Abstract

Purpose: This study aims to analyze the winning strategies of the elected village head in the 2019 Tugumulyo Village Head Election, focusing on the formulation and application of offensive and defensive strategies along with supporting factors for success. Methodology/approach: The research took place in Tugumulyo Village, Lempuing District, Ogan Komering Ilir Regency, South Sumatra, Indonesia. A qualitative descriptive method was applied through observation, open interviews, and documentation. Informants included the elected village head, campaign team, religious leaders, heads of hamlets, and community members. Data were analyzed thematically to identify the main factors influencing the outcome. Results/findings: The elected candidate, Sugianto, applied offensive strategies such as a clear vision and mission, an organized campaign team, religious facility support, and direct engagement with residents. Defensive strategies included cultural closeness with the majority Javanese community, active participation in social events, and maintaining personal relationships with voters. These efforts produced a victory with sixty point five percent of votes, winning thirty seven out of forty polling stations, with voter turnout reaching eighty three point forty eight percent. Conclusions: A well balanced mix of offensive and defensive strategies, supported by cultural alignment and strong community ties, can greatly increase the likelihood of winning local elections. Limitations: The study is limited to one case in a single village, which may affect broader applicability. Contribution: The study enriches local political strategy literature and offers practical insights for researchers, policymakers, and future candidates in rural elections.

Abstract

Purpose: This study aims to analyze the factors influencing the strengthening of sub-district organizations through the increase in honorary staff and its impact on government performance in South Tangerang City. Strengthening sub-district organizations is a key aspect of improving the effectiveness and efficiency of local government administration. Honorary staff, as supporting resources at the sub-district level, play a strategic role in enhancing organizational capacity. Methodology/approach: The research employs a qualitative approach with a case study design, focusing on South Tangerang City. Data were collected through in-depth interviews and observations involving participants from various sub-districts. Data were analyzed using thematic analysis to explore the perspectives on the relationship between the increase in honorary staff, the strengthening of sub-district organizations, and government performance. Results/findings: The findings indicate that an increase in honorary staff significantly contributes to strengthening sub-district organizations, which in turn positively impacts government performance at the sub-district level. Conclusion: The study concludes that increasing honorary staff strengthens sub-district organizations and improves government performance. However, sustainable outcomes require integrated policies ensuring status certainty, ongoing training, and a supportive work environment. Limitations: The study focuses only on sub-district organizations in South Tangerang City, and the results may not be generalizable to other regions with different governance structures. Contribution: This research provides important policy implications for optimizing human resources at the sub-district level to enhance public services and improve governance.

Abstract

Purpose: This study aims to analyze the implementation of the Electronic-Based Government System (SPBE) in the integration of public services, particularly in the licensing sector at the Housing, Settlement, and Land Agency (Perkimta) of South Tangerang City, as well as to identify the main supporting and inhibiting factors. Methodology/approach: This study uses a qualitative descriptive approach, utilizing in-depth interviews with Perkimta officials, direct observation of service processes, and analysis of relevant policy documents. Results/findings: Findings show that the implementation of SPBE has successfully integrated various licensing services into an integrated digital platform, significantly accelerating the process of permit application, verification, and issuance. The results of the study show that integrated licensing services greatly assist the administrative processes of the South Tangerang government. Conclusions: The study concludes that SPBE implementation in the Perkimta licensing sector enhances efficiency, transparency, and accountability in public services. Integrated digital systems simplify procedures and improve public trust, though sustained success depends on human resources readiness, infrastructure, and digital literacy. Limitations: This study focuses specifically on Perkimta licensing services in South Tangerang City, and these findings may not be fully applicable to other government agencies or regions with different levels of digital readiness. The time frame of the study also limits the assessment of long-term sustainability impacts. Contribution: This study provides valuable insights for policymakers and government agencies implementing digital transformation initiatives. It highlights the importance of simultaneous investment in technology infrastructure, human resource capacity building, and public digital literacy programs. The study also offers practical recommendations for improving system interoperability and data security in e-government services.

Abstract

Purpose: This study aims to analyze the effectiveness of the slum area management program implemented by the Housing, Settlement, and Land Agency (PRKP) of South Tangerang City. The research evaluates how the program contributes to improving residential environmental quality and community welfare, focusing on planning, implementation, community participation, and post-program sustainability. Methodology/approach: A qualitative descriptive approach was employed, combining field observations in selected sub-districts, in-depth interviews with PRKP officials and local residents, and document analysis. The study assessed program effectiveness using four key indicators: planning, execution, community involvement, and post-program impact. Results/findings: The findings indicate that while the program has achieved significant physical improvements in slum areas, gaps remain in social empowerment, long-term sustainability, and active citizen engagement. Key outcomes include enhanced infrastructure and living conditions, though challenges such as weak multi-stakeholder collaboration and limited community ownership persist. Conclusions: The PRKP program improved infrastructure but lacked sustainability. Greater community involvement and stronger local governance are crucial for lasting results. Limitations: This study is geographically limited to South Tangerang City and may not fully represent slum management challenges in other regions. The short-term assessment period also restricted the evaluation of long-term program sustainability. Contribution: The research provides actionable recommendations for strengthening slum area governance, including fostering multi-sector collaboration, increasing local community participation, and integrating economic empowerment initiatives. The findings offer insights for policymakers and urban planners in designing sustainable and inclusive slum-upgrading programs.

Abstract

Purpose: This study aims to analyze the implementation of change management in supporting digital transformation within the South Tangerang City Government, particularly in the adoption of the Electronic-Based Government System (SPBE). The research evaluates how change management strategies address key challenges such as employee resistance, low digital literacy, and weak change management frameworks. Methodology/Approach: A qualitative descriptive approach was employed, utilizing in-depth interviews with government officials, direct observations of SPBE implementation, and document analysis. The study assessed change management effectiveness based on leadership commitment, employee engagement, and institutional readiness. Results/Findings: The findings reveal that change management has not been systematically implemented, leading to inefficiencies in digital transformation efforts. While some technological advancements have been achieved, persistent challenges include lack of structured organizational change models and insufficient transformational leadership to drive cultural and operational shifts. Conclusions: South Tangerang’s digital transformation has progressed technologically but is limited by employee resistance and low digital readiness. Strong leadership, user-focused systems, and ongoing capacity building are essential for sustainable governance. Limitations: This study focuses solely on the South Tangerang City Government, which may limit the generalizability of findings to other regions. Additionally, the dynamic nature of digital transformation necessitates continuous evaluation beyond the scope of this research. Contribution: The study offers practical guidance to strengthen digital transformation through structured change management, capacity building, and transformational leadership for sustainable public governance.

Abstract

Purpose: The purpose of this study is to determine the influence of office space on employee job satisfaction in companies within Pekalongan Regency. Research Methodology: This study employed a quantitative research approach, utilizing various data processing methods including instrument tests, classical assumption tests, simple linear regression, and hypothesis tests. These tests were used to assess whether the office layout has a significant impact on employee job satisfaction. Results: The study found that office layout significantly affects employee job satisfaction. The significance value was found to be 0.006, which is less than 0.05, indicating that there is a significant relationship. The t-value calculated was 2.910, which is greater than the t-table value of 1.692, thus confirming that the Ha hypothesis (alternative hypothesis) is accepted, meaning that office layout does indeed have an impact on job satisfaction, as r-table (0.334) was smaller than the calculated t-value. Conclusions: The study concludes that office layout plays a significant role in influencing employee job satisfaction. The better the arrangement of office space, the higher the likelihood of improved job satisfaction among employees. Limitations: The study's limitations include a limited number of respondents, which may have affected the generalizability of the results. Future studies could address these limitations by involving a larger sample and exploring additional variables that were not covered in this study. Contributions: This research contributes by offering insights into the relationship between office space design and employee job satisfaction, providing solutions for companies seeking to improve work environments and enhance employee satisfaction.

Abstract

Purpose: The study of the synergy of economics and environmental ethics in the Qur'an is becoming increasingly relevant in the context of efforts to find alternative solutions to conventional development models that often ignore environmental aspects and social justice. Methodology: The research approach method uses a comprehensive literature study that aims to collect and analyze in depth various literature related to the synergy of economics and environmental ethics. Results: The Qur'an guides humans to manage the earth with full responsibility. Sustainable development in Islam is not only about economic growth, but also moral, social, and ecological preservation. The goal of development according to Islam is not just economic growth, but fair and equitable welfare, and the preservation of Allah's creation. Islam encourages a circular economy and a sustainable lifestyle. Conclucions: Islamic teachings, as interpreted thematically from the Qur’an, provide a comprehensive ethical framework that supports sustainable development. This framework integrates environmental conservation with equitable economic growth, emphasizing responsible resource management and distributive justice as essential components of a just and sustainable society. Limitations: This study is limited to textual and conceptual analysis without empirical validation or field-based data. Future research may consider integrating empirical methods to assess practical applications of Qur’anic environmental ethics in modern economic systems. Contributions: The study contributes to the growing field of Islamic environmental ethics by offering a Qur’anic perspective on sustainability and proposing an alternative development paradigm rooted in Islamic theology.

Abstract

Purpose: This study analyzes systemic educational inequalities in Pagedongan and Pandanarum Districts, Banjarnegara Regency, using John Rawls’s theory of justice. It focuses on disparities in teacher distribution, infrastructure, funding allocation, and student transitions during the 2017–2024 period.Methodology: A qualitative case study approach was employed, involving participatory observation, semi-structured interviews with teachers, government officials, and parents, as well as document analysis of BPS data and educational budget reports. The data were analyzed thematically and validated through triangulation.Results: The findings reveal significant educational disparities, including a 7:1 ratio of primary schools to junior secondary schools, teacher shortages of up to 32% in certain rural areas, and an education budget absorption rate of only 47.5%. Economic barriers, such as transportation costs reaching IDR 500,000 per month, and sociocultural factors, including child labor and early marriage, which account for 65% of dropout cases, further exacerbate educational inequality. These conditions are inconsistent with Rawls’s difference principle, which emphasizes benefits for the least advantaged members of society. Conclusions: This study advocates affirmative policy measures, including a 50% increase in teacher incentives for service in remote areas, as well as reforms to decentralized educational governance. It offers a justice-based framework for addressing rural educational disparities in Indonesia.Limitations: The focus on only two districts may limit the generalizability of the findings. Furthermore, the qualitative design may not fully capture the statistical magnitude of educational inequalities. Developments occurring after 2024 were not considered, and Rawls’s theory may not entirely reflect local sociocultural dynamics.Contributions: This research provides both a philosophical framework and empirical evidence for policymakers. It identifies key drivers of educational inequality and proposes actionable recommendations for structural reform to ensure equitable educational opportunities for rural communities.

Abstract

Purpose: This study aims to analyze strategies for preventing and monitoring online gambling within university settings, providing a comprehensive overview of approaches that can be applied in higher education institutions. Methodology: A Systematic Literature Review (SLR) was conducted on 500 scholarly articles retrieved from the Dimensions database. Data were analyzed using VOSviewer to map research trends and identify key strategic approaches. Results: The analysis reveals three primary strategies: experiential-based education, strict regulatory measures, and technology-based surveillance. Educational strategies enhance digital literacy and awareness campaigns, regulatory strategies restrict access to online gambling platforms, and technology-based approaches employ network monitoring and early detection systems. Conclusion: The findings suggest that a multi-dimensional approach combining education, regulation, and technological monitoring is essential for creating gambling-free campuses. These strategies are mutually reinforcing and can provide a framework for effective prevention and supervision. Limitation: This study is limited to articles sourced from the Dimensions database, which may restrict the global generalizability of the findings. Contribution: This research contributes to public administration and higher education policy by offering a roadmap for developing evidence-based strategies to mitigate online gambling within university environments.

Abstract

Purpose: This research undertakes an analysis of the digital consumerism associated with the TikTok application among students at Brawijaya University. Its primary goal is to map and categorize the consumption patterns into two dimensions: Passive versus Active use, and Style versus Lifestyle motivation. Methodology: The study utilized a quantitative survey method to analyze digital consumerism among active students from 17 faculties at Brawijaya University. Data collection involved using a Google Form featuring a Likert scale instrument. The analysis employed a scoring and descriptive approach to interpret the total aggregate scores for the consumption categories. Results: The primary findings show that although passive consumption exists, the dominant pattern is active, largely defined by curation activities such as saving videos and using the search function for specific interests. Importantly, user motivation is predominantly Lifestyle-driven, meaning TikTok is integrated into personal values and routines, rather than being motivated purely by fleeting social trends or Style. Conclusions: Based from the findings, it can be concluded that TikTok is a significant and integrated part of their daily lives that reflects deeper personal interests and values rather than temporary trends. Limitations: The limitation of the study may not be broadly representative as the sample was limited to students from a single institution and relied solely on self-reported data. Contributions: This study offers a key contribution to Consumer Behavior by providing empirical evidence on the dominant active curation and Lifestyle-driven TikTok patterns among students, which can inform digital literacy efforts and marketing strategy development.
