Jurnal Lemhannas RI (JLRI) is multidisciplinary, focusing on all aspects of national resilience. This journal publishes articles 4 issues every year. JLRI aims to provide a platform for intellectual discourse on topics such as Geography, Demography, Natural Resources, Ideology, Politics, Economics, Socio-Cultural, Defense and Security. Theoretical and conceptual analysis, foundational and applied research using qualitative or quantitative approaches are welcomed. Abstract

Purpose: This study examines the impact of hoaxes on public perception and social stability in Indonesia, particularly within the context of digital media consumption. It also explores the role of digital literacy in mitigating the spread of misinformation and evaluates strategies for strengthening resilience against hoaxes. Study Design/Methodology/Approach: A quantitative survey approach was adopted to assess the perceptions and behaviours of social media users regarding hoaxes. The study collected data from respondents with diverse demographic backgrounds through an online questionnaire. Statistical analysis was conducted to evaluate hoax exposure, media literacy levels, and hoax dissemination patterns across different user groups. Findings: The results indicate that hoaxes are predominantly spread through social media platforms, with certain age groups and education levels being more susceptible to misinformation. Low digital literacy and algorithmic bias, such as filter bubbles, contribute to the rapid dissemination of false information. While government and private-sector initiatives in digital literacy programmes have made progress, challenges remain in ensuring widespread adoption of fact-checking habits among users. Originality/Value: This study contributes to the understanding of hoaxes as a security threat by linking misinformation to social instability and potential geopolitical risks. It underscores the need for enhanced digital resilience strategies, including improved regulations, community-driven digital literacy initiatives, and collaboration between stakeholders to combat misinformation effectively.

Abstract

Purpose: This study aims to analyze Indonesia's carbon tax policy in supporting the transformation to a sustainable green economy. The study focuses on reducing carbon emissions as well as increasing state revenue as strategic aspects of carbon tax implementation. Study Design/Methodology/Approach: This research uses a descriptive qualitative approach with a literature study method. Secondary data was obtained from relevant books, journals, news, and websites. Analysis was conducted using the Miles and Huberman method, which includes data collection, data reduction, data presentation, and conclusion drawing. Findings: The results show that carbon tax has the potential to be an effective instrument in supporting green economy transformation by reducing carbon emissions and increasing state revenue. However, this policy faces challenges, such as public resistance, political barriers, and its impact on certain economic sectors. Therefore, strong regulations and supporting policies are needed to ensure effective implementation. Originality/Value: This research contributes to understanding carbon tax policy as a sustainability instrument in Indonesia. Practical implications include the need for a phased and inclusive approach to ensure policy effectiveness and sustainability. Further research can be conducted to explore the impact of carbon tax on strategic economic sectors to ensure optimal implementation.

Abstract

Purpose: This study examines the strategic utilisation of Indonesia’s demographic bonus to enhance cultural resilience. It explores how the youth population, as the largest productive demographic group, can be mobilised to preserve, adapt, and innovate traditional cultural practices amidst globalisation and societal transformations. The study also analyses how policy interventions, education, and digital advancements can ensure cultural sustainability and strengthen national identity for future generations. Study Design/Methodology/Approach: This research adopts a qualitative approach, employing a literature review and case study analysis. Data were collected through an extensive review of demographic trends, national policies, and cultural resilience strategies. Case studies from Indonesia and other nations that have successfully leveraged their demographic bonuses were examined to draw comparative insights Findings: The findings reveal that Indonesia’s demographic bonus presents both opportunities and challenges in maintaining cultural resilience. Strategies such as integrating cultural values into education, empowering youth through creative industries, and leveraging digital platforms for cultural promotion are essential. The study highlights the importance of multi-sector collaboration, involving government policies, community engagement, and private sector support to create a sustainable cultural ecosystem.Top of FormBottom of Form Originality/Value: This study contributes to the growing discourse on cultural resilience by establishing a direct link between demographic dividend management and cultural sustainability. Abstract

Purpose: To analyse how historical and geostrategic perspectives influence Indonesia's national resilience in overcoming domestic and global challenges. Study Design/Methodology/Approach: A qualitative descriptive-analytical method was applied by examining historical records, constitutional principles, and geostrategic frameworks related to resilience. Findings: Indonesia's resilience integrates ideology, politics, economics, socio-culture, and defence. Pancasila serves as ethical guidance, the 1945 Constitution establishes legal frameworks for security, and Archipelago Insights provide a unified geopolitical vision. Historical events confirm Indonesia's ability to resist colonialism and internal conflicts. Collaboration among societal elements is essential to counter shocks and sustain national stability. Originality/Value: This research provides a comprehensive view of resilience through historical and geostrategic lenses. It highlights the importance of cooperation across all sectors to strengthen resilience and recommends further exploration of how hate speech affects national cohesion.

Abstract

Purpose: This study examines the role of Indonesian constitutional law in fostering national resilience amid evolving global challenges, including pandemics, climate change, and cyber threats. It aims to analyse how the 1945 Constitution supports national resilience and identify legal gaps that limit its effectiveness. The research also explores potential constitutional reforms to enhance Indonesia’s preparedness and response capacity to modern risks. Study Design/Methodology/Approach: This research employs a normative juridical approach, focusing on doctrinal analysis of legal texts to evaluate constitutional provisions, legislative frameworks, and judicial interpretations. Key legal instruments, such as the 1945 Constitution, national security laws, and disaster management regulations, are critically assessed. Comparative analysis with international constitutional models provides insights into best practices for integrating resilience-focused legal principles. Findings: The findings highlight Indonesia’s constitutional strengths, particularly its emphasis on sovereignty, human rights, social welfare, and governance stability. However, gaps remain, especially in addressing digital security, climate resilience, and transnational threats. The lack of explicit constitutional provisions on these issues, coupled with weak enforcement mechanisms, limits Indonesia’s ability to anticipate and respond effectively. This study recommends constitutional amendments to incorporate cyber resilience, climate change adaptation, and pandemic preparedness while strengthening judicial oversight and public participation in legal reforms. Originality/Value: This study contributes to academic and policy discourses by reinforcing the role of constitutional law in sustaining national resilience. It provides practical recommendations for constitutional reform, aligning Indonesia’s legal framework with global standards while addressing local vulnerabilities. By adopting a proactive, resilience-oriented legal approach, Indonesia can enhance its legal adaptability and governance stability in the face of emerging global challenges.

Abstract

Purpose: This study seeks to explore Indonesia's initiatives to combat human trafficking, particularly within the fisheries industry, which poses a significant threat to national security. Furthermore, Indonesia's national reputation is jeopardized by the Benjina case, which has garnered international scrutiny. This situation also threatens national resilience, especially if local fisheries products are subjected to boycotts in the global market. Study Design/Methodology/Approach: Employs the 4Ps framework—comprising Prevention, Protection, Prosecution, and Partnership—as a lens through which to analyze Indonesia's initiatives in combating human trafficking. Furthermore, this research adopts a qualitative methodology, drawing upon secondary data to systematically map the measures that have been implemented in this specific industry Findings: Indonesia's initiatives have successfully met at least half of the indicators in each category of the framework. However, several challenges persist, including the lack of specific legislation addressing cases within this industry and the absence of reports on programs. This makes it challenging to evaluate their effectiveness.Top of FormBottom of Form Originality/Value: The 4Ps framework serves as a global benchmark for assessing the initiatives undertaken by countries to combat human trafficking. However, the scarcity of literature surrounding this framework presents a significant gap in existing research. This analysis offers valuable insights for policymakers, encouraging reflection on the programs that require sustainable implementation and further development to enhance the effectiveness of efforts against human trafficking.

Abstract

Purpose: To optimise the role of Pramuka Saka Bahari in enhancing maritime security by examining its potential contributions to the defence system of the world’s largest archipelagic state, Indonesia, and addressing the urgency of integrating youth organisations into national maritime defence strategies. Study Design/Methodology/Approach: A qualitative methodology applied a systematic literature review to evaluate challenges, identify influencing factors, and propose strategies to enhance Pramuka Saka Bahari’s effectiveness. Data were sourced from peer-reviewed articles, policy documents, and reports published between 2010 and 2023. Findings: Pramuka Saka Bahari contributes to maritime security by fostering maritime awareness, providing navigation training, and promoting marine environmental education. It equips youth with essential skills to address traditional and non-traditional security threats. Challenges include resource constraints, limited coordination with maritime agencies, inadequate training programmes, and low public awareness. Strategies include developing a maritime security curriculum, improving inter-agency collaboration, implementing coastal surveillance initiatives, enhancing mentor training, and increasing public awareness through targeted campaigns. Originality/Value: Highlights the strategic importance of revitalising Pramuka Saka Bahari through integrated and innovative approaches. Recommendations aim to optimise its role in fostering a sustainable and inclusive maritime security framework, ensuring national sovereignty and resilience in the face of evolving maritime challenges.

Abstract

Purpose: This study examines Indonesia’s challenges in protecting its marine environment due to intensive shipping activities in high-traffic maritime routes. It evaluates the alignment of Indonesian regulations with international standards, focusing on the Particularly Sensitive Sea Areas (PSSA) framework under IMO Resolution A.982(24). Study Design/Methodology/Approach: The research employs a qualitative legal-normative approach to analyze Indonesia’s regulatory framework in comparison with international maritime conservation standards. It assesses national policies, including Law Number 32 of 2009 on Environmental Protection and Management and Law Number 17 of 2008 on Shipping, identifying regulatory gaps, institutional limitations, and coordination challenges that hinder effective PSSA implementation. Findings: The study finds that Indonesia’s existing regulations lack specific provisions to implement PSSA standards effectively, leading to weak enforcement and ineffective marine protection. Additionally, poor inter-agency coordination, limited institutional capacity, and low stakeholder awareness hinder sustainable maritime conservation efforts. The absence of advanced environmental monitoring technologies and public engagement strategies further reduces marine ecosystem resilience. Originality/Value: This research provides a critical legal analysis of Indonesia’s PSSA-related policies, offering practical recommendations for regulatory improvement. By proposing revisions to national laws, strengthening inter-agency coordination, integrating advanced maritime monitoring technologies, and increasing public awareness, this study contributes valuable insights for policymakers, maritime authorities, and environmental advocates. The findings support Indonesia’s compliance with international obligations, ensuring long-term marine resource preservation and sustainable maritime development.

Abstract

Purpose: To explore Indonesia's political stance on managing international migration to safeguard national interests, analyse the current immigration policy framework, and formulate strategies for sustainable immigration management using SWOT analysis. Design/Methodology/Approach: A qualitative methodology was adopted, utilising data from the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), and domestic regulations such as Law No. 6/2011. A SWOT analysis was conducted to evaluate Indonesia's immigration policies. Findings: Indonesia's strategic geographical position offers significant economic advantages. However, current immigration policies remain suboptimal. The SWOT analysis identifies strengths such as strategic location and opportunities through multilateral partnerships. Conversely, weaknesses include inadequate inter-stakeholder coordination, while threats stem from transnational crimes. These issues necessitate preventive strategies, technological advancements, and regulatory reforms to close legal loopholes. Originality/Value: This research offers new insights into immigration management through a multilateral approach, domestic regulatory reforms, and technological optimisation, contributing to national stability and Indonesia's strategic interests sustainably.

Abstract

Purpose: To analyse the challenges and strategies for implementing the green economy concept in the development of Indonesia’s new capital (IKN) in East Kalimantan, focusing on environmental, social, and economic risks while formulating policy recommendations to support IKN's vision as a Green City. Design/Methodology/Approach: A qualitative approach is applied, combining policy analysis and literature reviews from academic publications, journals, regulations, and government reports on sustainable development. The descriptive-critical method evaluates the implementation of green economy policies. Findings: IKN’s development faces critical challenges, including environmental degradation, social inequality, limited green infrastructure, and economic dependence on extractive industries. Key strategies include enhancing stakeholder coordination, optimising green incentive policies, and leveraging sustainable technologies. Originality/Value: Provides fresh insights into the importance of a green economy approach in new urban development. Data-driven policy recommendations are offered to guide the government and stakeholders in designing sustainable development strategies for IKN
