Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

This study analyses the dynamics of the implementation of international norms regarding the elimination of sexual violence in Indonesia, with a focus on the influence of narrative contestation on the protection of victims. Although Indonesia has ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), implementing these norms at the domestic level still faces various challenges. The ratification of the Sexual Violence Crime Law (TPKS Law) marks a significant milestone in the protection of victims. Still, its effectiveness is doubtful due to resistance from domestic actors and political interests that shape the public will. Through a norm diffusion approach and qualitative analysis, this study explores how norm drivers play a role in promoting and internalising the norm of eliminating sexual violence in Indonesia. The analysis results indicate that domestic social and political resistance hinders the acceptance of these norms, thereby limiting the state's commitment to protecting victims. This study highlights the importance of more adaptive strategies from the state and normative actors in overcoming domestic obstacles to implementing global human rights norms.

Abstract

Political leaders always carefully choose what to say and how to state it, as all words count for influencing the public, explicitly or implicitly. Eventually, the ideas framed in a political statement are best understood contextually rather than merely textually. After Prabowo Subianto, the president of Indonesia, visited China in November 2024, both countries released a controversial joint statement. This article aims to analyse the political frames observable in the 2024 China-Indonesia joint statement with a discourse analysis method. The article found five political frames in the statement: 1) Indonesia agrees to China’s vision of global order; 2) China has a positive image as a trustworthy and non-discriminatory power; 3) Indonesia is open to intimate defence cooperation with China; 4) Indonesia aligns with and is on China’s side; 5) Indonesia supports China’s critical domestic and international ambition. With these findings, this paper argues that the joint statement is in favour of China politically and costs Indonesia its political image as a free, active, and democratic country.

Abstract

This research aims to understand China’s geoeconomic strategy in reshaping the alternative international order in the Asia-Pacific region. China’s economic rise increased its geopolitical influence and significance as a global great power. The Chinese Communist Party (CCP) government, under Xi Jinping, has adopted classical ideas in its foreign policymaking, including tianxia. Tianxia is a classical concept of a hierarchical Sinocentric international order. An empirical study was conducted on several cases of China’s economic policy and analysed with the congruence method to determine the correlation between the tianxia concept and China’s economic policy. Tianxia served as a paradigm and justification for the Xi Jinping administration’s foreign policy making. Additionally, China’s economic expansion background is its economic pragmatism and the rise of Chinese nationalism. The China-led Belt and Road Initiative (BRI), the Shanghai Cooperation Organisation (SCO), the Asian Infrastructure Investment Bank (AIIB), and the Global Development Initiative (GDI) are being utilised to reshape and create a Sinocentric alternative international order. This was supported by China’s economic capabilities and geostrategic position in the Asia Pacific region. China combines constructive and coercive approaches towards the Asia Pacific countries to safeguard its national interests.
