Jurnal Lemhannas RI (JLRI) is multidisciplinary, focusing on all aspects of national resilience. This journal publishes articles 4 issues every year. Abstract

Purpose: This study aims to explore effective strategies and measures necessary to strengthen non-military defence in Indonesia in response to increasingly complex non-military threats driven by technological advancements and globalisation. Design/Methodology/Approach: The research adopts a qualitative approach with descriptive analysis to investigate inter-agency coordination, community participation, and technological integration as key elements of non-military defence strategy. Data were collected from various sources, including relevant legislation, academic studies, and real cases in Indonesia. Findings: The analysis indicates that although Article 30(2) of the 1945 Constitution and Article 7(3) of Law No. 3 of 2002 emphasise the importance of participation by all national components, the implementation of non-military defence in Indonesia faces challenges due to unclear legal frameworks and insufficient inter-agency coordination. The 2023 cyber-attacks underscore the urgency for comprehensive regulation and effective coordination practices. Originality/Value: This study contributes new insights by proposing a multidimensional approach to reinforce non-military defence through cross-agency collaboration, enhanced digital capacity, and community involvement, aiming to build a more responsive defence system

Abstract

Purpose: Mass shootings in America have increased significantly in recent decades. Half of all incidents have occurred since 2000, with one-third since 2010. Victim numbers have also risen, from an average of 8 deaths per year in the 1970s to 51 per year in the 2010s. Data reveal that most perpetrators are white males, and that a culture of violence and easy access to firearms are key drivers. This study investigates why many white men commit mass shootings, using the Buffalo shooting as a case study. Study Design/Methodology/Approach: This research adopts a qualitative design, using a case study approach to examine events and individual action in detail. Findings: Mass shootings are rooted in social pathologies within American society, exacerbated by the ideology of white supremacy. This ideology, born from frustration with progress in racial and gender equality, channels anger towards individuals perceived as foreign. Originality/Value: The study underscores the need for risk management in firearm ownership to prevent misuse. By providing an in-depth analysis of a specific case, it enriches existing literature on supremacist ideology and offers insights into its prevention.

Abstract

Purpose: The spread of hoaxes has intensified in recent years, posing a threat to national resilience due to their potential to incite national disintegration. This study aims to optimise the "Lambe Hoaks" digital literacy program on Instagram to mitigate the spread of misinformation and strengthen national resilience. Study Design/Methodology/Approach: This research employs a qualitative approach, gathering data through interviews with key informants from both the governmental and private sectors. The analysis focuses on assessing the effectiveness of the "Lambe Hoaks" programme and identifying strategies for improvement. Findings: The "Lambe Hoaks" programme, which combines contemporary appeal with accurate information dissemination, holds significant potential to serve as a primary reference for the public in verifying information. However, findings reveal a gap between the programme's objectives and its actual impact. Addressing this discrepancy requires enhancements to content quality, increased audience engagement, and the implementation of a more effective promotional strategy. Originality/Value: This study provides a focused analysis of the "Lambe Hoaks" initiative, highlighting its potential and limitations in combating hoaxes. It offers practical recommendations for optimising digital literacy efforts to safeguard national resilience, enriching the discourse on countering misinformation in the digital age.

Abstract

Purpose: The aim is to assess the role of nuclear energy as a stable and environmentally friendly energy source, as well as its advantages over fossil fuels and renewable energy. The research identifies the benefits, challenges, and technological advances in nuclear energy, as well as the potential for its expanded use in global efforts to reduce carbon emissions and transition to more environmentally friendly energy sources. Study Design/Methodology/Approach: The study used qualitative methodology. Data was collected from secondary sources; scientific papers, government reports, and industry assessments. Findings: Nuclear energy is a stable, low-carbon energy source that is independent of weather conditions, supporting grid stability, especially during times of peak demand or low renewable energy availability. But there are significant challenges. Modern reactor designs and new cooling systems can overcome these challenges and improve nuclear energy efficiency. International co-operation and oversight by the IAEA are essential to ensure global nuclear security. Originality/Value: Comprehensively analyses the role of nuclear energy in meeting global energy needs, combating climate change, and driving technological innovation. Evaluates the benefits and challenges of nuclear energy, with an emphasis on safety, waste management, and technological advancement. Policy recommendations, investment guidelines, and strategies to extend the lifetime of nuclear power plants.

Abstract

Purpose: This article aims to identify the current state of Low-Carbon Development (LCD) within Indonesia’s poultry sector, outline the challenges encountered, and explore strategic measures to enhance its implementation in support of the green economy. Design/Methodology/Approach: This study adopts a descriptive-analytical method with a qualitative approach. Analytical tools such as PESTLE, SWOT, and the National Resilience approach are employed to assess the challenges, opportunities, and strategies for implementing LCD. Findings: Although various policies have been implemented, including the use of biodigester technology and government incentives, significant barriers persist, such as high operational costs, technological limitations, and inadequate education. Stronger policy support, financial incentives, and cross-sector collaboration are essential for a successful transition towards a green economy. Originality/Value: This article provides a comprehensive perspective on how Indonesia’s poultry sector can overcome LCD challenges by leveraging modern technology and fostering cross-sector collaboration

Abstract

Purpose: This study examines the role of national vigilance in addressing threats and ensuring the successful consolidation of democracy in Indonesia, focusing on internal and external challenges. Study Design/Methodology/Approach: A qualitative descriptive approach is applied, integrating theoretical frameworks, geopolitical analysis, and data from the National Resilience Laboratory (Labkurtannas). The study analyses the synergy of democratic elements, including political institutions, civil society, and national values, supported by programmes such as the National Values Strengthening Programme by Lemhannas RI. Findings: The study indicates that national vigilance is indispensable in countering asymmetric threats such as radicalism, ideological infiltration, and social polarisation. While challenges remain, including weak political ethics and systemic corruption, leveraging democratic elements and strengthening national values can enhance resilience. Programmes promoting Bhinneka Tunggal Ika significantly contribute to fostering nationalism and addressing modern challenges. The research also highlights the need for integrated strategies to anticipate digital-era threats. Originality/Value: This study underscores the strategic role of national vigilance as a unifying framework for consolidating democracy in Indonesia. It provides actionable recommendations for policymakers and identifies areas for future research on national resilience in the context of digital and asymmetric threats.

Abstract

Purpose: This research investigates the impact of financial inclusion on income equality and examines the prospect of a cashless policy for economic resilience in Nigeria. The study explores whether financial inclusivity could enhance income equality and assesses the effectiveness of the Central Bank of Nigeria's cashless policy. Study Design/Methodology/Approach: The research employed various statistical techniques, including fixed effect Instrumental Variable Regression (IVR), Instrumental Variable Quantile Regression (IVQR), and Logit regression. These methods were used to analyze the relationship between financial inclusion and income equality, as well as the feasibility of the cashless policy in Nigeria. Findings: The results demonstrate that financial inclusion significantly influences household income equality, particularly among lower-income groups. However, the impact of financial inclusion on income equality is not uniform across different levels of financial inclusion. Additionally, while financial inclusion shows promise for reducing inequality at lower income distributions, the cashless policy has limited potential to further promote financial inclusion in Nigeria. Policymakers may need to consider alternative strategies, such as agent banking, mobile money, or financial education programs, to sustain and enhance financial inclusion. Originality/Value: This study provides critical insights into the interplay between financial inclusion and income equality in Nigeria. It also offers a nuanced evaluation of the Central Bank of Nigeria's cashless policy, highlighting the need for more inclusive and adaptive approaches to strengthen financial systems and economic resilience.

Abstract

Purpose: This study examines the development of trilateral economic cooperation between Indonesia, Australia, and Papua New Guinea, focusing on maritime transport connectivity, fisheries management, and tourism and education collaboration. The research highlights how these initiatives can support regional integration and promote sustainable economic growth in border areas. Study Design/Methodology/Approach: The study employs a qualitative descriptive approach by analysing secondary data on transportation networks, fisheries production, and cross-border trade. It integrates theoretical perspectives on international trade, blue economy, and regional cooperation to evaluate the potential and challenges of trilateral partnerships. Findings: The study finds that improved sea route connectivity can reduce transportation costs, enhance export competitiveness, and stimulate investment and trade. Collaboration in fisheries can boost local livelihoods through increased production, job creation, and technology transfer. Furthermore, tourism and education cooperation can strengthen regional ties, improve human resource quality, and support sustainable economic development. Originality/Value: This study contributes to the literature on regional economic cooperation by providing insights into the strategic potential of trilateral partnerships in eastern Indonesia. It highlights practical recommendations for enhancing connectivity, fostering resource sustainability, and promoting social and economic development in maritime border areas.

Abstract

Purpose: This study explores Indonesia's maritime security challenges in the North Natuna Sea (NNS) amid rising tensions in the South China Sea, driven by major power rivalries, particularly China's assertiveness and the implications of the AUKUS trilateral security pact. Study Design/Methodology/Approach: The research employs a literature review and meta-analysis to synthesise existing studies on Indonesia’s defence policy and maritime strategy, offering a comprehensive examination of the nation’s strategic responses to external pressures. Findings: The findings reveal that Indonesia faces critical challenges in safeguarding its sovereignty over its Exclusive Economic Zone (EEZ) due to China’s aggressive territorial claims and military activities. Additionally, the emergence of AUKUS has encouraged Indonesia to reassess its security posture, indicating a potential pivot towards deeper defence cooperation with Western allies and modernising its military capabilities. Originality/Value: This research contributes to the discourse on maritime security in Southeast Asia by addressing Indonesia's strategic options and examining the potential significance of an AUKUS-Republic of Indonesia partnership (AUKUSRI). It underscores the importance of adaptive measures to navigate an increasingly complex geopolitical landscape.

Abstract

Purpose: This study examines how technological innovation influences national resilience, stability, and security in Indonesia. It focuses on cybersecurity, digital infrastructure, and renewable energy as key factors in strengthening national unity and mitigating internal and external threats. The study also explores how technological pride fosters social cohesion and enhances Indonesia’s role as a regional technology leader in ASEAN. Design/Methodology/Approach: A qualitative research approach is used, analyzing secondary data from government reports, policy documents, academic literature, and media sources. Thematic analysis identifies patterns in technological innovation, national security, and public confidence. A case study approach examines Indonesia’s cybersecurity strategies, digital transformation policies, and renewable energy initiatives. Triangulation is applied to ensure data validity and reliability. Findings: Findings show that technological pride strengthens public confidence, particularly in times of crisis, such as the COVID-19 pandemic. Investment in digital infrastructure and cybersecurity enhances national security by reducing cyber threats. Progress in renewable energy supports energy independence, reducing reliance on fossil fuels. Indonesia’s technological leadership in ASEAN also fosters regional security cooperation, particularly in cybersecurity and energy security. Originality/Value: This study provides a comprehensive perspective on the intersection of technological advancement, national resilience, and security, an area that remains underexplored in Indonesia. Unlike previous studies focusing on cybersecurity or energy separately, this research links these aspects to national stability and geopolitical influence. The findings offer practical insights for policymakers and security agencies, emphasizing the need for sustained investment in innovation, digital literacy, and strategic collaboration to maintain Indonesia’s long-term technological resilience and security.
