Abstract

Purpose: This study aims to analyze the stage of political communication strategy of Teddy Meilwansya and Marjito Bachri (BERTAJI) couple in winning the Regional Head election contestation of Ogan Komering Ulu regency, South Sumatra province in 2024. Methodology: This study uses a descriptive qualitative approach to the method of content analysis (content analysis). The object of the study focused on the official Instagram account of the couple Teddy Meilwansya and Marjito Bachri (BERTAJI) and the contents uploaded during the Ogan Komering Ulu Regency Regional Head election campaign period in 2024. Results: Tajik couples used Instagram to build a positive image, interact directly with young voters, and convey campaign messages in a consistent visual and narrative manner. Conclusions: The success of the couple Teddy Meilwansya and Marjito Bachri (BERTAJI) in winning the Ogan Komering Ulu Regency regional election in 2024 was due to the adoption of digital political communication strategies, especially through Instagram, which effectively built a positive image and facilitated participatory communication with young voters. Limitations: This study is limited to the analysis of the political communication strategy of the BERTAJI couple in the 2024 Ogan Komering Ulu Regency Election. Contributions: This research contributes significantly by showing that success in local political contestation in the digital age depends heavily on adaptive communication strategies that blend conventional and digital approaches, especially the use of social media such as Instagram as the main instrument to build image, convey vision-mission, and interact directly with young voters.

Abstract

Purpose: This study aims to analyse the urgency of implementing Asymmetric Regional Head Elections (Asymmetric Pilkada) in Indonesia as a solution to various problems plaguing the current direct e Local Strategylection system. Methodology/approach: This study uses a normative legal research method. This approach involves analysing primary legal materials, including the 1945 Constitution and related laws and regulations, as well as secondary legal materials such as academic literature and court decisions, particularly from the Constitutional Court. Results/findings: This study found that the symmetrical direct election system has caused significant problems, including very high costs that burden the regional budget, rampant money politics, intense social conflicts, and a high number of election disputes. The concept of ‘democratically elected’ in Article 18(4) of the 1945 Constitution is an open legal policy, which allows for both direct and indirect election models. Conclusions: The implementation of Asymmetric Regional Elections is urgent to overcome the shortcomings of the existing system. This model offers a flexible and contextual approach to regional elections, ensuring that the democratic process remains fair, honest, and honest without burdening regions that are not yet ready for direct elections. Limitations: This study is primarily conceptual and normative in nature. It relies on secondary data and legal analysis, thus lacking empirical validation through field research. The proposed implementation indicators require further operationalization and practical testing in various regional contexts. Contributions: This article contributes to the study of constitutional law and regional autonomy by offering a better legal framework for Asymmetric Regional Elections as a democratic yet context-sensitive election model, strengthening constitutional interpretation while promoting more efficient, accountable, and sustainable regional governance.

Abstract

Purpose: This study analyzes the persistence of elite political dominance in Indonesia, particularly through political dynasties, using Antonio Gramsci’s theory of hegemony and Karl Marx’s class analysis. Research Methodology: This research employs a qualitative approach using Critical Discourse Analysis (CDA). Data were collected through library research by examining academic literature and national media reports on political elites, corruption, and dynastic politics. Results: The findings reveal that elite dominance is systematically reproduced through the control of strategic political positions, economic resources, and ideological narratives. Although elections and formal democratic mechanisms continue to function, political competition remains unequal. Elite power operates not only through material control, as emphasized by Marx, but also through hegemonic processes that normalize dynastic rule as legitimate and natural in the public consciousness, consistent with Gramsci’s framework. Conclusions: Elite domination in Indonesia persists through the interaction of structural economic power and ideological hegemony. Democracy functions procedurally, but its substantive role in ensuring equality has been significantly weakened. Limitations: This study relied on secondary data and textual sources, limiting direct empirical observation. Contributions: This study integrates Marxian and Gramscian perspectives to provide a critical understanding of political inequality within contemporary democratic systems.

Abstract

Purpose: This study examines how partial digitalization shapes good governance in elementary school student transfer services at the Education Sub Department of Region II, North Jakarta, within a digital–manual hybrid model. Methodology: This study employed a descriptive qualitative approach. Data were collected through in-depth interviews with education officials and parents, supported by observation and document analysis. Informants were selected using snowball sampling, and data credibility was ensured through the triangulation of sources and methods. Results: SPBE implementation through the Dapodik system improved data organization and accessibility, but student transfer services still operate under a digital–manual hybrid model. This structure creates inefficiencies, such as long processing times, duplicated work, fragmented accountability, limited traceability, and uneven transparency of information. Conclusions: This study shows that partial digitalization alone does not ensure effective governance. The persistence of manual procedures within digital systems weakens efficiency, transparency, and accountability, indicating that governance quality depends on the level of integration between technology and organizational processes. Limitations: This study is limited to elementary school transfer services in a single regional education office and relies on the qualitative perceptions of key informants. Contributions: Beyond its context, this study contributes to public administration theory by framing student transfer services as digital manual hybrid governance and demonstrating how incomplete digital integration limits good governance while informing SPBE-based service reform in education.

Abstract

Purpose: This study examines the level of internal solidity of the Partai Amanat Nasional (PAN) in Merangin Regency in the context of the 2024 Simultaneous Regional Head Election. Methods: This research used qualitative methods with a case study approach. Data were collected through in-depth interviews with party elites, local party administrators, legislative members, political observers, and academics, complemented by document analysis of party statutes and bylaws, official party decisions, local media coverage, and electoral data provided by the General Election Commission. Results: The findings indicate that PAN Merangin demonstrated functional solidity, reflected in cadre loyalty, short-term organizational stability, and the absence of open internal fragmentation. However, this condition cannot yet be categorized as an institutionalized solidity. Decision-making remains highly centralized, formal conflict resolution mechanisms are weak, and cadre regeneration is not systematically institutionalized. Conclusions: The Partai Amanat Nasional (PAN) in Merangin Regency for the 2024 Simultaneous Regional Elections cannot be categorized as institutionally solid, although cadre loyalty is the cornerstone. Limitations: This study’s limitation is that it focuses only on the dynamics of PAN Merangin's solidity in the context of the 2024 simultaneous regional head elections, thereby limiting the generalizability of the findings to other parties or regions. Contributions: This study contributes to political science and local democracy studies by highlighting the gap between functional solidity and institutional strength within local political parties during regional electoral competitions.
