Abstract

Kamal Port is the main port located in Kamal Village, Bangkalan district, Madura Island, East Java. This port became the center of the crossing of the Madura community from the village of Kamal (Bakalan) to the port of Tanjung Perak (Surabaya). However, with the inauguration of Suramadu Bridge on June 10, 2009, Kamal Harbour experienced a decrease in cruise ship users. The crossing of the ferry, which is 30 minutes longer than the use of the Suramadu Bridge, and the more expensive cost of the Suramudu Bridge are the reasons why people switch from the boat to the bridge. The study aims to analyze the economic rehabilitation policy of Kamal Village as an effort by the government of Bangkalan District to revive the Kamal Port economy. This research will use qualitative descriptive analysis methods with secondary data, where the data is taken based on precise and reliable previous research. The results of this research will refer to the assessment of the potential prospects of the Kamal Port that can be utilized for economic recovery, SWOT analysis as an evaluation of the performance of the Kamal Harbour Maritime Tourism Policy, and economic restoration strategies by assessing the supporting factors suggested by the researchers to improve the Kamal Port economy.

Abstract

This article explains how the DPRD carries out its regulatory oversight duties. The purpose of this research is to find out how well Regional Regulations are implemented based on the prevailing laws and regulations. Local Regulations and Regulations of Regents/Mayors are subject to DPRD supervision. Enforcement of Local Regulations is an important part of the governance structure. Hearings, working visits, formation of committees, etc. are just some of the ways in which the DPRD carries out its supervisory role. The purpose of this oversight is to ensure that local governments follow plans and laws when implementing their initiatives. The author used a qualitative approach, conducting on-site observations, to collect information and data for this study. The data analysis shows that each Local Regulation is formed by the Regent or DPRD upon mutual consent.

Abstract

This study aims to analyze the implementation of the government's child-friendly program in the city of Surabaya in making Child-Friendly Districts (KLA), supporting factors and inhibiting factors faced by the Surabaya City Government and the impact of the Government's program on child-friendly. The research method used is descriptive qualitative. The location of this research is at the Population Control, Women's Empowerment and Child Protection Office (DP5A) of Surabaya City and Three (3) sub-district areas that are pillars of the project (Genteng Sub-district Office, Wonocolo Sub-district, Benowo Sub-district), with the research subject being the Head of DP5A Surabaya City, Head of the People's Welfare and Economic Section in each sub-district area. The focus of this research is the Implementation of the Government's Child Friendly Program, the supporting and inhibiting factors faced by the Surabaya City Government and the impact of the Government's Child Friendly program. Sources of information were determined using purposive sampling techniques, data collection techniques through observation, interviews and documentation and data analysis techniques with data collection, data condensation, data presentation, and conclusion drawing. The results showed that: (1) Implementation of the Government Program on Child Friendly in Surabaya City. (2) The influencing factors are in accordance with the objectives of the activities that have been set. (3) The impact is that the cooperation that is established is quite effective, problem solving is fast, precise and straightforward, the achievement of activity results is enough to help the government in solving cases of child problems.

Abstract

Launch of 2020 Indonesian Ombudsman Annual Report on Monday 8 February 2021, President Joko Widodo said "public be active in conveying criticism, input, or potential maladministration.” Public service providers continue to increase efforts improvements. On the other hand, President's statement is very contradictory or contrary to socio-political and democratic developments society occurred Jokowi became President of Indonesia for 2nd period in 2019-2024. Several socio-political events that occurred showed democratic process in Indonesia experienced shift or decreased percentage. This paper describes and analyzes development of Indonesian democracy during leadership of President Joko Widodo Period II and factors decline development of democracy in Indonesia. This paper uses reference studies and documentation data collection techniques, sources, and uses a qualitative descriptive analysis of development democracy in Indonesia during President Jokowi's second period. The results of study found and according to Compas research until October 7 2022, that a decline development of democracy in Indonesia, decrease in public trust in performance of Jokowi-Amin Government field of law enforcement, only at 51.5%. Achievement is down compared to the results of previous survey in June 2022. The economic sector is only 50.8% to rising prices of basic commodities which continue increase. Eventhough, social welfare sector is still 74% is possibility to be temporary, because BLT has been disbursed community, political and security sector 74.6%, increasing lack of response or (bored) public response socio-political situation dominated by political party activities 2024 election.

Abstract

This research discusses the implementation of the supervisory function of Commission D towards the local regulation (perda) on education management in Ciamis Regency. According to Feriyanto and Triayana (2005:65), the supervision process involves several steps. First, establishing standards as a reference. Next, determining the measurement of activity implementation. Then, comparing the actual implementation with the established standards and analyzing any possible deviations. Finally, taking actions to address the issues detected during the supervision process. The main problem addressed in this research is how the supervisory function of Commission D influences the implementation of the local regulation on education management in Ciamis Regency. The method used is a qualitative descriptive approach with data collected through literature studies, field surveys, observations, and interviews. The results of the research show that the supervision conducted by Commission D in Ciamis Regency is not yet optimal, mainly due to the lack of coordination between Commission D and the education department regarding the implementation of the local regulation on education management in Ciamis Regency.

Abstract

The zoning system policy is a government program to achieve equitable education and to remove the public paradigm of superior schools and that all schools are superior. The purpose of this research is to analyze the implementation of the zoning system policy at the public primary school level and the factors that affect its implementation. In this research, the method used is a qualitative method with a descriptive approach. Based on the results of research on the zoning system policy at the public primary school level, the implementation of PPDB with zoning pathways in Surabaya public primary schools is in accordance with Permendikbud Number 1 of 2021. Viewed from the Edward III theory, this zoning system policy has been implemented well because of the public's understanding and the responsiveness of the parties involved in overcoming obstacles. However, there are still some people who still do not understand this zoning system policy due to uneven socialization.

Abstract

Digital transformation in the government sector is a form of public service innovation. Since the COVID-19 pandemic, various digital-based innovations have emerged as solutions to the problems that occur. This effort was made to provide services to the community during the pandemic.  One of them is the presence of a virtual office as a work space platform that supports efficiency in providing public services. Virtual offices are a manifestation of an electronic-based government system (SPBE), administering government by utilizing technology, information, and communication. This system exists to realize effective, efficient, transparent, and accountable government governance. This article focuses on reviewing virtual offices as a digital-based public service from an e-government perspective. The study uses a qualitative descriptive approach with data collection techniques through literature studies, such as books, journal articles, websites, and other documents related to the research topic. The results of this research show that virtual offices are a form of government governance through digital transformation. A review from an e-government perspective shows that this system has demonstrated key elements in achieving successful e-government implementation. Among them are support, capacity, and value. Apart from that, the concept of dynamic governance shows that the virtual office is a form of transformational government governance that is able to answer the challenges of technological and information development. This supports dynamic government towards good governance.

Abstract

Implementation of the Prosperous Home Program (PRS) as an implementation of the welfare state concept in alleviating poverty and creating a livable area is the government's effort to realize the nation's prosperity. In this study, the researcher aims to comprehensively analyze and describe how the distribution of the Prosperous Home Program (PRS) grant assistance to poor communities in Hulu Sungai Selatan Regency is implemented. This research uses the method qualitative to comprehensively examine the results of the achievement of the Prosperous Home Program (PRS) without using statistics in the analysis procedure. The data collection process carried out was direct observation, structured interviews and documentation. The results of the research show that the target that the Regional Government wanted to achieve through the Hulu Sungai Selatan Regency Social Service in 2014 has been realized, by repairing around 6,077 units of uninhabitable houses by 2023. Apart from achieving the target, in its implementation there are several obstacles such as failure to provide craftsmen who have an impact on the home repair process and can influence the reporting process for the implementation of the Prosperous Home Program which results in delays in the home repair process.

Abstract

The Public Service Mall is the government's effort to improve the quality of the bureaucratic system, with the aim of providing satisfaction to the community through providing services in one location. This Public Service Mall aims to help the community and provide convenience in managing business administration. The aim of this research is to explain the implementation of the Palangkaraya City Public Service Mall, namely Huma Betang. The research method used in this research is descriptive qualitative. Data collection techniques use interviews, observation and documentation. The results of this research show that the Huma Betang Public Service Mall, Palangka Raya City is included in the yellow zone category at 71.64%. The Ombudsman of the Republic of Indonesia assessed a series of structured steps starting with the preparation of a Memorandum of Understanding and Cooperation Agreement. Next there is the formation and design of service tenants, information systems, management and registration, monitoring and evaluation. In the context of managing complaints and input, as well as coordination and regular meetings between agencies or tenants, this mechanism becomes a solid foundation for the delivery of integrated services. The service mechanism process not only includes the operational stage but also includes information related to service costs. Internal aspects such as allocation of operational funds and management of human resources. External factors such as the construction of the MPP main building and collaboration with related agencies are expected to provide solutions to the problems faced.

Abstract

The Generation Planned Program (GenRe) is a government policy that is responsible for overcoming population problems. It is one of the government's efforts in carrying out population development, in order to support Indonesian youth to be more visionaire. This study aims to determine the implementation of the Generation Planning program (Genre) of the East Java Province BKKBN in Kenjeran District, Surabaya City and what factors support and hinder the implementation the program in Kenjeran District, Surabaya City. This study used qualitative research methods. The data used are primary and secondary data. The data that has been processed is then presented in the form of a description, then interpreted or interpreted to be discussed and analyzed qualitatively, then to draw a conclusion. Based on the results of the research and discussion, it is known that the implementation of the Generation Planning Program (GenRe) in Kenjeran District, Surabaya City has been going quite well, although there are still factors that hinder its implementation in the field. This is found in the interpretation aspect in which the understanding of the target group is not comprehends. They don’t feel the benefits of the existence of the GenRe program. It is causes by the impact of the program cannot be felt instantly, and requires a long period of time. In this case the researcher provides recommendations for the government institutions involves need to improve communication in the form of direct counseling and by utilizing social media.
