Jurnal Lemhannas RI (JLRI) is multidisciplinary, focusing on all aspects of national resilience. This journal publishes articles 4 issues every year. JLRI aims to provide a platform for intellectual discourse on topics such as Geography, Demography, Natural Resources, Ideology, Politics, Economics, Socio-Cultural, Defense and Security. Abstract

Purpose: The study analyses the current status of green industry development in Indonesia, investigates the factors influencing its progress, and proposes optimisation strategies to support a sustainable national economy. Study Design/Methodology/Approach: A descriptive research method is applied using the PESTLE (Political, Economic, Social, Technological, Legal, and Environmental) framework. Data sources include comprehensive literature reviews, national policy documents, and industry performance reports. Findings: The study reveals that green industry development in Indonesia faces substantial obstacles, such as regulatory inconsistencies, limited access to local technological innovation, inadequate fiscal incentives, and a shortage of skilled human resources in green sectors. Despite these challenges, there are significant opportunities for improvement through enhanced technological innovation, strengthened cross-sector collaboration, expanded government incentives, and increased investment in green industries. Originality/Value: The study provides a novel contribution by presenting actionable strategies for optimising green industry development through regulatory harmonisation and multi-stakeholder collaboration. The insights offer policy recommendations designed to foster sustainable, inclusive, and competitive economic growth in alignment with national and international sustainability commitments.

Abstract

Purpose: This study aims to analyse the use of digital technology to enhance the performance of micro, small, and medium enterprises (MSMEs) in Indonesia, identifying challenges, obstacles, and strategies to improve their competitiveness, productivity, and economic welfare through digital transformation. Design/Methodology/Approach:A qualitative approach with a descriptive-narrative method was used. Secondary data were gathered from websites, government reports, and journal articles, with 70% from Indonesia and 30% from international sources, to synthesise existing research on MSMEs’ digital technology adoption. Findings: Key barriers include limited digital literacy, inadequate infrastructure, and poor financial management practices. Despite these challenges, digital tools have expanded market access, improved transaction speed, and reduced costs. Strategies such as enhancing digital literacy, using e-commerce platforms, and increasing local government support have been crucial in supporting MSME growth. Originality/Value:This study provides insights into the strategies needed to strengthen MSME digital transformation in Indonesia, contributing to the development of policies and programs that empower MSMEs and boost their economic impact. These insights are valuable for policymakers, MSME leaders, and academics promoting digital adoption and economic resilience.

Abstract

Purpose: This study analyses the application of Maqasid Syariah principles in maritime economic policies to promote social justice and sustainability in the coastal regions of Malaysia and Indonesia. It highlights key challenges and proposes Islamic-based solutions to enhance the resilience and prosperity of these areas. Study Design/Methodology/Approach:A descriptive-analytical approach was adopted, integrating Maqasid Syariah principles with the concept of national resilience. The study utilised data from literature reviews, policy analyses, and comparative studies of maritime economic frameworks in both countries to develop a comprehensive evaluation model. Findings: The findings indicate that the application of Maqasid Syariah principles strengthens sustainable development through environmental protection, equitable resource distribution, and community empowerment. However, challenges such as weak law enforcement, limited public awareness, and unequal access to resources impede effective implementation. Islamic economic instruments like zakat and waqf provide practical, inclusive solutions to these issues, with significant potential for wider application in maritime economic policies. Originality/Value: This study bridges the gap between Islamic values and modern economic policy, offering a distinctive framework for sustainable development in coastal regions. By integrating Maqasid Syariah principles, the study presents a novel strategy to tackle environmental and socio-economic challenges, thereby enhancing national resilience and sustainable growth

Abstract

Purpose: This research examines the alignment between Prophet Yusuf's historical food security strategies and modern Enterprise Risk Management (ERM) frameworks to inform contemporary food security policies. Study Design/Methodology/Approach: A qualitative analysis of historical texts, including interpretations by scholars such as Al-Qurtubi (2008) and Al-Tabari (2009), was conducted to extract key components of Prophet Yusuf's strategies. These components were then compared with current ERM principles to assess their applicability in today's policy context. Findings: The analysis reveals that methods such as predictive risk assessment, strategic grain storage, sustainable resource management, waste reduction, and contingency planning closely mirror modern ERM practices. Integrating these historical strategies can enhance the resilience and effectiveness of current food security policies. Originality/Value: This study bridges historical analysis and modern risk management, offering a unique perspective on the relevance of ancient practices in addressing contemporary food security challenges. It provides actionable insights for policymakers seeking to incorporate proven strategies into modern frameworks, thereby strengthening national and regional food security resilience.

Abstract

Purpose: This study explores the critical role of Remote Sensing (RS) and Geographic Information Systems (GIS) in supporting Sustainable Development Goals (SDGs) and strengthening national resilience. It aims to highlight the originality and significance of RS and GIS as strategic tools for spatial data collection, analysis, and visualization. Study Design/Methodology/Approach: This research employs a qualitative methodology based on a literature review and case studies. The study evaluates the application of RS and GIS in various sectors, including disaster mitigation, environmental preservation, and resource optimization. Findings: The findings indicate that RS and GIS significantly contribute to SDGs by facilitating actions on climate change, biodiversity conservation, equitable resource distribution, and poverty alleviation. Additionally, RS and GIS strengthen national resilience through economic optimization, ecological disaster mitigation, conflict resolution, and strategic area monitoring. Originality/Value: This study underscores the integrative role of RS and GIS in aligning SDGs and national resilience objectives, offering practical implications for decision-making across multiple sectors. The results provide a foundation for policymakers and practitioners to leverage RS and GIS for holistic and sustainable development.

Abstract

Purpose: The aim of this article is to review the literature related to Indonesia’s Global Maritime Fulcrum (GMF) policy, which was initiated by President Joko Widodo at the beginning of his administration in 2014. This study seeks to identify the challenges that arose during the transition and implementation of the GMF policy, particularly in the period from 2014 to 2019. Study Design/Methodology/Approach: This article employs a qualitative research method with a descriptive-analytical approach. Literature sources such as journal articles, opinion pieces, books, and documents from relevant ministries and agencies are utilized to analyze the trends in the development of PMD policy during the second half of President Joko Widodo's administration. Findings: The findings indicate that most recent literature suggests a shift in priorities during President Joko Widodo's second term (2014-2019) concerning the GMF policy. This shift is evident from the decreasing focus on GMF in various speeches and governmental policies, alongside a greater emphasis on land-based infrastructure and economic development rather than maritime. The article categorizes the factors contributing to this shift into two major groups: external challenges and internal challenges. The primary external challenge currently faced by Indonesia is the increasing aggressiveness of China in the South China Sea. Meanwhile, the internal challenges include the limitations of military budgets, the COVID-19 pandemic, the allure of China's economic incentives, and a lack of coordination among related ministries and agencies.Top of FormBottom of Form Originality/Value: The study underscores the need on GMF issues should focus more on the prioritization of GMF programs. Additionally, relevant ministries and agencies need to establish realistic priorities within the GMF program, considering current budgetary constraints and the socio-political and economic landscape, to effectively achieve the GMF vision.

Abstract

Purpose: Cybercrime poses an escalating threat to national security, necessitating stronger multilateral cooperation to address cybersecurity governance gaps. This analysis examines how strategic collaboration, legal harmonisation, and intelligence-sharing enhance cyber resilience while identifying key challenges and opportunities in reinforcing national vigilance against cyber threats. Study Design/Methodology/Approach: A qualitative approach with a comprehensive literature review of primary and secondary sources provides a structured assessment. A SWOT analysis evaluates the strengths, weaknesses, opportunities, and threats in global cybercrime cooperation, while a deductive analytical approach refines cybersecurity models using contemporary empirical data. This methodological framework offers policy insights into the effectiveness of international cyber governance strategies. Findings: Multilateral cooperation strengthens cyber resilience by facilitating intelligence-sharing, legal alignment, and coordinated cyber defences. Countries with integrated cybersecurity frameworks exhibit stronger defensive capabilities. However, regulatory inconsistencies, trust deficits, and technological gaps hinder collaboration. Addressing these barriers requires harmonised cybersecurity policies, enhanced cyber diplomacy, and joint capacity-building initiatives to improve global cybersecurity governance. Originality/Value: The analysis advances cybersecurity governance research by integrating SWOT analysis and deductive reasoning to evaluate multilateral strategies. Unlike previous studies that focus on unilateral or regional cybersecurity policies, this research highlights globally adaptive frameworks that reinforce national security. The findings offer concrete policy recommendations for institutions such as ASEAN, ITU, and UNODC to implement harmonised cybersecurity models, ensuring sustainable international cooperation against emerging cyber threats.

Abstract

Purpose: This study explores various strategies that enable the integration of Pancasila values into the country's economic system, particularly in efforts to empower the people's economy and reduce dependence on significant capital. Study Design/Methodology/Approach: This study utilises library research to explore and integrate existing theoretical perspectives, both from classical and contemporary literature, with integrative and connective analysis across various literature so that it does not merely present separate theoretical perspectives. Findings: The Pancasila economy can serve as a national strategic plan to undermine the dominance of exploitative capitalism by introducing a new development paradigm based on social justice, economic sovereignty, and ecological sustainability. It can also function as a socio-economic engineering instrument that strengthens social cohesion, reinforces state legitimacy, and paves the way for Indonesia to emerge as a pioneer of alternative paradigms on the international stage. The economy can also provide creativity for other developing countries in regulating a more humanistic, inclusive, and equitable world economy. Originality/Value: The Pancasila economy not only strengthens the nation's independence and competitiveness through the management of resources that favour the people, the empowerment of MSMEs, and the fair redistribution of assets, but also presents a global alternative that challenges the paradigm of exploitative capitalism by placing social solidarity, cooperation, and ecological sustainability as the main foundations of economic development.

Abstract

Purpose: This article examines the contribution of cooperatives and micro, small, and medium enterprises (MSMEs) to Indonesia’s economic resilience and sovereignty amid rising geopolitical competition in the Indo-Pacific region. Study Design/Methodology/Approach: The study applies a descriptive qualitative method grounded in Systems Theory and the Resource-Based View. It analyses secondary data drawn from government records, academic sources, and institutional publications using content and thematic analysis. Findings: Cooperatives and MSMEs significantly support national output and community-level economic engagement. However, their role remains peripheral in Indonesia’s geoeconomic orientation. Strengthening their institutional capacity through policy realignment, digital advancement, and deeper integration into regional supply chains is essential to reinforce their resilience and economic sovereignty. Originality/Value: By framing cooperatives and MSMEs within the Astagatra framework, the article highlights their relevance to both social and natural resilience pillars of national strength. Their embeddedness within grassroots economic structures and their adaptive capacity provide a foundation for decentralised economic defence. The article offers a novel perspective by linking community-based economic actors to Indonesia’s long-term national resilience agenda, advancing geostrategic discourse beyond state-centric paradigms.

Abstract

Purpose: To conceptualise a sustainable defence financing model by embedding green finance principles into maritime security frameworks in the Indo-Pacific, where ecological vulnerability and geopolitical pressures are intensifying. Study Design/Methodology/Approach: A descriptive qualitative approach is adopted to explore secondary sources comprising policy documents, multilateral reports, and scholarly literature. Institutional Theory and Resource-Based Theory guide the analytical lens to examine how legitimacy, regulatory adaptation, and internal capacities shape green-oriented defence mechanisms. Findings: Defence financing strategies that align with ESG principles offer a pragmatic response to regional instability and environmental threats. Key mechanisms identified include the issuance of green bonds, development of low-emission technologies, ESG-based procurement criteria, and collaborative financing through regional platforms. Successful integration depends on institutional coherence and innovation capacity across defence and financial sectors. Originality/Value: Introduces a novel intersection between green finance and defence strategy within Indo-Pacific policy discourse. Provides an interdisciplinary model that reframes defence financing as both a geopolitical instrument and a sustainability lever, offering actionable insights for national governments, financial institutions, and multilateral bodies.
