Global: Jurnal Politik Internasional
Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

The discussion on the importance of energy security policy for Indonesia merits special attention for a number of reasons. First, there has been an opinion that the recent decision by government to increase the price of fuel energy can be attributed to its short sighted view on energy security policy. Secondly, the idea of energy security has evolved from its original concept to the effect that the main concern is currently not merely over the question of how to secure sufficient supply of energy at affordable price but also over its future sustainability. Thirdly, there have been contending paradigms in designing policy to achieve energy security namely between those who consider energy as market commodity and those who regard it as a strategic commodity. The paper primarily attempts to answer the following questions: what is energy security policy and why should energy security policy be comprehensive? For the purpose of analysis, the paper is divided into three parts. The first part attempts to define what we mean by energy with special reference to heat energy including its various dimensions and categories. The second part aims at tracing the rationale behind the emergence of energy security including its evolvement as a concept. The third part intends to show policy options available for policy makers in designing energy security policy by locating and seeing them through the lenses of contending paradigms. Since the recent hike of fuel energy has strong tendency to take side with and seems to have been inspired by market paradigm, an attempt is also made in the last part of the paper to analyze deficiencies of Indonesian current energy security policy.

This article will argue that Third Debate is the 'revolution turn' in the study of international relations. There are some explanations to conduct this argument: the description of the history of international relations thought and epistemological problem. This illustration will lead us to understand that there is a deeply dynamic debate in philosophy circumstances. We can not close the eyes to this debate otherwise we will be stucked and trapped in the dogmatism, stagnatism and ideology. Epistemological problem of philosophy is one of the foundations of the entire big problem that should be discussed. From epistemological scrutiny, this article believes in Smith illustration that the variety of epistemological types will solve the problem of dog matism, stagnatism and ideology in the study of international relations. This 'revolutions turn' will achieve variety of truth, a wisdom, and a freedom from (of) dogmatism, stagnatism and ideology in the study of inter national relations.

Unmanned Aerial Vehicle (UAV) is an armed unmanned plane, which is also one of the most advanced technologies developed by the United States. UAV is more superior compared with other kinds of weapon. Currently, it is used in many parts of the world as a part of the United States' counter-terrorism measure. However, the use of UAV in Pakistan since 2004 to 2012 does not successfully reduce the number of terrorist attack that happens on that country. This research aims to figure out the reasons behind this failure through the use of congruence in retrospective. The results show that the failure of UAV relies upon 3 factors: (1) US did not really understand the characteristic of targeted terrorist organizations, (2) there is a mistake in the decision making based on the intelligence cycle, and (3) the nonexistent of local society's support.

The 2014 Gaza War is the third largest armed conflict between Israel and Hamas in the Gaza Strip. After Hamas fired rockets and mortars into strategic areas of Israel, the latter launched Operation Protective Edge as a counterattack. The use of military force by both sides led to enormous collateral damage, especially in the Gaza Strip. Operation Protective Edge is considered by many to have violated International Humanitarian Law; its conduct is seen as inconsistent with the principles in Just War. In explaining why the violations of International Humanitarian Law in Operation Protective Edge can be justified by Israel, this study grounds its analysis on thorough examination of the principle of Just War. The paper argues that the following factors bolster Israel’s justification: 1. The strength of the the right to self-defense argument; 2. Depiction of Operation Protective Edge as a proportional military operation; 3. Predication of the war between Israel-Hamas as an asymmetric conflict; 4. U.S. support, which finds basis on UN Security Council resolutions.

This paper aims to discuss the contribution of new imperialism theory for International Relations. This contribution will be analyzed by positing new imperialism theory in the light of Marxism-Realism debate. This debate is centered on the question on how the relation between state and mode of production should be formulated. While Realism tends to underestimate the role of mode of production in international relations, Marxism tends to underestimate the role of state. This paper argues that new imperialism theory could be understood as an experiment to resolve this issue. By separating “economy”/”the logic of capitalism” from “politic”/”the logic of territorial”, new imperialism theory attempts to reconcile the role of state and mode of production in the analysis of international relations.

For the last one decade, most of the countries in the Southeast Asia region have shown dramatic growth of economic development. Given the fact that most of the countries in the region currently can be called emerging industrial development progress and the life of the nations. These soon-to-be industrialized countries mostly still rely on oil. Hence, based on the assumption that the source of oil is shrinking while the demand is increasing, in the future these countries will have to struggle to secure the oil source. As the oil sources mostly lie beneath the sea, the competition among the countries for seeking oil will have implications for emerging maritime dispute in the future. In this rivalry over energy between Southeast Asian countries the future stability and security of the region in one way or another depend on the peace peaceful settlement dispute as promoted by a cyan framework the effects of ASEAN members in preserving the values for peaceful settlement dispute will be the key to resolve the energy insecurity conflict.

This article offers a new paradigm in analyzing migrant worker problems in Indonesia, particularly about its relationship with Malaysia, as one of the most significant destination country for Indonesian migrant workers. Migrant workers issues must be analyzed with social economy, politics and humanitarian perspectives, to obtain a comprehensive view towards this never-ending problem. Diplomacy becomes a very important aspect if we want to discuss about the protection of Indonesian Migrants Worker. Indonesian Government needs to invite a further involvement of NGO to implement dual track diplomacy, since this problem is too complicated to be solved only by the government. This article is also supported with the historical background of the occurrence processes of the migrant worker in the world, and between Indonesia-Malaysia in particular.
