Abstract

The practice of coaching at Lembaga Administrasi Negara starts when the new pattern of training and education on Leadership Training and Prajabatan Training was implemented. One of the models was GROW developed by John Whitmore. The aim of the the present research was to examine the GROW model as an alternatif approach to the process of coaching in leadership education and training at PKP2A II LAN. Using qualitative data from 33 informants, the current research showed that the GROW model can be used as an alternatif approach to the coaching process in leadership education and training level IV. The practice of the model was mainly seen on goal, reality, and will phase.

Abstract

This study aims to examine the presence or absence of the influence of Top Management Commitment, Motivation, and Training on the implementation of Quality Control (GKM) in Regional Mental Hospital dr. Arif Zainudin Surakarta. The design of this research is correlational research using quantitative approach. Based on the research background developed a theoretical model consists of 4 variables with 19 indicators and 3 hypotheses tested. The research population is 553 people (all employees of RSJD dr Arif Zainudin Surakarta), while the selected sample is 110 people in RSJD dr. Arif Zainudin Surakarta. The data were collected by using questionnaires and interviews to the respondents. Data analysis techniques used are multiple regression analysis with the help of software SPSS version 2014.The result of the research found that there is a positive influence of the Top Commitment Management, Motivation, and Training on the Implementation of Quality Control in RSJD dr. Arif Zainudin Surakarta. The dominant factor on the implementation of Quality Control Cluster is the Top Management Training, Motivation and CommitmentBased on the results of research, suggestions are submitted to: (1) Central Java Provincial Government, for the existing GKM in each OPD (Organization of Regional Devices) can be applied in tangible form, one of them by implementing the Convention of Quality Control or Degree of Work Culture among Organization Area; (2) Need to be implemented GKM training and motivation for all employees in RSJD dr. Arif Zainudin; (3) Regional Human Resource Development Agency of Central Java Province, it is necessary to develop a culture work culture management model by adding Quality Circle Materials.

Abstract

Evaluation leadership training level IV is an important instrument to ensure the achievement of learning objectives. For that evaluation is required to be effective. Effective evaluation carried out with 5 levels. However, leadership training Level IV Evaluation can not meet the evaluation mechanism 5 Level, if viewed from the type of evaluation are applied and time of the evaluation. For that we can conclude the evaluation of leadership training level IV not yet effective. Given the importance of evaluation leadership training level IV, the implementation of the evaluation can be prosecuted more effectively. Mechanism that can be used is the evaluation of Level 5 by modifying the type of evaluation and implementation time of evaluation.

Abstract

In the 1945 Constitution of the Republic of Indonesia (1945 Constitution), the provisions concerning emergencies (state of emergency) are regulated in two articles, namely Article 12 which states "the President declares a state of danger. The conditions and consequences of the hazard situation are stipulated by law "and Article 22 Paragraph (1) states," In the case of compulsion concerns, the President has the right to determine government regulations in lieu of laws ". Both point to the same problem, namely conditions that are excluded from normal circumstances. Of course, the understanding of these two articles has different meanings, even though the two articles are equally set against an unusual condition or outside normal circumstances. The purpose of this paper is to provide an overview of the implementation of the state in an emergency according to the 1945 Constitution, the criteria or measures used in determining emergencies in Indonesia. The type of research used is normative legal research, which is research focused on examining the application of the rules or norms in positive law. The results showed the criteria or size in determining an emergency (state of emergency) need to pay attention to the rational basis for the enactment of an emergency that is the existence of reasonable legal needs (reasonable necessity), the existence of danger factors that threaten (dangerous threat), and in time or opportunities that prove to be very limited (limited time). It is recommended that various positive legal instruments should be provided which from the beginning anticipate the possibility of these unusual or abnormal conditions so that the functions of the state organs continue to function as they should

Abstract

Quota of 30 percent for women in the central board of political parties and the list of candidates are believed to be effective tool to increase the number of women representation in parliament. In the end, women will have a significant role in the policy-making process. But these rules have a number of problems related to basic assumptions about gender justice. Quota for women implicitly looks woman homogeneously, ignore the personal factor, specific and unique conditions surrounding women. Ignorance of the things that the typical course of a condition not fair to women who may have negative consequences for women themselves and the people they represent. This paper attempts to unravel the problem of justice contained in the rules of the quota of women representation in the parliament and central board of political parties.

Abstract

This paper is aiming at explorer the phenomenon of political representation of women in the 2014 legislative elections in Aceh. In the tradition of patriarchal culture, "politics" is claimed as the world of man because it is regarded as public domain with full of fight, hard, and give a certain social value (prestige) to the culprit. Political patriarchal society deemed incompatible with the spirit of women who they consider feminine. This study was conducted in North Aceh district, using a qualitative approach, through in-depth interviews, focus groups, observation and document review. Analyzing women in legislative elections in 2014 also Acehnese society perspectives on women's issues, particularly their participation in politics, as well as the limitations / barriers that women experience when a role in politics. Findings from the field indicate that the representation of women is the same as the 2009 legislative elections last April. The cause of this phenomenon include the internal issues related to women candidates in self motivation, passion or ambition they are, financially, on the other hand it is also due to the influence of the patriarchal culture in the society. In his own party, although the rules require women in legislative elections must meet the 30% quota, but the board majority party men are not really serious about supporting women candidates to be elected in April 2014 legislative elections. It is presented a mistaken understanding of the prohibition for women to enter politics into the religious context is also a great stumbling block for women, although there are people who understand that women also have equal opportunity with his brother.

Abstract

This paper is a result of a research related to the process and impact of government policies on a Islamic boarding schools education (Pesantren) in Aceh. The study employs a qualitative approach. To collect data, the research uses several techniques such as in-dept interviews, literature study/policy. The result shows that the juridical basis of dayahs education policy in Aceh is based on unlike specialty Act No. 44 of 1999, Act No. 11 of 2006 on Government of Aceh, and Qanun on Organization Structure and Governance of Aceh in 2007. The other regions in Indonesia, which are regulated by dayah education (Pesantren) under the authority of Ministry of Religion Affairs, in Aceh it is controlled by the Government of Aceh Province (Gubernur), by establishing Dayah Education Development Board (BPPD) Provincial and Regency/city. The impact of governments regulation of Province has caused congestion in managing the education management of dayah. Dayah education indicates forfeiture of identity, regulation based on polical practices, policy without design, and recent finding regarding the education model of Islamic boarding schools in Aceh. These subtance are the focus of this paper.

Abstract

This article is conducted by extracted from a literature review and fieldwork conducted by the center for research and education and training aparatur in National Institute of Public Administration. Law - Law on Governing Aceh (PA in Act) No. 11 of 2006 confirms the authority of the Government of Aceh, District / City managing natural resources in Aceh is in accordance with the authority which includes planning, implementation, utilization and supervision of business activities. They are carried out by applying the principles of transparency and sustainable development. Through a review of the literature and field study, that post-discharge LoGA no regulation of derivatives in the form of Qanun mining management, thus although Aceh has special autonomy status, but in the management of technically not necessarily be done autonomously. Similar with other local governments in Indonesia, the technical implementation of mining in Aceh still refers to the norms, standards, and guidelines nationally. There for the guidance and supervision of mining activities has not run optimally and discipline. The Government of Aceh has not been fully able to regulate mining activities without permission, discipline violations - violations of administrative and technical nature of the mining company, has not been fully able to suppress the mining companies to implement programs based on the needs of community empowerment and independence ekonomir (more of its cash and cash assistance). This study recommends that the government needs to establish Aceh Qanun (Regional Regulation) update on the management of mining; identifying and data collection on mining permits are located in the district that has not been obedient to the mining activity reporting, issuing policies to reinforce the implementation of corporate responsibility to the community economic empowerment kemandiran around in the form of entrepreneurship programs, and scholarships for the children around the mining area , and strengthen access to participation in the community supervision of mining activities.

Abstract

This study aims to examine the effect of individual characteristics on public participation in Indonesia. This study uses data from IFLS 5 that was conducted in 2014 and 2015 with total sample is 31.410. This study uses a linear probability model (LPM) to estimate the probability of a person participate in village's activities such as community meetings and development activities. The results shows that educated person is more likely to attend village's meetings by 8,5 percent than less-educated person. However, regarding development activities, education has a negative effect on participation. Further, gender is an crucial issue regarding participation because a woman tends to be less involved in village activities. Overall, the awareness of people on village development is relatively low because less than 50 percent respondents realize or participate in village activities. Therefore, there is a need to improve the mechanism and strategies for public participation as ordered by the Village Law.
