Abstract

Regional Original Income is one of the sources of regional financial revenue which is the main capital in carrying out development in the regions. Regional Original Income consists of Regional Taxes, Regional Levies, Proceeds from the Management of Separated Regional Assets, and Other Legitimate Original Regional Revenues. To get the maximum revenue from the original regional income, proper management is needed, therefore the researcher decided to conduct research on the management of one of the original regional income sources with the title "ROLE OF TOURISM DEPARTMENT IN IMPROVING REGIONAL ORIGINAL INCOME IN MALUKU PROVINCE". In this study the authors used a descriptive qualitative method with an inductive approach. Data collection techniques were carried out by observation, interviews, and documentation. The data analysis technique used was data reduction, data display and conclusion drawing. Based on the results of research conducted by the author, the management that takes place at the Maluku Provincial Tourism Office starts from planning, institutional fields, marketing, creative economy and destination fields. The problem that was found was the decline in Regional Original Income over the last few years, which was caused by the natural disaster factor that was the Covid-19 pandemic which resulted in a decrease in the number of tourists. Efforts that can be made are the development of a tourism management strategy in order to attract tourist visits through activities that can increase tourist interest, improve facilities and infrastructure, improve the quality of human resources, and collaborate with all parties both inside and outside the region in order to develop available tourist destinations.

Abstract

Improving national competitiveness and regional competitiveness is the mandate of the Act as a reference for the government in planning and implementing development. To increase regional competitiveness, regional potential is needed as the basic capital for development. Tasikmalaya City as an autonomous region is a division of Tasikmalaya Regency which was ratified by Law No. 10 of 2001 has abundant potential in various sectors. However, due to various limitations, this potential has not been utilized optimally, so that the competitiveness of Tasikmalaya City is still inferior to Banjar City, Cimahi City, and West Bandung Regency which are much younger. This paper will discuss further how to improve regional competitiveness through the potential of the City of Tasikmalaya. This research was conducted with a qualitative descriptive approach with reference to Porter's diamond model. Data collection techniques in this study were interviews with informants, namely stakeholders in the City of Tasikmalaya, documentation, and observation. There were 17 informants who were successfully interviewed. Qualitative data obtained from interviews and observations were then analyzed by means of tabulation and categorization according to research interests. The next analysis uses an industrial cluster approach so that it is more likely to design a strategy to increase the competitiveness of the City of Tasikmalaya. All tertiary sectors that have very rapid growth in the City of Tasikmalaya then function as core industries, which are further broken down into supplier industries, buyers, supporting industries, related industries, and supporting institutions. With the formation of industrial clusters for tertiary sectors that have high potential, which is equipped with the identification of actors and their respective roles, the increase in the competitiveness of the City of Tasikmalaya will be realized more quickly

Abstract

Village-Owned Enterprise (BUMDes) is an important component to improve the village economy. The number of stimulus programs that have been delivered by the government has not been able to make BUMDes in West Java into the category of ‘advanced’ and ‘large’. The majority of BUMDes in West Java are in the category of ‘pioneer’ and there are only a few BUMDes that are in the ‘growing’ category. For the ‘mature’ category, there is only one BUMDes, namely Niagara BUMDes in Wangisaraga Village, Majalaya District in Bandung Regency. The purpose of this study is to see the implementation of the principles of Good Corporate Governance (GCG) in managing BUMDes in West Java Province. This research was conducted on three BUMDes spread over three regencies/cities in West Java Province, namely Bandung Regency, West Bandung Regency and Banjar City which represent BUMDes in the category of pioneering, growing and mature. The analysis is conducted using the concept of GCG. This study uses a qualitative method with an inductive approach. This study shows that the implementation of GCG includes the principles of transparency, accountability, responsibility, independence, and fairness is still weak. In the first principle, transparency is only fulfilled by the existence of financial reports, meanwhile BUMDes does not have standards and targets for financial dan performance reports. Then, in the second principle, accountability is only limited to determining the details of the duties and responsibilities of its structures and does not yet have and implement other indicators. Furthermore, in the third principle, the responsibility of BUMDes has not been seen from the fulfillment of social responsibilities in accordance with what is mandated in the AD/ART BUMDes. Meanwhile, in the fourth principle, independence does not work with the discovery of several forms of village head intervention, namely in the placement of employees. Finally, in the fifth principle, it was found that the implementation of the principle of Fairness to each BUMDes was quite good, marked by the inclusiveness of decision making. However, what is noted is the employee recruitment process which still contains elements of nepotism from the village head.

Abstract

Jakat Beach is one of the belle of tourism in Bengkulu City, this is due to the tourist location which is only one kilometer from the center of Bengkulu City and easy access to tourist sites. But of course in the development of tourist objects need the readiness of the community as managers of tourist objects. Community-based tourism development is one of the tourism concepts that is expected to optimize the benefits felt by the community. This study aims to analyze the readiness of the people of Bengkulu City in developing community-based tourism objects in their area and realizing sustainable community-based tourism. This research was conducted using a qualitative approach by conducting interviews with the community and various stakeholders involved in the development effort. The analytical framework used to identify the condition of community readiness is the stages prepared by the Asia-Pacific Economy Cooperation (APEC). The results showed that the people of Bengkulu City had good readiness to be able to develop activities based on the 9 required stages, the people of Bengkulu City had reached the 7th stage. Therefore, the community needs to prepare several things so that tourism development can be sustainable. Keywords: Community Based Tourism, Jakat Beach

Abstract

Penelitian ini bertujuan untuk memahami tentang pengembangan kompetensi PNS dalam penerapan pelatihan nonklasikal dalam hal ini ­e-learning, faktor penghambat, faktor pendorong serta upaya yang dilakukan di BPSDM Provinsi Sulawesi Selatan. Penelitian ini menggunakan metode deskriptif dengan penelitian kualitatid yang dimana pengambilan datanya didasarkan pada hasil observasi, wawancara dan dokumentasi di BPSDM Provinsi Sulawesi Selatan. Kesimpulan yang diperoleh dari hasil penelitian penulis yaitu pengembangan kompetensi PNS dalam penerapan pelatihan nonklasikal dalam hal ini e-learning masih belum baik dan masih perlu dikembangkan dari program yang digunakan pada proses pelatihan maupun pada proses pelaksanaan kegiatan seperti pengawasan pelaksanaan kegiatan. Hal yang mendorong kegiatan pelatihan dengan e-learning yaitu adanya perubahan zaman menuju era revolusi industri 4.0 yang mengedepankan teknologi dalam hidup masyarakat termasuk dalam pemerintahan khususnya pada proses pengembangan kompetensi PNS serta pandemi covid-19 yang membatasi dilakukannya pelatihan secara klasikal atau tatap muka sehinnga pelatihan dengan model nonklasikal dalam hal ini e-learning harus dilakukan demi untuk memenuhi hak PNS dalam melakukan pengembangan kompetensi berupa pelatihan. Abstract

Bertambahnya kebutuhan masyarakat terhadap tanah dan meningkatnya permasalahan pertanahan seiring dengan bertambahnya populasi penduduk. Permasalahan pertanahan sering disebabkan masih banyak tanah yang belum memiliki sertifikat tanah. Sertifikat tanah merupakan dokumen negara yang dapat dijadikan bukti kepemilikan terhadap hak seseorang atas tanah/lahan yang dikeluarkan oleh Badan Pertanahan Nasional. Program Pendaftaran Tanah Sistematis Lengkap (PTSL) adalah sebuah inovasi yang dilakukan oleh Menteri Agraria dan Tata Ruang sebagai upaya percepatan pendaftaran tanah dan membentuk suatu peta lengkap dalam suatu wilayah. Penelitian ini bertujuan untuk mengetahui bagaimana penerapan PTSL di Kabupaten Ngada Propinsi Nusa Tenggara Timur. Metode Penelitian yang digunakan adalah kualitatif deskriptif. Hasil penelitian ini menggambarkan bahwa penerapan program PTSL di Kabupaten Ngada telah bejalan dengan baik, dilihat dari tercapainya terget yang diberikan namun tentu saja ada hambatan yang dihadapi terkait tanah adat serta kurangnya sumber daya manusia dan peralatan ukur yang dimiliki serta kondisi geografis Kabupaten Ngada. Badan Pertanahan Nasional Kabupaten Ngada diharapkan terus melakukan inovasi dan cepat tanggap dalam mempercepat proses pelayanan administrasi. Kata kunci: PTSL; Pendaftaran Tanah; Inovasi

Abstract

In the current era of globalization, the use of information technology is very much needed by the community, In Indonesia, including in Pemalang Regency, the delivery of information from the government to the community is one of them by utilizing the Information Management and Documentation Officer (PPID) website which has the function of providing information from various Regional Apparatus Organizations (PPID). OPD) which can be downloaded by the public. This study aims to determine the benefits of the PPID website as measured by the influence of the quality of the PPID website on website user satisfaction. With the PPID website, it is necessary to do research on the quality of the website. In this study, website quality analysis was carried out using the Webqual 4.0 model according to Barnes and Vidnes (2003) with three variables namely usability quality, information quality, and service interaction quality which will be tested for the effect of website user satisfaction according to the user satisfaction theory by Doll and Torkzadeh (Dasgupta 2014). This study uses a quantitative method by taking a population from a list of information downloaders through the PPID website in Pemalang Regency with a sample of 40 downloaders and collecting data using an online questionnaire and from the results of documents collected by the author based on data taken from the Communication and Information Office of Pemalang Regency. The results of the questionnaire were processed using SPSS version 21. Data analysis used multiple linear regression analysis. Based on the results of the analysis, the conclusions that can be drawn are that the quality of usability, the quality of information, and the quality of service interactions have a simultaneous effect on the satisfaction of PPID website users. However, partially the quality of usability and the quality of information have no significant effect on the satisfaction of PPID website users. Partially, only the quality of service interaction affects the satisfaction of PPID website users.

Abstract

Technological developments in terms of attendance allow event organizers or agencies to record attendance more easily. Before there was digital attendance filling, all were filled manually with paper and signatures. As a result, it is often difficult to record attendance and it takes a long time to record attendance. Currently, an example of technology that is present to overcome problems in attendance is the use of Google Forms. Google Forms is an application from Google that is general in nature and can be accessed at no cost or free. Google Forms can be used across a variety of devices. This study aims to determine the effectiveness of using Google Forms in filling attendance at the HRD Agency OF Bengkulu Province. The research method used is a qualitative research method with a descriptive approach. Collecting data by means of observation, interviews, documentation, and focus group discussions. As a result, participants and organizers found it helpful to use Google Forms for attendance, plus the signature of each participant when filling out attendance. The use of Google Forms in organizing apparatus leadership training activities at the HRD Agency of Bengkulu Province can be available for free, easy to operate, and can be accessed anywhere and anytime. The problems faced are sometimes unstable networks, PICs who still don't have a Google account, and some participants who still don't understand how to fill out Google Forms. Efforts made by HRD Agency of Bengkulu Province were to replace the wifi network with a personal data network, conduct a brief socialization of the creation of a Google account as well as the creation of a Google Form, and socialize to participants about filling out Google Forms to completion.

Abstract

The application of technology in government has gone global in various countries. The use of communication and information is no longer limited by space and time. One world feels in our hands through electronic devices and internet access. There are so many of them who take advantage of this opportunity to take advantageous opportunities to improve their standard of living. This study aims to analyze the application of a smart city in the city of Semarang, and the things that hinder the application of the smart city concept. This study uses a qualitative descriptive analysis method. This study observes the government's actions in taking a smart city implementation policy. The city of Semarang has a personal branding as one of the big cities in Indonesia which incidentally has many advantages in terms of infrastructure. Semarang in realizing its consistency in building a website that can be accessed by everyone related to smart cities as a form of implementing these policies where on the website there are facilities for smart governance, smart branding, smart economy, smart living, smart society, and smart environment. The implementation of smart city in Semarang City is still undergoing gradual changes and there are still many shortcomings that need to be overcome. The slow implementation process is certainly affected by the existing obstacles both from within and from outside the Semarang City Government.

Abstract

In accelerating economic growth, Indonesia is actively implementing infrastructure development. One of the developments currently underway is the construction of the Jakarta-Bandung high-speed train infrastructure. Jakarta as the nation's capital and Bandung as the capital city of West Java Province as a buffer for the capital city have high mobility in the use of transportation means including trains. To support the business activities between the two cities, the government considers the development of high-speed train infrastructure as a priority development. Due to the limited Indonesian Budget, Indonesia decided to collaborate with the Chinese government in its development and financing. However, the implementation of the construction of the Jakarta-Bandung high-speed train infrastructure is not simple, because it involves various stakeholders, including the Central Government, the Chinese Government, the West Java Provincial Government, the Regency/City Governments that the high-speed train line passes, and the people. This study aims to describe the implementation of collaboration among all stakeholders. The research method used is qualitative descriptive. The results of this study indicate that there are still various technical obstacles faced so that the implementation of the Jakarta-Bandung high-speed train infrastructure development runs slowly. The right collaboration model found to be applicable in infrastructure development is the Transnational Model.
