Abstract

This paper discusses the role of social worker in implementing the removal of neglected children of Indonesia citizens by foreign citizens (intercountry adoption) in Yayasan Sayap Ibu Branch of Jakarta. This paper also uses qualitative approach and descriptive methods. The data collection carried out by observation and in depth interviews with ten informants consists of social workers, coordinator for child alleviation, four people of prospective parents, and four people of related ministries/institutions. The results of this paper describes: (1) the role of social workers as enabler, broker, mediator, negotiator, advocate, and also other roles, which as administrator and counsellor; (2) barriers from prospective adoptive parents in the form of incomplete documents, refusal from adoptive parents to adopted children, prospective parents are less cooperative. The barriers from inside institutions are social worker welfare and less responsive work environments for social workers. Meanwhile, limited knowledge and skills in digging information, limited foreign language skills, and also change in official/officer in related ministries/institutions are the barriers for social workers in Yayasan Sayap Ibu Branch of Jakarta.

Abstract

The Maritime Axis proclaimed by the Jokowi-JK Government should make the coast and small islands the front yard of Indonesia. however, the condition that occurs is that the small islands in Indonesia are almost virtually untouched in terms of development because the country is focused on the land areas of the densely populated large islands. This condition can be seen from the small island community services that are far from the standards in the health sector, education, transportation, and aspects related to community needs. So far, the country's attention to small islands is under the umbrella of Law Number 1 of 2014, revised from Law Number 27 of 2007 concerning Management of Coastal Areas and Small Islands. The policy was also deemed to be unable to accommodate the needs of the small island. Currently in Indonesia has many laws and regulations governing management related to the management of coastal areas and small islands. But in reality these laws and regulations are not implemented much. This is caused by weak law enforcement, sectoral egoism and weak coordination between sectors. In managing small islands, there is often a lot of debate in terms of economic, geopolitical, and even socio-cultural. This difference in perspective leads to interventions that actually harm the island community. This happened in the Zoning Plan for Coastal Areas and Small Islands (RZWP3K) which is being prepared by the Provincial Government of DKI. One of the areas affected by the implementation of the RZWP3K is Pari Island, the Thousand Islands cluster will become a tourism island. Meanwhile, more than 300 households in Pari Island work as fishermen. The majority of this research is a study that uses a qualitative approach, with descriptive research type. The results of this study indicate that policy implementation through RZWP3K does not necessarily address the problem of space on small islands, because there are inconsistencies and uncertainty from the central and regional governments to manage and utilize coastal areas and small islands.

Abstract

The financial crisis in 2017 made many SOEs reduce and even stop the CSR program. PT Krakatau Steel, one of the largest SOEs experiencing financial difficulties remains committed to its CSR program to keep it going. One of PT Krakatau Steel's CSR programs that is still running is an educational scholarship in partnership with LP3I Cilegon. The program, which has been running since 2007, is a form of PT Krakatau Steel's commitment to solving the social problems in Cilegon, namely low education, poverty and unemployment. This research uses a qualitative approach with descriptive type. The purposive of this study is to describe the implementation of company commitment in CSR Educational Scholarships along with its supporting and inhibiting factors. The results showed that there are external factors, interaction factors, and internal factors that supported the company’s commitment in implementing the CSR Scholarship Program. In addition, obstacles were found that could threaten the sustainability of the program, such as: Limited budget, Lack of Commitment by Scholarship recipients, Lack of communication between company and partner, and Scholarship recipients.

Abstract

This research is descriptive qualitative research that discusses the financial management of beneficiary (KPM) of Program Keluarga Harapan (PKH) organized by the Ministry of Social Affairs of the Republic of Indonesia in Srengseng Sawah Village, Janggakarsa District, South Jakarta. Data collection in this study was conducted through observation and interviews with purposive sampling technique. This study generally aims to see the process of empowering beneficiaries of the Program Keluarga Harapan in the Family Capacity Building Meeting (P2K2) or Family Development Session (FDS) in Srengseng Sawah Village and to determine the role of assistants in implementing P2K2 Financial Management Sessions in Srengseng Sawah Village. The results of the study indicated that in implementing P2K2 Financial Management Sessions, there were several obstacles and problems. From the KPM PKH side, there are problems, such as: (1) not being able to differentiate between needs and wants and (2) unable to regulate expenses that must be prioritized, postponed, reduced, or eliminated. In terms of PKH human resources, there are obstacles in making KPM PKH stay focused during P2K2 because the composition of the Companion versus KPM is not ideal. Through this research also found a positive impact that occurred after the empowerment process in P2K2 Financial Management Sessions. Among them, the knowledge and expertise in making monthly budgets and saving plans have been implemented by most of the KPM PKH, resulting in reduced debt, the ability to better manage household finances which leads to better economic conditions.

Abstract

The Family Income Improvement Program (UP2K) is a program specifically designed by the government to empower women. This program encourages women to increase their productivity by engaging in entrepreneurship activities. This program aims to empower women to be able to contribute in increasing family income. This study uses a field research method with a qualitative approach. The questions in this study are how the process of empowering women through the UP2K program and how the impact of the implementation of the UP2K program on the lives of the people of RW 01 Pela Mampang Village, Mampang Prapatan District, South Jakarta. The results of this study indicate that the empowerment process through the UP2K RW 01 program is still carried out even during the Covid-19 pandemic. The program implementation process is carried out through home business activities in their respective homes, so that UP2K members can still increase their family income. As for the impact of the UP2K program, there have been changes as evidenced by the increase in income, knowledge, and relations for the implementing members of UP2K RW 01 activities.

Abstract

According to data from the ILO, the International Labor Organization, 82 percent of people with disabilities in the world live in developing countries and live below the poverty line. They find it difficult to get various accesses including in the fields of employment, health, information, politics. Opportunities for persons with disabilities to find work are lower than those of non-disabled persons. This article discusses the access of persons with disabilities in Indonesia to work. The method used for this writing is a literature review through the Google Scholar database. From the results of the study, it is known that there have been efforts to provide access for persons with disabilities in the field of employment, but the level of participation of persons with disabilities is still there. This is due to, among other things, the low capacity of persons with disabilities, as well as the lack of access to information on time availability.

Abstract

Indonesia as a maritime country has many coastal community groups. But unfortunately, the various efforts to develop the blue economy have not been able to improve the welfare of these community groups. Most of them choose to depend on the fisheries and tourism sectors, even though Indonesia's marine potential is vast and there is much that can still be developed. Coastal communities are not aware of the climate crisis that is getting worse and can threaten the security of the environment where they live. Based on this, the CarbonEthics Foundation seeks to be a solution by prioritizing training and education to save the earth while empowering coastal communities. This study further examines one of its newest programs, namely the Capacity Building and Capacity Building Program for the Dompak Laut Coastal Farmers group. The research was conducted with a qualitative approach and descriptive method with data collection in the form of in-depth interviews and literature studies. The results of the study found that this program not only provides technical training but also education to increase awareness regarding marine natural conditions, as well as assistance and supervision which is planned to be carried out for three years. Part of the implementation and planning of this program is in accordance with the theory of stages of empowerment. The stage of formulating the action plan was not appropriate because the CarbonEthics Foundation formulated and determined programs and activities without the participation of the community or program participants. However, this stage is a cyclical process. In addition, in less than half a year, program participants have benefited from their new abilities by getting an 83% increase in income. This finding supports the foundation program as an empowerment effort. With a program like this, coastal communities will then become more empowered and able to compete with their new capabilities.

Abstract

Poverty is the main problem experienced by fish farmer in Indonesia. This happens because of the monopoly by middlemen. One solution to this problem is by empowering fish farmer. This study aims to evaluate fish farmer empowerment programs through vannamei shrimp farming conducted by PT Infishta in Blanakan District, Subang Regency. The qualitative approach and the type of formative evaluation research conducted with in-depth interviews with 8 informants who know about the implementation of fish farmer empowerment programs in the vannamei shrimp farming. The results of the research explain the input stages and the program implementation process. The input stage includes several aspects, namely the method of funding with sources of funds obtained from investors. The funding method uses a peer-to-peer (P2P) lending system with an agreed profit. The human resources in the vannamei shrimp farming program consist of the Founder of Infishta as the person in charge of all fishery business activities and the Mina Ceria team as the implementing partner of the shrimp farming program. The beneficiaries of this program are fish farmer who are referred to as hatchlings, have commitment, and skills in shrimp farming. The process stage includes the preparation aspect by determining operational steps, introducing the program, instructions, and holding meetings. Implementation aspects include direction, shrimp seed stocking and maintenance, harvesting, monitoring, and reporting. Furthermore, the marketing aspect is carried out by semi auction to shrimp buyers.

Abstract

Persons with disabilities are the group most vulnerable to discrimination in society. Discriminatory behavior causes persons with disabilities to lose access to their rights, especially in terms of getting a job. Many persons with disabilities are unable to find jobs due to low educational backgrounds and lack of skills. To ensure access to work, Indonesia has passed Law Number 8 of 2016 concerning Persons with Disabilities. In this regulation, there is an obligation for the government and companies to employ persons with disabilities. In fact, the job opportunities that must be provided to persons with disabilities have not been maximally realized because some companies are not ready to employ persons with disabilities because they have not met the specified qualifications yet. Seeing the development and advancement of technology nowadays, various fields of work that can be accessed by persons with disabilities have started to emerge. To help persons with disabilities compete in the job market that has entered the era of digitalization, it is necessary to prepare abilities and skills in the field of technology. A social enterprise company, namely PT Thisable Enterprise, is involved in empowering persons with disabilities by providing training and employment for persons with disabilities. Currently, PT Thisable Enterprise is working with an app-based company, Gojek, to employ persons with disabilities in the GoLife business vertical. This research is important to research considering that there are still not many companies that supply workers with disabilities and PT Thisable Enterprise is the first company to distribute workers with disabilities to various companies. With the existence of companies such as PT Thisable Enterprise, persons with disabilities will get helped to find work so that they can improve their quality of life for the better.

Abstract

Sustainable development goals, or SDGs, are still difficult to realize, especially the goal of ending poverty in all its forms. The Covid-19 pandemic, which has been around for more than a year, has actually exacerbated the condition of poverty in the community. In the city of Makassar, the poverty rate increased dramatically from 4.1 percent to 7.2 percent during 2020 (Makassar Ministry of Social Affairs data). Ironically, the poor who live on islands such as the people of Kodingareng, Barrang Lompo, Barrang Caddi, Lumu-Lumu, Laikang and others, are now getting poorer because of the Covid-19 outbreak. Therefore, this paper seeks to describe the problems of accelerating the handling of fishermen's poverty during the COVID- 19 pandemic in the city of Makassar in accelerating the SDGs. The method used is descriptive qualitative, and the data processed are secondary data and primary data. This research begins with identification and problem formulation, data collection, data processing and analysis including data classification and reduction, conclusion drawing and verification. The results of this study conclude that, the poorer fishermen on the islands, due to the decreasing number of fish catches, decreasing fish prices, higher operating costs at sea, swelling third party loan funds, social restrictions during the pandemic and the impact of sea sand mining in Makassar. . In addition, the social structure of island fishing communities is still trapped by structural poverty conditions. As a suggestion, it is necessary to accelerate intervention in implementing the implementation of village SDGs so that poor fishermen in the islands of Makassar city can get out of poverty.
