The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Implementation of the Family Planning Village Program. Increasing population growth has led the Kampar District Government to run a family planning village program, one of which is in Kampar Kiri Hulu Subdistrict, Tanjung Belit Selatan Village. The Kampar Regency Government, Riau Province established Tanjung Belit Selatan Village as one of the Family Planning (KB) villages. KB Village Services will also be integrated with other sectors, such as education, health, and social. But the phenomenon that occurs is that this program has not run as expected, many people do not know the benefits of the KB village, then the lack of human resources that run it. Then the obstacle is that the local regional government cannot unite other related agencies, for example the population office and the health department. The purpose of this study was to determine the Implementation of the Family Planning Village Program in Tanjung Belit Selatan Village, Kampar Kiri Hulu District. In this study the authors used a descriptive qualitative research type. Primary data were obtained directly through interviews from the Kampar Kiri Hulu Sub-District Chief informant, PKB Coordinator, KB village cadre and Tanjung Belit Selatan village community. The results of this study indicate that the Implementation of the Family Planning Village Program in Tanjung Belit Selatan Village is going well, but changes must be made on the empowerment and training side as well as the socialization of KB family cadres as the spearhead in the distribution of information to the people of Tanjung Belit Selatan Village. Cadre, then the management needs information such as training and socialization specifically in the KB village program, the implementers are considered to need to master the existing technical instructions. In implementing the implementation, the KB Village Technical Guidelines are also very necessary, because with the standard, namely the operational guidelines (Implementation Guidelines ), it is hoped that the activities in the KB village program will run well, therefore training must be carried out continuously and evenly.

Abstract

The presence of the Multi Unions at the Company. This research uses descriptive qualitative research methods. The informants are PT. Indah Kiat Pulp & Paper Tbk and unions. Sampling using snawball sampling. Data collection through in-depth interviews, observation and documents. Data analysis techniques drawn from data presentation, data reduction, verification and conclusion. These results indicate that the presence of multiple unions provide its own dynamics for the company. The Company obtained a variety of different aspirations and demands of the four unions. However, from the union it does not show the split between them, even though they can unite aspirations through the stages quite long.

Abstract

Performance of Cooperative and UMKM Offices. This study aims to analyze howmuch the performance of the Employees of the Pekanbaru City Cooperative and SMEs Office infostering cooperatives in the administrative area of Pekanbaru Municipality. This research isqualitative. Data collection was carried out by library research and field research usingobservations and interviews. The data will then be analyzed qualitatively. With a population of 40people used as respondents. The research informants were the Lurah, the Head of the Office,LKMD and RW. Based on the results of research conducted, it can be concluded that employeeperformance is influenced by individual factors related to the background and experience ofemployees, psychological factors that include employee attitudes towards cooperative problemsthat exist and organizational factors that awaken the hierarchical system of the service so that thereis awareness in the main tasks and the function of each field The performance of the UMKMCooperative Office in Pekanbaru City in 2014 had a positive impact on the development ofcooperatives in Pekanbaru City. The State Civil Society must be aware of their duties and roles inpublic service to the community in the field of Cooperatives and MSMEs in Pekanbaru City sothat employee performance will increase the growth of cooperatives and new entrepreneurs isincreasing rapidly.

Abstract

Implementation of administrative policy updates voters in the election forgovernor and vice governor. This reseacrh aims to determine the administrative policyimplementation and updating of voter lists of data by the Voting Committee (VC)during the General Election of Governor and Deputy Governor of West Kalimantan in2007. This study used qualitative methods, the research instruments and procedures fordata collection using interviews, observation, and documentary. Subjects wereorganizers of the elections for governor and vice governor from regional electoralcommission (REC) until the voting committee (VC). The result of the research showedthat the implementation of the policy update data administration and voter lists had notbeen effective. The occurrence of the double voters and the swelling number of voters atsome polling stations (PS). The data base used in determining population provisionalvoters list (PVL) inaccurate and lack of coordination of the parties involved in theprocess of updating the data and voter lists.Key words:Policy implementation, data updating process, election of Governor andDeputy Governor. coordination

Abstract

Management of Regional General Hospitals Before and After Regional Public Service Bodies. This study aims to determine the management of the Kuantan Singing District Hospital before and after the Regional Public Service Agency (BLUD) was implemented. This study uses a qualitative research method approach. Primary data is obtained directly through interviews from key informants, namely the Teluk Kuantan General Hospital, Health Office, and the community. Secondary data obtained from research documents. The results of the study that the General Management of the Teluk Kuantan Regional Hospital in Kuantan Singingi Regency before using the Regional Public Service Agency experienced many problems in the management of the Regional General Hospital itself so that it interfered with the services, Kuantan Singingi Bay General Hospital Management after using the Agency Regional Public Services since 2017 starting from the Planning, Organizing, Implementing and Supervision phases have been effective. However, there is no direct program that leads to the supervision of the Regional Public Service Agency of the Kuantan Bay General Hospital.

Abstract

Indonesia is experiencing protracted and multi-dimensional predicaments, and ongoingvicious circles in almost all aspects of societal life. The dynamic of existing political, legal,economic and public administration systems are unable to overcome this problem. In order tobreak through these vicious circles innovative public policies as leverages are needed. In ademocratic system, processes of change are initiated by people at the bottom and go up throughthe political mechanism to the policy decision makers. In Indonesia, the democratic politicalprocess does not work effectively. In reality, the process of policy decision making is still dominatedby the ruling elite, therefore, public policy does not reflect the demand of the people butrather the interest of the elite. We need a strong and visionary national leadership for creating andimplementing the process of dynamic capability among the people as stakeholders. Dynamiccapability is the process of thinking ahead, thinking again and thinking across in order to initiatethe process of public policy transformation, especially in the field of a legal system, qualityeducation, and public administration which can facilitate the national development program.

Abstract: Policy Implementation for Giving Cultivate Right. This study aims to determinePolicy Implementation for Giving Cultivate Right the National Land Agency Regional Office ofRiau Province. This research is a descriptive study with qualitative approach. Informants in thisstudy are the people who play a role in the administration of leasehold in the Regional Office ofRiau Province National Land Agency. Data collection technique were interview, observation anddocumentation. The results of this study showed that the implementation of the policy of grantingrights to cultivate the Nasioanal Land Agency Regional Office of Riau province has not gone up,meaning that implementation is happening in the field is still not effective. Still the presence ofcompanies that do not have the right to cultivate while they have been operating.

Abstract

Pemerintah Kabupaten Siak memiliki organisasi perangkat daerah dalam melaksanakan roda pemerintahan, salah satunya Dinas Kependudukan Dan Pencatatan Sipil. Dengan jumlah penduduk yang mencapai 477.670 jiwa maka aparatur sipil negeri Kabupaten Siak perlu bersungguh-sungguh menjalankan tugas agar pelayanan berjalan dengan baik dan benar. Masalah yang masih terjadi hingga saat ini adalah masih terdapat ruang kosong yang belum termanfaatkan secara baik dan benar. Kemudian jumlah pegawai yang belum memadai dalam mengurus administrasi kependudukan dan kurangnya komunikasi dalam mengurus atau mengambil administrasi kependudukan. Manajemen sumber daya manusia sangat diperlukan agar birokrasi dapat berjalan dengan baik. Menurut Mas’ud Said (2012), ada lima unsur birokrasi yang harus dipenuhi agar dikatakan sebagai birokrasi yang sehat yakni; struktur organisasi, visi dan misi, personel atau pejabat, fasilitas pendukung dan kepemimpinan birokrasi. Dari kegiatan penelitian yang dilakukan diketahui birokrasi sudah berjalan dengan baik, hanya menjadi hambatan adalah fasilitas pendukung birokrasi.

Abstract

The role of Head of the Apparatus Improve Performance village. This study aims to determine the role of Head of the Apparatus Improve the Performance of the village in the district of the Coastal Rangsang Meranti Islands regency and factors mempengaruhinya.Metode used in this research is qualitative descriptive method. Informants research is Head, Sekcam, village head, village secretary and village Apparatus. Pegumpulan techniques of data is through interviews, observation and documentation. Data analysis techniques in this study using qualitative research model consisting of data reduction, data presentation and withdrawal kesimpulan.Hasil these studies show that the role of Head in improving the performance of the apparatus coastal villages in the district Rangsang KabupatenKepulauan Meranti generally been implemented in accordance with the basic tasks, functions and camat authority to run the government.

Abstract

Dynamic Capability in Public Sector: A Literature Review. Dynamic capabilities has been mentioned in the study of strategic management to build competitive advantage in business sector. However, the rapid development of new public management and good governance has made public sector transformed to develop its capacity, where dynamic governance concepts defines capacity as the availability and well-functioning of able people and agile processes that shape dynamic capabilities. The dynamic capabilities development in public sector will support the achievement of better governance through the development of public policies adaptive to the quick-changing organizational environments. This article aims to review and synthesize literatures regarding dynamic capabilities so that they can contribute to the understanding of dynamics capabilities development in the public sector. The study of dynamic capabilities in this article explicitly focuses on the ability of human resources (able people) and the organization’s business processes (agile process) in building adaptive public policies.
