative. Despite challenges such as limited budgets and differences in cultural perceptions, the opportunities that arise are considerable. In conclusion, the kecak dance has great potential in Indonesia's cultural diplomacy strategy in the future.

Abstract

The development of urban tourism in Bali represents a dynamic process of urban development that requires an active role of local governments in policy formulation and public service delivery. This study aims to analyze the role of local government in the development of urban tourism in Bali from the perspective of New Public Service and public service theory. A qualitative approach with a case study design was employed, focusing on Denpasar City. Data were collected through in-depth interviews, field observations, and document analysis of tourism-related policies and regulations. The data were analyzed thematically by linking empirical findings to the core principles of New Public Service, including public interest orientation, citizen participation, collaboration, and accountability. The findings indicate that local government has played a strategic role in planning and providing supporting facilities for urban tourism; however, the implementation of public services still faces challenges related to institutional capacity, fragmented authority, and limited public participation in decision-making processes. The study concludes that strengthening the New Public Service paradigm is essential to improve the quality of public services and to promote sustainable, inclusive, and equitable urban tourism development in Bali. Abstract

The development of urban tourism in Bali has become increasingly complex alongside the growth of tourism activities, rising pressure on public services, and mounting demands for social and environmental sustainability. This condition underscores the urgency of studies that view tourism not merely as an economic sector, but also as an arena of public administration and governance. This study aims to analyze the relationship between urban tourism and public administration practices, as well as to identify relevant policy implications within Bali’s urban context. The theoretical framework draws on the concepts of urban tourism, destination governance, and public administration, with particular attention to institutional capacity and cross-sectoral coordination. The research employs a qualitative method using a literature review approach, drawing on academic books, scholarly journal articles, and policy documents. The findings indicate that the effective management of urban tourism is strongly influenced by local government institutional capacity, clarity of roles among stakeholders, and the integration of cross-sectoral policies. These results highlight the importance of strengthening public governance as a prerequisite for the sustainability of urban tourism. Abstract

Heritage tourism is a strategic sector in Bali’s regional development; however, its management in sacred areas such as Pura Besakih presents complex governance challenges. The urgency of this study lies in the dual function of Pura Besakih as a religious center and a cultural tourism destination, which requires public policies that are sensitive to cultural and spiritual values. This study aims to analyze the governance of heritage tourism at Pura Besakih from a public administration perspective, focusing on the role of government, institutional coordination, and community participation. The research draws on theories of public policy, public governance, and sacred public space. A qualitative approach with a case study design was employed, utilizing in-depth interviews, field observation, and document analysis. The findings indicate that heritage tourism management at Pura Besakih remains largely administrative, with fragmented institutional coordination and limited community involvement in decision-making processes. These results highlight the need for a more collaborative and sustainable governance model to preserve the sacredness and long-term sustainability of the site.
