Abstract

This study aims to examine the Gerindra Party's political communication strategy in conveying its political message to the people of Palangka Raya in the 2024 General Election and the 2025 Regional Election. Through interviews with party cadres, this study found that Gerindra's political communication in Palangka Raya relies heavily on two main aspects: the use of social media and direct meetings. Social media was chosen because of its efficiency in reaching a wider audience, especially young voters, while direct meetings were emphasized more to reach community groups in areas that are not yet fully accessible by the internet. The Gerindra Party also faces challenges in dealing with hoaxes and inaccurate information and adapting to differences in communication at the central and regional levels. These findings are expected to provide insight into political communication strategies in more effective campaigns in the future.

Abstract

This research examines the conceptual distinctions between e-government and e-governance through comprehensive literature analysis. Although these terms are often used interchangeably, there are fundamental differences in their conceptual foundations, scope, and practical implications. The findings reveal that e-government tends to focus on technical and administrative aspects of technology implementation in government, while e-governance encompasses a broader perspective on the transformation of relationships between government, citizens, and other stakeholders. This research proposes an integrated conceptual framework that positions both concepts along a continuum of digital government development. The findings provide necessary conceptual clarification for theoretical development and practical implementation in the field of digital public administration, while encouraging a more holistic approach to understanding digital government transformation.

Abstract

The implementation of the supervisory function by the Village Consultative Body (BPD) plays a crucial role in supporting the creation of transparent, accountable, and participatory village governance. BPD functions as a representative institution of the village community that oversees the administration of government, including the management of village finances and the implementation of public policies at the village level. However, in practice, various challenges still hinder the optimal execution of this function. This study aims to examine in depth the implementation of the supervisory function of BPD in Tabore Village, Mantangai Subdistrict, Kapuas Regency. The study uses a qualitative approach with a descriptive case study method. Data were collected through observation, in-depth interviews, documentation, and literature review. The research informants consist of village government officials, BPD members, and community leaders. Data analysis was conducted using Miles and Huberman’s interactive model, which includes data reduction, data display, and conclusion drawing/verification. The results show that the BPD of Tabore Village has carried out its supervisory functions in accordance with the theory of Juliantara (2005) as cited in Ngga (2022), which includes: (1) supervision of the implementation of Village Regulations, (2) supervision of the Village Revenue and Expenditure Budget (APBDes), and (3) supervision of decisions made by the Village Head. These three aspects have been implemented effectively by the BPD, which also actively involves the community in village deliberations as a form of transparency and public accountability. Nevertheless, the effectiveness of supervision still needs to be improved, particularly through institutional capacity building, enhancing the quality of community participation, and strengthening the synergy between BPD and the Village Government to achieve optimal and responsive village governance.

Abstract

This research aims to provide an analysis related to the local wisdom of a community, especially in Penglipuran Tourism Village that can affect the development of sustainable tourism of a tourist attraction. This research uses qualitative methods with descriptive research design through literature study. The management of tourist attractions in Penglipuran Village combines environmental and cultural sustainability through policies such as the prohibition of the use of motorized vehicles and integrated waste management. In addition, Penglipuran has maintained the beautiful environment and the quality of life of their people. Tri Hita Karana is the guideline of life or values that are held firmly by the Penglipuran Village community in living their daily lives. All aspects of their lives are very relevant to their local wisdom, including the tourism sector. Through the local wisdom held firmly by the local community, this village has successfully applied their values in developing sustainable tourism, which in turn has become the hallmark or tourist attraction of Penglipuran Village for tourists, both local and tourism.

Abstract

Salah satu bentuk nyata peran representatif DPRD adalah menyusun pokok-pokok pikiran DPRD sebagai hasil penjaringan aspirasi masyarakat melalui reses dan terakomodir pada RKPD,KUPA,KUA-PPAS. Saat ini akomodasi Pokir belum berjalan sebagaimana diharapkan.  Kajian ini berupaya mengungkapkan dinamika akomodasi pokir dalam RKPD dan APBD. Metode penelitian menggunakan jenis penelitian diskriptif kualitatif, data dikumpul melalui wawancara, dokumentasi, observasi. Hasil penelitian   menunjukan dinamika Pokir DPRD menjadi manifestasi dari tarik-menarik kepentingan politik legislative-eksekutif. Pokir sebagai instrumen bargaining position yang sangat politis. Kendala Kebijakan (Efisiensi dan Program Strategis); Kendala Teknis Sistem (SIPD), terutama terkait kekakuan kamus dan kesulitan identifikasi Tupoksi; dan Kendala Prosedural Waktu.

Abstract

Penelitian kualitatif seringkali menghadapi tantangan dalam menjaga konsistensi antara landasan teoretis dengan instrumen pengumpulan data di lapangan. Artikel ini bertujuan untuk mendiskusikan Model TCISQ (+) sebagai sebuah pendekatan metodologis baru dalam penyusunan panduan wawancara yang sistematis. Model ini mengintegrasikan lima tahapan krusial: Theory, Concept, Indicator, Sub-indicator, dan Question, yang diakhiri dengan mekanisme Triangulation (+) sebagai instrumen kontrol kualitas data. Melalui pendekatan ini, peneliti sosial dapat meminimalisir bias subjektivitas dan memastikan bahwa setiap pertanyaan wawancara memiliki akar teoretis yang kuat. Hasil kajian menunjukkan bahwa penggunaan TCISQ (+) meningkatkan rigoritas penelitian dan memudahkan proses analisis data tematik pada tahap pasca-lapangan.

Abstract

The phenomenon of catcalling among Palangkaraya University students in the perspective of victims and perpetrators in a sociological review. Catcalling is generally seen as trivial matters by the perpetrator, but is understood as a form of verbal sexual harassment that has a significant impact on the victim's psychology. This study used qualitative methods, data were taken from direct interviews and surveys with students from various faculties. The results showed that the perpetrators viewed catcalling as a form of joke and casual interaction, and the victims especially women, felt disturbed, uncomfortable, and even threatened. In the results of this study there are differences in responses based on gender. This study uses radical feminism theory to analyze the dynamics of power relations in a patriarchal society that allows catcalling to occur.

Abstract

The political attitudes of migrant students during the 2024 Simultaneous Regional Elections reflect a complex interplay of regional identity, political information access, and organizational dynamics within campus-based social structures. This study examines two Regional Student Organizations (ORDA) Bangka and Cianjur at UIN Sunan Gunung Djati Bandung to explore how migrant students’ political preferences are shaped by their dual identity affiliations: their home region and host city. A descriptive qualitative method was employed, involving in-depth interviews, participant observation, and document analysis to uncover the students’ perceptions, orientations, and political behaviors. Findings reveal distinct patterns between the two groups. ORDA Cianjur members tend to develop more homogeneous political opinions through structured discussions focused on local issues, whereas ORDA Bangka members show more diverse and individualistic political attitudes, shaped by informal interactions and strategic regional concerns. Political participation is hindered by structural and psychological barriers, including administrative limitations, geographic distance, and academic obligations. Nevertheless, students in both groups exhibit strong concern for their home regions’ political developments, with candidate selection based more on track record and policy substance than party affiliation. Regional identity, mediated through ORDA, plays a crucial role in fostering political awareness, though its influence varies in strength. These findings suggest that regional student organizations on campus not only serve cultural purposes but also act as platforms for the reproduction of political consciousness among youth. The study underscores the significance of community-based engagement in enhancing political participation among migrant students and calls for institutional support from electoral bodies to reduce participatory constraints in a more inclusive and representative manner

Abstract

Abstract The poor integrity of state officials within the bureaucracy remains a persistent issue every year. Corruption and online gambling are the main issues affecting state officials who lack a sense of responsibility and are blind to the suffering of the Indonesian people. This article will attempt to provide a solution to the problem of state official integrity within the bureaucracy. The research aims to analyze and explain the causes of poor integrity and solutions to build state official integrity through Pancasila ethics within the bureaucracy. The research method used is qualitative research, namely literature and documentation studies that focus on the causes and solutions to the problem of state official integrity within the bureaucracy through Pancasila ethics. Honest and responsible behavior, a strict oversight system, and proper state official management are the results of this research that will build and strengthen state official integrity within the bureaucratic system. The ethical values ​​of Pancasila serve as a strong foundation for building state official integrity that prioritizes the interests of the public. Pancasila can maintain public trust through integrity and professional service.
