Abstract

Implementation of the Uninhabitable House Social Rehabilitation Program (RSRTLH). In its performance, several problems were found. First, there are large numbers of individuals without adequate housing. In addition, the distribution of beneficiaries of the RS-RTLH program has not been fully optimal, and the construction and renovation of houses have not been completed. This study aims to examine and describe the Uninhabitable House Rehabilitation Program implementation. In implementing the program delivered by Merilee S. Grindle, the tone of the program is appropriate, and the program objectives have been achieved. The research method uses a qualitative approach. The research results show that the program's implementation has not reached its target, indicating that the performance has not been by the observed impacts, and the level of change has not been running optimally as stated in the regulations that have been set. The inhibiting factors include the lack of involvement of related parties, budget constraints, and lack of community participation, so the program's implementation aims to be completed but has not yet obtained maximum results.

Abstract

Curriculum and learning in pesantren have a close relationship and support each other in creating holistic Islamic education. The curriculum acts as a teaching and learning design and arrangement that includes long-term, medium, and short-term goals in accordance with the periodisation of learner development. These goals must be in accordance with human nature and lead to the realisation of Muslim personality character. Learning in pesantren is the implementation of the curriculum, not only conveying learning materials, but changing student behaviour through direct experience. The learning process organises the environment so that the teaching and learning process occurs properly and creates conditions that allow students to learn materials in accordance with educational objectives. In addition, learning in pesantren also focuses on developing the character of students in accordance with Islamic values, beyond mere academic learning. Thus, curriculum and learning in pesantren have a crucial role in creating a holistic education, covering intellectual, moral, and spiritual aspects, and in accordance with Islamic values..

Abstract

This study evaluates the implementation of the Covid-19 Response Village Programme in Pulau Tiga Plantation Village, Aceh Tamiang District. The results show that the programme implementation has not run optimally because there are obstacles in several aspects. Firstly, in terms of communication, there is a lack of clarity and consistency of information regarding the prevention and control of Covid-19 delivered by the implementing officers. Secondly, limited human resources have an impact on the ineffective implementation of the prevention programme in this village, and can be seen in several activities that are not carried out optimally. In addition, the lack of facilities and infrastructure, especially the unavailability of a special isolation room, causes people who are positive for Covid-19 to undergo independent isolation in their respective homes. Local community participation is also still low in several prevention activity programmes carried out. To improve programme implementation, corrective measures need to be taken, including the preparation of clearer and more consistent information, increasing human resources involved in the programme, and providing adequate facilities for handling Covid-19. It is expected that with these corrective measures, the implementation of the Covid-19 Response Village Programme can run more effectively in protecting public health and reducing the risk of virus transmission in the village area.

Abstract

Nigerian local governments have been investing in employee training and manpower development over the years to improve the institutions' overall performance and level of dedication. This is because it is acknowledged that training and workforce development play a critical role in achieving organizational goals and objectives. Thus, in a few Delta State local government units, this study looked at the relationship between employee commitment and manpower development. Using a self-administered questionnaire, 390 employees provided data, and the Taro Yamane method was used to calculate the sample size. With the help of the Statistical Package of Social Science (SPSS) version 23.0, the collected data was analyzed using percentages and frequency, Pearson's correlation coefficient, and linear and multiple regression. The results showed that employee commitment (affective commitment, continuance commitment, and normative commitment) was highly influenced by manpower development. The study came to the conclusion that employee commitment and manpower development increase organizational effectiveness. Therefore, in order to effectively improve employee performance and organizational effectiveness, policies that enhance workplace commitments and duties must be promoted. Therefore, among other recommendations made by the study, the management of Delta State's Local Government Councils should set up programmes for staff members' professional and personal growth. This means making long-term plans for career development initiatives. Employee commitment (affective, continuance, and normative commitments) will be greatly increased as a result, and employees will be able to meet their goals.

Abstract

This study is designed to carry out an Evacuation of Candidates Performance in Core Subjects and Financial Accounting in the May/June 2014 WASSCE in Egor and Oredo Local Government Areas, Edo State, Nigeria. To be able to evaluate performance, the researcher raised five research questions, four of which were hypothesized. The statement of problem included the perceived attitude of trying to shift blames for failures in school examination to teachers. A comprehensive and empirical review of both related literatures and studies on West Africa Senior School Certificate Examination results were also done to enable the researcher paint a picture of what has been obtainable prior before now on performances of students especially in Financial Accounting. A Proforma titled Core Subjects and Financial Accounting in the May/June 2014 WASSCE in Egor and Oredo Local Government Areas Edo State, Nigeria,was used to collect data from the sampled secondary schools the public senior secondary schools in Egor and Oredo Local Government Areas. Data analysis was done by an expert in measurement and evaluation using descriptive statistics, ANOVA, t-test of independent sample etc.The findings of the study revealed that candidates performed relatively well in both the Core Subjects (including Financial Accounting) in the May/June 2014 WASSCE. The findings also revealed that the teachers were effective and efficient in carrying out their duties. Based on the findings, recommendations were made for improvement in future.

Abstract

The Agency Theory was extensively covered in this study. The investigation used secondary data from books and articles that had already been published. Despite objections, changes in the government, and reservations from some sections of the public, the agency theory has proven to be a useful paradigm in enhancing public accountability and improving the delivery of public services. Local government councils in Delta State may benefit from applying agency theory, which can enhance the provision of public services, employee performance, administrative accountability in the public sector, and public confidence in elected officials. The majority of public administration research reflects agent theory-related presumptions that support public administrators' capacity for learning and effectiveness. As a result of the aforementioned, it is crucial for Delta State's local government council leaders to strictly adhere to accountability in the management of local government affairs in order to encourage quality service delivery. The study comes to the conclusion that in Nigerian public administration, administrative accountability is a crucial but underdeveloped concept. The phrase is freely used by academics and professionals to refer to accountability for one's actions or behavior. Administrators and organizations are responsible in the sense that they must account for their actions. Beyond this fundamental idea of answerability, the term has not undergone much development in Delta State's local government councils.

Abstract

The evil consequences of terrorism in our contemporary states have left so many countries of the world in a very serious economic crisis. The 9/11 terrorists attacks on the United States of America has changed the face of terrorism foe ever, especially to policy makers, academics and to publicists, leaving the human communities much more vulnerable than ever before. Worse hit are such countries with unstable governments most of which are in Africa. This paper examines the economic iniquitousness of terrorists conditioning in developing countries; particularly in Nigeria. The study adopted a historical method of data collection with a complete reliance on secondary data sources as obtained from books, magazines, academic journals, newspapers and the internet.  The paper reveals that terrorists' attack had adversely affected the economies of developing countries; particularly, the Nigerian economic environment as it had drastically downshifted Foreign Direct Investment (FDI), the killing and maiming of unarmed citizenry who would have formed a formidable workforce for economic progress. The paper suggests that, economic activities can only thrive in an atmosphere of peace and tranquility, to that extent therefore, the government need to strengthen its collaborative efforts with her neighbours and other development partners across the world to curb the activities of the terrorists.

Abstract

The Constitution of the Federal Republic of Nigeria 1999 chose certain rights to protect under chapter IV and termed them as Fundamental Rights. These rights protected not only by the Constitution, but also by the African Charter on Human and Peoples Right. Whenever there are breaches of these fundamental rights, the law provides a procedure for their enforcement, which is the Fundamental Rights (Enforcement Procedure) Rules 2009. The basic objective of the 2009 Rules is to facilitate enforcement procedure by removing some of the impediments in 1979 rule. Unfortunately, it is clear that the procedure for enforcement of Fundamental Rights is still bedeviled by delay. Many applications alleging serious human rights violations are routinely struck out or dismissed. However, the pertinent question is: to what extent are the human rights provision in these legal instruments realized or enforced as it relates to the women folk? It is worthy of note that there are equally other important impediments in the realization of the objective of Fundamental Rights (Enforcement Procedure) Rules 2009, such as the distinction between main claim and ancillary claim in the Nigerian fundamental rights, because litigants are cautious of whether or not their will succeed because of this distinction. This research examines Women and Human Rights in Nigeria. This research made an in depth analysis of the rules and considered to what extent it achieved its objective in order to enhance a robust human right regime as it relates to the women folk. To achieve a close -to- accurate" if not accurate result, the research embarked on a field work. To this end, empirical method of research is used. This research found out that the Fundamental Rights (Enforcement Procedure) Rules 2009, though has brought tremendous changes in the field of human rights protection (e.g the abolishment of locus standi and leave, is still faced with some major setback like the issue of principal and ancillary claim in the enforcement of fundamental rights and the jurisdiction of the National Industrial Court which is not clear in the rule. The work recommend that Courts should do away with the dichotomy between principal and ancillary and the definition of courts in the Rule should include the National Industrial Court.

Abstract

This study endeavors to assess the Quality of Health Center Services in East Idi District, East Aceh Regency, with a specific focus on the sub-district of East Idi. Utilizing a descriptive qualitative analysis, primary and secondary data were collected through observation, interviews, and documentation. The study employed data reduction, presentation, and conclusion as analytical techniques. Findings revealed shortcomings in the physical evidence aspect (Tangibles) of the UPTD Puskesmas Idi Timur, East Aceh Regency, concerning inadequate facilities and infrastructure. The reliability of the health center service process was deemed unsatisfactory due to undisciplined and unprofessional staff. However, responsiveness scored well, with puskesmas staff demonstrating alertness and receptiveness to community inquiries. Guarantees, ensuring convenience in obtaining health services, were positively acknowledged. Employees' empathy received favorable assessments, showcasing a friendly demeanor and openness to public feedback.Despite these positive aspects, the study reiterated concerns about the unreliability of health center staff, emphasizing the need for discipline and professionalism. While responsiveness and guarantees were praised, continuous efforts are required for sustained improvement. The overall emphasis is on enhancing the quality of health services by addressing the identified areas of deficiency and promoting a culture of professionalism and empathy among health center personnel.

Abstract

Post-Soviet Russia pursues very difficult foreign policy objectives in its relations with African states and in doing so it often draws on the relationships, partnerships, and formal and informal networks forged during the Cold War. Russia has abandoned its promotion of socialism to pursue crude economic interests via its business elite, based on values that appear to be in stark contrast to the conventions of Western liberalism. Undoubtedly, the Nigeria-Russia bilateral relations during the Post Cold War have had both good and difficult experience. This study therefore is an assessment of the Nigeria and Russia economic ties from the historical point of view relying on traditional diplomatic theory as a tool to trace the existing diplomatic ties between the two countries. In conclusion, Nigeria-Russia relations have come of age, despite some psychological differences and suspicions, there are lots of gains and work is still needed to be done in the direction of media and cultural exchanges and some trade favorable policies on the part of Russian government to allow more Nigerian exports, while it is desirable that Nigeria and Russia move their bilateral relation to a new level of active cooperation in important and strategic economic sectors. The study therefore recommends among others that the economic relations between the two countries should be strengthening and make more emphasis than before on the development of cooperation at the level of small and middle-size enterprises.
