Abstract

The value of time management lies in the fact that people have too many tasks they need to do but not enough time for the things that they want to do. The study therefore, examined time management and employee productivity in government institutions in Delta State. The study adopted Time Management Quadrant theory. The study utilized secondary source of data. The study revealed that effective time management not only affects the productivity of employees, but also helps to cope with stress, conflicts and pressure more efficiently. It also helps them maintain a healthy work-life balance and keeps them motivated. The recommended that time should be set for the accomplishment of all activities by government at all levels including the core ministries. Adequate provisions should be made for the attainment of the goals set, among others.

Abstract

This paper examined the predicaments facing Nigeria and how they have become more manifest in each attempt to attain democratic rule and economic reform. This approach provides an opportunity to observe how respect for human rights, democratization and broad-based sustainable development efforts have interacted with market-oriented economic policies in the past three decades in Nigeria. This paper adopted the analytical method and relies on secondary data and utilizes the content analysis for interpretation of data collected. The paper concludes that It is very critical for senior public administrators and political leaders to make the civil service employees to act ethically, not only in times of crisis or scandal, but on an everyday basis as well. It is also imperative for consideration to be given to ethics in hiring, performance evaluation, and promotion decisions, and that, if the civil service mission includes ethical behavior, then it should be evaluated along with other competencies.

Abstract

The research aims to find out and describe the Implementation of the Family Hope Program (PKH) policy in improving family welfare in Huangobotu Village, Kabila Bone Subdistrict, Bone Bolango Regency, viewed from aspects such as standards and targets, resources, inter-organizational communication, social, economic, and political conditions, characteristics of implementing organizations, and the attitudes of implementers. This research uses a descriptive approach with qualitative data analysis. Data collection techniques include observation, interviews, and documentation. Based on the research findings, it was found that the implementation of the Family Hope Program (PKH) policy in improving family welfare in Huangobotu Village, Kabila Bone Subdistrict, Bone Bolango Regency has been implemented following Minister of Social Affairs Regulation Number 1 Of 2018 regarding the Family Hope Program (PKH), viewed from aspects such as standards and targets, resources, inter-organizational communication, social, economic, and political conditions, characteristics of implementing organizations, and the attitudes of implementers. However, several issues were encountered during is implementation, including insufficient coordination between policy implementers and all relevant parties, lack of updating of beneficiary data resulting in ineffective implementation, and misallocating aid recipients. Thus, it can be concluded that implementing the Family Hope Program (PKH) policy to improve community welfare in Huangobotu Village, Kabila Bone Subdistrict, and Bone Bolango Regency has not been optimally executed. There are still aspects such as standards and targets, inter-organizational communication, and social, economic, and political conditions that need to be improved.

Abstract

Gampong Information System Innovation (SIGAP) and who are the actors involved in innovating gampong information systems as well as obstacles to gampong officials in managing SIGAP. Bukit District, Bener Meriah Regency. Not getting optimal information about SIGAP and inadequate resources in the SIGAP management process are one of the problems that arise. Qualitative research method with a descriptive approach and data collection techniques through: observation, interviews and documentation as well as data analysis techniques starting from, data reduction, data presentation and drawing conclusions. The results of the research show that the village information system innovation in Bukit District, Bener Meriah Regency has not run optimally, starting from the policies issued and implementation has not been optimal so that the innovation that is to be implemented cannot be communicated well, the benefits of village information system service innovation cannot be felt to the fullest. , human resources owned by the sub-district and gampong, operator officers have undergone training so that they can carry out SIGAP in accordance with their main duties and functions but there are no facilities and infrastructure that support public service innovation, information system equipment often has problems. Gampong information system innovation is a special task for the gampong operator, it is the operator who will update the data into the SIGAP application. The actors involved in village information system innovation are DISKOMINSA, DPMG Aceh, DPMK Bener Meriah, KOMINFO Bener Meriah, KOMPAK, sub-district operators, gampong operators, village officials, cadres, midwives and the community.

Abstract

This study looks into how Iran's nuclear weapons might affect the spread of nuclear weapons in the Middle East region. The international discourse surrounding Middle East issues has intensified, resulting in a closer connection between the security systems of the region and the global arena. For security and stability to exist in the Middle East, non-proliferation of nuclear weapons and disarmament are essential. If more breakouts are to be avoided, addressing them must be done immediately. This needs to be completed thoroughly and without bias or preference. The historical research design was used in this investigation. Among other things, the study found that the Islamic Republic finds nuclear weapons appealing due to two main factors: deterrence and regional hegemony. Iranian efforts to develop nuclear weapons capabilities have been prompted by the current imbalance of power distribution in the Middle East, the study concludes. It suggests, among other things, that Iran-US relations should be given top priority and that, should they continue to be adversaries, little progress will likely be made in improving bilateral ties in the Persian Gulf and the Middle East. This is the most efficient method of ensuring the security as well as survival of the regime and state. When it comes to backing initiatives meant to bring peace and stability back to the Middle East, including potential regional security frameworks, the UN ought to be more proactive and assertive.

Abstract

Population is very vital to the government for nation building of a country especially, Nigeria. Nigerias population has been contentious and politicized since colonial times. Census statistics embodies an essential database prerequisite for measuring the physical and social well-being of a nations population. Hence, for any country to realize its development potentials, it requires a comprehensive population database support to guide its socio-economic programs, planning and implementation. The fusses in Nigeria census steered the cancellation of the 1962 general population census which was repeated in 1963.The Population of an area is considered a political weapon, a condition desiderata for provision of amenities, infrastructure and in fact, guides wealth allocations and fiscal planning. Regrettably, Nigeria is yet to produce an acceptable and satisfactory demographic data for infrastructural development and nation building. Scholars of Nigerian history appear not to have paid adequate attention to nation building in Nigeria as a result of inaccurate population database. Hence, it is a perception of issues of politics and population census this paper tend to address. Qualitative research methodology was adopted for effective analyses. The paper concluded that inherent contemporary issues have continued to defeat the main aim of population census as an instrument for strategic planning and sustainable development. Lack of accurate census figures has contributed to Nigerias policy summersault and under development. It is unfortunate that in this 21st century Nigeria still does not have effective and reliable census data due to the fact that politicization, Falsification of population census result, religion rivalry, ethnicity stimulation and fluctuation of period of conducting census serves as a controlling force against accuracy of population census figures.

Abstract

Although, globalization is relatively not a new concept,it is a contemporary one which is used to explain the integration and interaction of governments, inter and non-governmental organisations and individuals on a global scale. The concept of globalization captures the entire world as a global village and a borderless world made possible with the aid of technology. The major and the perhaps the most attractive aspect of the globalization process is the economic aspect, though there are the social and cultural aspects. With the aid of the globalization process, there have been massive exchange of goods and services and mobility of labor across borders and among various countries of the world. Interestingly, there have also been advocacy to use the globalization process to transfer technologies from the advanced developed countries to the third-world developing countries like Nigeria. The paper therefore, examines the tenets of the globalization process, the phenomenon of technology transfer, whether the globalization process has resulted in technology transfer and the extent to which technology transfer has affected Nigerias economic development. This study makes use of secondary data derived from published and unpublished materials and the internet. Methodologically, the historical method was adopted to extract relevant information from past and current events as it relates to the problem of the study while the descriptive method of Data analysis was also used in this study. The findings of the inquiry revealed amongst others that globalization promotes quick economic expansion in Nigeria and it is of benefits to both the public and private sectors of the economy while technology transfer has helped in easing transfer of useful information among individuals, government, institutions and business organizations. The study recommended among others that the Nigerian government should enact legislations and ratify international agreements that can advance globalization and technology transfer. This is so because the benefits of globalization and transfer of technology significantly outweigh its drawbacks.

Abstract

This study examined human security situation and state police establishment contention in Nigeria. This theoretical paper draws its arguments primarily from secondary sources of data, such as journal publications and textbooks. The study concluded that the capacity of the Police is further reduced due to the deployment of a good number of policemen to undertake guard duties and private security services for the rich and affluent in the society. Perhaps, the greatest impediment to police effectiveness in Nigeria remains corruption. The limited funds meant for security and other developmental purposes are diverted by those responsible for their utilization. This creates an unending vicious cycle of poverty, deprivation, greed, exploitation, unemployment and general underdevelopment that culminates in weakening the capacity of government to provide social services, fund security ultimately undermining national security. This study recommended a reform which would pave way for state police formations and give power to state governors over the police contingents in their states.

Abstract

The Niger Delta region of Nigeria has become a paradox of poverty, underdevelopment and neglect in the midst of wealth. The region is endowed with rich deposits of crude oil, but its people are suffering from excruciating poverty, environmental degradation and policy neglect. Through historical survey method, the paper explored the earlier cases of agitation for attention before the attainment of independence, and the empirical cases of the regions concerted approach to cry out because of abandonment, policy inconsistencies and a near neglect of the region. The paper explored the subject in terms of government efforts at obviating their palpable efforts at failure, the irresponsibility of the oil exploring and processing companies and the very hazardous cases of environmental degradation. The paper makes a case for the fact that giving attention to the region must become a mandate for every regime, since it has become a policy trust. It went on to alert the present government that the NDDC has a clear mission for the development of the region. And that their renewed hope agenda does not have to look too far. It went further to aver that adopting the polycentric approach to policy making, stakeholders, governments, the communities and the people in the region would become the better for it.
