Abstract

Purpose: The main purpose of this research is to investigate how bureaucratic behavior influences employee performance at Kecamatan Salahutu office. Methodology: This research employs a quantitative approach with a descriptive design to analyze the impact of bureaucratic behavior on employee performance. The quantitative approach was chosen because it allows for the objective measurement of variables and statistical analysis to identify relationships between independent and dependent variables. Results: The results of this study indicate a significant relationship between bureaucratic behavior and employee performance at Kecamatan Salahutu. High validity and reliability of the instruments used ensure accurate measurement of both variables. The findings demonstrate consistent improvement in employee performance when bureaucratic behavior aligns with effective practices, supporting the importance of fostering positive organizational behavior. Limitations: The limitations of this study include a limited sample size and a focus on a single district, which may affect the generalizability of the findings. Additionally, future research could explore other factors influencing bureaucratic behavior and employee performance. Contribution: This study contributes to understanding the impact of bureaucratic behavior on employee performance, providing insights for improving public service quality and fostering better organizational practices.

Abstract

Purpose: This study examines the implementation of legal aid as public policy for underprivileged communities in Malang City, emphasizing its alignment with Law No. 16 of 2011. The research aims to analyze the policy's effectiveness, its benefits to society, and the challenges faced during its implementation. Methodology: This study employs a qualitative approach with a normative research method, also known as a literature study. The research focuses on analyzing academic literature in the fields of public policy and legal aid. Data collection utilizes secondary sources such as government documents and media reports, both printed and electronic. The data is processed into narratives based on theories and concepts of public policy and then interpreted to provide comprehensive insights. No specific tools, brands, or software are mentioned in the document. Results: The study finds that Law No. 16 of 2011 effectively functions as public policy aimed at improving community welfare and ensuring legal equality. However, its implementation faces challenges, including difficulties in obtaining a Certificate of Inability (SKTM) and limited public awareness of legal rights, which hinder equitable access to legal aid. Contribution: This research contributes to the field of public policy and legal studies by providing insights into the intersection of legal frameworks and social equity. It informs policymakers, legal practitioners, and academics about the barriers and potential improvements in delivering legal aid to marginalized groups.

Abstract

Purpose: This article explores the challenges and opportunities of public service innovation in the Industrial Revolution 4.0 era. Methodology: The study employs a qualitative research approach that integrates literature analysis and expert interviews to explore the adoption and implementation of digital technologies in public sector services. The literature analysis involved a systematic review of academic journals, policy reports, and case studies to establish a theoretical framework and identify best practices from various regions. In parallel, in-depth interviews were conducted with experts in public policy, information technology, and digital governance to capture their insights on real-world challenges and opportunities. The qualitative approach was chosen for its ability to provide a nuanced understanding of complex phenomena, allowing for an in-depth exploration of both contextual and practical aspects of technological adoption in public services. Result: The findings reveal that digital technology enhances efficiency and transparency but faces barriers in regulation, infrastructure, and human resources. Limitation: Access to valid and up-to-date data on technology implementation in public services can be limited, especially in countries or regions that have not widely adopted technology. Articles may struggle to provide a comprehensive picture of technology implementation worldwide or even at the national level. Contribution: This study provides insights for policymakers to design technology-based public service innovation strategies.

Abstract

Purpose: This study aimed to evaluate how the electronic performance appraisal system (e-kinerja) is implemented for civil servants in the Banyuwangi Regency. It specifically focuses on assessing its effectiveness and enhancing accountability in performance evaluation. Methodology: This research was conducted in the Banyuwangi Regency using a qualitative approach. It involved in-depth interviews with civil servants and literature review to gather information on the implementation of the e-kinerja system. The tools used included interview guides to collect data from the participants and relevant documents to support the analysis. Results: The findings indicate that the e-Kinerja system significantly improves transparency and accountability in performance assessments, achieving a user adoption rate of 95%. However, many civil servants initially struggled with the new technology, which limited their ability to effectively use the system. This emphasizes the need for ongoing training and support in digital skills to help all users fully utilize the features of the system. Overall, this research provides valuable insights into the implementation of e-government initiatives, especially in enhancing performance evaluations in the public sector. Limitations: This study was limited to a single regency, which may affect the generalizability of the findings to other regions. Additionally, reliance on qualitative data may introduce a subjective bias. Contributions: This study offers valuable insights into e-government initiatives for enhancing performance evaluations in the public sector, emphasizing the importance of training and support in technology adoption.

Abstract

Purpose: The purpose of this study is to analyze the involvement of the United Arab Emirates (UAE) in the Sudanese Civil War in 2023. It aims to explore the strategic motivations behind the UAE's actions, the extent of its influence in the conflict, and the impact of its involvement on the political, security, economic, military, and humanitarian dimensions of the war. Methodology: This study uses a qualitative approach to analyze the United Arab Emirates' (UAE) involvement in the 2023 Sudanese Civil War. Secondary data is collected through a comprehensive literature review, utilizing academic sources, reports from international organizations, credible news outlets, and official documents. Results: The United Arab Emirates (UAE) has utilized illegal gold trade as one of the means to strengthen its position in the conflict and fund military operations. Diplomatically, the UAE has leveraged political power and international relations to influence Sudan's policies and mediate peace processes that benefit its interests. Limitations: The limitations of this study include the reliance on secondary data sources, which may present biases or incomplete information. Additionally, the dynamic and evolving nature of the Sudanese Civil War in 2023 means that new developments may not be fully captured in this analysis. Contribution: This study contributes to the understanding of the United Arab Emirates' strategic involvement in the Sudanese Civil War by analyzing its political, military, and economic influence. It offers new insights into how UAE utilizes geopolitical leverage, including gold trade and diplomatic efforts, to advance its regional interests and strengthen its position in the Middle East.

Abstract

Purpose: This study aimed to analyze the effectiveness of the maternity leave policy in Bali in safeguarding women workers' rights and to identify the normative challenges encountered in its implementation. Methodology: This study adopts a normative legal approach, focusing on literature studies and secondary data analysis, including an examination of relevant legislation, doctrines, and legal principles concerning maternity leave. Results: The findings indicate that while the maternity leave policy has a strong legal foundation, its implementation in Bali remains suboptimal, especially in the informal sector, where compliance with the regulation is low because of insufficient socialization and monitoring mechanisms. The implementation of the maternity leave policy in Bali requires strengthening through more effective socialization and monitoring, particularly in the informal sector, to ensure that women workers’ rights are fulfilled in accordance with existing regulations. Conclusion: Maternity leave in Bali is legally protected but poorly implemented, especially in informal sectors. It supports women’s health but does not solve wage inequality or unequal domestic roles. Stronger enforcement and shared caregiving are key to achieving true gender equality. Limitations: This study is limited to a normative approach with a focus on Bali; therefore, its findings may not be fully generalizable to other contexts. Contribution: This study provides insights for local policymakers on the importance of enhancing maternity leave policy implementation, particularly to support female workers' rights in Bali.

Abstract

Purpose: This study aims to determine how an archive storage system can improve the quality of services offered by the Pedawang Village Office. Methodology: The subject of this study is the apparatus of Pedawang Village, which consists of four people. The indicators studied were reliability, tangibles, responsiveness, assurance, and empathy. Results: The study found that although the government of Pedawang village has used an archive management system, archive storage is still performed manually. Because of the lack of infrastructure and storage facilities, the number of documents is growing. Conclusion: Pedawang Village's archiving system is good, but needs to be improved through the archive life cycle. The main obstacles are limited facilities, accumulation of archives, and poor knowledge of the village officials. Solutions include improved facilities, digitization of archives, and archival training. Limitations: The study only covered one village (Pedawang); therefore, the results cannot be applied to other villages with different characteristics. Contribution: With limited physical storage facilities, using information technology to store archives can benefit the organization and maintain the quality of service, increasing public trust in the Pedawang Village Government.

Abstract

Purpose: This study aims to deeply analyze the responses of online motorcycle taxi drivers to the implementation of E-Tilang (electronic ticketing) in Palembang City in 2024, by identifying their perspectives, attitudes, and experiences with the system. Methodology: A qualitative approach was used to gain in-depth insight. Data collection methods included field observations, in-depth interviews with drivers, questionnaires to capture broader views, and supporting documentation to strengthen the findings. Results: The implementation of E-Tilang has increased awareness of and compliance with traffic regulations among online motorcycle taxi drivers, mainly because of concerns over sanctions that could affect their income and reputation. However, challenges remain, such as the lack of socialization of incentives, limited driver involvement in policymaking, and the need for better education on the benefits of the system. A more inclusive and communicative approach is essential to ensure the long-term success of E-Tilang in promoting safer and more orderly traffic. Conclusion: E-Tilang in Palembang effectively improved traffic compliance among online motorcycle taxi drivers owing to concerns over penalties. To enhance its impact, better outreach, driver involvement, and education are required. An inclusive approach will support safer and more orderly traffic. Limitations: The short research duration and varying respondent understanding may have influenced the accuracy of the responses. Contribution: This study provides valuable insights for improving e-ticketing policies and serves as a reference for future academic research on traffic law enforcement.

Abstract

Purpose: The purpose of this scientific article is to analyze the expansion of the position and role of the TNI in the 2025 TNI Law regarding the potential formation of a Military Junta in the Unitary State of the Republic of Indonesia, as well as to compare the involvement of the Military in the political realm that occurs in Indonesia and Myanmar. Methodology/approach: The article was prepared using a qualitative method with a case study approach. Data collection was performed using library study and triangulation data analysis techniques. Results/findings: Results show that Myanmar's military dominance stems from authoritarian history and constitutional shifts. In contrast, Indonesia's 2025 TNI Bill expands military roles within state operations but raises concerns over democratic decline due to its non-transparent legislative process. Conclutions: The expansion of the position and role of the TNI based on the TNI Bill 2025 does not have the potential to create a Military Junta, but there needs to be supervision of every policy issued by the government related to the role and function of the TNI. Limitations: This paper is limited to the impact of the expansion of military positions in the TNI Law, which has the potential to create a military junta. In addition, the approach used in the analysis was limited to case studies and legislation. Contribution: This research contributes to the social, political, and legal fields that discuss the revision of the TNI Law, which has received various responses from local and global communities.

Abstract

Purpose: This study aimed to identify and describe the policy instruments used by the Kediri City Government to accelerate stunting reduction. Methodology/approach: A qualitative approach was employed in Kediri City through in-depth interviews with officials from the health department and a literature review. Data were collected using interview guides and relevant policy documents to understand the strategies and barriers to reducing stunting. Results/findings: Five main policy instruments were identified: family and community engagement, voluntary organizations, information and exhortation campaigns, subsidies, and regulatory policies. However, several obstacles hindered their effectiveness in the past. These include poor parenting practices, particularly in infant feeding (such as lack of exclusive breastfeeding and improper complementary feeding), parents’ refusal to consult pediatricians, and failure to follow prescribed special dietary interventions (PKMK) for toddlers with stunted growth. Conclutions: Although the Kediri City Government has implemented various appropriate policies, success is constrained by limited parental knowledge and awareness. To improve outcomes, greater emphasis should be placed on targeted education and personalized outreach, particularly for families with children with stunted growth. Strengthening the role of local institutions and leveraging existing community networks can enhance the dissemination and adoption of appropriate stunting management practices. Limitations: This study focused on only five types of policy instruments observed in the field. Future studies should explore additional instruments to achieve a more comprehensive understanding. Contribution: This study provides practical insights into local government policy tools for tackling stunting, offering a reference for other regions aiming to implement or enhance similar initiatives in the future.
