Abstract

The new strategy for public management has given rise to a shift in human resource planning. The purpose of the study is to assess how the new public management approach's theoretical modifications have affected its practical applications, particularly in the area of human resource planning. The main goal of this study was to ascertain how the New Public Management approach has affected human resource planning in Delta State Hospital Management Board, Asaba. Convenience sampling and a cross-sectional research design were used. For this study, a questionnaire was used as the research tool for data collection, and 109 respondents were deemed useful. Statistical Package for Social Sciences (SPSS) software version 23.0 was used to perform inferential statistics of correlation and multiple regression analysis on the collected data. The study's findings demonstrated a favorable and significant correlation between new public management and human resource planning and a high-performance culture. The study also showed that the New Public Management approach had a direct impact on the culture of high commitment and performance and human resource planning. The study makes several recommendations, including that the Delta State Hospital Management Board and other related public sector organizations work on clearly outlined HR policies that can form the cornerstone of an institutional framework to ensure the efficient application of HRP policies. Additionally, they should implement New Public Management processes that include human resource planning scope and allocate more funds for the capacity building and professional growth of the resources in order to provide need-based training to their staff. The study is unique in two ways. First, while there are numerous studies that describe the traditional approach to public management in the literature, this study offers a critical viewpoint on it. Second, no other studies in Nigeria have looked into the connection between the new public management approach and human resource planning; the study is a leader in the field in this regard.

Abstract

The study examined politics and international law as visible in the Nigeria state using the Neorealism theory as the intellectual framework and adopted the qualitative synthesis of the scientific method as it relies on secondary data collected from documentation through published and unpublished books, journals, articles, and other publications on Human Rights and maritime/Environmental treaties. It was revealed that the lack of capacity or laxity on the part of the National Assembly to domesticate the treaties of the law to which Nigeria is a party, has undermined the enforceability of most international treaties. Based on these findings and the conclusion arising thereof, it is recommended that treaties Act, of 2004  be amended to make consultations with the relevant Committees of the Upper Legislative Chambers a compulsory treaty-making procedure in Nigeria.

Abstract

This study examines the concept of Dynamic Governance in Bireuen District regarding the designation of Bireuen as "Santri City." The title of Bireuen as Santri City is based on Circular No. 451/975/2020 and Regents Decree No. 553/2020, which officially declared Bireuen as a Santri City. Bireuen District earned this designation due to the presence of numerous Islamic boarding schools (dayahs) and pesantren, as well as rapidly growing religious study centers (balai pengajian). This research aims to explore the extent to which government departments innovate in developing Bireuen as a Santri City. The objectives of this research are to understand the concept of dynamic governance in the context of Santri City in Bireuen and to evaluate the programs that have been implemented concerning this designation.This research employs a descriptive qualitative approach. The researcher utilized two types of data sources: primary and secondary data. Data collection techniques included observation, interviews, and documentation. Data analysis was conducted through data collection, data presentation, and drawing conclusions. The findings indicate that dynamic governance in Bireuen District has not been effectively implemented, with limited community participation in the innovative ideas introduced by the government. The study evaluates this through three indicators: Thinking Ahead, where the Bireuen Regency Government issued innovations such as a circular banning live music and a warning against Valentines Day celebrations; Thinking Across, with actions by the Public Order and Peace Agency (Satpol PP and WH) that involved community outreach, such as socializing with youth and village communities, promoting Islamic attire, and monitoring tourist spots; and Thinking Again, where the agency focused on educating school youth and village officials from 2021 onwards, coupled with monitoring at tourist locations. The designation of Bireuen as Santri City not only benefits the community in terms of education but also economically, as local residents can engage in business activities around dayahs, thus boosting their income.

Abstract

Pada tahun 2022, Kota Tanjungpinang mengalami penurunan angka kemiskinan. Penelitian ini bertujuan untuk mengetahui strategi yang dilakukan Dinas Tenaga Kerja Koperasi dan Usaha Mikro Kota Tanjungpinang dalam mengurangi angka kemiskinan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa Dinas Tenaga Kerja Koperasi dan Usaha Mikro Kota Tanjungpinang telah membuat strategi dan melaksanakan strategi tersebut namun gagal dalam menurunkan angka kemiskinan di Kota Tanjungpinang. Strategi yang dilakukan Dinas Koperasi dan Ketenagakerjaan Mikro adalah: 1) Peningkatan kualitas pelaku usaha mikro dan pengurusnya melalui pelatihan, pendampingan dan fasilitas standardisasi produk; 2) Optimalisasi penempatan tenaga kerja di sektor formal melalui program antar kerja lokal, regional, dan antar negara; 3) Pengembangan jaringan informasi pasar kerja untuk mengoptimalkan penyerapan tenaga kerja di pasar kerja; 4) Menumbuhkan usaha mandiri, membina kerja produktif padat karya dan memperkenalkan teknologi tepat guna untuk mengoptimalkan perluasan kesempatan kerja pada sektor informal. Kegiatan program yang dilakukan lebih fokus pada pengembangan kewirausahaan. Baik pelaksanaan maupun pengembangan program kegiatan masih perlu perbaikan untuk memaksimalkan penurunan angka kemiskinan di Kota Tanjungpinang. Kesimpulan dari penelitian ini adalah Dinas Koperasi dan Ketenagakerjaan Mikro telah berupaya sebagai penyedia informasi dan pelayanan dibidangnya namun belum berkontribusi secara penuh dalam mengurangi kemiskinan di Kota Tanjungpinang.

Abstract

The education and training of the judiciary is an issue that concerns the quality and efficiency of the judicial system. The aim of this research is to investigate the current situation and attitudes of judicial officers of the criminal-civil courts, administrative courts, and prosecutors' offices in Greece regarding their training and education. They received this training both during their first period of appointment (introductory training) and during their period of service (continuing training). There is very little research on the training and education of judicial officials in Greece, which makes this research necessary. An online structured questionnaire, consisting of seven sections, was designed for the needs of the survey, which was answered by 273 respondents. The results of the survey indicate the absence of organized training by the judicial officers' branch, as well as the increase in the performance and effectiveness of judicial officers when they are trained. Finally, possible solutions and improvements for the education-training policy of judicial officials are proposed.

Abstract

This study on the effectiveness of communication channels for maternal healthcare is one of great concern with the increased health risks for women in their reproductive years of pregnancy and childbirth. This is especially true in developing countries such as Nigeria where thousands of women die yearly in pregnancy or childbirth. The qualitative and quantitative design method was applied in the study and the questionnaire was used for data collection from 399 respondents. The study found that the level of awareness of the programmes was encouraging for FMHCP and HeFAD; that the communication channels were adequate, and more than half thought they were effective in influencing participation in the maternal healthcare programmes. The findings provide healthcare professionals with an important insight into issues of effective communication therefore, recommend the continuous usage of communication channels to spread awareness of maternal healthcare programmes to enhance the provision of appropriate health information and maternity care to women
