Abstract

Politik dengan magnitude besar dirasakan oleh partai politik semenjak 1 sampai 2 tahun terakhir. Nyaris seluruh partai – partai politik partisipan pemilu baik partai lama ataupun partai baru hadapi krisis yang menyebabkan guncangan organisasi serta efeknya evaluasi negatif dari publik serta hilangnya keyakinan publik (distrust). Riset ini memakai dua (2) tata cara studi ialah sesi awal melaksanakan content analysis serta discourse analysis, setelah itu selanjutnya melaksanakan survei. Riset ini menampilkan kalau tidak seluruh partai politik sanggup mengalami krisis internal partainya yang diakibatkan oleh sebagian aspek diantara sikap korupsi serta terseretnya kader partai mereka dalam perkara korupsi. Setelah itu konflik internal jadi aspek lain terbentuknya krisis serta setelah itu pelanggaran etika yang dicoba kader partai politik. Menyusutnya keyakinan publik kepada partai politik lebih banyak diakibatkan oleh kasus – kasus korupsi yang ialah pengkhianatan publik, konflik internal serta pelanggaran kode etik. Dalam mengalami suasana itu partai politik wajib meyakinkan dengan langkah nyata pro terhadap pemberantasan korupsi dengan menindak tegas kader – kader yang ikut serta dan membetulkan kinerja politiknya. Setelah itu dibutuhkan kemampuan permasalahan serta pengalaman dan ketenangan dalam mengelola krisis sehingga luas akibat krisis bisa dikendalikan.

Abstract

Komunikasi Politik merupakan suatu bentuk komunikasi atau interaksi yang di dalamnya terdapat pesan-pesan politik maupun aktor politik, kemudian berkaitan dengan kekuasaan, pemerintahan. dan kebijakan pemerintah. Komunikasi politik juga berkaitan dengan aspek-aspek komunikasi publik dapat di lihat atau di saksikan seperti halnya kegiatan kampanye politik dalam pemilihan umum (pemilu), suatu bentuk persuasif pemilihan, hingga debat calon pemimpin dengan memanfaatkan media massa sebagai alat atau perantaranya. Komunikasi Politik terdiri dari beberapa unsur seperti komunikator politik, pesan politik, saluran atau media politik, sasaran atau target politik, dan pengaruh atau efek komunikasi politik. Partai politik sebagai Lembaga publik dituntut untuk memberikan pelayanan informasi secara terbuka atau transaparan terhadap publik yang ingin mengakses segala jenis informasi. Keterbukaan informasi ini menjadi salah satu upaya untuk merealisasikan “good governance” dan mendorong serta menjadikan sistem pemerintahan yang demokratis. Dalam UU KIP no 14 tahun 2008, masyarakat diberi akses dan hak atas suatu informasi yang merupakan hak asasi manusia serta dijamin oleh undang-undang. Kemudian keterbukaan atau transparansi dapat mendorong adanya partisipasi publik.

Abstract

Permainan politik identitas dalam setiap pemilu tampaknya tidak dapat dihidari. Permainan politik dengan upaya mempertahankan kekuasaan serta untuk memikat masyarakat semakin mudah dilakukan terutama saat penggunaan isu ras, suku maupun agama di mayoritas masyarakat yang memiliki kesamaan akan isu politik identitas ini. Politik Identitas ini pun sudah menjalar ke ranah lokal termasuk kedaerah Kalimantan Tengah dalam Pemilihan Kepala Daerah. Dalam mengumpulkan data, peneliti menggunakan metode kualitatif yang berupa wawancara serta studi literatur guna menguraikan tentang hubungan politik identitas dengan popularitas dalam pemilihan kepala daerah. Hasil penelitian menunjukkan bahwa politik identitas sudah terjadi dari zaman dahulu dan semakin berkembang mengikuti perkembangan zaman. Politik identitas yang awalnya secara terang-terangan dilakukan namun sekarang mulai dilakukan secara halus dengan permainan psikologis masyarakat. Masyarakat yang dasarnya akan berpihak pada pasangan calon yang memiliki kesamaan baik suku dan agama semakin memperkuat terjadinya politik identitas. Paradigma di masyarakat yang tidak dapat diubah bahwa yang seharusnya menjadi Kepala Daerah adalah warga asli daerah dengan harapan wakil daerah ini sebagai wadah harapan untuk memperjuangkan hak-hak warga lokal serta mempertahankan dominasi mereka. Dapat disimpulkan bahwa popularitas dari calon Kepala Daerah akan sangat memberikan dampak yang besar dalam terjadinya politik identitas. Mayoritas masyarakat akan memilih pemimpin yang mereka ketahui baik melalui agamanya maupun dari mana sukunya.

Abstract

Di era teknologi sekarang, media sosial menjadi tujuan utama media promosi salah satunya dibidang politik yaitu partai Demokrat. Indonesia menempati urutan ke-8 yang menggunakan media sosial di seluruh dunia dimana layanan jaringan yang memiliki berbagai konten web maupun bidang lainnya yang berbeda-beda titik penggunaan media sosial ini direncanakan untuk dikomunikasikan dan diprogramkan untuk meningkatkan partai kredibilitasnya.Metode yang digunakan adalah metode deskriptif atau mengambil simber dari orang lain. Dapat disimpulkan bahwa media sosial telah memainkan dan akan terus memainkan peran penting dalam kampanye partai Demokrat. Sejauh penggunaan masa depan media sosial melalui platform seperti Facebook , Twitter , dan Youtube , kandidat politik akan terus berinteraksi dengan pendukung dan menerima dukungan dalam bentuk sumbangan dan relawan.

Abstract

The protection and recognition of indigenous peoples is very important in the dynamics of national and state life in the Indonesian state considering the diversity of its nations consisting of various ethnic groups and the presence of institutions that represent these cultural identities are also very important to strengthen the protection and recognition of elements of the entity. which exists. In particular, one of them is in the Province of Central Kalimantan which has a wealth of customary culture that has its own customary rights and laws that reflect the identity of its indigenous people. The presence of customary institutions based on indigenous peoples has also become the focus of researchers where the Dayak Customary Council of Central Kalimantan Province is present in the midst of the community as a supervisory institution that assists in the development and fight for the rights of indigenous peoples. In this study, the researcher analyzes how the actions or role patterns are carried out by the Dayak Customary Council of Central Kalimantan Province and the factors that influence the role patterns taken by the institution based on the duties and functions of the institution as stipulated in the Central Kalimantan Provincial Regulation No. 16 of 2008 and based on the Decree of the Council. Dayak Adat Central Kalimantan Province No.1 of 2019 concerning the organizational structure of the Dayak Customary Council in Central Kalimantan through the progress of conflict resolution in customary land disputes. The research method uses descriptive qualitative research methods with a research approach using interviews or direct observation of the relevant sources who have credibility with the research object. From the results of the study, it was concluded that the Dayak Customary Council of Central Kalimantan Province carried out or managed conflicts based on Dean & Jeffrey Z.Rubin's theory of conflict mitigation, which tends to provide problem solving patterns with alternatives or instruments through traditional courts. The factor that hinders conflict resolution from the research findings is the existence of political interests with investors, both in the form of profit and power.

Abstract

The problem of social welfare is a homework that has not been resolved by either the central government or local governments, especially the homeless and beggars. This study aims to examine the phenomenon of homeless and beggars in Palangka Raya City? and what are the efforts made by the Social Service in dealing with homeless people and beggars in Palangka Raya City?. The research method used is descriptive qualitative research. Sources of data used are primary data and secondary data. Data collection techniques used are observation, interview and documentation techniques. The data analysis techniques used according to Miles and Humberman include data collection, data reduction, data presentation and drawing conclusions. The results of the study concluded that the phenomenon of vagrants and beggars in Palangka Raya City was caused by two factors, namely the poverty factor and the laziness of the individual concerned. The policy efforts of the Palangka Raya City Social Service in dealing with homeless and beggars in accordance with Regional Regulation Number 09 of 2012 are by carrying out three efforts, including (1) preventive efforts, namely the implementation of counseling activities, as well as skills training to the general public, (2) responsive efforts namely carrying out routine patrols, (3) rehabilitative efforts, namely sheltering homeless people and beggars who were netted in raids, sponsorship, and returning to their respective areas but still being monitored.

Abstract

Perception is a process that is preceded by a sensing process, which is the process of receiving a stimulus by an individual through the senses or also called a sensory process. In this case in 2020, Laung Tuhup Subdistrict will take part in the Pilkada Simultaneously in the 2020 Central Kalimantan Governor and Deputy Governor Election. Therefore, conducting research on the Perceptions of Beginner Voters in the Election of Governor and Deputy Governor of Central Kalimantan Province is something that needs to be known in order to become a deep understanding. Beginner Voters' Perceptions. According to Robbin (2015), the theory used consists of perceptual indicators consisting of two indicators, namely judgment and evaluation. This research uses descriptive research method with a qualitative approach which is obtained based on the reasoning ability of researchers in connecting facts, data, and information recorded during the study. The research was conducted in Muara Laung, Laung Tuhup District, Murung Raya Regency, with members of PPS, PPK, and Beginner Voters. The data analysis used was data reduction, data presentation and conclusion drawing Based on the results of the research, related to the Perception of Beginner Voters in the Election of Gurnur and Deputy Governor of Central Kalimantan Province in 2020 in Muara Laung, Laung Tuhup District, Murung Raya Regency. which aims to determine the Perception of Beginner Voters in the Election for the Governor and Deputy Governor. Through acceptance and evaluation. Criminalization is a way for people to receive information and evaluation is a way for people to assess and filter information related to the election of governors and deputy governors. The supporting factor for perception is social media, while the inhibiting factor for perception is the lack of communication.

Abstract

Tourism has an important role in the country's economic growth, by contributing to job creation, production activities and national income, private sector growth and infrastructure development. Tourism in Central Kalimantan has its own charm for domestic and foreign tourists. It is indeed a priority to bring in many tourists, there are approximately 352 tourist attractions that are excellent. But at the beginning of 2020, when the world was shaken by the presence of the Covid-19 outbreak, the Indonesian government acted through strategic policies to suppress the spread of Covid-19 in the public. Therefore, the central government implemented a policy of implementing large-scale social restrictions (PSBB) until there was a lock down policy in several regions including Central Kalimantan Province. Prevention and Control of Covid-19 which limits people from doing activities outside the home to minimize the spread of Covid-19 including limiting and even delaying tourist activities that have a negative impact on the economy in the tourism sector. Through this paper, we provide strategic recommendations that are relevant to tourism in Central Kalimantan Province, namely the development of tourist markets, development of tourism imagery, development of tourism marketing partnerships, and development of tourism promotions to optimize tourism development during the COVID-19 pandemic.

Abstract

Public service is as any activity undertaken by the government by a number of people who have each of the activities that are beneficial in a collection or unity, and the provision of services (to serve), the purposes of another person or people who have an interest in the organization in accordance with the basic rules and procedures that have been established by the agency, in particular the quality of public services library by the Department of Library and Archives of the City of Palangka Raya.Based on the theory of Zeithaml (1990), in Harbani Pasolong (2011:133), i.e. there are 5 (five), dimensions that must be contained in the service quality perceived by real consumers like, tangible, reliability, responsiveness, assurance, empathy. Researchers also want to see how the quality of public services library in the Department of Library and Archives of the City of Palangka Raya, as well as supporting and inhibiting the library in the Department of Library and Archives of the City of Palangka Raya. The research method used is the descriptive qualitative method to determine how the implementation of the quality services the public library in the Department of Library and Archives of the City of Palangka Raya, as well as to know the supporting and inhibiting in the implementation of the quality services the public library by the Department of Library and Archives of the City of Palangka Raya. Data collection techniques used were observation, in-depth interviews, and documentation. Based on the results of the research obtained by the researcher in conducting the research library in the Department of Library and Archives of the City of Palangka Raya in the Quality of Public Services, it is still not maximized, it can be seen from the reliability, responsiveness, and assurance from employee service in the library Department of Library and Archives of the City of Palangka Raya. Expected the training to employee service in the library Department of Library and Archives of the City of Palangka Raya in order to improve the quality of service be in public that already exist today

Abstract

This article is an e-government study that aims to see how the application of e-government in the Sidoarjo regency. To achieve this goal, the authors use qualitative research methods with Data collection techniques are literature studies.. The results obtained are, the local government Sidoarjo in implementing e-government using 3 relationship models, namely government to citizen, government to business, government to the employee. The implementation of e-government is supported by budget, regulation, strong institutional capacity, and the value instilled in the implementation of public servants commitment from the leadership is the main key that encourages the success of the implementation of e-government in government. In conclusion, the implementation of e-government in Sidoarjo Regency has a positive impact in organizing government affairs because of open access and making services more effective, efficient, and interactive.
