Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

This paper will explore the Asian way of dealing with religious, ethnic, and cultural diversity and how it dif­ fers from the Western liberal democratic model of multiculturalism. As argued by Samuel Huntington, glob­ alization is causing increasing interactions between peoples who previously would not have had any interac­ tion with each other. These interactions intensify identity consciousness and awareness of differences. In South-East Asia, as in other parts of the world, this means the rise of indigenous ri hts, majority-minority g power-sharing and the need to reconceptualize the idea of diversity and citizenship. The paper will examine how South-East Asian people would approach these issues, using mainly their cultural and reli iou tools. These tools are often referred to and are widely accepted as Asian Values, and include concepts such as har­ mony, concensus and commonality. The paper will also show that multiculturalism in Asia may not fit the concepts and models of Western's (liberal) multiculturalism.

Abstract

There are at least three points that this article seeks to explain. Firstly, it intends to provide historical precedence regarding disaster management. Elaboration includes stories of disaster management across civilizations. The goal is to provide reader that disaster management has always been vital in maintaining human existence; thus, the study of International Relations could not afford to ignore the issues if it wants to remain relevant. Secondly, this article attemps to provide readers the establishment of the current international disaster management landscape. There are international level (through the United Nations agency) and regional level arrangements of disaster management that we should take into account. The perspective of global governance will be emphasized in understanding the issue in order to appreciate the fact of how diffused disaster management resources are in contemporary situation. Lastly, the writer takes the example of Indonesia in an attempt to argue that nation states are still the backbone of putting together all disaster management resources to be manageable and effective in reducing human and material losses due to disaster. Abstract

Multicultural education is a set of strategies to strengthen national integration aimed at facing possible threat to national security. Multiculturalism reflects Indonesia's socio-political realities due to the existing ethnic and cultural background of the nation. The diversity is both a priceless wealth and, at the same time, a potential threat factor that could endanger Indonesia's national security. Therefore, the government needs a breakthrough by implementing and strengthening its national vigilance among Indonesian people through multicultural education. The latter would widen and deepen the people's understanding of diversities that exist in society as well as enforce a sense of belongingness and solidarity. The implementation of multicultural education must be a join effort of government and the civil society in the forms of formal, informal, and non formal curricula.

Abstract

This paper analyzes the consumer capitalism in Susilo Bambang Yudhoyono's administration and its influence to Indonesian diplomacy. Study of consumer capitalism is relevant in analyzing the case of South-South cooperation that reflects new model of international division of labor. Consumer capitalism divides Southern countries into two types, producers, such as China, India, Brazil, and Russia, and consumers, such as Indonesia. Indonesian government's plan to be vital part of South-South Cooperation needs to be requestioned, considering Indonesia's economy that heavily relied on consumption. Consumer capitalism can become a buffer of the Indonesian economy to face the 2008 global crisis, but its implications in the future will only marginalized Indonesia.

Abstract

The plan for Iraqi reconstruction was formulated long time prior to the US-led coalition invasion in Iraq. Initial estimates place the cost of reconstruction (and the costs of maintaining a military presence) in Iraq to be anywhere between $100 billion and $500 billion, although the ultimate costs on the amount of time and number of US personnel stationed there. So, the Iraqi reconstruction is the most US ambitious project since the Second World War. Reconstruction is being managed by USAID under the control of the Pentagon, rather than the USAID normal operations supervised by the Department of State. In other words, the Pentagon that was dominated by the so-called Zionist mafia controlled both the invasion and the reconstruction. will depend As D. Albert Pastore stated, the Pentagon is under the control of a hard core group of Zionist Mafia led by "the gang of 3" that is Richard Perle, Paul Wolfowitz, and Douglas Feith. Therefore, the Iraqi reconstruction is a planning which does not serve the basic interest in the long run of the American nation. It serves the imperialistic interest of Israel and the Zionist groups --who now have a great say in the US policy under the President George Bush --to realize their dream of "the Great Israel". W.

Abstract

This article tries to analyze the correlation between foreign debt and poverty problem in developing countries. It is started on an assumption that foreign debt was initially aimed to solve poverty problem, which limits the capability of those countries to involve into global economic system. In fact, foreign debt which is designed to help developing countries overcoming poverty problem, only makes this problem worse. A global economic development policy through massive foreign aid solution has entrapped developing countries on continuous debt, and after several years of foreign aid, developing countries remain poor and unequal. Thus, Michael Hendri Bouchet argued that moving along the graduated scale from threat of default to normalization of debtor-creditor relationship requires the maintenance of an atmosphere of mutual interest and not merely of forced solidarity. A better understanding of each group of actors' stakes and objectives is a crucial condition for implementing such an enhanced debt strategy.

Abstract

A geopolitical revolution of historic force is under way across the Atlantic: the unification of Europe. This new "United States of Europe" has more people, more trade, more wealth, and more votes every international body. Europe's new constitution even establishes an official European Unimotto: "United in Diversity". This article will discuss why European vote "no" to the Europe Constitutional Treaty in last May in France as one of the founding fathers of the union. What would be the consequences of French's rejection of the Treaty. Would a "no" vote signal the end of tEuropean integration project? Would a vote against the Constitution be a vote against free-market economics? The article also explains what will be the next possible scenarios and outcomes for "the European dream". Where the European Union go from here?

Abstract

In the last three decades we witness the rise of global capitalism that dominates the world. It has been quite successful in persuading governments around the globe to adopt and pursue its values, norms and policies. Departing from the view based on reason and moral superiority of capitalism that is responsible for the so­ called its historical victory, this article argues that the main factor is simply the politics. The rise of the dom­ inating global capitalism should be better understood as being closely connected to three political process that reshape the balance of class power: First, the restoration of the dominant class power at the expense of the working class, the peasants and the poor in general; second, the politics of justification for this resurgence by using neo-liberalism as ideological propaganda; and, third, the manipulation of critics to empower the very system, that is, capitalism, being criticized. The worst part of this is that the global capitalism, with its three political processes, touches upon all continents and countries, including Indonesia.

Abstract

This article describes the implementation of Indonesia-Japan Economic Partnership (IJEPA) in four main sectors: trade, investment, manpower, and capacity building from the Indonesian perspective. It finds that in its implementation, IJEPA suffers some obstacles that hampers Indonesia’s expectation, especially in manpower and capacity building cooperation. In trade, Japan’s tariff reduction under the IJEPA does not necessarily lead to Indonesia’s automatic market penetration to Japanese market as the actual obstacle is not on tariff barriers, but non-tariff barriers. Exception could be seen in investment sector, which has shown a relatively good progress, especially on Japanese increasing interests as well as its actual investment in various sectors in Indonesia.
