Abstract

Non-Medical Staff Competence and Public Satisfaction Level. This study aims to determine the influence of non-medical staff competence on the level of public satisfaction in hospitals Arifin Achmad Pekanbaru. The method used is descriptive and quantitative method. The sample is outpatient by 2016 at Arifin Achmad Hospital Pekanbaru as many as 100 people. Data collection techniques questionnaire, observation and interview. The types and sources of data used are primary and secondary data. The result of research has been done, then the conclusion that is t value is 6,400 while t-table is (0.05,99) = 1.6603 because t count (6,400)> from t table (1.6603) hence Ho significant. Thus variable employee competence (X) effect on the variable level of public satisfaction in hospitals Arifin Achmad Pekanbaru. From the calculation results obtained R2 value of 0.956 it shows 95.6% changes to employee competence factors to the level of public satisfaction in hospitals Arifin Achmad Pekanbaru while the other 4.4% is determined by other factors not observed in this study.

Abstract

Abstract: Mutations Quality Service Employees. The purpose of research is to analyze thequality of service of a mutation in the civil service in the province of Riau. The study populationare civil servants who receive services BKPPD mutations in Riau Province, consists of 836employees. By using the formula Slovin obtained a total sample of 90 civil servants mutationsservice recipient. The technique of collecting data using questionnaires and interviews. The datawere analyzed using descriptive analysis. The study concluded that the average civil servants whoreceive services mutations are less satisfied with the service BKPPD Riau province, in particularon: the procedure, the fulfillment of technical requirements, process time, equality and justicehandling of the mutation process, competence, guarantee certainty of schedule and feeling safe.

Abstract

Kebijakan cetak sawah bertujuan untuk menjadikan Kabupaten Lingga sebagai lumbung padi di wilayah perbatasan dan sekaligus untuk memenuhi kebutuhan masyarakat Kabupaten Lingga. Jenis penelitian adalah deskriptif kualitatif dengan metode purposive sampling dalam memilih responden. Menggunakan teori Willian N Dunn maka terdapat 6 indkator yang digunakan untuk melakukan evaluasi program yaitu Efektivitas, Efesiensi, Kecukupan, Keadilan, Responsivitas, dan Ketepatan. Hasil penelitian menunjukkan bahwa program cetak sawah di Kabupaten Lingga belum optimal. Ditemukan beberapa kendala dalam pelaksanaan program, diantaranya saluran irigasi yang masih belum memadai, Sumber Daya Manusia (SDM) khususnya petani yang belum memiliki keyakinan atas usaha barunya dan Sumber Daya Alam (SDA) khususnya kualitas tanah dan iklim.

Abstract

Implementation of the District Integrated Administrative Service Policy (Patent). The purpose of this study was to determine and analyze the implementation of the policy of integrated administrative services (PATENT) in District Tualang Siak and a limiting factor in implementation. This study belongs to the type of qualitative research, The informants in this study is the district head, sekcam, patent officers and community service recipient patents. Data collection techniques, are: obsrvasi, interviews and documentation. Data were analyzed using an interactive model. The results showed that the implementation of policies in the district PATENT tramp services Siak has been quite good, although still found problems in the availability of field personnel are limited in quantity and quality.

Abstract

the Implementation of the Cooperative Development Program at the Office of Cooperatives for Small and Medium Enterprises (Umkm). This study aims to determine the Implementation of the Cooperative Development Program by the Pekanbaru City Cooperative Office and to find out the inhibiting factors for the implementation of the Cooperative Development Program Faced by the Pekanbaru City Cooperative Office. This type of research uses a qualitative approach. Informants from Employees of Pekanbaru City Cooperative UMKM Office and Communities who have Cooperatives that are Spread in 12 Districts of Pekanbaru City. Data collection techniques by interview, observation, and documentation. All data obtained will be analyzed by the Qualitative Analysis Method. Based on research it is known that the implementation of cooperative development programs by the Department of Cooperatives, Micro, Small and Medium Enterprises (UMKM) Pekanbaru City has been carried out properly. But it is not optimal because there are two factors which become obstacles in the implementation of cooperative development programs faced by the Department of Cooperatives, Micro, Small and Medium Enterprises (MSMEs) of Pekanbaru City, namely from Internal Factors, namely: limited facilities and inadequate infrastructure, limited resources human resources (HR) coaches inadequate cooperatives, do not have standards / SOPs in the task of implementing cooperative development and from External Factors namely: lack of cooperative capital, poor cooperative management and cooperative businesses are not run professionally.

Abstract

Policy Implementation Public Information Services. This study aims to determine the implementation of the policy of public information services in Siak. This type of research is qualitative research. While the research informants include environment officials of Department of Transportation and Communication Equipment Siak, NGOs, students and people who need the information. Data collection technique were interview, observation and documentation. Data were analyzed using qualitative descriptive manner, which explains the argument any information and data obtained from the research informants. The results showed that the implementation of the policy of public information service has not done well, mainly due to the communication of information policy is not properly socialized. Constraints faced by Siak district government in realizing public disclosure caused by factors relating to human resources, financial, and facilities management.

Abstract

Women's Leadership Style in the Ministry of Religion. This study aims to analyzethe style of women's leadership in the ministry of religion in the city of Pekanbaru. This study usesa qualitative descriptive research method approach. Data collection techniques usingquestionnaires, interviews, and observations. Research informants were the Head of the Ministryof Religion Office. Head of Subdivision, Head of Sharia Organizing Section, and ASN Staff. Dataanalysis in this study used interactive model analysis from Miles and Huberman which included:the stages of data reduction, data presentation, and data verification to draw conclusions. Theresults of the study can be concluded that the leadership of women in the Ministry of Religion inPekanbaru is more dominant using participatory leadership styles. Although the leadershipsometimes leaders combine other leadership styles and also use the theory of situations in theapplication of leading a position.

Abstract

The processofpublicprocurementisthelargestcontributortothepracticeofCorruption,CollusionandNepotism(KKN) in thepublicbureaucracyinIndonesia, both atthe centralandlocalgovernments. It happened because the conventional procurement system has a number ofweaknesses that allow corrupt practices in each stage.The research aim to provide an overview of theweaknesses of conventional procurement and the importance of applying the principles of goodgovernance in the public procurement, through the mechanism of procurement of goods and serviceselectronically (e-procurement).Data were collected through literature review, secondary data andfocus groupdiscussions and analyzed by the technique of triangulation.The results showed that e-procurement system has many advantages over conventional auction them more efficient , effective ,transparent , accountable , fairer and safer and can bring a healthy competition of business actors .With e -procurement opportunities for direct contact between the supplier of goods / services with theprocurement committee becomes smaller , more transparent , more efficient time and cost as well aseasy to do in practice financial accountability , so that corruption and collusion can be avoided .Key words: e-procurement, good governance, public bureaucracy, public services.

Abstract

Competence, Work Environment and Service Quality. This study aims to determineand analyze the influence of competence, work environment together and partially on the qualityof service at the Faculty of Economics and Social Sciences UIN Suska Riau. This type of researchis a quantitative approach with survey methods and data analysis is quantitative / statistical. Theannouncement of primary data through a questionnaire on 98 employee respondents at the Facultyof Economics and Social Sciences UIN Suska Riau as well as secondary data throughorganizational data relating to the problem under study. Data analysis method uses Multiple LinearRegression with the help of SPSS application. The results showed that together the variables ofcompetence, work environment significantly influence the service quality of employees with fcount (77.949)> f table (3.09) and the contribution coefficient of determination (R2) is 62.1%.37.1% is influenced by other variables not examined in this study.

Abstract

The main problem of this research is ineffectiveness of border area management. Toomany problems are faced by field administrator and local authority which is raised by lack ofinstitutional support from central and local government. New model of border area managementis needed in strengthening its effectiveness. This model was arranged by considering empiricalresult such as different function of multilevel government, lack of coordination and incapableinstitutional arrangement, and lack of management effectiveness. This study based on descrip-tive qualitative methods. Informan is choiced with purposive and collecting data used snowballing method the new model propose that there must be a clear division of authority betweencentral, provincial and local government through principle of externality, effectiveness and effi-ciency. This new model entails proper institutional design that strengthening coordination be-tween multilevel government and empowering institutional design in local authority.
