Core Subject :
Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

Sustainable development, which in recent times has become a global dialectics, in essence is a critique of various theories concerning modern development. Sustainable development is a concept in favour of the balance between economic, social, and environmental dimensions of development. The balancing process potentially can be achieved through the conception of civil society as an arena in which individuals, state institutions, market and society interact within a framework based on rights through the processes of catalyst of dialogue, balancing interest, picking-up signals, and collective action

Abstract

Many believe that the ongoing process of exporting free-market democracy is the best prescription for multiple ills in the so-called 'under-developed' non-western societies. The combination of free-market principles in economy and free election system of political democracy is believed to bring an ultimate solution lead to global peace, prosperity, as well as stability. These have misled us in a very critical way. Exporting free-market democracy, instead of bringing global peace, prosperity, and justice, has been the source of instability, global resentment, and, moreover, violence. Amy Chua rose up an argument that globalizing free-market democracy has been the source for worldwide group hatred and ethnic violence. It is because in most of non-western societies, live what she calls 'the market-dominant minority', ethnic minorities who, for widely varying reasons, tend under market conditions to dominante economically, often to a startling extent, the"indigenous" majorities around them. Her book has been the story of contradictory relations between those of the 'chosen' few and those of the rest of the many. It explained how free-market system of economic and democratic system of politic tend to benefit different groups, widen the existing gap within society, increase exclusiveness as well as the sense of ethno-nationalism, and thus, bring about global clashes and instability.

Abstract

This article is a short report drawn from a research on the issue of the Afghan refugees in Australia (1992-2002). Using the infamous “boat people” case as illustration, the research was intended to provide careful observation on the concept “human security,” a term increasingly linked to forced migration issues. Although human security is often portrayed as a benign concept with strong moral stance, its vastness and loose definition limit its adequacy as a useful tool of analysis. The concept is also prone to misuse because it loosely adapts to various ideological interests. Following a framework elaborated from the thoughts of Caballero-Anthony and Freitas, the article shows that it is possible to implement the human security approach in two conflicting dimensions, positive (the ideal) or negative. Both serve to protect the individuals, but each secures a different entity.

Abstract

Poor countries' debt crisis has caused severe impacts on humanity as it restrains development and poverty eradication efforts. This article will discuss the origins of debt crisis in poor countries, and the previous debt relief mechanisms to address low-income countries unsustainable debt conducted by Paris Club and the IMF. Despite these efforts, low-income countries debt remains unsustainable, therefore in 1996, IMF with the World Bank launched Heavily Indebted Poor Countries Initiatives in order to assist these countries to achieve a sustainable debt and therefore smooth the progress of poverty eradication. This article will also elaborate the initiatives' efficacy in the past years. Finally, this article will try to give some possible recommendations for the initiatives and debt relief efforts as a whole.

Abstract

The article discusses the ongoing development of the ASEAN Socio-Cultural Community. Literature study as well as in-depth interviews of key stakeholders representing Indonesian government, civil society, and academics is utilized to identify its potential leverage, inherent problematics, as well as possible constructive action that can be taken by Indonesia to support and strengthen the ASEAN Socio-Cultural Community. The socio cultural pillar's importance stems from its potential leverage to increase civil society participation, encourage tripartite state-market-civil society cooperation, and construct a cohesive regional identity. Inherent problematics of the ASEAN Socio-Cultural Community includes the leadership's weak commitment from the Philippines, lack of political will from member states, civil society's characteristics, complexities of socio cultural issues, as well as the ASEAN Socio-Cultural Community's characteristics in comparison to the ASEAN Political Community and the ASEAN Economic Community. Strengthening measures identified are (1) pillar empowerment through prioritizing issues with greater regional leverage overlapping with the political-security and economic pillar and socialization to increase society's awareness and participation, as well as (2) empowerment of key stakeholders including governmental agencies, civil society, and the ASEAN institution. Constructive action recommended includes encouraging increased leadership within the community, initiating a corrective internal mechanism, awareness raising, and "role-modeling'' in civil society engagement.

Abstract

The aim of this research is to build a strategy for Indonesia’s involvement in the Palestinian- Israeli peace process. We first identify the main obstacle for such involvement, which, in our view, is the absence of official contacts between Indonesia and Israel The opening of such contacts, however, is not possible due to a number of reasons. First and foremost, the opening of such contacts will create tremendous political pressures to the government from the Islamic communities. In addition, the economic gains of such an opening are not quite tangible. Finally, the opening of such contacts could easily be interpreted as a violation to the constitution which clearly calls for the right to independence. To tackle those problems, our proposal is to build an unofficial-official which combine the Taiwan model and the backchannel model and add it with the normative framework and pragmatic interests for Indonesia’s involvement.

Abstract

This paper will discuss about the problem surrounding human trafficking eradication in Indonesia. In general, the effort to eradicate human trafficking in Indonesia has been focusing too much on enforcing criminal law and restricting immigration instead of protecting and preventing the victim of trafficking. In order to explain why it happened, this paper will use Amitav Acharya’s theory on norm localization which provides a framework to assume that the norm of human trafficking eradication in Indonesia has been appropriated by certain contradicting value. By using the theory, this paper finds that the norm of human trafficking eradication promoted by Palermo Protocol is directly against patriarchal culture, thus the culture has an interest to localize the norm. This paper concludes that the localization of human trafficking eradication norm by patriarchal culture in Indonesia has removed the value of human security in favor of state security.

Abstract

Despite the wave of decentralization that marks strongg democratization and political transition in Indonesia and the Philippines, the violences that occur in the direct elections for local leaders is undoubtly left a big question mark on how democratization could bring peace in the two post-authoritarian cuntries. This article elaborates the phenomenon of political violence in direct elections for local leaders in Indonesia and the Philippines. Bearing in mind that decentralization is the predecessor of the management of direct elections of local leaders, the elections itself aims to elect democratic local government that will be hold accountable in the eye of its constituents in peaceful process. However, the political violence in elections that took form mass demonstrations, burnings, beatings, killings, and other form of violence put questions into the meaning of decentralizing power to local leaders in Indonesia and the Philippines has turnes into the agony of decentralization. It is thus a challenge for both country to prevent the violence to occur in the future to have decentralization work according to its early purpose of promoting good governance at local level.
