Abstract

The abuse of psychoactive plants in Pekanbaru City has shown an increasing trend and poses a threat to public health due to low awareness, environmental influences, and easy access to plants with potential for misuse. This study aims to analyze the prevention strategies implemented by the National Narcotics Agency of Pekanbaru in 2025 using a qualitative method with a descriptive approach through observation, interviews, and documentation. The results indicate that prevention is carried out through three approaches: primary prevention through socialization and community empowerment, secondary prevention through law enforcement and assessment, and tertiary prevention through medical and social rehabilitation. These efforts still face challenges such as limited community participation and stigma toward victims, highlighting the need for strengthened education and cross-sector collaboration to ensure more effective and sustainable prevention.

Abstract

This research is motivated by the high vulnerability of children as victims of violence, with 160 cases recorded in Pekanbaru City in 2023. The objective is to describe and analyze the efforts to prevent violence against children carried out by the Office of Women’s Empowerment, Child Protection, and Community Empowerment (DP3APM) of Pekanbaru City in 2024. This study employs a qualitative method with a case study approach. Data were collected through in-depth interviews, observation, and documentation, then analyzed using the crime prevention theory by Brantingham and Faust. The results indicate that prevention efforts were conducted comprehensively through primary prevention (establishment of community-based child protection activists, mobile "Confession Corner" campaigns, PUSPAGA, KRPPA), secondary prevention (data-based early intervention and the involvement of the Children's Forum), and tertiary prevention (an integrated, victim-centered referral system). The main obstacles include limitations in human resources, budget, and low public awareness. This study concludes that the three-tiered prevention strategy has been implemented, although its effectiveness still faces challenges.

Abstract

This study analyzes the securitization process of the human trafficking issue between Indonesia and Cambodia within the context of online gambling practices. This research employs constructivism, securitization theory, and the concept of cross-border crime. The method used is descriptive qualitative with in-depth interviews and documentation study. The findings reveal two main conclusions. First, online gambling practices are socially constructed by criminal syndicates as operational legitimacy shields, exploiting normative gaps in casino legality in Cambodia's border areas. Second, securitization occurs in a multi-level and cumulative manner: at Indonesia's domestic level, all three securitization stages have taken place comprehensively, while at the bilateral level, the process remains constrained by jurisdictional limitations and normative incoherence. This study concludes that securitizing transnational crime requires process coherence across all relevant states.

Abstract

This study aims to analyze the use of polygraph as a supporting tool in criminal investigations at the Forensic Laboratory (Bidlabfor) of the Riau Regional Police from a criminological perspective. This research used a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation involving investigators and forensic analysts selected through purposive sampling. The results show that the polygraph is used to detect deception through physiological responses such as heart rate, blood pressure, and respiration. It assists investigators in assessing the consistency of statements, especially in cases with limited physical evidence. However, its effectiveness is influenced by technical factors, psychological conditions of the subject, examination environment, and examiner competence. The findings also indicate that polygraph is effective as a supporting tool but cannot be used as primary legal evidence in the criminal justice system. This study concludes that polygraph serves as a scientific supporting tool in criminal investigations, but requires stronger regulations, standardized procedures, and improved human resource capacity.

Abstract

This study aims to analyze criminogenic factors affecting children from broken home families at LPKA Rumbai from a criminological perspective. This research is motivated by the limited number of studies that specifically examine the relationship between broken home conditions and criminogenic factors among juvenile inmates using qualitative analysis supported by software tools. The study employs a qualitative approach through in-depth interviews and document analysis, with data processed using NVivo version 15. The findings indicate that criminogenic factors are influenced by non-intact family conditions, lack of parental attention, limited supervision, and peer environment. These conditions contribute to weakened social control, reflected in low levels of attachment, commitment, involvement, and belief among children. The novelty of this study lies in the use of NVivo to identify patterns of criminogenic factors. The implications highlight the importance of strengthening family roles and optimizing rehabilitation programs in LPKA to prevent deviant behavior among children.

Abstract

This study examines the role of Civil Servant Investigators (PPNS) from the Department of Environment and Forestry (DLHK) in addressing corporate crimes that cause environmental damage in Pelalawan Regency. The study employs a green criminology perspective. Plantation and forestry activities give rise to issues such as waste pollution, deforestation, and permit violations. These issues impact ecosystems and communities. This descriptive qualitative study collected data through interviews, observations, and documentation. Data were gathered from PPNS, law enforcement officials, and affected communities. The findings indicate that PPNS play a crucial role in enforcing both administrative and criminal laws. However, PPNS face significant limitations. Human resources, facilities, evidence collection, and inter-agency coordination remain suboptimal. Green criminology emphasizes that environmental crimes threaten ecological justice. Because environmental crimes threaten ecological justice, law enforcement must be comprehensive. The study recommends enhancing the capacity of the PPNS, strengthening inter-agency coordination, and implementing firm policies focused on environmental restoration to achieve ecological justice.

Abstract

Environmental crime represents one of the most pressing threats to global ecological sustainability in the modern era. This study aims to examine the multidimensional nature of environmental crime by analyzing its typologies, key actors, enforcement challenges, and regulatory gaps. Employing a qualitative approach based on literature review and document analysis, the study draws on insights from Green Criminology to understand environmental harm beyond formal legal definitions. The findings reveal that environmental crime is increasingly transnational in nature, involving organized criminal networks and complex interactions between state and corporate actors. In many developing countries, weak governance structures and regulatory failures create enabling conditions that facilitate such crimes. These dynamics reflect patterns consistent with state-corporate crime, where state policies and institutional limitations indirectly support environmentally harmful practices. Furthermore, the study identifies a significant gap between existing legal frameworks and actual enforcement capacity, resulting in low prosecution rates and limited deterrence. This enforcement gap underscores the need to move beyond formal compliance and address structural conditions that perpetuate environmental harm. This study recommends strengthening international cooperation, enhancing institutional capacity for environmental law enforcement, and integrating green criminological perspectives into criminal justice systems. Such measures are essential to address the evolving and complex challenges of environmental crime in the contemporary era.

Abstract

This research aims to analyze the role of the Riau Regional Police Forensic Laboratory in the strategy of disclosing fire cases in Riau Province in 2024. The increasing phenomenon of fires, both in the residential sector, public facilities, and forest and land fires (karhutla), demands a scientific approach in the process of investigation and legal proof. This research uses descriptive qualitative methods with data collection techniques through in-depth interviews, observations, and documentation. The research results show that the Riau Regional Police Forensic Laboratory has a strategic role in determining the cause of the fire through scientific analysis such as identification of the starting point of the fire (point of origin), analysis of the spread of the fire, and the detection of accelerated materials using technologies such as Gas Chromatography–Mass Spectrometry (GC-MS). In addition, the results of laboratory examination become an important evidence in the investigation and trial process. However, in its implementation there are obstacles such as limited human resources, delayed access to the scene, and lack of supporting facilities in several regions. Therefore, it is necessary to strengthen institutional capacity, improve HR competence, and optimise inter-agency coordination to increase the effectiveness of fire case disclosure scientifically and accountable.

Abstract

This study aims to analyze the security system in addressing overcrowding and the potential for inmante conflict at Class IIA Pekanbaru Correctional Institution. Overcrowding in correctional institutions has become a crucial issue as it contributes to increased security and order disturbances as well as conflicts among inmates. However, studies examining security strategies to address these conditions remain limited. This study employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data were analyzed using NVivo 12 software to identify patterns and relationships among the research findings. The results indicate that the implemented security system includes preventive, repressive, and early detection strategies to address potential security and order disturbances. Nevertheless, its implementation has not been optimal due to the limited number of officers, inadequate facilities and infrastructure, and the high occupancy rate of inmates. Overcrowding has been proven to increase the potential for conflict and reduce the effectiveness of supervision. Therefore, optimizing human resources, improving security facilities, and implementing overcrowding mitigation policies are necessary to create a safer and more conducive correctional environment.
