Abstract

This article discusses community-based tourism marketing (CBT) in South Aceh Regency. The objective of this research is to explore the concept of community-based tourism marketing and its potential for future development. These include marketing to both domestic and international travelers, to attract investors interested in the professional management of tourist attractions. This research discusses the role of the community in creating and developing tourist attractions by promoting them in their own way, without relying on assistance from the government. Data was analyzed using content analysis. This research uses a Community-Based Tourism (CBT) approach. This approach is very appropriate to use for developing community-based tourism programs. The findings in this research show the role of communities in South Aceh in developing tourist attractions in their environment so that they can generate economic income to support the general economy of the community and their businesses in the tourism sector without expecting assistance from the government.

Abstract

This article aims to find out how the Minister of ATR/Head of National Land Affairs Regulation No. 3 of 2023 is implemented regarding electronic certificate services in Probolinggo City, as well as to find out what the impact is in minimizing physical damage to documents on land certificates. Electronic certificates are expected to replace physical certificates which are vulnerable to damage, loss and forgery. The method used in this research is a qualitative approach with a case study at the Probolinggo City Land Office. Data was obtained through interviews with relevant officers, as well as surveys of land service users. The research results show that although electronic certificates can reduce the risk of physical damage to documents, there are still several obstacles in their implementation, such as limited technological infrastructure and uneven public understanding. Despite this, the majority of service users expressed a high level of satisfaction with the convenience and security offered by the electronic certificate system. The officers involved in this agency fully support this policy transformation. This research can recommend increasing outreach to the community and strengthening supporting infrastructure to maximize the benefits of electronic certificates in the future.

Abstract

This study analyzes the policy of preparing health service tariffs at the Cut Meutia General Hospital (RSU) of North Aceh Regency, which has the status of a Regional Public Service Agency (BLUD). Cut Meutia Hospital is the only advanced health facility in North Aceh and has a vital role in providing quality health services. This study focuses on how service tariffs are structured by considering the cost per unit of service, people's purchasing power, and the operational sustainability of sick homes. The results of the study show that Cut Meutia Hospital uses a tariff policy that includes cost recovery, cost plus, and cost minus. Although the rates set tend to be high for the lower middle economic community, this policy aims to ensure the sustainability of hospital operations and the quality of services provided. The process of preparing tariffs follows the regulations of the Regent of North Aceh, involving hospital management and other related parties. Periodic evaluations of tariffs need to be carried out in order to adjust to the needs of the community and service costs. This study provides an understanding of the importance of tariff policies in improving access and quality of health services and provides recommendations for hospital managers and local governments in setting fair and efficient rates.

Abstract

This study analyzes the effectiveness of digital identity issuance services at the Banyuanyar District Office, Probolinggo, based on timeliness, service quality, accessibility, and public satisfaction. by addressing two main research questions: (1) How effective is the implementation of digital identity services? and (2) What are the supporting and inhibiting factors? Using a qualitative approach with data collection through interviews, observations, and document analysis, the findings show improvements in efficiency but also challenges. Time liness has improved compared to conventional services, but technical issues such as network disruptions and limited human resources still cause delays. In terms of service quality, officers follow procedures, but the lack of public socialization makes it difficult for some groups, such as the elderly, to use the system independently. Accessibility is adequate for those with stable internet, but citizens in remote areas still need to visit the district office. Public satisfaction is generally positive, but technical difficulties such as document upload failures and slow system responses remain concerns. To enhance service effectiveness, improvements in digital infrastructure, skilled personnel, and broader public outreach are needed.

Abstract

This study aims to find out two things: first, to understand more deeply about the exchange rate of goods in the barter tradition in Wulandoni District, Lembata Regency, East Nusa Tenggara, and second, to analyze the factors that affect the existence of the barter market in the midst of the circulation of banknotes in the modern century. The type of research used is qualitative descriptive research, which is carried out at the Wulandoni Barter Market. Data were obtained through observation, interviews, documentation, and literature studies. The results of the study show that in barter transactions in Wulandoni District, the exchange rate of goods is determined based on an agreement, without involving money as an intermediary. This barter system uses a traditional rule called "monga" to determine the exchange rate of goods. In addition, factors that affect the existence of this barter market include customary and cultural factors, tena and cotoklema factors, prefo factors, and geographical factors. The barter market has survived because of its harmony with the culture and customs of the local community that upholds traditional values, even though banknotes are widely circulated.

Abstract

This study aims to determine the reasons why the UK changed its immigration foreign policy. This study will explain the factors that drove the change in UK immigration policy to the Points-Based Immigration System. The research method used in this study is explanatory qualitative. This article is compiled by collecting data from books, journal articles, official government websites, and credible articles related to the topic being analyzed. After officially leaving the European Union, the UK stopped the Free Movement policy and replaced it with a new immigration policy based on points, namely the Points-Based Immigration System. This new policy, which is stricter and under the full control of the British government, is expected to reduce the high number of immigrants in the UK. After being bound by EU policies for so long, the UK is finally free to implement its own policies that are in accordance with its national interests. The findings show that changes in UK immigration foreign policy are driven by domestic factors in the form of bureaucracy, public opinion, media, interest groups, and political parties, as well as international factors in the form of global factors, regional factors, bilateral relations, and non-state actors.

Abstract

This study aims to explore the legal perspective on killing a robber in self-defense according to Islamic Criminal Law (Fiqh Jinayah) and Indonesian Positive Law. The method used is library research. The findings indicate that many people still lack a clear understanding of the legal provisions regarding killing a robber in self-defense. Meanwhile, cases of robbery targeting personal belongings such as motorcycles, bicycles, and other valuables continue to occur frequently in various regions. This lack of understanding leads to uncertainty when facing such threats, even in situations where the victim may lose their life. In Islamic Criminal Law, self-defense resulting in the death of an attacker can be justified if certain conditions are met, such as a real threat to life or honor. In Indonesian Positive Law, self-defense is regulated in the Criminal Code (KUHP), which provides legal protection to victims who defend themselves proportionally. This study emphasizes the importance of legal education for the public so that individuals understand their rights and limitations when acting in self-defense against criminal acts like robbery.
