JI_MILD adalah Jurnal Ilmiah Magister Ilmu Administrasi. JI_MILD merupakan jurnal ilmiah yang pengelolaanya berada di bawah Program Pascasarjana Universitas Ialam Malang. JI_MILD merupakan kumpulan karya ilmiah mahasiswa berupa resensi hasil penelitian (Tesis) dalam penyelesaian Strata 2 maupun hasil penelitian dosen pada Program Pascasarjana Universitas Islam Malang untuk program studi Magister Ilmu Administrasi. JI_MILD milik Program Studi Magister Ilmu Administrasi Program Pascasarjana Universitas Islam Malang terbit dua kali dalam satu tahun yaitu pada bulan Februari dan Agustus. Abstract

Abstract This study departs from Minister of Domestic Affairs Regulation Number 4 of 2010 Concerning Integrated District Administrative Service Guidelines (PATEN), this guideline aims to bring services to the public to be fast, easy, affordable, professional so as to encourage the realization of sub-districts as a service center and service node for offices/integrated service agency in the Regency/City, but in the implementation of the Plandaan District, there are still many obstacles, especially in the aspects of the expertise of service implementing officers, internet network problems and, constraints from citizens who are reluctant to take care of their own files.The formulation of the problem in this study is PATEN Services in Plandaan Subdistrict, Jombang Regency, then Implementation of integrated district administration service policy (PATEN) in Plandaan Subdistrict, Jombang Regency, Supporting and inhibiting factors for the successful implementation of integrated district administrative service policy (PATEN) in Plandaan Subdistrict, Jombang Regency. This study uses a qualitative approach, with descriptive research type, while the research location is in the Plandaan District office in Jombang, the data collection technique used is to use interview, observation, and documentation techniques. While the research instruments are the researchers themselves, interview guides, and communication and documentation tools. Analysis of the data of this study uses an interactive model that is data reduction, data presentation, and verification of conclusion data.The results of the study show that if the physical aspects and resource aspects of the Plandaan District office can synergize with the communication aspects, and a good bureaucratic structure is supported by aspects of reliability, direct evidence, responsiveness, assurance and empathy in conducting PATENT services, then the aspect improvement facilities and infrastructure, SOP, and bureaucratic aspects in order to improve the existing service constraint factors can make the quality of services provided to the public be achieved to the maximum and quality. Keywords: Policy implementation, Services, PATEN, District Plandan

Abstract

Abstrac:The basis used in this research is Law Number 6 of 2014 concerning Villages which is the beginning of achieving the empowerment of the State and Indonesian Nation from the independence of its villages. This is done by establishing a Village economic institution, namely Village-Owned Enterprises (BUMDES).In this research, the approach used is qualitative with descriptive research type. The research location is in the Village Gersik Putih with the research site at BUMDES Desa Gersik Putih Kec. Gapura Kab. Sumenep. The data sources used are primary data and secondary data. The data collection technique is done by using interview, observation, and documentation techniques. The data analysis technique used consists of data reduction, presentation and verification, which is also called drawing conclusions.The results showed that by empowering the people of Gersik Putih Village, including people who have businesses, the poor, women's business groups, and local residents of Gersik Putih Village, the form of empowerment was by managing various preparations including processed milkfish brains, milkfish brain cakes, fried milkfish. , and roasted / grilled milkfish, BUMDES policies in choosing management have the ability, experience in organizing economic development, and community empowerment, the implementation of policies of the parties involved in implementing policies of all BUMDES administrators, heads, secretaries, treasurers, heads of business units, and workers, the public response in implementing their policies is very good, the obstacles faced by BUMDES in implementing their policies are that some people who have businesses do not want to join BUMDES, the welfare of the community since the existence of BUMDES they have regular income, the needs of the community are all separated nuhi, the economic impact of the village has increased. Keywords: BUMDES Policy, People's Economic Empowerment, Community Welfare.

Abstract

Abstract Inovasi dalam pelayanan publik sangat diperlukan bagi instansi pemerintah sebagai penyelenggara pelayanan publik agar dapat beradaptasi dengan perubahan lingkungan di masyarakat serta memudahkan pencapaian tujuan berbagai pihak. Inovasi merupakan salah satu wujud upaya reformasi pelayanan publik agar dapat menciptakan pelayanan yang efektif, efisien, akuntabel serta transparan demi terwujudnya good governance. Salah satu wujud inovasi adalah penggunaan e-government dalam pelayanan publik, sebagaimana yang diterapkan pada Badan Perencanaan Pembangunan Daerah (BAPPEDA) Kabupaten Mojokerto melalui inovasi pelayanan Sistem Informasi Penataan Ruang (SIPR) berbasis website “Majapahit GIS” yang telah digagas sejak akhir Tahun 2017.Penelitian ini bertujuan untuk menganalisis penerapan inovasi pelayanan berbasis website (e-government) pada pelayanan Sistem Informasi Penataan Ruang (SIPR) “Majapahit GIS” di BAPPEDA Kabupaten Mojokerto. Metode penelitian menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data berupa wawancara, observasi dan studi dokumenSedangkan fokus penelitian ini yaitu: 1) Penerapan inovasi pelayanan berbasis website meliputi : efektivitas inovasi, keberhasilan penerapan e-government, dan penerapan prinsip-prinsip pelayanan publik; 2) Faktor pendorong dan penghambat; 3) Strategi mengatasi hambatan dalam inovasi pelayanan. Analisis data menggunakan teknik interaktif model dari Miles, Huberman and Saldana (2014). Hasil penelitian menunjukkan bahwa inovasi pelayanan berbasis website Sistem Informasi Penataan Ruang (SIPR) “Majapahit GIS” di BAPPEDA Kabupaten Mojokerto telah berjalan cukup efektif dan telah memenuhi prinsip-prinsip aksestabilitas, kontinuitas, teknikalitas, profitabilitas, dan akuntabilitas.  namun belum berhasil optimal dalam  mewujudkan “one database system” atau sistem layanan terintegrasi yang dapat menyediakan seluruh data untuk mendukung perencanaan pembangunan wilayah di Kabupaten Mojokerto. Faktor pendorong dalam inovasi ini adalah komitmen pimpinan, sumber daya manusia, sarana prasarana serta dukungan kebijakan pemerintah pusat. Sedangkan faktor penghambatnya meliputi : kurangnya tenaga ahli di bidang IT, akses yang lamban karena aplikasi menggunakan jaringan internet terbuka, menu dialog publik yang belum efektif untuk konsultasi, kurangnya data pendukung, kurangnya dukungan pemerintah daerah dan sistem reward and punishment yang mendukung pelaksanaan kebijakan “one database system”. Strategi untuk mengatasi hambatan dalam inovasi ini meliputi : 1) penggunaan jaringan fiber optic yang disediakan pemerintah daerah untuk meningkatkan kesepatan akses pelayanan online; 2) Optimalisasi fungsi menu dialog publik; 3) Menjalin kerjasama dengan sektor swasta dalam penyediaan tenaga ahli di bidang IT Kata kunci : inovasi, efektivitas, e-government, informasi tata ruang

Abstract

AbstrakHasil penelitian menunjukkan bahwa pemerintah sudah memberikan ruang yang sangat besar untuk berpartisipasi langsung terhadap pembangunan di Desa Ncera kecamatan belo kab. Bima, dan memliki dampak dalam mengembangkan potensi yang dimiliki Desa dan pemuda mampu hadir sebagai agen of change. Kendala yang dihadapi pemuda Desa Ncera beragam mulai dari masalah internal sampai dengan masalah eksternal. Pemuda Desa Ncera sudah memiliki upaya dalam membantu pemerintah Desa dengan ikut berpartisipasi langsung mulai dari tahap perencanaan sampai tahap pemanfaatan hasil dan ikut berpartisipasi langsung dalam mengembangkan potensi yang dimiliki oleh Desa. Adapun saran yang diberikan penulis adalah  Pemerintah Desa Ncera harus berperan aktif memberikan pendidikan penyadaran kepada para pemuda. Pemuda Desa Ncera harus berpartisipasi aktif dalam melakukan penyadaran kususnya mengembalikan budaya gotong royong yang telah lama hilang demi kemajuan Desa Kata Kunci: Peran Strategis, Pemuda, Pembangunan

Abstract

Hasil dari penelitian ini adalah untuk mengukakan tentang bagaiamana prosedur dalam menganalisis tentang proses pengambilan kebijkan pengangkatan Raja negeri atiahu berdasarkan sistem adat lokal kecamatan siwalalat dengan metode kualitatif dalam suatu landasan yang kuat melalui observasi dan wawancara terhadap tokoh-tokoh setempat yaitu di negeri atiahu. Dari.hasil.penelitian.di.Negeri Atiahu Kecamatan Siwlalat Kabupaten Seram Bagian Timur Provinsi Maluku memilik banyak potensi Kearifan Lokal yang bisa di kembangkan dan bisa dimanfaatkan secara optimal oleh pemerintah negeri Atiahu, salah satunya adalah melestarikan budaya Lokal Negeri Atiahu yakni selalu mengingat dan memahami betul arti adat istiadat di negeri Atiahu, dan selalu berkontribusi bersama pemerintah Daerah setempat, Faktor penghambat dalam Proses Pengambilan Kebijakan Pengangkatan Raja Berdasarkan Sistem Adat Lokal Negeri Atiahu adalah Rendahnya pemahaman masyarakat terhadap suatu masyarakat yang selama ini masih menganut Sistem adat lokal salah satunya di negeri Atiahu Kecamatan Siwalalat Kabupaten Seram Bagian Timur Provinsi Maluku. Kata Kunci: Pengambilan Kebijakan, Pengangkatan Raja, Sistem Adat Lokal

Abstract

ABSTRACTThis research is motivated by the desire to strengthen the regional revenue structure and to make this region capable and independent, so the contribution of the local area collected based on regional regulations in accordance with the laws and regulations is always improved, especially from the Regionally Owned Enterprises (BUMD).Business Entity whose capital is owned by the region, in this case (Regional Services Company of Malang Regency). Is part of a Regionally-Owned Enterprise in the Regency. Malang, which contributes Regional Original Revenue to Malang Regency, but in its journey there are several business units that have not yet made a maximum contribution to Malang Regency's Original Regional Revenue. In-depth observations are described in the case study description. In the Regional Services Company Yasa Malang Regency). How to collect data using two-way communication between interviews with interviewees, and go directly to the field. while in-depth observation through observation, and conducting interviews, while the analysis and interpretation using a reciprocal method from Milles Hubermas & Saldana (2014).The research findings revealed the following results 1). The journey of implementing the decision to increase the potential of local revenue by increasing the quality of human resources, optimizing tourism promotion strategies by opening a kind of secretariat that explains tourism or visitors who use to introduce tourism objects, arrange and implement ways of utilizing wealth to produce optimal results, make improvements or the addition of infrastructure in the Business Unit, efficiency or savings in company expenses / costs. 2). The problems faced in carrying out policies to improve local opinion include: the problem has not been given the compensation management of Songgoriti baths by PT Lembu Nusantara Jaya. The existence of Songgoriti's baths and printing are considered dead, so the existence of these two units has not yet contributed to the maximum Local Revenue. In addition, the factor is less effective and less efficient target of earning revenue. 3). Analysis of the model implementation of the policy to increase local revenue, in its development has not yet been maximized, even though the management system has changed, so that the revenue condition is still below this standard, the Directors of the Regional Service Company of Malang Regency are required to take steps to look for a solution such as formulate plans and implement strategies to utilize assets to gain greater profits/profits, while also finding unique ways to improve work processes so that the Regional Service Company can have a better level of accountability Keywords: Policy Implementation, Increasing Local Revenue, Regional Company Jasa Yasa.
