Jurnal Kebijakan Ekonomi (JKE), is a peer reviewed journal under the Magister Perencanaan Ekonomi dan Kebijakan Pembangunan Fakultas Ekonomi dan Bisnis Universitas Indonesia (MPKP FEB UI) study program that has been published since 2006. It is a scientific publication media containing the results of research, studies, thoughts, and critical analysis on economic policies as well as other related fields such as education, health and environment. This journal has scheduled to be publish in April and October every year. MPKP FEB UI publishes JKE as a media for academics, policy makers at the central and regional levels, as well as the private sector. It also facilitates the experts to communicate various public policy issues at national, regional and local scales.

Abstract

Domestic competition has an influence on the export performance of the firm. Based on theory, the influence will vary depending on the level of efficiency owned by the firm. Using the data of large industrial companies currently manufacturing from 2002 to 2014 aggregated into the ISIC rev 3 3-digit sector, this study shows that domestic competition will have a positive influence on export performance in sectors with low and medium technology levels. While in high technology sectors, domestic competition has a negative effect on export performance.

Abstract

This research aims at analyzing to what extent the role of information and communication technology (ICT) could support the performance of the creative economy sector that is rapidly growing in Indonesia. ICT in creative economy is not only helpful in promoting cost reduction or revenue generation as in business as usual, but also in itself is important asset to intensify the creativity of human resources which is the main production factor in creative economy. Using Ordinary Least Square (OLS) analysis method, this study analyzed cross section data from the Special Survey of the Creative Economy (Survei Khusus Ekonomi Kreatif/SKEK) by Indonesian Bureau of Statistics (Badan Pusat Statistik/BPS) in 2016 and found that although the use of ICTs delivers a positive effect on creative economy performance in general, the correlation varies depending on the type of activities or subsector of the creative economy in particular. The negative impact of the use of ICTs on firm performance is found in the visual communication design, music, application and games, and fine art subsectors. Furthermore, this study also uncovered that the use of ICTs in micro scale businesses was associated negatively with its performance. The result indicates that the type of subsectors and the scale of the firms are the determinants of whether ICT would have a positive effect in the performance of the creative economy.

Abstract

The implementation of fiscal decentralization has brought significant changes to the management of public finances in Indonesia. Decentralization has been empirically proven to increase the size of government (ratio of government spending to output). Good institutional quality is considered as an important factor to ensure government spending is effective and able to contribute positively to the economy. This study aims to determine whether the influence of government size on economic growth depends on the quality of the institution. The study uses the level of analysis in 491 districts / municipalities in Indonesia during 2011-2017. Using Ordinary Least Square (OLS) estimation method, empirical results show that government size has a negative and significant effect on regional economic growth. By using an indicator of institutional quality, namely the democracy index, the empirical results of this study show the difference in the effect of government size depending on the quality of the institution. The negative effect of government size tends to be greater in regions with low institutional quality.

Abstract

Infrastructure development is one of the driving wheels of economic that have potential to drive increased production, create jobs and reduce the number of poor people. One of the government's focus on infrastructure is the construction of the Trans Java Toll Road that connects the entire Java Island from Jakarta to Surabaya. The purpose of this research is to analyze the impact of the operation of the Trans Java Toll Road which began in part since 2015, 2017, 2018 and 2019 on the Regency/Municipality economy, especially those passed by toll roads. The indicators of regional economy in this research are GRDP per capita, open unemployment rate, dan poverty rate. The research method used is Difference in Difference (DiD) in the form of Staggered Adoption Design (SAD) using 84 regency/municipality data spread across 6 provinces in Java Island from 2012-2919. Estimation results show that the operation of the Trans Java Toll Road has not yet had a stable impact on increasing GRDP per capita, decreasing unemployment rate and reducing poverty rate. The insignificance of the influence of the Trans Java Toll Road is suspected because the analysis is still conducted in the medium term, where generally the influence of the new toll road is seen in the long term.

Abstract

In determining electricity tariffs in Indonesia, it has changed since 2015, namely by the policy of tariff adjustments or adjustments to electricity tariffs by adjusting to macro indicators namely ICP, exchange rates and inflation. This paper will examine the impact of the tariff adjustment policy on Indonesia's household electricity consumption. By using the Ordinary Least Square (OLS) regression method, the results show that the effect of electricity prices on electricity consumption is negative and insignificant, which means that the effect of changes in electricity prices on household electricity consumption is very small. From this study also added control variables from the social, economic and building aspects that can affect household electricity consumption pattern.

Abstract

Sugar is a strategic food commodity which is targeted to reach self-sufficiency in 2019 although there are many problems in the Indonesian sugar industry. Sugar self-sufficiency can be realized if domestic sugar production is able to fulfill domestic sugar demand. This study analyzes the factors that influence consumption and production of Indonesian sugar and their implications for the 2019 sugar self-sufficiency target. For white sugar, the estimation using the simultaneous equation system resulted that domestic consumption for white sugar was positively affected by previous year's consumption and domestic production of white sugar was positively affected by sugarcane area and negatively affected by the national sugar price in the previous year. For refined sugar, the estimation using multiple linear regression showed that domestic production for refined sugar is positively affected by the maximum production capacity of refined sugar mills and volume of import raw sugar. Production of refined sugar mills negatively affected by the Rupiah/US$ exchange rate. The consumption for refined sugar is positively affected by the number of population. The projection shows that the sugar self-sufficiency target in 2019 has not been fulfilled. Nonetheless, the policy of increasing land area, determining the amount of HPP that increases every year and controlling the price of sugar need to be done to increase production and reduce imports.
