Abstract

Wabah virus Corona merubah kebiasaan hidup, pola interaksi dan perilaku masyarakat. Dampaknya sangat besar dan massif, tidak hanya menyasar aspek kesehatan tetapi juga bidang ekonomi, psikologi, sosial, politik, pendidikan, budaya, keagamaan, dan sebagainya sehingga perlu dihandel dengan kebijakan pemerintah yang tepat. Artikel memakai metode kualitatif dengan pendekatan studi kasus ini konsen pada dinamika yang terjadi dalam masyarakat pasca kebijakan terkait COVID-19 diimplementasi. Metode pengambilan data melalui observasi, wawancara, dan analisis konten publikasi media online. Fokus kajian ialah kebijakan pemerintah, respon masyarakat, dan kejadian yang mengikutinya setelah kebijakan diimplementasi dalam periode Maret sampai Agustus 2020 di Kota Kendari. Hasil studi menunjukkan bahwa pasca kebijakan pencegahan penularan COVID-19 diimplementasi muncul dinamika dan kegaduhan dalam masyarakat. Kegaduhan, kepanikan, dan stress tersebut dipicu oleh 3 hal yaitu pertama, instruksi Walikota Kendari yang melarang warga Kota Kendari beraktivitas di luar rumah selama 3 hari secara berturut-turut tanpa jaminan sosial yang jelas; kedua, isu kedatangan Tenaga Kerja Asing asal Tiongkok, dan ketiga, pasien diduga terinfeksi Corona kabur dari ruang isolasi rumah sakit.  Respon masyarakat terhadap kebijakan kontroversial pemerintah beragam, mulai dari ketidak-patuhan, melanggar aturan protokol kesehatan, hingga timbul kecemasan dan kegaduhan dalam masyarakat. Agar tidak menimbulkan kegaduhan dan kontroversi, kebijakan pemerintah mestinya dibuat untuk menjawab kebutuhan, menyelesaikan masalah, dan mensejahterakan masyarakat.

Abstract

                                          ABSTRAK Penelitian pemberdayaan kelompok pengurus elektronik warung gotong royong kelompok usaha bersama program keluarga harapan (E-Warong KUBE PKH) Harapan Jaya Kelurahan Manggarai Kecamatan Tebet Jakarta Selatan melalui pemanfaatan teknnologi dan informasi cukup penting dan menarik serta berjalan sesuai dengan yang diharapkan. Teknologi dan informasi merupakan sebuah kebutuhan primer yang wajib di penuhi oleh setiap lapisan masyarakat. Dalam hal ini teknologi dan informasi telah membantu memperbaiki ekonomi, sosial serta budaya dalam tananan masyarakat kini. Hal tersebut dapat dibuktikan dengan banyaknya inovasi-inovasi yang dilakukan oleh pemerintah, salah satunya adalah E-Government terutama dalam program E-Warong KUBE PKH milik Kementerian Sosial. Guna menjawab permasalahan ini, penelitian dilakukan dengan menggunakan metode deskriptif kualitatif. Data dikumpulkan melalui observasi dan wawancara mendalam dengan pengurus E-Warong KUBE PKH) Harapan Jaya Kelurahan Manggarai, kemudian dianalisis secara kualitatif. Hasil penelitian menyimpulkan bahwa komitmen pelaksana program, hal ini sangat penting untuk mendukung setiap proses dan kegiatan program E-Warong terkait pelayanan publik berbasis elektronik (e-service). Kemudian sarana dan prasarana juga penting mengingat tanpa hal tersebut, maka pemberdayaan dan layanan program E-Warong dengan basis pemanfaatan teknologi dan informasi akan sulit berjalan. Terakhir sumber daya manusia karena pemberdayaan dan pengembangan program akan akan sulit terwujud tanpa hal tersebut.Kata Kunci: pemberdayaan, kelompok, E-Warong KUBE PKH.

Abstract

Based on the 2017 IDHS, the unmet need for DKI Jakarta Province was 15.7%, this figure is still above the national average of 10.6%. This shows that there are still problems in fulfilling contraceptive needs for PUS in DKI Jakarta Province. One of the national family planning (FP) policies in increasing access to FP services is through mobile FP services with a focus on serving Long Acting Methods (LAM). The implementation of the movement of LAM services is a strategic effort by the DKI Jakarta Provincial Office of Empowerment, Child Protection and Population Control in increasing fertile age couples participation in LAM so that it is expected to reduce the Total Fertility Rate (TFR). The research used a qualitative descriptive method which aims to describe how the implementation of mobile FP service policies in DKI Jakarta Province which is regulated in the Regulation of the Head of BKKBN Number 10 of 2018 concerning the Implementation of Mobile FP Services seen from the Communication, Resources, Bureaucratic Structure and the Attitudes of FP Program Managers and Implementers and to identify obstacles in implementing the policy. In-depth interviews were conducted with 11 administrators and implementers of FP policies who were selected based on purposive sampling technique. The results showed that communication from the management level was carried out routinely through coordination meetings. There is support for regulatory guidelines for program implementers. There is a commitment from the managers and implementer in an effort to achieve the target of increasing participation in LAM. The obstacle is the lack of number of field FP personnel which can affect the implementation of tasks to be less than than optimal.

Abstract

This study aims to look at the concepts used in student thesis research based on their development from time to time and also in this study to see the implementation of CSR carried out by companies based on student theses in the 2013-2020 period. The data used in this study is the thesis data of postgraduate students in Social Welfare Sciences from 2013 to 2020 with the theme of CSR. The results of the research in the thesis research of social welfare science students at the University of Indonesia in the 2013-2020 range that the most widely used CSR concepts are the concepts in the 2001-2010 timeframe. In the implementation of CSR, the dominance of the application carried out by the company based on the type of application is to use the cause promotion type, organizational governance), issues of human rights (human rights) and also social development (social development) dominate compared to other categories.

Abstract

Organisasi masyarakat sipil (OMS) merupakan organisasi non profit di Indonesia keberadannya berperan dalam kesuksesan perkembangan demokrasi di Indonesia semenjak era reformasi. Hal ini dikarenakan OMS memiliki peran penting dalam mengisi kekosongan peran yang dibutuhkan untuk proses pembangunan masyarakat utamanya di daerah Papua. Karena pentingnya keberadaan OMS ini maka diperlukan organisasi yang memiliki kemampuan untuk bertahan hidup demi keberlanjutannya melalui program-program dan layanan yang dimilikinya. Keberlanjutan sebuah organisasi dalam hal ini adalah organisasi non profit dapat di pengaruhi oleh 7 (tujuh) arena yang antara lain adalah Tatakelola, Kepemimpinan, Keuangan, Sistem Administrasi, Kepegawaian, Program dan Citra organisasi. Penelitian dilakukan pada ALDP di Jayapura yang telah mencapai usia 20 (dua puluh) tahun yang merupakan usia matang sebuah organisasi yang telah melewati beberapa tahapan siklus kehidupan. Dari penelitian terlihat bahwa kepemimpinan pada organisasi ini memainkan peran penting bagi keberlanjutan. Meski demikian untuk dapat bertahan dan berkembang organisasi juga perlu melakukan regenerasi dan transisi pemimpin demi terciptanya program baru yang bersifat inovatif serta perbaikan sistem secara keseluruhan, peningkatan tata kelola organisasi, juga peningkatan kapasitas organisasi melalui pelatihan karyawan dan upaya meningkatkan kualitas koordinasi jaringan dan hubungan dengan pihak eksternal. Abstract

Tiga Tungku is a leadership model in Papua villages, where a village is led by three leaders who hold pivotal roles. Tungku Pemerintah that is led by the village head, Tungku Adat that is led by Ondoafi, and Tungku KeAgamaan (church) that is led by a pastor. The present study aims (1) to see the role of each leadership Tungku in development activity, particularly community empowerment, and (2) to see the relational pattern in community empowerment in Usku Village, Senggi District, Keerom Regency, Papua Province by the presence of Tiga Tungku leadership. The present study applied qualitative approach. This approach was used to obtain an in-depth understanding of the role and the relational pattern in the development process and community empowerment in Usku Village. The study found that the relational pattern of the development activity and community empowerment in Usku Village, Senggi District, Keerom Regency exhibit Complementary and Accommodating typology. Complementary typology is seen from the Informal institution, namely, Tungku Adat (Ondoafi) and Tungku KeAgamaan (Church) complement the Formal institution, i.e., the village head. However, in some cases, Accommodating typology also presents where the informal institution can create a rule that stems from its norms/values to set its member's behavior, indirectly changing the substantive values of formal rules. In this relation, the community rule enforces the state's formal rule.

Abstract

Village development is a new concept of development paradigm from the Government driven development model or community driven development into Village driven development which positions the village as the subject of development. Villages that drive development with local initiatives are also the spirit of the government's ideals as well as the third point of the President's Nawacita which states that it will develop Indonesia from the periphery by Strengthening Regions and Villages within the framework of a unitary state. The local authority of the Muris Kecil village recognized by the central, provincial and district governments is evident in the provision of large funds, but in the 2015 Village Development Index, the village of Muris Kecil is classified as a village with a lagging village category. Because it is interesting to see how the implementation of development management in the village of Muris Kecil to independent villages, where transparency and accountability in planning, implementation, and reporting of each development activity is carried out. This research was conducted using a qualitative approach and using in-depth interviewing techniques and observation. The results of the research have shown that the implementation of local authority is hampered by a lack of Human Resources and community access to information regarding the importance of development to improve people's welfare, the weak role of local institutions in supporting community participation in development activities, and the lack of awareness of village officials to realize governance accountability-based village governance.

Abstract

The development of skilled and productive human resources is one of the main priorities of President Joko Widodo's policy. The unemployment burden which continues to increase due to the emergence of mismatches of workers' skills with company needs and automation will be a threat to the future of the workforce in Indonesia. The Triple Skilling Policy (Skilling, Re-skilling, Up-skilling) were made to minimize labor problems in Indonesia. Balai Besar Pengembangan Latihan Kerja Bekasi as one of the vocational training centers that conducts job training has implemented a Triple Skilling policy in 4 vocations which are Electronic Engineering, Refrigeration, Information and Communication Technology, and Tourism. The purpose of this research is to determine the implementation of the Triple Skilling policy in BBPLK Bekasi and the benefits of the policy in building competent and productive human resources. This study used a qualitative approach with data collection using direct observation techniques and in-depth interviews with head of the training program section, instructors, and training participants at BBPLK Bekasi. Through the implementation, several problems were encountered, such as the short duration of training, the diversity of educational backgrounds and skills of training participants, and the need to improve the competence of instructors at BBPLK Bekasi.

Abstract

This research discusses the role of the oil palm joined farmer groups in the implementation of People’s Oil Palm Rejuvenation program (PSR). The PSR program is a program designed by the government to assist oil palm farmers in increasing the productivity of oil palm farmers and supporting Sustainable Rural Development which impacts on improving the welfare of oil palm farmers. In the PSR program, the role of oil palm farmer groups is very important, as they are the grant beneficiaries and managers, so that the success or failure of the program also depends on the farmer groups. In this study, the role of farmer groups will be analyzed in terms of decision making, Human Resources (HR) mobilization and management, communication and coordination, and mediation of problems. This study used a qualitative method with a purposive sampling method. The result of this research is in terms of decision making to follow PSR program, the head of the farmer group must convince the oil palm farmers if the program can run well. During the implementation of the PSR program, communication and coordination between Gapoktan and the agriculture agency went well, where extension workers played an important role in liaising communication between farmer groups and the agriculture agency, but there was a slight miscommunication with the partnership namely regarding the making of the RAB (Draft Budget) and implementation in the field. In HR mobilization and management, the farmers' lack of knowledge has resulted in non-optimal administrative management. The PSR program is also not separated from problems so that there is a need for problem mediation, namely at stage three where farmer groups will no longer use partnerships because they are already experienced, so they can manage the grant independently. This research suggests that institutional strengthening is needed so that farmers can be independent farmers who can run their own programs and there is a need for clear main duties and functions from each stakeholders of the PSR program.

Abstract

The Maritime Axis proclaimed by the Jokowi-JK Government should make the coast and small islands the front yard of Indonesia. however, the condition that occurs is that the small islands in Indonesia are almost virtually untouched in terms of development because the country is focused on the land areas of the densely populated large islands. This condition can be seen from the small island community services that are far from the standards in the health sector, education, transportation, and aspects related to community needs. So far, the country's attention to small islands is under the umbrella of Law Number 1 of 2014, revised from Law Number 27 of 2007 concerning Management of Coastal Areas and Small Islands. The policy was also deemed to be unable to accommodate the needs of the small island. Currently in Indonesia has many laws and regulations governing management related to the management of coastal areas and small islands. But in reality these laws and regulations are not implemented much. This is caused by weak law enforcement, sectoral egoism and weak coordination between sectors. In managing small islands, there is often a lot of debate in terms of economic, geopolitical, and even socio-cultural. This difference in perspective leads to interventions that actually harm the island community. This happened in the Zoning Plan for Coastal Areas and Small Islands (RZWP3K) which is being prepared by the Provincial Government of DKI. One of the areas affected by the implementation of the RZWP3K is Pari Island, the Thousand Islands cluster will become a tourism island. Meanwhile, more than 300 households in Pari Island work as fishermen. The majority of this research is a study that uses a qualitative approach, with descriptive research type. The results of this study indicate that policy implementation through RZWP3K does not necessarily address the problem of space on small islands, because there are inconsistencies and uncertainty from the central and regional governments to manage and utilize coastal areas and small islands.
