Abstract

National Development in Indonesia by developing regions through the development of existing potential, one of the regional potentials that can be developed is the tourism sector where this activity plays a very important role in supporting the economy both centrally and regionally. Tourism activities can contribute to regional revenues sourced from regional levies through purchasing entrance tickets at tourist sites, based on data from the Culture and Tourism Office of the City of Palangka Raya in 2020. Total PAD from the tourism sector is around 406,283,200 by having 34 tourist destinations with various kinds. Tourist attractions include natural, artificial, religious and cultural tourism. One of the attractions in the city of Palangka Raya is the Kereng Bangkirai Pier tour, which is unique, namely the black water This study aims to determine and analyze government management in increasing Regional Original Income through tourism development, Kereng Bangkirai Pier Tourism in Palangka Raya City, Central Kalimantan. Using the theory of Managing Government, Governing Management (Hendry Mitntzberg), in analyzing and reviewing 4 programs of the Department of Tourism, namely, tourism marketing development programs, tourism destination development programs, partnership development programs, cultural wealth development and management programs. The method used is qualitative research, with data collection techniques through an interview process, namely the Department of Culture and Tourism, as well as business actors around the Kereng Bangkirai Pier Tourism area. Based on the data found, the results of this study indicate that 4 programs from the Tourism Office using the theory of Managing Government, Governing Management (Hendry Mitntzberg) have been implemented and the Kereng Bangkirai Pier tourism is one of the contributors to PAD for the City of Palangka Raya, suggestions that can be given from this research Both the government and the actors in the Kereng Bangkirai Pier Tourism sector can continue to optimize tourism both from natural resources and human resources to attract tourists every year so that PAD will increase.

Abstract

This study aims to determine and explain the effectiveness of community services at the Mungku Baru Village Office, Rakumpit District and to find out and explain what are the supporters and obstacles in community service at the Mungku Baru Village Office, Rakumpit District. The data collection method used in this study is the Documentation, Observation and Interview method. The results of the study were analyzed through descriptive methods describing how the level of effectiveness of community services in Mungku Baru Village, Rakumpit District, Palangka Raya City and the inhibiting and supporting factors of service effectiveness, the data used in this study is primary data and secondary data with research subjects consisting of the Mungku Baru Village Government, the Mungku Baru Village Office and the Mungku Baru Village community. The results showed that the effectiveness of community services in Mungku Baru Village, Rakumpit District, Palangka Raya City, researchers saw the success that showed the extent to which the plan could be achieved. The more plans that can be achieved, the more effective the activity will be, so that the word effectiveness can also be interpreted as the level of success that can be achieved from a certain method or effort in accordance with the objectives to be achieved. With benchmarks using the theory of Gibson 2013 (a) Clarity of Goals Achieved. (b) Clarity of Strategy for Achievement of Goals. (c) Careful Planning. (d) Proper Programming. (d) Availability of facilities and infrastructure. The researcher concludes that Mungku Baru Village, Rakumpit District, in this case the effectiveness of community services in Mungku Baru Village, Rakumpit District, Palangka Raya City is still less effective for the community. The supporting and inhibiting factors of Service Effectiveness for the Mungku Baru community, namely Human Resources (HR) who are capable of adequate, professional work and facilities and infrastructure to be able to support the continuity of services. In addition, community empowerment is also very important and is something that must be done considering the rapid economic and technological growth in recent times.

Abstract

Today, the problem of gender inequality in Indonesia can still be found in various spheres of life, both social and practical politics. Inequality eventually gives rise to various forms of injustice and gender equality. This is still happening in the structure of parliamentary representative institutions in our country. The demand for fulfilling a minimum of thirty percent (30%) of women's representation in practical politics, especially in the legislature has now become one of the crucial and fundamental problems. Amendment to Law No. 8 of 2008 became Law no. 7 of 2017 concerning the General Election of Members of the House of Representatives, Regional Representatives Council and Regional People's Representative Council, which every year opens a space or way of openness for women to be able to participate in practical political stages which are increasingly dynamic in reality.

Abstract

Masyarakat adat melakukan perjuangan eksistensi diri guna mendapatkan pengakuan, perlindungan dan pemberdayaan secara adil dari negara melalui aktivitas sosial, ekonomi bahkan politik. Lembaga adat Dewan Adat Dayak Kalimantan Tengah (DAD-KT) sebagai lembaga adat yang sengaja dibentuk guna memperkuat eksistensi kelembagaan adat yang telah hidup bersama sejarah masyarakat adat Dayak baik lembaga Kedamangan dan Mantir Adat menjadi saluran formal bernegosiasi dengan negara agar hak-hak masyarakat adat dapat diaktulisasikan secara nyata. Aktualisasi menciptakan praktek berperilaku cenderung bersifat politik.

Abstract

In this study, the researcher used the Minister of Home Affairs Regulation Number 113 of 2014 concerning Village Financial Management Article 2 Paragraph 1 which states that : village finance must be managed based on the principles of being transparent, accountable, participatory, as well as orderly and budgetary discipline, as a reference in preparing research result. The research method used is descriptive qualitative method. With data collection techniques namely observation, interviews, and documentation. Data analysis techniques are qualitative and quantitative approaches. Qualitative approach includes : data reduction, data presentation, and drawing conclusions. The quantitative approach includes analysis result from village fund management planning documents.The results of this study indicate that the effectiveness of village fund management planning in Tumbang Jutuh Village has been implemented effectively. This is evidenced by the implementation of principles of transparency, accountability, participatory, orderly and budgetary discipline in planning, namely by the existence of village development planning meetings involving village communities, preparation of APBDes, RKP, RPJMDes and village development realization reports that are adjusted to village priorities and guided by regulations applicable

Abstract

The purpose of this study is to examine the politicalparticipation of the people in the Bukit Batu sub-district, thefactors that influence the political participation of the peoplein the Bukit Batu district in the 2020 election of governor anddeputy governor of Central Kalimantan, and the City ofPalangkaraya in increasing public political participation.the political participation of the KPU people. The methodused is a qualitative survey method used. Descriptivemethods and inductive approaches to explore andunderstand the meaning of research subjects learn from theproblems they face (Sugishirono, 2018). Data acquisitiontechnology Conducted through interviews, documentation,observations from primary data sources, Secondary sourcescontain sources identified through the targeted sample:Head of KPU Palangka Raya City (1 person), Head ofTechnical Sub-section for Palangka Raya City Election (1person), Head of District PPK Bukit Batu (1 person), Headof PPS Kecamatan Bukit Batu (1 person), Panwascam BukitBatu (1 person), Camat Bukit Batu (1 person) and theCommunity (10 people). Data analysis techniques with datareduction, data presentation, and withdrawal conclusion.Using Miriam Budialjo's theory of political participation inBasic Political Science (2008), the author analyzes fouraspects of political participation: socialization,participation in general meetings, participation in elections,and voting problems. The author finds that there are effortsto increase public political participation in Bukit BatuDistrict, Palangka Raya City with the efforts of the KPU inthe form of socializing political knowledge to the communitymore actively so that people use their voting rights in thefuture period. Conclusion The process of implementingpolitical participation in the Bukit Batu District communitydid not participate in the election due to the COVID-19pandemic situation, personal activities, lack of politicalunderstanding.

Abstract

Penelitian ini dilakukan untuk mengetahui apa saja yang menjadi strategi Samsat Kota Palangka Raya dalam peningkatan kesadaran masyarakat membayar pajak kendaraan dan untuk mengetahui apa saja yang menjadi kendala dalam melakukan strategi. Penelitian ini berpedoman dari teori Porter yang menyatakan ada 3 indikator strategi, yatu Strategi Keunggulan Biaya, Strategi Diferensiasi, dan Strategi Fokus. Penelitian ini menggunakan metode kualitatif. Data yang diperoleh merupakan data primer dan sekunder berdasarkan informasi dari narasumber, yakni: Kepala UPT Samsat Kota Palangka Raya, Kasubag Tata Usaha Samsat Kota Palangka Raya, Kasubag Bendahara Samsat Kota Palangka Raya. Data yang diperoleh di lokasi penelitian tersebut dikumpulkan lalu direduksi dengan memilah-milah berdasarkan konsep dan data disajikan dalam bentuk uraian singkat berdasarkan tema sehingga ditemukan kesimpulan yang konseptual. Teknik pengumpulan data yang dilakukan dalam penelitian ini adalah wawancara, observasi, dokumentasi,dan kepustakaan untuk mendukung hasil penelitian. Hasil dari penelitian ini menunjukan bahwa UPT Samsat Kota Palangka Raya telah melaksanakan strategi dengan baik, dengan hasil target pada tahun 2021 sudah dapat terlampaui.

Abstract

This article aims to elaborate on women’s politicalparticipation and representation in parliament in Indonesia.To answer how women's political participation andrepresentation in parliament, the researcher use qualitativeresearch methods with data collection techniques is aliterature study, while analysis uses qualitative analysisTheresults found are that women's affirmations in parliamenthave not yet reached 30 percent, and the quantity is stillvolatile from the previous three election periods so women'sparticipation in parliament faces obstacles that it has animpact on gender-biased policy making because of a stronglypatriarchal culture, so that issues women's issues in allaspects are not accommodated. Therefore there is a need forimprovements in several areas such as institutional andprocedural changes, representation, and outcomes as well asdiscourse on women in parliament.

Abstract

Regional autonomy is the spirit of regional autonomy which has the aim of increasing the potential of regions in Indonesia and increasing regional development. Development planning is a process of formulating alternatives or decisions based on data and facts that will be used as material for carrying out a series of activities/activities. This study uses descriptive qualitative research methods, processing descriptive data, such as interviews and field observations. The purpose of this study is to identify and identify development planning problems in Pulang Pisau district, which is to maintain the consistency of local government in the spirit of regional autonomy. The current condition of improving the quality of planning implementation has not been significantly followed by an increase in the quality of planning products. This is due to several main challenges and problems, namely the not yet optimal coordination of regional development planning; and synchronization of processes, less than optimal community participation. Weak competence of planning personnel in SKPD. The provision and management of accurate development data is not yet optimal. Not yet optimal utilization of planning documents, Not yet optimal implementation of monitoring and evaluation of development programs associated with planning documents. The implementation of planning, control and use of space has not been optimal yet and the lack of supporting documents regarding. There is no synchronization of the planning documents prepared by the regional government and the private sector or other institutions, the implementation of development cooperation between regions is not yet optimal
